If I could give this business zero stars, I would. Terrible attitude and absolutely zero care toward customer service. I purchased a Plum District deal for eyelash extensions and called today to make an appointment for a few weeks from now, right before my wedding. The man who answered the phone, who also sounded like he owned the business, told me very rudely that he's "not doing those deals anymore" even though my coupon was nowhere near expired. When I asked why he said it was because he was breaking off from Harmony Beauty Spa. I said that didn't he have an obligation to honor previously purchased deals and he said "no, I'm not doing that." He offered no apologies or guidance on how to potentially get my money back, and instead was just a total jerk and kind of ruined my morning. The real kicker is that, after a couple of minutes on the phone where it was clear he was not going to be any help, I told him I would be writing him a negative Yelp review, to which he said "I don't care, I'll just pay to take it off." WOW. Clearly no concern whatsoever for customer service. Yelp, if this review is removed or "hidden," I will be shocked, appalled, and mostly totally pissed. Don't play your supporters like that. This place is RIDICULOUS. After spending $150 on eye last extensions last month (via a groupon deal) I was totally hooked. BUT, my lashes were all gone within 2 weeks and the lady was so busy she couldn't refill. So I found Harmony on a Groupon instant deal and let me tell you... AMAZING. It took Vicky less than an hour to give me totally natural (but natural in that was that's blessed natural...like you hate the girl who naturally has lashes like these), thick, beautiful lashes. And, unlike the place I went before, I didn't have any stinging, no eye lashes poking into my eye ball, and when I woke up the next morning, there were 0 fallen soldiers on my pillow case. Honestly, I can't stop recommending this place. It such a good deal and the quality is so good. And I sleep on my stomach, with my face plowed into my pillow like I'm trying to eat it.... but my lashes still look good. Go go go! read more

I see so many negative reviews because of John who answers the phone and does scheduling. John may be a troll, but he is the gate keeper to the two most beautiful souls you will ever experience. Vikki was my insta girlfriend and I never make girlfriends. Her hands are so gentle, I could barely feel them on my face yet my brows came out perfect. Do yourself a favor, don't let the guy who answers the phone stop you from being taken care of by Vikki, I don't care if he is the owner. I've been looking for a great brow person for so long that John could hang up in my face five times and I'd still be calling trying to get to Vikki. Vikki is rare both skills and personality. Absolutely perfect and I highly recommend this place. When I made my appointment, a gentleman who answered the phone was very nice and friendly. He even told me they offer free parking place right by the salon. Vicky did eyelash extension for me and she did a perfect job. The quality of the lashes are very good and they feel very natural. It's been almost 2 weeks but my lashes still look great and believe it or not, only 1 lash fell off - that's it!! This is really amazing!! I've previously done it at other expensive salon but the outcome was not as nice as Vicky's. I live in Milpitas and this is quite a distance but I'm hooked!!! I stopped in here randomly for an eyebrow wax. The place was very clean and calm, which was the first thing I noticed. The man at the front noticed me right away and asked what I needed. Vicky was excellent. She really did a beautiful job on my brows and was very very polite and sweet. I recently saw a comment about the owner not liking black people. I am an African American woman and felt no discrimination at all. I left a generous tip and told him that I would be recommending friends. He mentioned something about only taking customers who have been referred. I didn't understand this at all from a business point of view. This was my first time coming in and they took me. There were also no other customers and it was late on a Friday evening. I had originally stopped into the shop next door and they told me to try CeCes. I'm not sure if this counted as a referral? It's sad that others have had a bad experience. I was there for less than 20 minutes but felt very welcomed and taken care of. read more

Cece's has done my lashes twice and another person in Utah did them once. Cece's lashes lasted longer and looked more natural. They are also on-time, friendly, and validate parking. No to mention, they might be the best deal in the bay area (at least from what I found). read more

