Where do I start. I live in the Cobbelstone HOA is Puyallup/South Hill. My wife and I have been refusing to pay dues for the lack of service. This company is so quick to send out warning letters or charge interest for refusing to pay dues when they fail to uphold any of their obligations. Our community park has spray paint all over, boards bashed out and section of fence missing. We also have been finding drug paraphernalia as well. We also have recently been observing homeless leaving their shopping carts by the big opening in the fence line that was damaged. One of our kids was bit by some random kids dog about a month ago which I filled out an online police report with Animal control. I also let the HOA know which again fell on def ears. Our kids do not feel safe playing at our community park. Anthony with JC Higgins hardly responds to emails or phone calls. I feel going to court and forcing their hand to do something is probably what it will take to get stuff done. Until then we aren't paying dues to a company that refuses to maintain the community common areas that we pay dues for. The neighborhood park is starting to look like a homeless encampment. Not paying dues for a service that is not happening. If you are looking for a company to help manage your HOA, I would stay clear of this company. I'm sure the manager will try to play it up like we are the bad guys like he does in previous reviews on here. I sent a check in via "bill pay from my bank" for a clubhouse rental and most have had 6+ email exchanges as the check still never arrived (lost in the USPS). Their lock box has been broken for months. And while I do not blame JC Huggins for the tweakers causing thefts, I do blame JC Higgins for unavailability for in person payments. This company is there to market vacant units and collect rent. We were asked to not close utilities when we left, that they would transfer utilities to their name. After 2 months of not living there and repeated assurances that they would do so, they finally took our name off the Tacoma Public Utilities account, and have not refunded us for the 2 months we paid during the vacancy. They've ignored emails and won't directly take phone calls. May have to take them to small claims court. read more

Can't say that I do not appreciate their work in general, yet their minions are relentless in stalking every last thing that they can criticize and making life in Village Green a nightmare. I've lived here 7 years and never received a single notice, yet in the past year have received 6. Painted my lawn furniture, got a notice. Have a chain for the dog on my tree, got a notice. Parked my 3rd car in front of my house, got a notice. Went out of country on a family emergency, got a notice that i had weeds. Took care of it upon return, only to receive another notice that was being fined for non compliance, which I did. They do not communicate apart from threading letters with homeowners, I have tried calling and emailing and have never received a response or acknowledgment that my concerns are even important To them or the HOA they represent. If I could give zero stars I would. I'm a former HOA President of a Community that JC Higgins & Associates Manages. I will admit I vetted them and thought they were competent. During my time working with them alot of email went unanswered, follow ups were not done, I felt like I was always repeating myself. Fast forward to moving and selling our property in that neighborhood I called before we moved to make sure my card wouldn't be charged for reoccurring payments after we moved, and guess what, they charged my card after saying they removed it. Three months later, and a couple fines sent to my new address for the new home owner I have now called a total of Four times asking for my name to be removed as the legal homeowner. Tax records show online to the Public who the new home owner is. After calling Cassidy and speaking with her today she told me Escrow never sent them the paperwork so I was still considered the home owner to them with no proof otherwise. But I could send her the new home owners info so they could correct that via email, not now while I was on the phone with her- still taking up more of my time. I felt like I shouldn't be doing her job by providing legal information on the new homeowner when she could have just googled that. At the end of the call Cassidy quote "really good at her job" would make sure this is taken care of. I am yet to see if this gets taken care of, but this is the fourth time I'm reaching out trying to fix this problem. Cassidy Wickenkamp is an excellent association manager of our Applewood Homeowner Association. We have had over five association managers for the management of our HOA from this company over the last ten years. Of all the previous association managers that we had, Cassidy has the been the most valuable association manager to our HOA. Cassidy has assisted us with completing all the goals that we set to improve our neighborhood that we have been trying to get accomplished for over six years. Cassidy has a unique knowledge of our Homeowners Association which has assisted the Board in making many positive decisions for our residents. Cassidy is very business minded in the way she performs her duties. She assisted our Board to perform the duties that were expected