I ADVISE EVERY SINGLE HOA IN CALIFORNIA TO FIRE THIS COMPANY IMMEDIATELY! Our Torrey Hills HOA BOARD members (no one has any idea who they are because of zero communication from Walters in like 19 years), FINALLY dumped this absolutely corrupt and worthless management company after 22 years!!! They never enforced any CC&Rs, parking, or landscaping guidelines in 22 years of non-stop complaints from countless Torrey Hills residents. They "managed" the vast Torrey Hills area (92130 in Northern San Diego) consisting of several sub-divisions. They literally did not do anything. How many millions in HOA dues they stole from residents over 22 years is appalling. The first 3-4 years, they mailed out paper newsletters that we all really appreciated, reminding residents of rules and some community events (that they were not responsible for) (our subdivision was built in 1999). They then stopped the paper newsletters and completely stopped communicating with residents! No emails, no newsletters, no letters, nothing! Walters also organized NOTHING for our community either- no events, food trucks, seasonal celebrations, etc at the Torrey Hills Park. My friends' HOA organizes stuff throughout the year, paid for with HOA dues. We got nothing. They never did any drive-bys to check on the many subdivisions around Torrey Hills they were supposed to handle. They had their employees and relatives post totally fake positive reviews on Google. THEY ARE A ZERO STAR COMPANY!!!! They did nothing to maintain the Torrey Hills neighborhoods or maintain or increase our property values as they are supposed to from day 1 from taking over from the equally disgusting NN Jaeske that also got fired after a couple of years of total mis-management after the subdivisions were finished being built 1999-2003. Overgrown trees all over Torrey Hills blocking valuable ocean and canyon views because they were too lazy to use any of our HOA money to trim them down, or just cut the overgrown trees down completely. The HOA owns the trees, not the city of SD! I know of dozens of people in the various subdivisions in Torrey Hills who filed complaints via email, phone call, regular letter, priority mail with tracking, and Walters ignored every single complaint over everything during 22 years (we moved here in 2002). Again, they did absolutely nothing. This included residents leaving trash cans out in front of their homes, bad tenants, illegals Airbnbs, non-stop parking problems because they refused to enforce the rules about converting your garage into a gym or storage and then leaving cars in front of other neighbors' homes, dead grass, weeds, people leaving ugly portable basketball hoops out on the streets and their driveways for years, landscaping issues, people not maintaining their homes, common HOA landscaping areas not being watered at all!!! They took our money for 22 years and did absolutely nothing with it (we don't have a community pool). I believe the only thing they did in 22 years was trim down a few feather grass plants on our street once every two years, and then left them to die because they turned off all the sprinklers, and now we have an eyesore of dead landscaping. They stole the rest of our HOA money for their lazy and incompetent employees!!!! And yes, there is a notorious PURPLE house in La Strada that Walters did NOTHING about after years of complaints. You need to get HOA Board Member approval if you change the original paint colors of your home. The new paint scheme needs to blend in with the existing homes. The existing homes are beige, pale yellow, browns for the Spanish-styled homes. We've had this purple CANDY LAND eyesore on the street for years! Walters is the biggest scam in the HOA management business probably in the USA. Good riddance to this horrible company. read more

