Slow and understaffed. Seriously, if there are four people in front of you, it will probably be an hour wait. We had 20 people in front of us and another 20 behind us. There was ONE person at the desk and the manager, who apparently couldn't rent you a car, spent half the time helping the one person at the desk. She said they'd called for three people to help from another terminal that had no flights arriving. Why were there three people scheduled at a terminal with no flights and one at a terminal with 40 people in line?? Did they not know the reservations were scheduled?? The "preferred members" desk had no line but the woman at the desk refused to help anyone who wasn't a preferred member. She was just chatting away with another staff member. Nope. Not preferred, not gonna help ya. People started signing up for preferred status in line just to get the heck out of there. By far our worst car rental experience. No more Budget for us. read more

Terrible company. I waited 90 minutes at the Minneapolis airport to pick up a car that I had a confirmed reservation for. You may save $10 bucks but it is not worth it. The Budget facility at the Minneapolis airport was understaffed, poorly managed and employees put forth a "I do not care" image. My complaints to customer service resulted in form letter responses and an offer for a $10 credit on a future rental. Not a great offer when I waited 90 minutes for a car. read more

ZERO STARS I WAITED 1hr to get My rental. Rent some where else!!!! They are extremely slow!!

I will never be renting from Budget again. The agent at the counter scammed me out of about $30. I booked a rental through an online travel site with the rental pre-paid. My flight got in just before midnight and I made my way over to the Budget/Avis counter. Since it was late there was only one agent working the desk. I gave him a printed copy of my booking information and he pulled up my info. He then asked me "Is a Ford Focus alright for you?" to which I replied "That's fine." Little did I know, I had just opted into a $13 a day upgrade on my rental. At no point did the agent say anything about an upgrade or an additional charge. Since I don't know what cars they include under their economy designation, I had no reason to suspect that I was opting into additional charges by declaring a Ford Focus "fine". I certainly didn't want or need the upgrade. In retrospect, I guess my response should have been "Is that the car I paid to rent or is a Ford Focus an additional charge?" but that would seem a bit paranoid in any other context. I didn't think anything of it until I received a receipt for about $35 in charges and fees when I dropped off the car. I noticed the charge for an "upgrade" on the receipt but I had a plane to catch so decided I'd follow up later. I both emailed and called Budget to let them know about the upgrade that was added to my bill without my knowledge, and the response from corporate is that the charge was on the rental agreement so it's not an issue. Their idea of customer service is to basically let me know that I need to more carefully review the agreement in the future to make sure their employees aren't trying to scam me by adding additional charges to my bill without my knowledge. Although I will never rent from Budget again, I'll be sure to take that lesson to heart. I called the MSP Budget office directly and asked to speak with a manager. I was told he was not in but would call me back within the next 2 hour to talk about the issue. I have yet to hear back. Bottom line, don't rent from Budget. read more

We flew into Minneapolis for a very short business meeting. We chose budget per Southwest Airlines suggestion. Approaching the counter it was clear that this operation is on autopilot. There is no management on staff here and it is understaffed. The fellow at the desk was pleasant enough but a bit slow. I would not even write a review were it not for the experience i went through today. We returned the car with a FULL tank of gas but were charged for fuel. I drove the car fewer than 20 miles. When i complained to the fine individuals at the kiosk they of course alibied me. I will resume renting cars from enterprise as they appreciate my business. Avoid Budget. They dont even have a dedicated kiosk here at the terminal. They share a window with Avis. Go to enterprise. read more

I rented through priceline and returned the car with a full gas tank. After I returned the car, they charged me an additional $250.51 ($81.59 for gas and $168.92 for an upgrade that did not happen). I have been on the phone with them for 2 hours and all they do is transfer me to a phone number that does nothing but ring. If seems to me like these were not accidental charges, but intentional fraud! read more

I should have checked the reviews from previous customers. My flight arrived late. I waited in line for an hour. I finally get to the counter and present my reservation for a full size. The agent asks if I want a Hyundai or an Infiniti. I asked him if they are both the same price. He tells me they are. Nothing about this being an upgrade (I had a reservation for a full size). Of course, I chose the Infiniti. (I was upgraded to an Infiniti at no charge with Enterprise before so I thought this would be the case again). When I return the car three days later, I see my total charges are $182! My reservation was for $66. When I contacted customer service, they were very dismissive and told me it's my problem. I didn't read close enough. I signed it, so they are standing by their charges. What deceitful business practices. They have lost my business completely. Horrible customer service. read more