by our HOA members. Was sent an invoice for various services upon closing my account. Paid said invoice, which clearly states covers cleaning and carpet cleaning costs. Now you claim I owe you money for those two services. No I do not. I paid you. Why do you try to scam people out of money? Judging by your facebook and yelp reviews you clearly do not do a good job. Update: What a colossal load of lies and misleadings. I'll pick through them one by one. First off, Dave, I am the previous owner of that property and closed on the selling of it about a month ago. I NEVER asked JC Higgins to "ready the unit" for sale. I'd love for you to share a screenshot of an email of me making this request because I know you can't. JC Higgins had been managing this property for me as a rental for about a year and a half. JC Higgins requested from me I ask my tenant to leave as she had become a problem in the community, yes I have emails showing this request and would be more than happy to share Dave. Not wanting any problems and feeling confident the property would soon rent out and not sit vacant, I agreed to have the tenant contract terminated. This is where JC Higgins did the services in prep for a new potential tenant as per there management services. I knew this and again, I NEVER made a request for you to do this, it's part of having you manage the property. After JC Higgins, specifically Amanda Arends, couldn't get the property rented out for 3 months, I decided to sell it. At this point, Dave, you are claiming in your response I asked you to ready the unit for sale, nope, that never happened. I simply said your management services are no longer needed as I am selling the unit and asked when could I pick up keys. Again, I can provide screenshots of all of this if you desire Dave. Amanda said in an email she had ALL the invoices and that I owed a bill for the services in those invoices, which she said included cleaning and carpet cleaning. Again, I can provide the screenshots to prove it. In fact, did you even read the screenshot I provided in my first review? I paid the requested amount, a few weeks pass, then I am asked to pay for cleaning and carpet cleaning. This makes zero sense and is a very bad business model. How is it you claim I think this is alright to do to folks? I'm not doing this to anybody. In fact, you and JC Higgins are doing it to me! And are you really serious as a business owner threatening legal action against me on behalf of a company you have no part in?!? Really?!? On a business review/social public website? How unprofessional is that? I feel bad for the residents of Stoney Brook as they really have no choice in having you and JC Higgins manage the community but I would strongly advise anyone renting out there property in that community to avoid you and JC Higgins as an individual property manager. I've owned a couple homes and dealt with several management companies. Most previously were Around the clock and J&M management. Neither were my favorite, yet, were never out of line or unprofessional. Not something I can say for JC Higgins. My first encounter was requesting information via email to a property manager at JC Higgins (as per the instructions on the silver creek webpage) and was emailed back "it's on the webpage" I responded that the web page informed me to email them, somewhat confused. I was then sent a power Power Point Presentation (PPP) showing me another section explaining that I needed to come by the office to get another gate remote. Upon meeting the fine gentlemen (I do not recall his name, the email address was a Brad Stubbs, whom I learned was not the person using the email) I asked him if it would have been easier to just tell me to come by and get a remote rather than create an entire PPP. Today I received a bill for our HOA dues. As they are quite difficult to decipher I first called our rep, Hana Scriven, and left a voicemail at 12:47pm. I did not receive a call back so I followed up with an email at 4:13pm. I wrote to Hana: I live in silver creek (Hillsboro) I received my dues the other day and had some questions regarding it. Is this indeed a first half assessment as described in the letter mailed to me? Or is it for the entire year? If it is a first half assessment, why is it $500.00. The breakdown of the "charges" and "balances" isn't quite user friendly and quite difficult to decipher. I have attached a copy of the letter for reference. Thank you in advance for your help regarding this I received in response: Nothing has changed... Your are welcome to pay 250.00 in January and 250.00 in July as has always been an option. For the entire year it costs 500.00 total for dues. If I didn't answer your question please let me know. Not quite sure why a "Professional" property management company allows their employees to be quite rude. I requested please please please, mail the HOA bill statement on time, so I can pay on time or I want to set up auto payment but they don't respond at all and keep charging late fee without mailing on time manner. If you like to rent out a dumpster and to have to pay to make it into a condo this is the right place to rent through. They will take advantage of people who need an affordable place to stay and make them pay to fix any damages in it that where there before you got there. Put a sticker on the