I will never do business with Mr Garcia ever!! We booked a place on vrbo because he was managing few rentals on the platform. It was a 2 bedrooms house in Gaviotas. But i should have known my suspicious when he contacted me to get off from vrbo and deal directly with him. BIG Mistake !! He asked me to pay him on his friend Rene personal venmo and stupid me i did it because he told me that it will be cheaper for me and he will not have to pay the mexican taxes and fees to vrbo. Also, it was weird ...he asked me after if i stay to his rental house to put a nice review after if i wanted to get a discount next time i rent one of his rentals houses that he manages!!! Anyway, we had to cancel the rental this week because of the danger going on right now in Tijuana and Rosarito where the rental house is. All my friends that rented in Gaviotas with vrbo had no problem to be reimburse full refund. They told me they talked to their host and the host completely understood the danger to go there and refund them with no questions!! Not us... We had to deal with Rick and his attitude first to no refund us at all ... he told us that he needed it to find an other renter before reimburse us!! What a person that think about money first and not the safety of his renters. I was chocked that he wanted to find people to rent his place knowing the danger right now going to Rosarito!! Anyway, i kept calling him and of course he was avoiding to answer my calls so i had to put my husband involved ...i decided to call the property management and i got his receptionist on the phone few times to let her know the situation that we are dealing with her boss !! She did not care and hung up on me! Anyway, PLEASE if you decide to rent a house in Gaviotas from Rick ... DO NOT Pay him directly and STAY with VRBO rules !!! We rented one of their condos in Las Gaviotas and it was absolutely amazing! We had such a wonderful time and the condo was perfect. It's beautiful, clean and has an outstanding view. The community is beautiful! They take very good care of the grounds and it's quiet, safe and comfortable. The pool and hot tub are right on the boardwalk overlooking the ocean. My husband enjoyed surfing at the beach right in front of the community. Rick was helpful and responded quickly to a couple of questions I had. Avoid this business - Hidden fees and shady ownership - Will never use or recommend as long as I breathe I was not going to leave a review since my wife already left a review. But the Owner "Rick" has recently left a reply that insulted us, and that's completely unacceptable. When you invite Rick into your home, and he is explaining the prices, he lies to your face about the services. We were told someone was going to periodically check on the property, that he hires someone to literally drive by the properties and check the outside front yard condition once every month. The second purpose of this is to see if the tenant is complying with the agreement. - Example 2 people sign a contract and two people will be living there - yet there are 6 cars in the driveway. This was a lie, he will say what he has to say to get you to sign the paperwork. After our dispute with Rick, he said that's too much work and it's not worth the payment of labor. Fine, BUT DONT SAY YOU DO IT. We had a tenant leave mid-year due to military reasons, no problem, but you are going to charge me another $600 to find another person to live there, even though my contract with you is for a year term? Want to check on the property mid-year, no problem $100 to have Rick stand there for 5 minutes. Need them to go to your property for something? No problem $50 bucks. Then Rick did not inform me that even though our contract was for two individuals to live in the home, there was a whole family of 6 people. He and his old coworker (also shady but at least he had the brains to leave this company) thought it was fine and didn't think I had a problem with this. There is another continuous fault to this company - the communication. You would think a guy that's been in this business for 20 years would have some stuff down, but no. He will just google "Perris plumber" and whoever pops up first will be called to service your property, was quoted 550 for a water pressure regulator repair. Called another person on Yelp and was quoted 430. It was not hard to use yelp and call 2 companies at different prices. ON TOP OF ALL THIS - This guy gave out my personal information to the tenant WHILE I WAS UNDER CONTRACT WITH HIM. I was under contract with this person who is supposed to be doing a job, who was paid for the month and stopped working it halfway through. I went to a real property management company and as soon as they read the property management paperwork noticed numerous red flags and recommended we report Rick for conflict of interest and shady practice. We are currently in the process of filing complaints against the business and Rick. By the way, Rick didn't even recommend changing the locks between tenants, he was using the same key between tenants. I have never dealt with a scandalous disillusioned "Owner" of a company who would start up drama and not take responsibility for his own actions and admittance of being "short staffed" and training new help as to the reason of the communication errors. I will never work with Rick again and have already blocked him from my phone. I work in IT and have a stressful life, had to pass this along to my wife so Rick didn't give me a stroke. Now I regret it because she's being harassed by him in the reply section of Yelp. You probably did not read all of this but if you did, stay away, all 5-star reviews are for his vacation rental property, and not his property management skills. I do have one good thing to say, they actually do the background check. That's it, not worth the stress from dealing with someone like Rick. And Rick it's TOUGH not TUFF, we are not talking about TUFF SHEDS. Stop contacting us and stop attempting to make us look like the problem, you had one job and could not do it. Even the current tenant knows you guys were the issue and he came to that realization before we even spoke. 