J. BIGELOW is the Walter's Manager for Torrey Hills, yet she does not enforce the HOA/CC&Rs. She is not doing her job, and has repeatedly lied to us about an ongoing problem and HOA violation on our street. We lived in a "lower class" area of San Diego, and recently moved to Torrey Hills. We wanted to live in an HOA community with rules that prohibited the following: boats, basketball hoops on poles in front of homes or on the street, RVs, signs (social justice, ad signs, political statements, or any other signs, except temporary school Graduation signs), trash cans and junk in the front or sides of homes, nice community landscaping, and properly maintained homes/landscape. The realtor explained dues are $26 per month, and for that you get nothing (no community pool or any amenities at all), other than the common landscaping which is supposed to be watered and maintained through Walters (it is not being watered at all, and due to drought, big sections of landscaping are dead and ugly). Your $26 goes directly to Walters. We contacted J. Bigelow over a simple issue/violation over 6 months ago, after we found out that another neighbor already complained to her about the same thing and she took no action. J. Bigelow emailed informing us that she would take care of it. Six months on, J. Bigelow has failed to do anything. Instead, J. Bigelow has repeatedly lied to us about the matter, telling us "I need to investigate!" even though she was emailed photos not only by us, but our neighbor. She kept telling us to contact the City of San Diego (this is not a city code issue Julie!). Then she has the gall to mail us and all homeowners letters stating that she not only enforces the CCRs, but also fines homeowners: see J. Bigelow's letters below. There are not only violations on our street, but throughout our subdivision, and the surrounding subdivisions as well which are, surprise, also "managed" by J. Bigelow. RVs, boats, trashcans, trash, signs, faded house paint, hoops are on every street. For $26 they take our HOA dues, and that of several hundreds of other homeowners in Torrey Hills, and don't enforce the bylaws. They also do not water the common landscaping which they are being paid to do. Our friends live in an HOA community in a different city where the HOA Manager does drive throughs 2-3 times per months and is strict! A photo of the violation and a letter is immediately sent to the homeowner. Since J. Bigelow refuses to do her job by enforcing the CC&Rs, we will be taking photos of violations and posting them to this site. Another neighbor warned us about Walters Management; they are dishonest and do absolutely nothing, which is the exact experience we have had in our short time here. This is obvious by J. Bigelow's and Walter's Mgt.'s poor reviews. Another neighbor said years ago they had a friend living in the adjoining subdivision run by Walters Mgt.. In that subdivision many homeowners also complained to Walters many times about basketball poles/hoops on the street. They finally brought it to the attention of the local newspaper Carmel Valley/Del Mar Times because the hoops were there for 7 years, which proves J. Bigelow and the previous manager fail to enforce the rules or do any drive throughs. It took this media attention to finally force Walters to take action. J. Bigelow is not enforcing CC&Rs even after it is brought to her attention, yet is spending homeowner dues on her fake enforcement letters. read more