door, that could have been easily taken off, for the next young person that might live there and they charged me 150$ just to paint the door. Not only do you have to request approvals, but must wait 30 days for the actual residents to decide. WTH is the point of an HOA if the company doesn't do a damn thing to better the neighborhood?!! Awful, awful, awful. We have not even been in our rental home for a month and are having major issues. I have rented multiple apartments, houses and commercial properties over the last 12 years and I have NEVER had a bad relationship with a landlord. I am SO disappointed in this company. Not only was our house not cleaned for move-in as we were told it would be(I'm talking boogers on more than one wall-we'vd named the living room wall that had the most boogers, the booger wall)we don't have heat in our living room. Yes, the living room, the main portion, 600 square foot room with 10 foot ceilings has no heat. Our thermostat will read 66F and the living room has gotten down to 52F while and upstairs bedroom will be around 80F. We have contacted the company multiple times and they won't do anything. They once told my husband to open the vent in the living room ceiling to allow the hot air from upstairs to come down.... For the hot air to come down??? That's not how science works. Also, they told us to get a space heater(this is a huge room, it's going to cost a fortune to heat it with a space heater, plus, they need to brush up on the laws of what is considered providing heat to a room-hint: space heater doesn't cut it). There is no duct work into the living room to provide heat(the previously mentioned vent is just a hole from 1900 when the house was built to allow the upstairs to be heated, fyi) and they have flat out told us the owner has said they won't fix it, but of course wouldn't put that in writing. We are currently working with the City of Puyallup code inspectors and the tenants union, so I'm not looking for advise, just warning others to STAY AWAY! Im a good tenant, I pay my rent and follow the rules and always get my deposits back and generally leave places cleaner than I get them, so I am confident that I am not the problem here. We literally moved in on February 14th and reported the heat issues to them on February 18th and there has still been nothing done.Not only is nothing being done, they won't even respond to me anymore. My son literally wanted a sweatshirt, hat and electric blanket to watch cartoons in our living room the other morning. I read the bad reviews and figured it would be fine because I'm a good renter... I was WRONG. They did send out a maintenance man to install smoke detectors upon our request as there were only 2 when we moved in and one of those didn't even work. read more

That in itself should explain their professionalism. Each time a worker comes out I have to explain, all over again, about a problem. A lot of home owners have serious misconceptions about what an HOA is and the difference between an HOA management company and Property Management. If you are the owner of a condo-- it is the elected HOA boardmembers who are responsible to to actually enforce the CCR's and manage the property. The home owners collectively are business partners in the upkeep of the property. The owners ARE the HOA. If you are not satisfied with how your HOA is being run, do some research on how HOA's operate, and some of the laws involved and run to be a board member. You are not in an apartment anymore. You have responsibilities as a home OWNER. The HOA management company is there to collect the dues as a way of protecting all of the homwowner business partners. After all-- would you want to risk having a neighbor board member imbezzle home owner funds? Duh-- do you want your home owner board member neighbor holding your dues money in their house until they get to the bank? The HOA management company is there to keep the money handling clean and to keep the board members operating within Washington State law guidelines, and to give guidance on customary maintenance scheduling -- the board makes the decisions. Clearly JC Higgins are ignoring the COVID 19 restrictions. I never received threats of penalty fees until the restrictions hit. Since it hit, they have threatening me on two issues that have not changed in over two years. I've heard of a rash of complaints about their ambitious money making threats over issues that the homeowners can not control. read more

As I board member of our condominium association, I am very satisfied with JC Higgins and our current manager, Cassidy. She answers her phone and attends to issues promptly. They are happy to me with me when needed. We have lots of issues and I feel we get excellent value for their fees. Renters and Home owners BEWARE of poor communication. If I could do a negative star rating I would! I thought Bci rentals was bad! This makes BCI look like a beauty queen! Unprofessional in communication as we haven't received the courtesy of a call or email. My family and I have been a renter less than one year with them, lease up in February, and have had a maintenance concern never addressed or followed up on after repeated request. My husband spoke to a office representative a few weeks ago to follow up and found out the owner was not going to replace part as it costs