Our shut off valve at the meter was broken. I called CCWD and spoke with Joy who was able to get a crew (I think their names were Ronnie and Monica) out to replace the valve. They both got after it - had to replace the concrete box as well and worked harder than I have seen in years (for a public utility company) to complete the task. I cannot believe how sweet these people are. I was dealing with unreliable plumbers and a mandated 48 hour notice for water shutoff, so you could say I was stressed. I called CCWD and immediately spoke to Joy (no waiting on hold?) who was so kind and told me exactly what to do. On the day of, I talked to Joy again, who remembered me, and assigned someone to turn off my water. While I was waiting for a plumber, the water tech called and asked if the plumber was there. I said no, and he asked me to call him when the shutoff was needed so my neighbors weren't inconvenienced. I couldn't believe it. This kind of customer service is unheard of. So happy. read more

My personal perception is that the EBMUD water that is supplied to my Albany home is better. But here in Pleasant Hill, we're a CCWD house. I pay the water bill for both houses, and for yet another monopoly utility company, the service and product is what it is. Back in Albany, everything from the shower, to the toilet, to the drip irrigation landscaping is low flow. Out here in Pleasant Hill, there sure is a lot of grass and freer use of water (inside and out). So then why is the bill for our smaller Albany house always higher? read more

Of all days, I woke up this morning looking forward to a happy Valentine's Day. Turned on the spigot and noticed my water pressure weaker than my dog's pee. Telephone to the rescue...and got hold of Brandon Chalk of Contra Costa Water District. Turned out he assigns inspectors who will visit the home to check any existing problem. I couldn't believe my ears when he said the inspector will be coming from the time we spoke up to 12 PM which was less than two hours!!! Aaron Christensmith, the inspector, rung my doorbell within the hour!!! Mind you, it was raining cats and dogs outside while he was checking the water system. Within ten minutes I got the verdict...it was a problem with my irrigation system. He simply shut the valve and problem solved. He also advised me to check the irrigation system when the weather gets better and the soil is dry so I can see any leaks. He gave me his calling card to call him if and when I need additional help. Prior to the verdict, I was in pins and needles praying that it's not a busted pipe underneath the house or something more horrible. I couldn't ask for a better Valentine's gift. Thank you Contra Costa Water District especially to Brandon Chalk and Aaron Christensmith. The County could certainly use more people like you dedicated to serving our community. I have always been interested in the water supply, and have biked around the Contra Costa Canal and the Ygnacio Canal many times. I was curious about the history of these projects, and contacted CCWD for more information. Well, within a very short time, I had a response from Jim Freschi, who is the public information officer for the District. Jim had lots of helpful information for me, and even suggested other water canals that are even more interesting. He gave me a brief history of the projects. Wow!! Terrible billing system, Destructive utility workers, overpriced product, dishonest office staff. Where do I start.. Ok I guess I will just tackle issues I've had with them one at a time. First the billing system. Seems out of all the places I pay a bill to the CCWD is not compatible with my banks ebill and billpay features. The ccwd does not bill on a regular monthly basis, and this results in frequent late charges. They need to catch up with the rest of the world and offer online billing and automatic billpay compatible with banks. Next the water system.. A few years back they quietly increased the water pressure in the pipes. Its taken awhile but now I have expedience a few main breaks on the street outside my home. In order to repair the pipes they dug up half my front yard and managed to break my sprinkler system in three places. I spoke to the worker and he assured me the repairs would be made and the yard would be left as they found it. That was a fat lie. I had to pay a landscaping company hundreds of dollars to put it right. Three weeks later they were back, yard was trashed again. This time the break wasn't even under my property but out in the street. yet they probed all around my yard leaving holes in my sprinkler pipes again that required the landscapers to return. When i talked to the office staff they denied responsibility for the damages and acted like a work crew had never been at my place, even though i had documented the dates they were here. Finally the issue of water prices. They go up up up especially when there's a 'drought' but after heavy rains and wet seasons with plentiful water those prices never come down again. This is a systemic issue with government bureaucracy though, especially here in California. We don't have a choice of water companies though. As frustrating as that is. SAVE OUR WATER I've grown up on CCWD water. I can remember my Mom talking about water quality and taste when I was a kid, and she always liked the water, and CCWD has even really improved since then. I love my drinking water. I think the rates are reasonable. Now, if only I could convince the neighborhood around me to develop a blue thumb and plant low-water-use trees and plants in their yards. How they have more than the 1 required star is beyond me. Their water smells so strongly of chlorine and/or bleach, I don't even have to put my nose up to the water to get a whiff of the aromas. I live directly on the boarder of Concord and Walnut Creek. I thought it could be my pipes that are bad so I asked my coworker, who lives on the other side of Concord, what his water smells like and he said it smells really bad. When I sent an email inquiring about the smell, I received a generic response from Doug going on about how water is required by the state to be disinfected with chlorine. He then recommended I buy a water filter. 1) I pay you guys top dollar for clean water and I receive water that smells like it came from a Clorox spray bottle. 2) I shouldn't have to THEN pay more to clean my water, but I do. I bought a Brita water filter and guess what? It can't even strip all those smells out of your awful water. The water STILL smells like tons of chemicals even after your gracious recommendation of spending more money to cleanse your terrible water that I already spend money on. 3) My townhouse consists of 1.5 people. 1 person there full time, 1 person there LESS THAN half of the month, yet the water bill is on average $60/month minimum. I was so excited to have a call go directly to an agent rather than through a maze of questions. She was very patient and supportive. Subsequently I had three more calls. I had to call them today, to set up service at my new home in Walnut Creek this month. The first customer service rep, who sounded like she hated her job, was in a total rush to get me off the phone. She sounded annoyed as I gave her my name and the address of my new residence. She sighed heavily as she was taking down my home and mobile numbers. She said my new account setup fee would be $25, in the most bored voice ever. When I asked her when I would be getting my first bill (so that I would know when to expect it), she snapped "April" and hung up in a hurry (I didn't get a chance to say "Thank You"). The second customer service rep with whom I spoke with sounded irritated when I asked her around what date in April I could expect a bill (paperless billing is not an option until one gets their first paper bill, which has the customer ID code that is needed to set up paperless). She said it depended on when the meter was read. So I asked when the most recent reading took place, for reference purposes, and she sounded very unhappy to look it up. And when I thanked her for the info, she snapped "Bye" like she hated life, as she hung up. I don't know what is up with these cranky reps at the Contra Costa Water District, but I can tell you that the PG&E and AT&T reps (with whom I've spoken to plenty of times over the past 20 years that I lived in Sunnyvale) are way more cheerful and helpful. read more