If not, then you, the HOA Management company, is in violation of a law called "selective enforcement." Its actually a crime with major fines and jail time or misdemeanor/felony status. "To many people with small penises were abusing the very small power they had and the government had to step in." 2. We asked you about the CCRs that states specifically about what we have violated, you failed to provide such document; Vague terms like "changing any exterior needs approval" won't help clarify. Do we need to get approval for replacing dead plants, trimming shrubs etc.? 3. We explained many times, we didn't know a new garage door is architectural modification, therefore didn't apply in advance. It's already installed and can't be undone or "stop the work". You already classify it as a violation, how do we apply for the approval of a violation? 4. 80% neighbors change their garage doors, would you please show us their applications? Have they all applied for HOA approval? How many of them have, and how many haven't? I know some haven't. 5. Next we'll expose your individual name, starting from "community assistant manager" Co** P******. 6. Have you blocked all the emails sending to ****@waltersmanagement.com? Why do you cut off email communications with home owners without any notice?? 7. Why your contact person keeps on changing?? Again without any notification. Why do you keep on changing your contact person, without any notification? We receive all compliments (not a single complaint) on the glass garage door, yet you Waltersmanagement got 2.3/5 ratings on yelp. You can only repel people from buying here. UPDATE: So far, we are still waiting for the issues in question to be resolved. Meanwhile, I've noticed that YELP has taken down my prior review (see below), probably due to pressure from this business. This is regarding Walters Management at the KEARNY MESA Location: I am a home-owner of a condo in an HOA that is managed by Walters Management, and from my experiences dealing with Walters Management, I have to completely concur with every comment made in the previous two negative reviews. I have emailed and called Walters Management repeatedly in the past 6 months regarding the same community issue. The same issue is still continuing which shows what actions, to be clear, what lack of actions, Walters Management took in addressing this issue. Another example is when there was a problem with Waste Management, the trash pick up company. I initially made a call to Waste Management but was told by them that Walters Management need to contact them first since our HOA has a commercial account. I called Walters Management and spoke to a person who shall be named K.W. who appears to be the personnel in charge of our HOA. She was unfriendly and rude, but she did tell me that she would contact Waste Management. However, after my calls ended, the same problem still persisted over the weeks. I called Waste Management again, and this time was told that K.W. nor anyone else from Walters Management had contacted them about the problem. So basically, Walters Management chooses to ignore legitimate concerns of home-owners and does not provide the services that it is paid to provide. We pay hundreds and hundreds of dollars in fees to this company every month for its services, and we are not seeing any results of that. And the contact form that Walters Management have on their website is completely ineffective and a ruse. I have completed so many of these forms on their website, I lost count, in my attempts to reach someone. They basically put this form up there to eliminate your ability to document everything, since once you click "submit", there is no record of ever having submitted the form. Also, since I submitted this review once already, I noticed that someone from Walters Management contacted YELP to ask them to retract my initial review because it was no longer posted as of this afternoon. This so-called management company are run by bunch of liars and frauds. They take your HOA money every month and do absolutely NOTHING!!!! Walters does not check any subdivision they run, and never have. They have ONE STAR ratings from all over Southern California! I know people who have filed violation complaints directly with them, and Walters does absolutely nothing but lie and refuses to follow up. This is the way they operate: 1) You email them with a complaint, and they do nothing. 2) You call them and they don't follow up ever. 3) My neighbor sent them certified mail about a basketball hoop blocking the street parking 7 years and Walters claimed they never got it (USPS confirmed delivery through tracking). They were emailed a photo of the hoop, and still did nothing. There are violations all over my subdivision ranging from dead landscaping, house with stucco missing, and basketball hoops all over the place that have never been allowed, are an eyesore, dangerous, and blocking street parking. They are supposed to do drive-bys with our HOA money, and then report violations to the HOA Board and send warning letters out- they have obviously never been to this subdivision or lie and tell the HOA Board they have! Look at the 1 star reviews from people all over SoCal. That is an indication that they are a fraud and unprofessional on all levels. A properly run, professional, and HONEST management company would have 4, 5 star reviews! The Torrey Hills "Master" HOA Board refuses to enforce any HOA rule 15+ years running now. My neighbor has been here 19 years and said nothing but problems with Walters. The current board consisting of G.R. at The Cove, B.R. at Sausalito, V.M. at The Shores, and S.P. at Sea Ridge, just to name a few, are not doing their job at all, and never have. I doubt they even meet. Get off the HOA Board and stop running if you are not going to enforce the rules for the betterment of our community! Third time posting review of Walters. Each time my post has been removed. I hope Yelp isn't working with Walters to screen reviews. The essence of my review is this. Senior VP and member of Walters executive team admitted he placed his company and his managers over the client. Walters management has become top heavy, with at least 3 senior VPs. In contrast, the manager for Village Park Rec. Club No. 2 was excellent, but they overloaded her with new clients, failed to provide her sufficient support, so services fell off and the owner was notified of these failings. For example, the accounting department made serious errors. In addition to violations of bylaws, checks bounced and a vendor was repeatedly misled about the status of their overdue checks. When problems were brought to upper management's attention, they attacked the messenger. Instead of acknowledging mistakes and accepting responsibility, they made excuses, mischaracterized and dismissed the concerns, then blamed the point of contact for sending too many emails. Contrary to Walters claims, they did not try to resolve issues with the board. In fact, they never met with the board. Such meetings would have to be posted. The decision to end the relationship was emotionally-based and not a wise business decision for Walters since at least 2 other HOAs in the area were considering switching to Walters. One of them was mine. The consensus is that a senior VP became frustrated at his inability to make a factual case for changing managers and another Sr. VP didn't like constructive criticism about his accounting department, so they blamed the messenger. The problem is systemic. A recent check of Walter's Management's Yelp reviews reveals a long list of 1-stars with an overall average of 1.5. It is the opinion of this author that low ratings go hand in hand with putting the client last. For these reasons I give Walter's 1 star (like 29 other dissatisfied HOA members on Yelp). Not sure if updating my review loses the old one so here's a new post along with my old one: New review: It's been nearly 1.5 years since I left a review and I continue to be exceedingly happy with our HOA. I'm so sick and tired of the only feedback that people ever give on Yelp being negative. Businesses and companies deserve positive feedback as well and Walters Property Management is deserving of that. They are attentive and responsive. They are helpful and kind. They are courteous and timely. I continue to be impressed by everyone I encounter, who in recent months has been Candace S. Thank you for being such a stellar company and continuing to provide such great service. I can still say that after living here more than 3 years that having an HOA has been so much better than advertised. Old review: Like most people, my husband and I were nervous to move into a neighborhood with a HOA. But, I have to say it's been overwhelming better than advertised in the 2 years we've now lived here. In particular, Stephanie S. at Walters Management has been BEYOND HELPFUL to us in getting issues resolved! She was prompt in helping me find a resolution to my problem and the turnaround time exceeded anything I could have ever expected! I cannot sing her enough praises! I have been so happy with the management and the upkeep of our area. The landscaping always looks fabulous, the price is fair and reasonable, and like I said, our HOA has been so well managed. Walters Management has been helpful, responsive, and accommodating. I know people are fickle with their reviews and so often only leave feedback when there is something bad to say. I figured it's time that people get good feedback when it's due and it certainly is here! As a resident of one of the properties managed by this company, I've noticed what feels like a pattern of focusing heavily on minor infractions while overlooking concerns that impact day-to-day quality of life and safety. The phrase "preserving property values" is frequently used to justify enforcement actions, but as a family with children, it often feels like common-sense concerns take a back seat to strict rule enforcement. One experience that stood out to me was being asked to keep my children quiet based on a complaint, despite no evidence or details being provided to support the allegation. As a parent, that was frustrating and left me feeling that assumptions were being made before the situation was fully investigated. My experience has left me questioning whether families are truly a priority. If you have children, I would encourage you to carefully consider whether their properties and management style align with what you're looking for. At times, it feels like nearly everything is viewed through the lens of a potential violation rather than an opportunity to work collaboratively with residents. More recently, I received a notice regarding a child safety sign that I temporarily placed by my garage due to concerns of vehicles traveling too quickly through the community. While rules are important, I would like to see the same level of attention given to safety concerns for our children. I understand that rules are necessary in any community, but there should also be room for reasonable discussion, understanding, and a focus on the people who actually live there. Personally, I'm relieved to be a tenant rather than a homeowner having to deal with this management company long term. read more

