    Why does this once mighty chain continue to decline? I have to say they've lost their focus. When they were chicken only, you couldn't touch them for freshness, flavor, quality, everything. Now, with the huge menu (shrimp and avocado enchilada, anyone?) that's all gone. I've eaten here a few times, and also visited the San Rafael location. This visit was particularly disappointing. I ordered a 3 piece combo - I had even earned an award for free food having eaten there so many times in the past year - hoping for some miracle I guess. This time, the thighs were practically meat-free. I don't know what kind of scrawny chickens they're buying now. Even worse, all 3 pieces of chicken were way overcooked, stale even. Probably had been cooked earlier in the day and reheated, and not in a good way. And then there's the house salsa. Oh, how I loved the house salsa! It's great with tortillas or to use as a condiment with the chicken... this past visit it had a distinctly odd flavor. Was in vinegar-y? Citrus-y? I just couldn't tell... what it was NOT was salsa-y. Really disappointing. Sorry, EPL. I think our 30 year relationship is about to come to an end. Those great old days in Santa Ana in the 1980s will always be a fond memory of "wing lovers specials" and watching flame-broiled birds come off the grill at lunchtime. And yes, even paying for extra salsa before the days of the salsa bar. I'd happily pay if it tasted the way it used to. And if the chicken was fresh. Goodbye, old friend.

    Where to begin.....so I went during a non-busy time (1:40pm) and there was no one in the drive-thru and maybe 2 cars in the parking lot. Not the normal lunch time and definintely not busy at all. I went through the drive-thru to place my order. First thing was the chicken & shrimp tostada with a small drink. Second item was the Pollo Bowl Combo with a small drink. Needless to say, the Pollo Bowl combo did not come with the tortillas, infact the person who took the order for some reason put "not Tortilla" on the receipt. Why? Who knows. Now onto the Chicken & Shrimp Tostada. The receipt was correct but that the meal that was handed to me was not! What was in the bowl was the Shrimp Tostada which contained mangos, no chicken and cost about $1.00 less. This was for my boss, mind you he does not like mangos and since it was difficult trying to get them all out he ended up eating just the shrimp and throwing the rest of the meal away. And to top it off, he tried to eat the sliced avocados that were in it but they were hard as as rock. These were some seriously hard slices of avocado. Now to the drinks. The person at the drive-thru starts to hand the 2 drinks to me and says "oh before I forget, this one is the diet coke." I then asked for a cup carrier to which he provided it to me. But almost lost the drinks because he did not know how to properly assemble the carriers so you can place the drinks in securely. Then I looked at the lids and ask which one was diet and which was the Dr. Pepper. I kid you not, his response was "oh the one I told you earlier was the diet coke." I looked at him and said that I have no idea which one that was because he took them both back and looking at the 2 lids none of the drink indicators on the top were pushed so how is someone supppose to tell which one is which. I mean really, it isn't hard and it isn't rocket science to push down the "diet" and for the Dr. Pepper push down the "other" indicator. He then said he could redo both drinks. Ya think? So all-in-all for a completely non-busy time this was not a great experience, employees not trained properly, not getting the meals you ordered, having to throw one meal away (he didn't want me driving back and having my meal get cold). almost having 2 drinks spill on me because the drink holder wasn't assembled properly, etc. And before anyone says I should've checked the food I really shouldn't have to take everything out of a bag, take all the lids off and examine the food (easier to check when you go through McDonald's or Burger King). Now I can't say much about my bosses food as far as taste goes I do have to say my Pollo Bowl was just the perfect size for a late lunch and was very tasty.

However I do agree that even the spicy has a bit of sweet to it. I got the garlic flavor chicken and got a bit of the spicy sauce on the side, but it had a sweet taste to it. I'm more a spicy person v spicy/ sweet flavor. The chicken Sandwhich also was a bit sweet. However the fries are really good. I just wish the spicy sauce was actually spicy with no sweet. I will say I am looking to come back to try their bulgogi fries. They looked pretty good. Service was quick, staff were friendly. There is an option to basically order on a screen but i choose to order with the worker. He was nice and let us browse before ordering. The place is clean, and has a few tables.

The restaurant has decent seating inside, and the staff are incredibly friendly. A really nice touch, especially for hot summer days, is that each table gets complimentary diced chilled watermelons to start. The food was fantastic from start to finish: * Tortilla Chips & Salsa: We ordered their special house-made tortilla chips, which came with green and spicy salsa dips. They were fresh, crispy, and highly flavorful. Definitely highly recommended! * Carne Asada Tacos: This was my absolute favorite taco. The steak was one of the best I've had, and the flavors were awesome. * Grilled Cod Fish Tacos: Our second favorite was the fresh grilled cod fish tacos, which were absolutely fantastic. * Chicken and Shrimp Tacos: We also ordered the chicken and special shrimp tacos, which my wife and kids loved. * Rice and Beans: My kiddos got a side of rice and beans, and they were very flavorful. * Flan: For dessert, we ordered the flan. This family-run Jalisco-style spot in downtown Petaluma sources quality ingredients (heirloom maize, Rancho Gordo beans, fresh local seafood), and it shows in every bite. And, of course, the staff is warm, personable, and genuinely happy to walk you through the menu -- take them up on it. Guac & Salsa -- I've had a lot of chips. These might be the best I've ever had. The raspadas are the move here: thin, crispy, shatteringly light corn chips with a texture unlike anything you'd expect. Not your standard tortilla chip -- closer to something airier and more delicate. The guac and salsa alongside are equally solid. Molotes -- Traditional Mexican street snack: golden, torpedo-shaped corn masa dough fried crisp on the outside, packed with savory filling (think potato, chorizo, cheese), and served with salsa and crema. The exterior crunch giving way to the warm filling is deeply satisfying. Highly recommended. Tacos ($7.50 each) -- Yes, $7.50. And yes, worth it. The 100% maiz handmade tortillas are the foundation everything is built on, and they're exceptional. I worked through a lot of the menu and didn't find a miss -- al pastor, barbacoa, cochinita pibil, carne asada, fish -- all executed with care. If you're not sure where to start, just ask. The staff knows the menu cold and will point you right. Quiote isn't trying to be flashy. It's trying to be correct -- and it nails it. One of the best Mexican meals I've had, full stop.