This branch of Harmony Beauty Spa is actually CeCe's Beauty Spa; not sure what the connection with the Harmony Spas in Pinole and Vallejo is.... CeCe's is pretty bare bones, entrance right off the street in Chinatown. The room set up for massage was the smallest I've ever seen, and not very comfortable either. The sheets were kind of rough, and the room was cold as well as noisy. You could clearly hear the sounds from the hallway and what sounded like some type of machine being rolled back and forth. The massage was not bad. The masseuse was a young woman who seemed to be relatively inexperienced judging from her customer service skills - she was a bit abrupt and had trouble making conversation. No mater, she had strong hands and was very thorough. I left feeling pretty invigorated. Would I go back? Probably not because I'm a princess and I like being pampered. I was experiencing an eyelash emergency - another, more expensive spa in Berkeley did a bad job of applying, and then removing, my eyelash extensions. The end result was a stubby, sad little mess and I needed help. Thankfully I had purchased a GroupOn for eyelash extensions at Harmony Beauty Spa and called to see if I could make an appointment. The nice desk receptionist got me in with Christina immediately - even though it meant she would have to work after hours. Christina was sweet, kind and very professional. The eyelash extension product they use is FAR superior to whatever the other spa was using, and she really took her time applying them one-by-one, not in mini clumps like the other place. They are soft and slim, not heavy, they actually feel natural and they look fantastic (I got the faux mink, not the real mink). It's now a week later and virtually all of the lashes are still in place and looking really good. I am so impressed with the both the product and the application that I am considering doing this more regularly. (Originally I had only wanted to have them for special occasions) So - why only 4 stars? The location is not the best. (I went to the shop in Oakland) But the shop is clean, the staff is friendly, Christina is super professional and talented with lashes, and the product is fantastic. Unlike the previous reviewer, I don't care that the lobby of the spa isn't frills and fanciful - the salon was easy to find and toasty warm inside. Karen was my massage therapist - after the hour was up I was thinking "no way that was not an hour, I'm not done yet" but sadly....my internal clock had been disrupted by my relaxation and softening muscles. I had been having some vertigo this past week and after the massage I'm feeling a lot better. I came with a Groupon and Karen also gave me a discounted rebooking fee so I will definitely be back. The only thing I didn't like was the music, because it was similar to the music I hear at work....which is NOT what I was to think about on a Saturday afternoon. read more

I'm a pretty low maintenance girl so splurging on lashes really isn't my thing. But my coworker kept causing so much envy for me because she was always rocking thick beautiful natural looking lashes. I thought she just had good genes but one day I asked her her secret. She told me Vicky was an amazing tech but in high demand. Thanks to her referral I was able to book an appointment. I've gotten so many compliments and so many tell me it looks natural. I love waking up with thick lashes. My tech was able to give me my exact desired look. What a waste of time. The other negative reviews are correct - the guy who answers the phone/at the front desk does not know how to do business. I got a full set of eyelashes done in china a few weeks ago. They still look great and are about 85% full. Decided I wanted to make it a regular routine and keep them going, so I called cece to get a filler. He said it would be $160 for a full set. I said I didn't need a full set, just a filler. He said they would take a look to determine. Ok fine, because I knew once they saw them they would see I didn't need a full set. I get there and lay down, and as the lady is about to begin I say - just a filler, right? I dont want to take the good ones off. And she says - filler? No, ill give you a new set. I say - but they're still in good condition - I just got a full set 2 weeks ago - why would I want to take them off? Aren't they still good? She says - yes, they're still good. So she goes and asks the guy who comes back and gives some bull$hit about how the different glues might react to each other (these aren't hard chems, and besides, they would react with my skin, not each other) and how the quality will look different. They're tiny ass little lashes - no one is going to notice one lash from another. And then he says for a new customer they can't just do a full and it has to start with a new set. tHeRE it is! Well why the fu@k didn't you say so over the phone instead of wasting my god damn time. So they ask me to come in 2 weeks later. 2 weeks - because yes - that's how good my lashes are still and they were about to take them off. I say - but the whole point of a filler is to not get down to that ugly period where you've got a few stragglers left. So i left. And more so - I've had touch ups done (on a different set a year ago because I was traveling) by different people before and no one had ever given me any bull$hit about needing to be a new customer, or glue reactants, or quality control. If you guys would have just done the damn fillers you'd of had my business every 2 weeks. AND GET THIS - on the way home I walked into another salon on Webster and asked if they could do a filler. From the counter she lifted my lid and said - yea you just need a little. Unfortunately, they were closing but we made an appt for next week. This other salon will definitely be getting my business every 2 weeks for as long as I live in Oak. You totally dropped the ball on this one, CeCe. Hello, everyone this is my very first review so bare with me. :-) anyhow, I was here a couple days ago to get my permanent eyebrow done by Vicky. I was skeptical at first and scared because this is my first time getting permanent eyebrow (tips guys do your research before undergoing to get any permanent make up) so I called cece's beauty spa so could HARMONY BEAUTY SPA to check there prices and I was shock to know that they have special going on this month that if you get permanent eyebrows done you'll only pay $150! (REGULAR PRICE WAS $300) I was like NO WAY! There must be something thats why is cheap! But I took a risk just because its cheap BUT I could say VICKY did a really good job on my eyebrow. She's so caring that while doing the procedure she keeps asking me if it hurts but it didn't. The procedure went really well, my eyebrow looks natural. No swollen at all. She'll tell you how to take care your eyebrows after the procedure. I really recommend Vicky and the store of course (Thumbs Up) . I will be going back here in the future. RUDE! I didn't get a service here at CeCe or Harmony, whatever their name is but all I can say is their customer service is lacking. I purchased the 'Groupon Now!' deal for (faux mink) eyelash extensions so I called beforehand to make sure I could get the service today (as in the rules of a 'Groupon Now!' voucher). The man that answered was simply not nice. He practically laughed a little when I asked if I could make an appointment for today. Well, then, I won't come here today or anytime in the future. This establishment is too far from me anyways. What's the point of having groupon deals that expire that day if they can't accommodate the alloted groupons for sale!? I had a wedding to go to and was looking for a place to get eyelash extensions. After scouring the web for the best local places i ran across Harmony Beauty Spa aka Ce Ce beauty salon. All i have to say is wow. I was greeted by Vicki (owner). She was super friendly. The ambiance of the place was very soothing. Vicki got straight to work with the eyelash extensions. My eyelashes were gorgeous and i was very pleased. When i attended the wedding the next day i received high compliments on my eyelashes. People couldn't pin point it at first because it looks so natural. At a second gaze they realized that i didn't have those full fake looking peel off lashes, but beautiful natural looking ones that showed off my eyes. I would recommend Vicki to anyone who wants to have that extra oomph for a special occasion or just for an everyday beautiful look. read more

