It was just by pure chance that we found this place. I wanted some good burrito and I yelped Best restaurants in Pacifica. El Toro Loco came up. What a tasty find! I absolutely love this place. Everything from service, the food, and the atmosphere. I actually liked the old building better but the owner Eduardo and his crew are incredible. Setting expectations : Just like the photos, it is cozy and small restaurant with couple of waiters.. but the waiters are energetic and service is better than expected. Though I wouldn't call it "divey", El Toro Loco is Mexican-Peruvian food in a very comfy atmosphere. In fact, the two things that made me think of divey were the inexpensive prices and laid-back vibe. The food is upscale in taste for sure. I have to admit, the times I've been here I've stayed on the Mexican side of the fence (risky pun). I've not tried all the Peruvian food offerings yet. That said, one of my favorite things to get here is the Mojado Burrito (8.50$); basically, their super burrito (meat, rice, beans, salsa, sour cream, guacamole, and cheese) smothered in some delicious sauce and baked with cheese. It's incredibly yum and filling too. The tacos (3.25$ each) reminded me of the legit ones I've eaten at food trucks but a little more filling. The chicken enchilada plate was notable for the large portion and fresh chicken that was not dried out inside. As far as dessert, I've tried to taste the flan during different visits but it always sells out. However, the tres leches cake, as a sweet and creamy backup, was very scrumptious. Service was so-so if not a little slow; but, I'll just chalk this up as "laid back." El Toro Loco is located in a quiet area of Pacifica so it makes a great stop over after a beach day or hiking day. Parking on the street is relatively undramatic. Closed Mondays. A tip: Groupon frequently has good deals for this place too so check that out. read more

We wanted to try a new restaurant in Pacifica and ended up here. They give you chips and salsa while you wait for your food. Our table quickly devoured that, and they gave us a second bowl. Their menu includes Peruvian and Mexican specialties. My husband and I both ordered Peruvian dishes. My shrimp with garlic sauce was simple and served with rice and salad. This place has amazing food. It's so authentic and the portions are huge! My boyfriend and I are foodies and always finish ALL the food we order and more, but at this place we had to take the leftovers home. The only negative thing about this place is that it closes early! On most days 8 pm but hey it's Pacifica (town of older retired people). What we ordered: (look at their menu for the full description but yelp doesnt have their full menu up) Anticuchos- They say it's beef skewers but it's really beef heart. Don't be disgusted just yet. You must try before you knock. It's delicious! I wished there was more. It's refreshing I havent tried anything from their mexican menu yet only peruvian and have loved everything I've ever tried. 3.5 stars Motivated by an expiring Groupon & an unusually sunny day, bf & I headed to this Pacifica eatery. I was pleasantly surprised to see familiar Peruvian dishes on the menu, as I didn't have a particular hankering for Mexican that day (which they also offer.) The lomo saltado was calling my name, so did the pollo en salsa espanola. The chicken won. Appealing at first sight, I knew I'd like this dish. A generous portion of white rice on one side, chunks of chicken breast, mushroom, onions, tomatoes in a "tomato-wine sauce" on the other side. Yummy flavors that reminded me of arroz con pollo. Yay Groupon for steering us in the direction of an a-ok lunch! However, we are rarely in this area so the probability of returning is not high. read more