In a household of 1.5 people (adult and child) it's shocking to see that my water usage has maintained the same amount over the past year yet my bill has more than doubled with last year I paid $60 for two months of water usage and my current bill just reflected over $130. I do a lot to conserve and and low income but this is ridiculous. If I had another option for water usage I would definitely go to them. read more

Since i've moved into my new place, my water bill was manageable. Until, the last billing cycle. my bill has gone up tremendously. $40 dollars manageable.. then $80, then $174. So this became concerning. I called customer service and they had a tech audit my meters. Sure enough there was a leak somewhere. They suggested to try the toilet(s) first. With that said, yes we did have a leak in the upstairs bathroom. SO i had to contact my landlord immediately to fix the problem. Finally the toilets seem to be ok for now, so i advised my landlord to write a letter (which was suggested to do once the leak was fixed to make the adjustments on my bill). I called customer service again, explained the situation and asked what my next steps would be. As you would think, why the 1 star.. the second time i called customer service, she was coming off rude and underestimating me with what was actually done to fix it. The attitude and the tone of her voice, i was not having it. Esp on a MONDAY MORNING. Really? Are you trying to make me feel stupid? I am not a plumber nor do i need to be talked to like an idiot. IF she would just "LISTEN" to what i was trying to say, the conversation would of been short and simple "write a letter and state it was self repaired." Don't trust them to read your meter for billling. They billed me for $81.46 for thirteen days of service at a house that I had not yet rented. The bill reported the Prev Mtr Read: 2044 8/15/06 and the Curr Mtr Read: 2069 8/28/06. Seemed out of line for no one living at the home. I checked the meter 9/7/06 and found that it read 2054. When I called the lady said they might have miss read the meter. My belief is that the meter had not been read at all. I had been working in the yard a week before and had to remove built up dirt and leaves to even see the water meter cover totally. It was not hidden from view but did not appear to have been removed in a very long time. Beware and compare your billing statement with a real reading of your own. read more

The water tastes so bad...just like agricultural runoff. It also feels viscous in your mouth. Even the ice cubes taste bad! We bought an aquasana under counter water filter. The water tastes good now. Funny...when we lived in Lafayette and had EBMUD water, the water was great. Pleasant Hill water is horrible. read more

I have participated in the CCWD HET toilet program. ($175 price reduction at point of purchase.) The information and participating vendor information was clear and helpful. After I had one of the two Toto commodes installed, an inspector came over to check out the installation. I routinely see CCWD personnel checking pressure on our fire hydrants, and just the other day a CCWD representative put a new "lid" on my water access at the street because I mentioned the other one was cracked. Today, yet another CCWD representative in an orange vest is walking our neighborhood and checking the water from the street in front of all residences. read more