My first visit to CeCe Beauty Spa was to get eyelash extensions for my upcoming wedding. I requested long, lush, and dramatic lashes to show up in pictures and Vicky went above and beyond my expectations! They came out beautifully perfect! My bridesmaids got them done by Vicky and she did an amazing job on theirs too! Vicky is gentle and takes her time to make sure each lash is applied well. Not only is she professional and meticulous, she is the sweetest person. As a wedding gift she gave me some free products to use before the wedding! During my recent visit I was freezing cold and she brought me a warm towel to cover me up. She's just incredibly kind and thoughtful! I'm now hooked on eyelash extensions and I love the fact that I never need to wear makeup anymore. CeCe Beauty Spa is the only place I will go for my refills and I wont let anyone but Vicky touch my lashes! Both Vicky and John are really nice and friendly. Thank you all who shared your negative experience with this establishment. At first I thought, "so many had wonderful praises for this place." However, when I looked at the nature of all the complaints, I knew I could not take the risk. Although I admit, Vickie sounds like a wonderful human being with outstanding skills. It came down to John and the truth is, I had no desire to roll the dice to see if I would happen to land on Mr John's good side. I imagined a worse case scenario; if by chance I was not happy with the results. I don't play when it comes to maintaining my internal state of mind. I don't choose to be remotely in the vicinity of any one person who gets repeated input about their character where all of the feedback demonstrates that he's a broken man oblivious to his need to do a little work on himself to become a better human being. This is by far the best place to have lash extensions applied. Vicky is absolutely amazing and fast. She's definitely perfect her craft and recently introduced me to mink lashes and I am addicted! They are so light and natural looking and I get a million compliments. Both she and her husband are dolls and since I found cece I have not been going elsewhere. Aside from the quality of work you get when coming here you also can't beat the prices. The prices are the best I've found throughout the Bay Area considering I've gone to plenty of shops hoping to find a place to call home. I would definitely recommend cece to anyone. I've been going here for eyelash extensions for over 5 years, all of the original technicians left and the woman who is currently working there is unskilled. The lashes get stuck and fall off within a week. Not to mention she puts on heaps of glue, takes 2.5 hours for a fill and charges 70$ despite the poor quality. They look horrible within 2 days. I was trying to contact Vicky in order to make an appointment because she does really nice eyelash extensions. However, when I called to make an appointment, the man on the phone was so rude. He demanded my name and why I was calling this number (even though it is business). He was then angry and rude about why I couldn't come in today--as if I were a bother to him trying to make an appointment! I feel bad for the customers who have to deal with this guy and I agree with all the other Yelpers who have been in contact with him. I wonder how many customers he has lost because he is so rude.