I live in the il Palio HOA community. A month ago is when I first contacted Walters Management and Lisa Isaacson about a leak emanating from the unit directly above mine. Lisa was very helpful and showed she cared by listening, while ultimately explaining the dynamics of HOA living and how it's determined who's responsible for what. Rather than just telling me to go pound sand and that it was my issue to figure out (since it was my issue), Lisa reached out to the unit above mine and notified them of the leak. This had to be done by mail since there was a not an email address in Walters' database or a working telephone number. To complicate matters, the unit was tenant occupied and even though I had reached out to the tenant a couple to times, over a month had passed and still no contact from the unit owner. I called Lisa several times recently, reporting this. Again, rather than just telling me there's nothing she could do, Lisa did do something. She found another contact number for the tenant and told me she'd reach out to them. About two hours later, Lisa called me and told me she spoke to the tenant personally and through her power of persuasion perhaps, got the tenant to get the owner to get in touch with me. The leak is now repaired and I'm grateful there are people out there who do want to help others and not just leave them to fend for themselves. Lisa could have done that, but instead, she went the extra mile, several times. I own a condo in another HOA and wish Lisa was our manager! read more

I think that Walter's Management does a great job! I am rather surprised to see so much negative feedback on them. It can be challenging sometimes when you live in an HOA that has so many rules and regulations. In a previous HOA, I received violations from a plant on my front porch being too small to see so they thought it was just an empty pot. I can't fault the management company for enforcing the HOA rules though as they are decided by the board. We have a lot of homeowners around us that don't always take the best care of their property so I appreciate that Walters is there to enforce the rules and help secure my property's value. I have dealt with many different managers there over the years and they have all been top notch and very responsive. Anytime I have had something come up, Walter's is there to answer my questions and address my concerns, in particular Lisa and Sheila - they are great! I give kudos to anyone that can deal with this many homeowners on a regular basis. I used to manage an apartment complex years ago and I felt like all I was doing was babysitting a bunch of residents who complained against each other. You just can't please everybody............ Keep up the great work Walter's - I hope that we continue to have you as our management company for many years to come! read more

I had the opportunity to interact with Lisa Issacson, from the Chesapeake Dr. office, at an industry event recently (Community Association Institute) and was initially impressed by not only her knowledge of the community management industry, but was also equally impressed by her willingness to share some of that knowledge with me (I'm a homeowner volunteer board member in my hoa) when the conversation turned to my asking her about how to deal with a difficult fellow-board member. She clearly understood what my situation was, and her answers were on-point, so much so that I was able to apply them successfully at my board's next executive session meeting. Truth of the matter, neither I, nor my hoa, are clients of Walters, but based on my interaction with Ms. Issacson, I can understand why they would consider her a valuable asset to the company, and one that they would not want to lose. Bottom-line, she absolutely knows what she's talking about when it comes to issues concerning community management subjects related to board governance. Matched with her amazing personality, It was nothing less than a pleasure meeting a professional like her, who knows her industry as well as she does. read more