I was duped into an upgrade, which cost me an extra $91.94. The counter agent asked me "if a Chevy Traverse is OK?", to which I responded 'yes'. I prepaid for this rental, so I assumed that "I would get what I get". After looking at the rental agreement later, I noticed that this car resulted in an upgrade fee. Wish I can give -1 stars. Now looking at the reviews, should have known better than to go with budget. Lesson learned. I had thought I got a deal with Priceline and when I got to the counter, I presented my reservation and then they asked "is the blah ok", and of course I would say yes - seeing the reservation says blah blah blah or similar and also being midnight when I got in, I wanted to just get out of the airport. Little did I know they did not actually READ my reservation for what I reserved, and had actually 'upgraded' me without asking. So basically I am now forced to pay $30 extra (+tax) for an upgrade that I have never agreed to (one could say I was dumb not to read the actual numbers and just signed everything). This was supposedly a ~$80 rental for a weekend, and when I called Budget, the customer service rep went .. "oh, if you cared about the $30, you would have actually looked at the initial bill"... Great service... really. $30 is not much in the grand scheme of things. But thanks to MSP's Budget, I will NEVER go with budget in any location even if they are cheaper. It's just not worth it. They have lost my business forever - I would rather pay $30 dollars more with any other rental car company. The insult and lack of integrity of Budget and this sales rep and the customer service at their call center have done its damage. The only tip I can give to any who read this is that if you happen to go with them, to make sure when they give you back the confirmation from priceline after you presented it to them, and compare line by line. They are obviously well versed in scamming people (as per my own experience and by the other reviews I see here afterwards). It sucks that priceline doesn't warn people about poor service like this and just ban Budget from being a provider. read more

Eek! methinks not IS RIGHT. This place is the biggest scam there is. Though there were a number of disappointments with this company my biggest is the $250 cleaning fee they charged my family for bringing the car back "dirty". We got a bill claiming we had a pet in the vehicle when not only did we NOT have any sort of pet in the vehicle, but we don't even have one. Every time we try to call them they send us to a line that just keeps ringing and can't ever get anywhere. We have been fighting this for over 2 months now and the company only ignores us. This place is the worst "business" there is out there and I hope that word starts getting out that this place is a scam so people stop giving them their money. Absolutely the worst service I've experienced renting a car. First, they told me the car I reserved was unavailable so they would give me an upgrade, then he tried to charge me for it. After saying multiple times it was just my wife and I so we didn't need a bigger vehicle, he magically found the exact car I had rented. Next, after standing outside in Minnesota at night for 30 minutes I ask where the car is, and what the agents name was. He refused to tell me his name, ripped my paperwork out of my hand and wouldn't give it back until I deleted a picture I took of his name, then continued to taunt me with the help of another agent. When my car was finally brought around, the visibly flustered young lady that brought it refused to give us her managers number or any other info about escalating this issue. ANNOYING I called the single incompetent employee who manages both the Budget and Avis desks, he said I had until 9:29 to return the car. I rushed in and got thru the gates at 9:25, but because there was no one there to receive me, and then when finally I found him he told I had to go back out across the parking lot and retrieve the odometer information, (they don't even have someone to do that at this airport) he decided to record me returning the car at 9:42. 50 dollars of late fees and what not. Great. Thanks. Then I took a closer look at the bill and realized he was charging me 40 dollars over the priceline reservation fee as well. I asked him why. He said, "I don't know... taxes or something maybe? I can't tell." He gave me a 1-800 number to call. And he told me they would fix everything. I called the number... 30 minutes on hold.. finally spoke to someone who informed me I had been given the wrong number. I have to call customer service next monday instead. Annoying. Incompetent... or maybe cleverly feigning incompetence in an attempt to rip me off? Why would he charge me all the late fees when he knew I had arrived on time? Why couldn't he see why there was discrepancy in my bill? Why did he give me the wrong number? What is he doing there? read more