7-9-2019 1:17PM Rick, there is so much I want to write but there is a limit on yelp - you are a disgraceful business owner and attack your clients WHO PAY YOU. You were paid for the month and stopped supporting us by providing the tenant with our personal information, and dipping out. I guess I'll have to add another review in response to the poor attempt to defame my character. I am nowhere near a nightmare landlord. I asked the bare minimum. I have all the proof of emails messages and recorded phone calls (with permission). Full history intact and untouched. This business is a poor excuse for anything other than a scam. Just look at other reviews that are not vacation-related. I left a truthful review and there is nothing malicious about it. My tenant had issues with them as well. This was our first time staying at one of Ricks properties in Las Gaviotas. The one bedroom layout was clean, tidy, and spacious. He fit us in last minute for a 2 night stay in the middle of the week. The apartment was newly remodeled and felt like new. Appliances worked, great sound system for music and parking right in front. Did I mention how clean the place was... spotless! The only down side was the road noise from the bedroom. After many years of owning and managing my own rentals, I found myself in need of an experienced management group to handle the eviction process of a tenant that I had given way too many liberties with and was now several months behind on rent. Upon providing the details of my rental in question, Rick agreed to handle the necessary eviction steps but requested that he talk to tenant first. Rick was able to bring tenant current within a short period of time, saving myself and the tenant a lot of money and frustration. I wanted to find someone to manage a rental property for me. After reading reviews, i called 3 places, Express Property Management wss the first to reply. After receiving rates and terms from the 3, EPM was also one of the 2 most reasonable, since Rick called me back first, i called him first. We came to an agreement and within about a month Express Propery Management had the property rented. I have been working with them for a few months now, and not only has Rick quickly resolved a few minor unexpected issues right away, but he has helped me make more efficient use of my time by helping to manage the property for me. This is in response to Mr. Rick Garcia's reply dated 10/17/2017 to the "ONE-STAR" Yelp Review I posted on 10/14/17. First of all, readers should note that Mr. Garcia does not hesitate to defend his unfair and unscrupulous action in charging me (and, undoubtedly, many other tenants) a wildly disproportionate late fee ($177.50), for a one-time accidental underpayment of $5.00 on one month's rent. Furthermore, he makes no comment on his offensive "intimidation tactic" of sending a good tenant a "3-Day Notice to Quit", b/c she accidentally underpaid her rent by $5. These actions pretty much "sum up" the type of business practices which tenants can expect from Mr. Garcia. I am reasonably confident that if I should decide to file a complaint in Landlord-Tenant Court or Small Claims Court, I could get back all or some of my money, because the fee was so patently unfair and disproportionate for such a minor and clearly "unintentional" breach of the Late Payment clause in the lease. I continue to believe such penalties are of questionable legality, regardless of how many greedy and sleazy landlords and property management firms may use the same or a similar lease. I have signed many leases in my lifetime and have never encountered such unfair lease terms, until I was dealing with Express Property Management. Secondly, I never bounced a check, nor had any electronic payment to Express Realty denied for "NSF" -- Non-Sufficient Funds. Not once. So Mr. Garcia never had to pay any "bank fee" for an attempted payment with "Non-Sufficient Funds".That is an outright lie. What did happen was this -- The on-line payment system was so confusing and poorly designed that I thought I had made a rent payment (10 days before my rent was, in fact, due), only to find out later that the payment process was not "finalized", and I would have to pay yet another late-payment penalty of $177.50 -- even though I tried to pay my rent early and thought that I had paid it. I think that what happened was that I did not notice that I had to put an "X" in a box that would have completed the payment process. I tried to explain all of this to Mr. Garcia but, of course, he was not going to cut me a break when he could squeeze another $177.50 out of me! BEWARE OF THIS, IF YOU ARE A TENANT WHO TRIES TO USE THE ON-LINE PAYMENT SYSTEM, RATHER THAN THE EVEN MORE INCONVENIENT ALTERNATIVE WHICH MR. GARCIA OFFERS -- THAT