I hired Bartolon Construction for a residential remodel in San Marino on April 7, 2023, under a signed contract with an estimated completion date of April 5, 2024. As of November 7, 2025, the project remains incomplete. Payment has not been an issue -- I have paid in advance per the contract's payment schedule. Over the course of construction, multiple building and code violations have occurred, including failed inspections, skipped required City inspections, and visible construction defects. On October 18, 2025, I sent the contractor a Formal Notice of Defective Work, identifying more than 30 deficiencies that violated City inspection requirements and California building codes. We held an on-site meeting on October 23, 2025, where Elias Bartolon personally reviewed each issue and agreed to correct them by November 6, 2025. Despite that commitment, none of the listed deficiencies have been addressed as of the deadline. Earlier in the project, in 2023, the City inspector issued a major code violation and a Stop Work Order stating: "The site has been deemed unsafe to continue working. Stop work until a soils engineer and a civil engineer recommend to the City that the site is safe and work can commence." "Plumbing work and steel placement was not near ready for inspection. Plumbing had negative slope; rebar was out of place; horizontal steel was buried in sand." In 2025, the City of San Marino Code Enforcement Division issued three official Notices of Violation (March 31, September 22, and October 2, 2025) for poor jobsite maintenance. Although Elias Bartolon agreed via text and email to address the violations, no cleanup occurred until I intervened personally each time. We hired Elias to do 2 gates plus the backside electrical gate on October, 2025. We gave him a deposit of $3,500. Since then, he has avoided our calls, text messages and the last time we saw him he said he was "too tired" to discuss it. Do not trust his man. I recently moved into a new home and had a handful of items to take care of that I thought would need to be split amongst many contractors. Luckily for me a quick Yelp search lead me to Bartolon Construction! They responded quickly to my estimate request and I provided a proposal that covered all items needed to be updated/repaired. This included, but wasn't limited to, chimney work, various roof repairs, restructuring a mantle, plumbing and the installation of two free standing sink. One of which was changing a single to a dual sink. All was very competitively priced when I got their proposal. From first conversation it was evident that the Bartolon team was very knowledgeable and professional. They provided a level of service that is rarely experienced with construction projects. They were timely, diligent, open to changes and communicative along the way with progress updates. I've been told I'm a very picky individual by nature so I inspected their work thoroughly and the Bartolon team was always open to comments as they are extremely focused on making sure the customer is happy with the deliverable. To top it off, they were cautious about COVID exposure all throughout the project without having to be reminded of the measures one should take to protect one another. I'd highly recommend them to anyone I know. As a matter of fact, I'm hiring them for another project soon! They are certainly my go-to for any of my construction needs. We reviewed his estimate and decided to go with his company. Day 1, he and his workers found out the "chimney" was actually a vent. He modified the estimate and we o.k.'d the work to be continued. I'm very thankful to Eli and Manny for all their help. They were quick with quotes. They did some chimney work for me first, installing a new chase cover and cap. Then, when another electrician I hired screwed up my house, I hired them again to redo the electrical work. Because of my vaulted ceilings with exposed beams, I was very particular about how I wanted my pendant and ceiling fan hung and how I wanted the wires to run. They worked with me on this and patched everything up afterwards. Price-wise, they are not the cheapest, but they are also not the most expensive.
