Went to Happy Harbor around 11:30am on a Sunday and it was definitely busy, but the wait honestly wasn't bad at all. We waited just a few minutes before we got seated. We were placed in the back room, which felt a little more calm compared to the main dining area. Service was good. Our waiter was fast, friendly, and really on top of things, which made a big difference since it was packed. Ordering is simple, they give you a paper menu where you mark what you want and hand it back. We ordered tea for two and picked a bunch of dim sum: jumbo shrimp har gow, shrimp fried wontons, steamed rice noodle roll with shrimp, baked abalone sauce BBQ pork bun, poached Chinese broccoli, and custard egg tarts. Everything came out fresh and hit the spot. The har gow were plump and juicy, the rice noodle rolls were soft and silky, and the BBQ pork buns had that perfect slightly sweet, fluffy texture. The egg tarts were a great finish--warm and flaky. We did end up only getting 5 out of the 6 items we ordered, but honestly we were already pretty full at that point so I didn't feel like making it a big deal. I've been here a few times now including for a wedding dinner as well as for morning dim sum. The food is not bad for a standard Chinese restaurant; there's a good, wide variety of options. Dim sum especially the shrimp and shiu mai are decent as well. They are able to host large gatherings with relative ease. One issue I have is that the service can sometimes be lacking. During the wedding dinner, I was the only one out of about 60 people who was carded before getting alcohol poured out for me, and this was in front of everyone. It's not a big deal but it did feel a bit like discrimination for whatever unknown reason, because I was definitely not the youngest looking one by far. The Baked Abalone Sauce BBQ Pork Buns also did not taste great, thick outer breading and tasteless on the inside. Most of the dishes are not traditional dim sum dishes, so it seems like they want to "stand out from the crowd" and try to "elevate" their dishes. I would totally be on board with that, if their dishes actually tasted what they are trying to represent, but sadly it does not and it is very pricey. Upon being seated, my plate was also not clean, but that is sometimes to be expected and I asked for a new plate. No biggie. We originally were a party of 5, but a friend could not make it so it was just a party of 4. With the change in our party, we had to notify them to adjust our tea price because they charged us for 5 people instead of 4. The 5th plate seating was never touched. This is usually the go to dim sum spot for my family and I. It's always busy but it's also super quick, I think the longest I've waited has been up to 15-20 minutes. Inside is quite spacious and there is plenty of staffs with decent customer service. Now let's talk about the food. They have a moderate amount of options for dim sum. It is also not cart service, although, they do carry out trays for you to get sometimes. The food could be a hit or a miss and I still think their shiu mai there is still one of my top choice. The turnip cake is served in a broth based rather than fried. The rice wraps could be a tad better since the ingredients does tend to fall out easily. This review is for hosting a WEDDING banquet at Happy Harbor in Rowland Heights. I helped plan a wedding here. I have to say it was tough at first because they do not have a designated event coordinator. There was a lot of back and forth. What was really helpful was the main guy spoke English, Cantonese, and Mandarin! Ultimately you need the wedding date and the number of guests. You choose the menu, napkin color, and table cloth color. Extras: They had two microphones with stands and a small stage for the sweetheart table. The audio system only reached the main room. There was a big screen in the main room to play a slideshow. The backroom seemed to have their own audio and two screens. We could not figure out how to connect the two, so the guests in the back room had to come out to the main room to see/hear what was going on. -The lobby is large. Good to set up welcome table. -There is a small private room behind the fish tanks. This was where vendors took their breaks. The wedding I helped plan had just under 280 guests, so they took up the main room (20 tables) as well as the back room (7 tables). Some tables had 11 seats but same amount of food. Because of the number of tables, there was no dance floor. I heard compliments from many guests that the servers were efficient and helpful. They served wine properly. Overall I would recommend Happy Harbor for a large event. Side note: Happy Harbor gave us a contact of a guy who did white seat covers with ribbons. That guy only had a two-person team and did not finish all 270 seats. In fact he stopped just under 20 tables and did not get any in the back room at all. Revisited one of the first few restaurants I came to when I first met my husband for dim sum and it was a better experience than the first time. Dim sum was ordered on paper and they bring out the dishes you ordered rather than the pushing carts, which I don't see as often anymore anywhere. They were busy , but we were able to get help whenever we flagged them down. The vibe was busy noisy Asian dim sum mornings which is familiar for Asians. It was spacious with the high ceilings but the tables were packed together. It's in the 99 ranch plaza so we walked around afterwards before needing the bathroom. Located just next to the 99 Ranch in Rowland Heights, I've been told that Happy Harbor is the main destination for those in the area looking for some dim sum. And whenever I pass by to grab groceries, there always is a line early in the morning even until late afternoon. So with a curious stomach, I stopped by on a Sunday around 12PM. First thing first, big mistake. When I arrived, there was a large crowd waiting outside. And after taking a number from the host, I waited for about an hour to an hour and a half before I was seated. If looking