BEING, TO DRIVE TO HIS OFFICE IN PERRIS, TO HAND-DELIVER A CASHIER'S CHECK FOR YOUR RENT. Of course, if you choose that option, you will have to waste even more of YOUR TIME making an additional stop at your bank to get a Cashier's Check. Third, I never said that I had any problems dealing with Mr. Garcia's manageement assistant, "Eddy". I found Eddy to be a very intelligent, honest and personable assistant. Mr. Garcia is just plain lucky that someone of Eddy's character and caliber is willing to work for him. I had problems with the office clerical staff - in particular, with the bookkeeping assistant who was ostensibly in charge of the on-line payment system and recording rent payments, because: (a) She didn't seem to have a clue about how the on-line payment system functioned - i.e., how to correct problems with the system or how to make it more "user friendly"; and; (b) She was just plain rude most of the time, and had no "people skills", whatsoever..I also had problems with the amount of time it often took to get repairs completed by the low-paid, marginally qualified tradesmen sent out to the property. One final note regarding Mr. Garcia's assistant, Eddy -- he was kind enough, during the first few months of my tenancy, to stop by and pick up my Cashier's Checks for payment of my rent when he was passing by my neighborhood. This meant that I didn't have to drive to Perris to deliver my rent in person. But when Mr. Garcia learned that Eddy was doing this favor for me, he ordered Eddy to stop doing it. I can assure Mr. Garcia that my hospitality to Eddy was based on his kindness and his effort to resolve problems in a fair and considerate manner -- not because he is an attractive young man (which he is). I would note that I am a 66 year old woman -- old enough to be Eddy's grandmother. There were no "ulterior motives" for my hospitality and friendship with this fine young man, as Mr. Garcia seems to insinuate. Apparently, Mr. Garcia does not understand that the ability to have a cordial and friendly business relationship with the tenants can be "Good Business" for the property owners. I would not hold Eddy responsible for the unsavory business policies and offensive tactics and practices used by Mr. Garcia. Once again, I would warn prospective tenants to stay away from any rental properties managed by Express Property Management -- unless, for some reason, you might enjoy being treated like a dead-beat and subjecting yourself to the likelihood that you will end up paying hundreds of dollars in unfair fees. read more

I rented an apartment at Las Gaviotas from Mr Garcia. Both he and his wife were fantastic. I booked several months in advance and pestered Mr Garcia via email regarding good local restaurants once there etc etc. He was nothing but polite and very pleasant and helpful. Both he and his wife came around once we were at the apartment to meet us and see that all was well and asked frequently if there was anything at all that we needed. I received my deposit refund in full and would not hesitate to recommend not only the beautiful apartment but dealing with Mr Garcia and his wife. read more

I wouldn't recommend this company at all. I meet with the Agent Cristian and was first told to submit all my info to him via email which I did. this was on the June 15th. then On the 16th He informed me that I would have to resubmit all info via the WWW.ExpressRealtyPM.com website and apply on their site and pay a$35 credit check fee.( as they wanted to do there own search) which I didn't have a problem with as I already knew My credit was good as my scores were in the 640-620 range. as I had just did my own report on the 1st of the month. I had 3 letters of recommendations from all 3 of my previous landlords all the way back to 2008. and I had submitted my last 3 year tax returns plus my current pay stubs and other income which showed I made over $4000.00 a month. Well after waiting a good week and a half. after Christen had asked me for a list of things that I felt that the house need to be repaired before moving into the house. I happen to check the internet for the # of the house address and find out that the house had been taken off the market as of June 16th. that was 3 days before they charged me for a credit check. So I called Cristian and asked was the house rented out already? he informed me that the owner had decided not to rent the house out after all. So I asked him to return the credit check fee as that the owner wasn't renting the home out then there wasn't any need to run my credit then.. All he said was he have to talk to his boss.. Hmmm sounds like this company is running a scam.. I'm going to the Perris police station tomorrow to report them as I have proof that shows when the house was pulled off the market and when they charged my credit card... read more