We where seated right away, we came early around 6:30 to 7:00. Found parking right in front. I guess they knew we where coming. The menu is decent, I had the shrimp Soup. Nice large bowl , soup was a mixture of what I would call shrimp , corn , and yucca. I am guessing that the broth is a mix of coconut mild and chicken broth. The soup was brought hot to the table. Very tasty. I wasn't feeling too well but the soup helped that. Lots of shrimp. Service was decent for only one waiter and one manager on the floor. I wouldn't say , that they came to our table but I noticed that they came to the regulars and asked them how they where doing. I don't really mind that they didn't ask us , because it game me more time to enjoy my food. The wife had the skirt steak with egg and fried bananas over white rice. we ordered it medium it came out more medium rare to rare. We didn't send it back. we just shared each others plate. The place wasn't a WoW place but it's not meant to be , I think it's a place where you come and eat and enjoy the company your with. They Even have live music on Friday nights. I'm loco for El Toro Loco! I've seen this place as I pass by to get my coffee from Perfect Pour so I did what I always do, I yelped it! It had very good reviews and I think I started drooling after looking at all the pictures. So my family came for one of our fun family dinners. Ambiance: It's a hole-in-the-wall place, which is my favorite type of place because I know that it's family owned which means better food and better service (most of the time). It's tiny, but they managed to fit as many tables as they can comfortably. It was definitely intimate. Menu: The menu is extensive and a mix of Peruvian and Mexican. From the staples like burritos and tacos to the more Peruvian dishes like Lomo Saltado and Bistek a la Pobre. They even serve a trout plate. I can't remember the name now, but it was fish with a light gravy on top. Taste & Flavor: I got the Bistek a la Pobre, medium rib eye steak with 2 eggs over white rice and fried plantains. I was pretty blown away. The steak quality was pretty good. It was perfectly cooked, seasoned and the tender factor was on point. The eggs were over hard like I asked for and the plantains were so delicious! The plate was also huge and I gladly took half of it home. I also had their exotic lucuma ice cream for dessert. It was a deep bright orange color. The taste is a hybrid of avocado, papaya and sweet potato...may not sound good, but trust me it's bomb dot com! Service: Both times I've been here, the service has been consistently good. It may take some time, naturally, when they are popping with customers, but the waiters are always nice. Verdict: 5 stars. Slow service, mediocre food, and horrible experience - not to mention their hours are bizarre and they are hardly open - I had to come to this place 3 times in order to finally dine here due to their inconsistent hours. I came here to use up a groupon coupon I was given and I wouldn't recommend this place to my worst enemy. We walked in to a completely empty restaurant and we were not even greeted or helped for 5 minutes. The server was extremely rude and hardly said a word. The plates were expensive and I'm almost certain they used a canned sauce to make my enchiladas. We spent almost $90 to serve four people very modestly. When I put the name of this restaurant into my GPS (Waze), and it took me to the new location that is still under construction. The original restaurant (that is open!) is just 1 block away at 1624 Francisco Blvd. The new location is scheduled to open in January, 2019. This place rocks! We had to wait about 15 minutes to get seated and noticed that most of the people eating around us were speaking Spanish. My husband and I both ordered fish tacos and were more than satisfied with the tacos stuffed with perfectly seasoned fish. Great service, too. Still charming, still funky. Same good food, same wacky lounge musicians. Prices are a dollar or two more than the Yelp menu, but still quite reasonable. Had the fish taco dinner this time. Not the best I've ever had, but perfectly good. Even great, with the addition of verde sauce. The musicians are there Thursday through Saturday. I love peruvian food, and I love to try all the restaurants I can find that make the food. When we decided to come out to Pacifica I found this restaurant that sounded interesting as it was a combo between Mexican and peruvian food, so we came here for lunch. Location: attached to a few other businesses. Parking isn't good though, it's either street parking across from the restaurant that's a bit dangerous with traffic, or the sides of neighborhoods and the businesses for which we could not find for blocks and blocks, circling a couple times. Food: The best thing I had here was the chips and salsa to start our meal. I ordered something basic, the lomo saltado, which is hard to mess up. But unfortunately, no matter how much I tried to like it, I just didn't. It just didn't have the spice that it normally does for it's unique flavoring. It was more soy sauce. We also ordered yucca frita. That was also a bust. It was just, so... dry, and not very tasty. The dip it came with too wasn't very good either. The toppings tasted great I always love the carne asada you can taste its been grilled. So here I went. The 3 star review is more for the service. There's only two servers and the one who we got ( black hair) his personality sucks. He showed no face expression when we requested some water and our food. All he would say is "yea." I would highly recommend to whoever owns this restaurant to train it servers to be more personable and customer service skills if you want your business to succeed.....business 101! I would say the food is good but that's about it nothing to exciting. The decor of this place needs some serious interior designing help. I'm a die-hard fan of Peruvian food. This place has the best of both worlds, Peruvian and Mexican. Recently they opened their new location and boy was it busy for Thursday evening. It is a family-owned restaurant and the staff there are always friendly. My go-to dishes are Ceviche, bistec a Lo pobre, quesadillas, seafood dishes, and drinks sangría. All options are always super yummy, and the best part is that it is not overpriced- unlike some other near by Peruvian restaurants. Hoping that they can bring their Pollo a La Brasa back because that is just amazing! read more