If 0 stars were an option, I would have given 0. We rented a car when we went to Minneapolis a few weeks ago through Budget. I prepaid my reservation online and reserved a Chevy Impala. We checked into Minneapolis on 2/7/15, the rep at the Budget Counter in Minneapolis (Matthew) said "Ok I can see you've rented an Imapala...." He went through the normal "do you want GPS, Do you want to add protection/additional insurance." We answered no each time. Then I was asked to hit the "yes" next to a series of boxes on a 6x8 computer screen (similar to the check card machine you use when you are checking out at a register). At the very end I noticed it said "estimated charges $259.15." When I inquired, the agent Matthew relayed that the rates must have gone down from when we paid on line and we'd get credited the difference between the $289.80 we had already paid on line and the $259.15 being quoted. It was early in the morning for us- we had just flown for 4 hours and lost 2 hours flying from CA to MN and were pretty tired. Sounded like a great deal to get a credit toward our rental. We picked up our Red Chevy Impala-- cloth seats, no GPS, no seat warmers...pretty much what we had PLANNED on getting. Last Thursday I was checking my credit card statement and low and behold I had 2 charges on my card. One for the original $289.80 and a new charge for $259.15. I was sure there was some mistake and gave Budget the opportunity to rectify the charges. I called their customer service on Friday morning and spoke to an agent named Tracy. She explained that I needed to read my contract because I had agreed to an "upgrade." What?! An upgrade? How could I have upgraded anything when I received the same car I had rented? I went back and forth with the customer service rep who continued to tell me I should have read my contract before signing it. Fair enough, but what was upgraded? I never asked for an upgrade. I was never solicited an upgrade. I never received an upgrade. I asked her to escalate my case to a customer service manager. Today I received a call from a manager, Regina Cochran (Avis Budget Group CS Manager, Escalation Team) who right away told me that the charges were legitimate and there would be no refund. She again told me to reference the contract I signed. I again asked how could I have upgraded a car that I had already reserved? She told me that they rented me a "Newer" model Impala rather than the standard 2014 and that warranted the extra charge of $24/day because this was now considered premium. I explained to her that is the craziest thing I've ever heard. Who in their right mind would pay $34/day for a rental and then agree to pay an extra $24 a day for a "Newer" model Impala. It's not like I rented a different car, or had all these upgrade features. I told her I wanted to further escalate and she relayed that I had reached the maximum level of escalation. This is appalling. I will for one, never use Budget Avis group again to rent a car. I want to warn everyone to NOT use this company who clearly lacks integrity. Do not ever rent a car from them, send your business to a car rental company who will take care of you as a customer, not try to screw you over, and who takes ownership when they make a mistake. All I wanted was a refund for the over charged amounts and an apology for the error. read more

I prepaid for a car rental for 1 day. Car rental counter was fine. When I returned the car, I showed them a receipt for the gas which I had just filled up, the guy said ok ok. He tucked the final receipt into the little paper folder they give you. When I got home I noticed I was charged $18.88 on my credit card. I looked at my receipt and lo and behold the same guy who I gave the gas receipts charged me for the gas. They are not honest, I would be careful with this location. read more

Our Boy Scout Troop rented two cars at this location this morning. Deborah the agent was awesome but the Management is absolutely terrible. She had to have management approval to allow 2 cars on same confirmation. She called management 5 times to have them come down for assistance and they never showed up. 1 1/2 hours later, we finally received our cars. Over 20 people were waiting in line behind us. Stay away from this Budget location. Terrible management. I'm not big on negative reviews but this beyond terrible customer service. Horrible customer service at terminal 2 counter. There were at least 10 people in line and one employee at the counter. He did not seem concerned that we were all waiting - in all fairness it wasn't his fault that the management did not have anyone else working with him, but he was pretty slow. All the other rental counters were moving along nicely. The car we received was dirty, and had a lot of scratches and dents, so much so that we took pictures of it before ever leaving the parking lot. There were cheaper than the rest, but we will spend a little more the next time and never rent from Budget again. read more