to come here, definitely come early! Looking at the different dishes, the price ranges from about 5 dollars for a small, 6 dollars for a medium, and 7 dollars for a large. Compared to other restaurants in the Greater Los Angeles area, the price is on the lower end and is better from a price to portion standpoint. In other words, it explains why so many people were in line to eat here. But taste-wise, the food was only mediocre. This definitely won't be the best dim sum you've ever had, but it certainly won't be the worst. Looking at some of the dishes I had, I enjoyed the beef tripe and spareribs as they both were rich with flavor and had lot of juicy parts to them. But for most of the items like the tofu skin rolls, siu mai, shrimp rice rolls, and beef rice rolls, the taste was mostly surface level. Texture-wise, they all tasted as one would expect. But there wasn't really any part that screamed WOW. These comments were pretty consistent with most of the items here: good stand-alone meat items, but only okay general items. Looking back on my experience here, I suppose one cannot complain about the price and what you're getting. After all, the amount of people waiting here definitely indicates that there is good food to be had. But with the only okay taste and generally neutral flavors, I'd give Happy Harbor a 3 star rating. If you're looking to have dim sum in the Rowland Heights area, this might be the best around. But if you're looking for the best dim sum? Best to find somewhere else! read more

Overall: 4 stars. On other weekends, we usually have around a 20-35 minutes wait for a party of 7. Memorial Day Saturday weekend, many people were probably out of town because there were a good amount of tables open. Service: 3 stars. Waiters forget requests from time to time (napkins, hot sauce, the check) but at least for a party of 6 and a baby, tips were not automatically charged. However, we did get billed $1.98 tea for the baby. I told them upon entry so make sure you check before pay. The dim sum here is okay - they don't do the carts anymore so kind of takes away from the experience and freshness of the food. A lot of the food showed up cold by the time it came to our table. The black custard buns are not very good. The shrimp rice roll, and shrimp dumplings are always my go-to but also were mediocre. Service is okay, they don't come that often to your table unless you call them. Atmosphere is noisy and crowded during weekends like most dim sum restaurants. My family and I decided to come here after witnessing the typical chaotic mess down the street over at New Capital. It ended up being the right call because the dim sum here was actually really good - I actually think I like it more than New Capital to be honest. The siu mai and hargow were excellent here, especially the siu mai! They were much larger than most places and the texture was perfect. Both were snappy and juicy and so full of flavor. These were 10/10. Chicken feet were also very delicious too, though I wish they were a bit saucier. Other than that, they were soft and tender. Silky texture and fall off the bone delicious. We ordered beef and shrimp cheung fun and those were great as well. The spare ribs were very tender and perfectly steamed. The tripe was great, but a little too liquidy/soupy for my preference. Lastly, the chow mein and beef chow fun were good, especially the former, and that's coming from someone who doesn't really care for chow mein. The beef chow fun was good, but I've had much better elsewhere. It was a little dry. The service started off pretty rude, even by Chinese standards. However, once the restaurant began to empty out, the service improved. Some of the dishes took FOREVER to come out though, especially the chow mein which we ordered at the beginning. We didn't get it until we were almost done with our meal, but thankfully one of the staff rushed the order out. Even he was surprised to see that it hadn't come out yet. Believe me when I say we ordered A LOT which actually ended up being the perfect amount since we ended up eating everything. It was all very reasonably priced too. My sister, wife and I were all pleasantly surprised. I think moving forward after yesterday, I will not be returning to New Capital for dim sum anymore. It's too busy, too chaotic, and the stairs leading up to the outside area is super grimy and dirty. Happy Harbor is fire!! If you're looking for amazing Chinese food, you've found the right place. I've been here many times for both dim sum and dinner and you really can't miss for either. They've always been consistently good. For dim sum, the restaurant uses a menu to order (gone are the days of cart pushing unfortunately) but the food comes out quite fast. The buns with hot custard inside are so fresh and good. Careful when you eat it though... your neighbor might be in splash zone if you try to bite into the bun as the custard might squirt out everywhere! My party also loved the steam rice rolls and the spare ribs The service is what you'd expect at any bomb Chinese restaurant. The workers are decently attentive and whilst they won't necessarily smile all the time, they work fast and get the job done... a win in my book. The restaurant has ample parking as it's in the same big plaza as ranch 99 market and inside, the place is decorated beautifully with nice paintings on the wall. My gf and I decided to take some risks and try the restaurant with 3 stars on yelp, assuming the low stars was for service, which means the food might be bussinn! The interior is very nice. No host so the people were confused. We walked inside and found the very busy host, but she got all parties seated right away! The host started letting familiar customers cut in line, which felt unfair. When I raised this concern to the manager standing inside the dining area, instead of addressing it professionally, I received a rather lecturing and defensive response. The welcoming and courteous service I had experienced before seemed to disappear completely this time.