So this place has turned into our Go-To Mexican place over the years. We particularly like two things that we've ordered over and over: the Chicharron de Pescado and their fajita-style burritos. The salsa and chips are very good, with the thin chips served warm and the salsa fresh with some heat to it. The Chicharron is a rather generous appetizer dish of pieces of lightly-floured sole fried perfectly to a pale golden-brown. It is served with an amazing creamy white dipping sauce that has lime and other flavorings, but I cannot decide what is in it. While the fish is excellent (lightly crisped and always moist), the sauce absolutely completes this dish. Totally superb: we've ordered it nearly every time we've come here. The Fajita Burrito is enough for two, so we split it. We've had the chicken and beef and pork versions and they are all really great; perfectly char-grilled onions and peppers (with not too much rice) filling the very generous burrito. Last night (a Friday night) they had a two man band provide some very nicely done live laid back jazz. Service has been generally good, but because it is fairly small, seating-wise, it can get crowded and overwhelm the few servers. Parking is on the street and I can't say the place has much of a store-front, but this has consistently been (for almost 4 years now) our favorite spot for solid Mexican that won't cost you much but always delivers. read more

The meat was marinated well, as was the beef in the little side taco I got just to try :) Actually his dish is not so important compared to mine. It was a shrimp dish with some delicious cream sauce with some chopped onions and other yummy stuff with buttered white rice. The plate came with a mixed green salad with some limey like vinegarette dressing. This is the best part: The dish was only $10 but the serving of rice was ringed, yes ringed with about 10 pieces of big prawns. Yes, at least 10! All for $10! They missed the 5 star mark only b/c service was a tad slow, but maybe after I try some more stuff and they're still consistently yummy, I'll bump them up despite the slower service. Most excellent! We came here on a Groupon, didn't realize they close early on Sundays, but they let us in- we're SO glad they did! The staff is super friendly and helpful- I went with the waitress's suggestion of Camarones De Ajillo (prawns with a wonderful buttery garlic sauce), my fiancé had the Churrrasco A La Parrilla (a grilled rib-eye that was as big as the plate- perfectly cooked). We shared the Anticuchos- grilled beef brochettes- it was good- we didn't need it though with the large dinner portions. I had to try the flan for dessert- I was NOT disappointed! Overview: El Toro Loco is a Peruvian sit-down or take-out restaurant in Pacifica, CA that serves Americanized versions of Peruvian dishes at fairly high prices. Establishment/Location: This is a casual, dim, small to medium sized restaurant that often has a live music on weekends (trumpet/piano the last time we were here). It's located just west of the "1" on the corner of Francisco Blvd and Paloma Ave with a decent amount of street parking on the weekends. The Food: My wife tried a shrimp and carnitas taco and I had the seafood medley. The tacos were a bit more than $4 each, small, and very plain with just the meat, onions, cilantro, and salsa. She felt that they were a bit bland and overpriced compared to the food we used to have in southern California. My seafood medley (I vaguely remember it being around $20) was very delicious with shrimp, squid, mussels, and (oddly) french fries. Rice was moderately flavorful. Moderately sized portions. Conclusions: My 3-star review is mainly due to the expensive and not-so-special tacos. My seafood medley would probably have been better if the soggy french fries were replaced with more beans and rice. I would highly recommend this place if El Grano De Oro down the road is closed. read more

I was in the area to try out Pacifica Cafe, but they evidently closed early so I was unable to get my eat on. I'm glad they did! As a result I found myself forced to learn about the delicious food at El Toro Loco! The grilled chicken in the Mojada Burrito was perfectly charred.