If I could put a zero i would. When we email them they say they are working on it or send a short response back saying they have done something. Then a few days later still nothing has happened. They set forth a lot of rules but fail to enforce any of them except colllecting the HOA fee. When called to discuss the individual who answered the phone cited multiple excuses but when asked to ellaborate so that a solution could be teased out they could not. Our community is getting destroyed and the Walters Management the people we pay to protect this from that are failing at the most basic levels even though they have the ware with all to identify the risks and issues. Staff is rude and talks over you as opposed to listening and trying to solve the issue. It almost seems like a nuisance to talk to you. I would highly advise avoiding them. I am open to talking to anyone at the company about it and my expience but based on my interations showing a less than enthusiastic approach about delivering a quality product I doubt that anyone will reach out and this will get thrown is the disgruntled troll pile. read more

You can tell she has extensive experience in the property management field. She stays up-to-date on rules and regulations, which are always changing. When she doesn't know the answer to something, she knows exactly who to contact and she gets back to us in a timely manner. She has great relationships with a wide variety of vendors. She always gives us appropriate options. She's transparent about pros and cons of different options and things she has seen that worked and did not work. Robin is also extremely patient and professional. I've seen her expertly diffuse heated arguments and politely respond to incessant demands. The thing I notice most about Robin is that she realizes she is working with people. She puts the person first. She listens, recognizes the issue, then solves the problem. I bought a home in an HOA managed by Walters Management in 2012 and have been very pleased with their services. I've contacted Walters about three different issues in the community and I've always received prompt replies via email and phone. First issue was about the tree trimming happening around the neighborhoods. The manager, Erika, responded to my voicemail quickly and gave me the information I needed. Second time was about some cracks in the sidewalk and some uneven pavement. This time I sent a message via their website and got a response next day. Within the week the cracks and uneven cement had been fixed. Lastly, I noticed some of the common area landscaping lights were burnt out. I reported this via email again and got a reply the next day. The repairs took some extra effort and time but Erika kept me in the loop and even followed-up after they were fixed. All in all, I couldn't be happier working with Walters Management as our HOA management company. read more

As an HOA board member, I have worked with three different property management companies in a downtown San Diego hi-rise and can say unequivocally that Walters Management is by far, the best. At all levels of their company I have found Walters Management to be highly professional, courteous, and responsible. Our current management team of Meredith Plante and Violet Alholm are exemplary and will go the the extra distance in serving this community. They are responsive to issues brought to their attention by either the board or other homeowners. They are accurate and detailed in producing board packets, communicate and interface well with vendors or other contractors, and liaison well with the Association's legal counsel, maintenance, and engineering companies. I find them to be smart and proactive in problem-solving and they have made a significant difference in improving the functioning of our community. I recommend them highly. read more

This company places clients last. If you don't believe me, ask Tony Burzo, Sr. VP of operations. Placing your business ahead of clients undermines your business. That failed business ideology explains the 1.5 Yelp rating this once successful business now has. HOA management isn't brain surgery. You understand the clients' needs, identify their issues, scheduled actions, and manage their vendors; communicate clearly, stay on top of things, keep the books and pay people on time. It's project management 101. But as any project manager knows, if you're overloaded something has to give. But when managers are overloaded and under-supported, things begin falling through the cracks. Complaints increase, attitudes suffer and operations become inefficient. This is how Walters is currently structured. So that Mr. Burzo can live in $1.37MM house, clients needs are subordinated to profits. Sad. read more

I deal with a lot of HOA's and/or management companies of HOA's. In my dealings with Walters Management I personally have only dealt with two individuals, but if they represent the caliber of personnel and culture of the company, then I believe the rest of the company certainly follows suit. The front desk person (who is the face of the company) was warm and friendly, but also took initiative without me asking, to make sure what I was dropping off, made it immediately to the right person. That right person was Jennifer Castro. In my dealings with many HOA's I have never meant anyone as efficient, kind, and thorough as Ms.Castro. She anticipated my needs and created follow ups without being asked. That is true service! Keep in mind, I am not a paying customer of theirs, they are helping me. I am a homeowner at the Genesis HOA, and my experience with Walters Management this time around has been nothing but exceptional. Jamie Kim in the Chula Vista office has been very responsive, always returning my emails and phone calls in a quick and very timely fashion. She has been so helpful in getting my issues resolved promptly and a delight to work with thus far. In the past, I had the experience of working with another Walters Management office on a different property, and my experience was completely different than with Jamie. I really appreciate that with all of the other duties she has, she has managed to make me feel special and get back to me with the answers and resolve I was looking for.