The wait to check in was extremely long. The same person served Bugdet and the company next to them. I had a reserved car but a lot of duplicate information was asked for and entered into their system. When I returned the car all was fine. Then when I got the bill they had snuck several extra charges onto the bill such as a gas charge which I have never agreed to. Like "Power N," I booked through priceline, and I had a car for $18/day. The sales rep offered me a Chevy Equinox, and like Power N, I had no idea what cars fell in the range of what I reserved or not. When I got to the total, I realized something was up, and I balked at the rate and explained that I had a car reserved at $18/day, so that's what I wanted. She then told me that she could offer it to me for $21/day, which would be a $3/day additional charge. It ended up that I was charged $21/day without getting any credit for the $18/day I prepaid through Priceline. Budget's national customer service took care of this for me, to their credit, but the sales practices here are unfair, deceptive and treacherous. I hate to say this, but their counter agents at the MSP Airport cannot be trusted and are only interested in gouging you and hoping you don't notice. I won't rent from them in the future, and neither should you. read more

Stay away from this company! They are lying crooks! They gave me a car with the check engine light on and after I addressed to a Budget member he assured me "That it was no issue at all." I had to drive 8 hours away and the car died on me. When calling Budget, I got the runaround for 45 minutes and was them told that the customer service rep would, "Call me right back." I never got a callback about getting another car delivered to me. Four days later, I got another check engine light and had to drive the car 235 miles to the nearest Budget dealer. I got a replacement car and had to make the 215 mile back to Minneapolis. I dropped the car off and was told to contact their manager because they gave me a crap car. I contacted their manager twice and did not get a response. A month later, I get a bill for $1,400 for hail and damage to the car!? I only had the car for 12 hours and it never rained! read more

Horrendous. This experience was absolutely HORRENDOUS from start to finish. I rented a car, as in a small sedan, and was given a GMC Yukon XL at the counter. The line was so long, and the gentleman at the counter was so unprofessional that I felt as though I would only be a major inconvenience for returning/ trading the vehicle for the car I actually rented. Once I got to the GMC, I opened it to find that it was scatter with rubbish in the back and front seat - don't worry, I took care of that too. And here we are- the cherry on top of this garbage experience - upon returning my rental GMC better than what I found it, I was charged $89.30 in addition to my rental charges. When calling to inquire about why this happened, I was told it was because I didn't fill the tank. Actually false- the transaction document has just been sent your way. After hearing this, I asked the customer service representative why this is happening, and how they can get away with fraudulently charging people. Her answer was, 'I don't know, sometimes they just do that'.  WHAT IN THE ACTUAL F***? I rented a car for less than 48 hours. Filled the gas tank near the airport, and returned the vehicle nearly 30 minutes early to ensure I was maintaining my side of the rental agreement. THE LEAST YOU COULD DO AS A COMPANY IS UPHOLD YOURS. So what can you do to get a 10 on my next rental? mmmm well, there won't be a 'next rental' coming from me, but for others maybe start with the training your employees in customer services  and finish with upholding your end of the contract in a truthful and reliable manner. Possibly the most corrupt corporation I've had to deal with on a personal level. They made me wait an hour to pick up a car, it took 1.5 hours to return it. The first car wouldn't start, because it had a prompt on the screen that said "oil change required". I asked the one and only attendant on duty and he said, oh no, it's fine, they just forgot to reset it. Go ahead, drive it. What? I said no way, you give it an oil change, you don't just reset the computer. So I ask for another car that runs, and he says take the one next to it. It started, I was already late, so I took it. There were electrical problems with the car, no manual in the glove box, the interior lights wouldn't turn off, I was afraid it would drain the battery dead. Luckily, it held off until I returned the car to the airport, which took almost two hours, because they were so understaffed. The first guy that tried to check in my car, spoke minimal english and was saying I wasn't the person who rented the car. He thought it was a mans name. I have a very female name, there is no you could mistake me for a man if you know our language. His english was horrible, he wasn't mean, just didn't know what the hell he was doing. By the time I did check it in I was so frazzled and stressed that I was going to miss my flight home, I left my brand new phone in the car console. I ran back to the kiosk in the garage after checking in for my flight. The lady working busted her arse to get it, but the car was in detail and wash, and they had the phone but I didn't have time to wait, had to catch my flight. She said don't worry, we will send it back, but when I got home and tried to get through to a person, it was a nightmare. I went through litterally hours (3) on the phone trying to contact a person to talk to. I was on hold, hung up on, when I talked to a person, I was transferred to someone else that would either leave me on hold, transfer me or hang up on me. for 3 Friggin hours!!! I gave up and wrote 4 letters, but the website was down and wouldn't accept the form letters. After some substantial searching online,I finally found a corporate email online that I could email a letter to. I explained that they had my phone, it was listed on their found items webpage, after 7 days, I got a form letter returned, we found your phone, and they charged me 29.97 to ship it back ground usps. I got a phone in the mail this morning...it's not mine. But wait...there's more, but not worth the time to tell more. They will suck as much money as they can out of you and customer service doesn't exist. The employees are not at fault, it's totally the corporations way of running they're employees into the ground, the customers and eventually this company will die, I want to help that process along.. They are still making money, but only because they cut corners that don't even exist. From some of the other reviews I've read, I was lucky. Summary. She tried to sell me insurance even though I had already told her that I already purchased it. Then she tried to charge me more than what I registered the car for. When I finally convinced her that I wanted the price I reserved it at she said "Ok, I have to go get it." She shut down the computer, got her coat and left the counter. She came back about 10 minutes later and checked me out. I got the car but when I got to the security check point the paperwork that she gave me didn't match the car information so I had to wait until the security guy contacted her. He said that she was going to fix the problem. When I returned the car she voided the transaction instead of fixing her problem, so I had to wait again while they fixed my order. The hassle was not worth the cheap price, poor customer service. read more

