His broad scope of expertise, humanity, tact, and sense of humor have made a lasting positive impact on my life. Like most of his other patients, I can say without hesitation that I consider him and Peggy to be a part of my extended family. I will never forget receiving an unprompted call from Dr. H late in the evening many years ago after they learned of a sudden health crisis that my parent suffered. Thankfully, my parent's crisis eventually resolved; but that brief check-in from Dr. H touched me deeply. I knew that I was not alone and that he genuinely cared. Unheard of in modern medicine, when you call their office after-hours and connect with the emergency line, the phone rings at Dr. H's house. They trust their patients not to abuse that access; but the small number of times that my family needed it, Peggy and Dr. H were on the other end of the line, providing useful information and reassurance, even at 4AM. My experience as a patient of Dr. H's played no small role in my own journey towards becoming a physician. I often find myself trying to recall one of his totally unique and pithy one-liner jokes when I need to break the ice with a new patient. Family practices like this one are virtually impossible to find these days. The world would be a much better place if everyone had a medical team like Dr. Horowitz and Peggy.

With covid and how things are run differently now, communication is KEY! Peggy sent me all the health forms that needed to be completed in a timely manner via email. She was wonderful at responding to my emails, and she made things so easy! They went out of their way to see me in person in a really short notice as my visit required necessary clearance for my nursing program. They only have certain days for appointments but she made an exception for me as my work schedule conflicted with their in-person office visits. Peggy also sent me my labs on a Saturday as I requested if she could send it to me as soon as they receive it.. they are closed on Saturdays and she did that for me (I am so grateful!). I also want to say that I drove from Monterey Park to Dr. Horowitz's office on a Friday during the time that there is so much traffic (traffic alone in this area if you already know is hideous) but I would do it again! What is incredibly frustrating and disheartening is that after making this choice to not accept MediCal patients, your office failed to contact me. My husband was looking for a PCP that's African American since high blood pressure and other pre-existing conditions are better treated by doctors of the same ethnic background. We love Dr. Webber and have been working with him for the past 3-4 years. The staff at that time was very courteous and attentive to the patients needs, however the staff has changed over the years and they have not find the right person to run the place, medications are not refilled on time (my husband sees the Dr. every 6 months) lab orders are not entered on time, several times this has happened several times, this past weekend same thing happened labs were not ordered even though it was said they were. I had to wait a month to see a hand specialist and the specialist was disappointed to see that I went untreated from not receiving basic treatment. I was a patient here from March to July 2026 and I spent those four months doing the office's…read morefollow-up work for them. It started with a prescription that never made it to my pharmacy. I messaged through the portal, nothing. Messaged again, got told it was sent (it wasn't, it filled only after I called and sat on hold). Then a medical device the doctor ordered never shipped. When I called about that weeks later, the explanation was that a fax must not have gone through. Then I came in for a follow-up blood test the doctor himself asked for, and could not get the results out of them for almost a month. Two portal messages, no reply. When I finally reached a human she told me the results were fine and that was that. The doctor who ordered the test never called. A pharmacy refill later sat waiting on their approval until, again, I called. Every one of those calls meant 20 or so minutes on hold. At one point the front desk had a different doctor listed in my file, which maybe explains some of it. I was eventually promised a call from the doctor about the whole pattern. The call never happened. The part that actually worried me came later: I requested my complete record and found that things he had told me in person, including a test result and his recommendation for it, were nowhere in my chart. I had to file a formal amendment request to get my own medical record to say what my own doctor said. I'll be fair where it's due, the clinical judgment itself seemed reasonable, and staff were polite whenever I got through. But polite doesn't refill a prescription or return a message. If you don't mind personally tracking every order and result and calling to make sure each one happens, you might be okay here. I moved my care elsewhere.

Anyone that gives him a good review must not have chronic illness and goes for routine annual exams or a flu. You can tell he is just an MD employee for Facey. Caring more for protocols and quotas than individual plan of care. Facey the medical group is priority over the patient care. Office staff was fair.
