For some reason, HFP pays for the "Request a Quote" feature, which induces customers to write to them with questions, but then responds by referring all inquiries to call their office. It's a waste of people's time to have us take the time to type things out and answer the quote system's questions, only to ignore everything we've said and tell us to call (where we will then have to repeat everything we wrote). If a company does not want to deal with electronic communication, it seems sensible not to advertise such options.