Mr. Garcia replied telling to call office and talk to Eddy. I did next day Eddy was rude from very start and clearly did NOT want to be bothered. I asked questions but he seemed distracted and again clearly did not want to be bothered. I mentioned we were on Housing (but getting off) He ended call before I could day more. I emailed and text Mr.Garcia who very abruptly said "we dont take section 8/Housing. Again I clearly said we were going over max income so this was not issue. If I could give no stars I would. Awful company to deal with. They do not call you they lie to you and they treat you like dirt. Let's just start by saying my husband and I started our journey looking for a home to rent that is bigger than we are currently staying. We came across a property that we loved. Looked at a few more homes and decided to go for it and rent the home from Express Realty. I filled out the application and hurried over to Perris to give my fee and application. We were told we were approved. So in our minds that meant we got the home. We called Eddie the agent and were told that he needed to talk with the owner of the property. He said he would call us that weekend by Monday the latest. Monday came and no answer from Eddie. We had to call them. He finally called and said he needed more information from us so we complied with the request and had to wait some more. We wondered if we were approved why we would have to explain anything at all. Never called us, yet again we had to chase him down. He finally got on the phone with my husband because he wouldn't for some reason deal with me. He then dropped a bomb that we would need a double deposit because of our credit which I know is not bad because I check it regularly to keep it good. We told him that it was out of the question we could give the deposit that was advertised. He hung up with my husband leaving us to think he was going to get back to us after he talked to the owner. Well two days later the home was off the web site and that is how we found out we didn't get it. So then we saw two homes we loved even more and unfortunately they were homes that were dealing with Express Realty so we had no choice to try to work with them again. Spoke to Eddie again having to track him down to talk to us we told him if we were approved could we see these other properties and he agreed to show us the homes. Fell in love again with a home and said ok let's do it I have the deposit let's make it happen. Well Eddie was very hesitant again which caught us off guard, if we are approved why are we not getting into a home? Again no call Eddie wouldn't get back to us so we now felt like we had to stay on him so we could get the home. Finally my husband got him to call us back after many texts and calls and he tells us he needed a letter of explanation from us for why my husband made more money this year over last year which makes no sense that they would question is making more money but we explained to the that he got a different position at work and he has a new wage. They made us send in more pay stubs, a letter telling them everything I already explained, made us feel like we were dogs jumping through hoops and finally after more time of anxiously waiting Eddies reply we had to call and text him yet again and we are told that all looks good and they just needed to talk to the owner of the home. I asked if we would be asked for a higher deposit again and was assured that it wasn't the norm and just the owner of the other homes request due to past problems with tenants. Once again Eddie said he would call us by a certain time and guess what? He didn't call (shock) we again chased him down and he tells us we need a deposit and a half. I didn't think we could so we expressed to him that it would be difficult to come up with that amount seeing as how this has ended up pushing us into paying another month at our current place. Well after speaking to a family member we got the extra funds and excitedly called him back 15 minutes after we just talked. In that time Eddie who could not be bothered to answer a phone called the owner back and told her we declined the offer, according to Eddie anyway. Well we told him to tell her we did come up with the money and a ready. I ran around all morning the next day gathering the remaining money among working and waited for Eddie to call ( yea right) in the morning as he told us he would do. He didn't. My husband and I were so emotionally wrought at this point waiting on pins and needles for three almost four weeks of Eddie promising us things and not keeping his end up. So again my husband contacted him and he says he's at the doctors. Five and a half hours later my husband sent him a text saying that we are waiting news because we wanted to give the deposit that we were holding in cash on us which we don't like to do. He says he is still at the doctors office, sure. I'd get a new doctor if I were you then cause that wait time is crazy. Anyway we finally hear from Eddie around 6pm at night telling us we now needed double the deposit. I lost it absolutely lost it. He was never going to give us the home and just kept hiking the price up higher and higher for the deposit. Had us running around like animals for him and for nothing we never got a home and now it's been so long and so tiring I don't even want to try a new company. He ruined it for us we are so emotionally worn out and crushed over this experience. Don't use! read more

I personally worked with Eddy Sandoval, he asked what my plans were, and took it from there. Everything I needed to get accomplished to get a new qualified renter, they provided me a company they personally recommend. The landscaping, carpet cleaning, and cleaning company, all provided high quality services. I will recommend them all to anyone needing their services. In addition, they did open house, and accepted online applications, to find me the best renter for my property. They sent me several applications after they determined if the applicant met the criteria to rent my property. I had a new renter in less than 30 days.