as much as the new water heater. Now we understand the reason why! The kicker of this review is that we notified by a realtor, not associated with JC HIGGINS, that the owners of the property we are renting from is selling. Made for a awkward conversation as Jc Higgins property manager Amanda has known for weeks, and we were never notified that the owner is selling until the day before Christmas Eve. I've always had a great experience with this company. We relocated to WA from Idaho and was able to do all the paperwork from Idaho and had a house to rent when we arrived. Their staff met us late on the night we got here so we didn't have to find a hotel for the night. During our stay we had a few things come up on the house that needed service. We had a quick response and they always fixed what needed to be fixed. We recently moved from that place and as with every rental, I found that as long as you note any issues during the initial walk through, read the agreement carefully on what has to be done when you move out, and again read the agreement carefully on the terms for month to month, there is no hassle with moving in or out. The house was shitty when we moved in and we noted it on the inspection sheet and it NEVER got fixed. So that $1,000 damage you claim is pure bs if that damage was there before we got there. Your employee Giles who did the final inspection with us said it was no more than $200 in damages, if that. And it's funny you claim collections because I sure haven't seen any of that. But instead of sitting on here responding to Yelp reviews with my so called "debt" numbers, you should address and check on all the homes. Go fix the issues in these homes. Fix your employees attitudes. And fix your company. Rent was paid according to the military pay days which was fine when it was mentioned, again to Giles, your maintenance guy. Robert answers emails in a timely manner unlike our previous experiences. Additionally, Robert is unbelievable in managing the "unmanageable" renters that reside in our community. I have a personal rental property and JC Higgins is managing this property as well. Wow, it only took a complaint on a public forum to find out from the Vice President that my application was denied...2 weeks after promised. Not only that, but blames and outright lies about my co-applicant for the denial. There was never a "lie" on the application and there was never a "bad reference". My follow-up research confirms this. So, am I really on the wrong path? All the negative reviews on various websites and your unapologetic/blaming replies to said reviews tell me differently. And then to use the "owner's" veteran status as a tactic to drum up more business and steal more money from people. As a fellow retired/disabled veteran, I am extremely offended!!! Our homeowners association requested from them more information than they were willing to give. Our insurance was cancelled because instead of maintenance they just allowed faulty pipes to burst among other serious maintenance not done. They collected our monthly association dues and would not explain what was done with them. Many of us were sent $5000 deductible bills from insurance claims from the burst pipes. The work done never even came to that cost. (This was the responsibility of the association JC Higgins) I myself received a bill for the deductible for a claim THEY made 12/30/2013. JC Higgins-Susan Stiles sent me a copy of a check they received for a claim made on that date. Minus the $5000 deductible they received $2249.52 check for my water damage. I had made the call to JC Higgins on that date requesting an inspection of a pipe I believed was leaking between the wall of mine and my neighbors unit. It was the last pipe in our building of 4 units that hadn't burst yet. I had mold behind my stove about a foot high, my neighbors went the height of their stove. My neighbor was pregnant so because they were aware that pipe could burst at any given time, moved all their furniture to their garage and were living in their bedroom upstairs. They were renters. NOTHING WAS DONE UNTIL MARCH 2014. They collected a check for a claim not done! Until I mentioned talking to a lawyer in March-no one ever came to inspect the pipe or anything. So then they finally did. But instead of an inspection of the pipe they made an insurance claim. It was determined my neighbor had some kind of internal leak-most likely her dishwasher so then the insurance declined the claim-BUT not before they ripped out my cabinets on that wall including countertop and repaired the drywall. The cabinets, tile, paint and countertops have not been replaced but JC Higgins sent me a bill for $2500 deductible PLUS $6019.19 for the work ServiceMaster did!!! All I had was drywall replaced-the majority of the work done was my neighbors. THE CLAIM WAS DENIED-DEDUCTABLE???? So in the end they collected a check for a claim never followed on MY side 12/30/2013. Then came back to claim deductible from me for that AND claim a deductible PLUS the bill for a claim denied!! I am only one of 24 homeowners in this association. DO NOT BECOME O VICTIM OF THESE CROOKS!! One more thing-one of our owners has cancer. The cancer took a huge hit on her so she emailed JC Higgins about the issue and she would not be able to work for awhile so her dues would have to wait.
