They make you wait at window #1 since the workers are gaming the corporate system to keep the wait time at window #2, where it is timed, to a minimum. It is irritating to say the least! One last thing is they need to stop asking if you want to donate to THEIR charity or organization of the week. If I want to donate it sure is not to your charities or favorite fund.