They don't care about their customers and will trick you to get upgrade fees. I had prepaid for my rental at this location and when I came to pick up the vehicle I was told I could have the choice of a Dodge Caravan or Toyota Sienna. At no point in time did the employee I was checking out with indicate that either choice was associated with an upgrade fee. I didn't learn of this until I returned the car and received my receipt. I called customer service to explain the situation, and they told me that since I had signed the rental agreement the best they could do is refund me 20% of the additional charges. I explained that there was no mention of the upgrade and that when I was signing the agreement I was told I was just signing the damage waiver and prepaid gas. So they were able to eek an extra amount out of me due to some shadiness and my not catching it as I was in a hurry to get my 4 kids under six home after a long day of travel. I chose Budget simply because it was on site rather than a shuttle ride away like some of its competitor rental car services. Unfortunately because they were understaffed and I landed in terminal 2 the instructed me to take a shuttle to terminal 1 on a white paper sign while the other rental car counters in the same area were open. If I could give this place ZERO stars I would. AVOID this place. Let me tell you why. We flew into MSP from California and had our reservation made for over two weeks. Living in a part of the state that it doesn't snow ever and also hearing that the polar vortex on the verge of striking, we called yesterday to ask questions about the weather, our car type and driving in snow. Today at the counter, we were informed that we modified our reservation yesterday and our bill is now over $150 more than it was and they are trying to give us a lower class car than we had reserved. Why would we authorize a change for more money for a lesser class vehicle? We didn't modify the reservation at all unless Budget charges customers for asking questions. The customer service is horrible here and instead of working with us, they are insistent we changed the reservation and rude. This isn't the first time we've had problems with this Budget, but we've been loyal customers with Budget for many years and came back for another chance. NO MORE! Budget, you just lost a great customer, and we'll be sure to tell everyone I know to NEVER use you. read more

Budget employee tried to slip in extra charges without my consent. I had to request charges be removed three times before they were cleared. The staff are clearly incentivized to upsell these charges, and at the expense of customer experience. It soured my day that I had to get into an uncomfortable exchange with the staff to get the extra charges dropped of my pre-paid rental through Priceline. Had I not pressed Budget, there would have been an additional $160 fee on the 6 day rental. $60 for Sirius radio alone - unbelievable. In addition to the frustrating exchange with the staff at the rental counter, the luxury car we rented reeked of smoke that had been covered up with cleaner. In hindsight I should have asked for an exchange, but at that time I did not wish to deal with the rental counter staff any further. All in all, I am disappointed in Budget. I should have read the Yelp reviews first. I thought it may have been a one-off exchange, but instead it appears to be their modus operandi. Thankfully there are other options for car rentals. In true Minnesota fashion, without fanfare, I'm done with you Budget. Never again. read more
