I wanted to post an update because I've seen many positive posts, however, they aren't recent and there has been a shift recently. Things were great until there was a problem: *A flood from a pipe *false fire alarm going off a few times in a month *heater breaking in the winter (it's day 4 and it's not fixed yet) *office closes earlier than a typical work day, so if it's after 4 or so, no one is there. *maintenance may or may not come. If they don't, they may erase service request so it looks like you never put a ticket in *some times you get unprofessionalism when you contact the office *more times then not, the service team half asses a job and it looks like hell. read more

Heat has been an issue for weeks and now there's been no heat in the entire building for a week. nothing but excuses for management. I'm looking at legal possibilities to break my lease early and recoup losses from when the space has been uninhabitable. I recommend staying away from this building and this company read more

I have lived in one of their properties for almost 2 years now. I could go on forever about how great New Horizons is. Properties are well taken care of, neighbors are respectful, no theft, and large apartments for the money. Management will also take care of any problems ASAP. Including helping people who are struggling with rent now and again. I challenge anyone to find a better bang for their buck with all that's offered here in West Philly. read more

Hiiiiii. I have lived in a New Horizons Housing apartment since 2011 if I am not mistaken. Time has certainly flown. They have been completely kind and understanding to me my entire stay! Always professional, maintenance is always responsive. I never had a maintenance request go longer than two day. Even if I called something in on a Sunday, still responsive. I honestly wish all companies could operate this way. I highly recommend them and I think anyone who is considering them should as well. These are affordable cute apartments and yearly my rent hasn't gone up any more than $20 which is unheard of. You will enjoy your time here, i certainly did! read more

Based on my experience of living there for 2 years, I can confidently say that New Horizon is the best leasing office I have dealt with around the world. Even when I lived overseas, I never experienced property management as well as New Horizons. The staff, including Scott, Brittney, and Saleem, were exceptional. The maintenance team is also the best, as they resolved any issues I had on the same day I reported them. I'm only leaving New Horizon because of a work location change, otherwise, I would never leave these people. They make your life easy, and you don't have to think about anything regardingo the apartment. If I ever decide to come back to Philly in the future, I will definitely work with them again. I have lived in an apartment in West Philly run by New Horizons for five years and have had a great experience with them. They have always been very responsive to my needs and communicative about the needs of the building (such as providing warnings when water will be shut off for maintenance). They have an easy-to-use online system for requesting work orders and mine have always been addressed in a timely manner. Additionally, they allow you to ship packages to the housing office and then they send you a text when they arrive which has been incredibly useful. My neighbors have always been respectful, quiet, and kind when encountered in the hallway. I have only the highest praise and recommendation for New Horizon as a leasing company. read more

This is a honest review after living here for 2 years at the 4417 Pine Street apartment as a full-time student and having moved out recently. I am shocked at the overall reviews of this place as I WOULD NOT RECOMMEND THEM and would have wished someone would have warned me against living here. Upon first touring and meeting Scott (manager) and the front office staff, they were initially very polite and courteous to help you and answer your questions ONLY because they want your money and to sign their 1-year lease. However, I quickly learned after moving in that it was all an act and the staff will treat you in an extremely dishonest, rude, disrespectful, and angry attitude, completely unwarranted. I promise you, try calling the front office if you don't believe me. Specifically, Ms. Marie Holloman, is always a very unhappy person. MAJOR PROBLEMS: -Building is very old, built in the 1950s and each unit still uses the ancient metal column radiator. The problem is that the heat the radiators emits cannot be adjusted or completely turned off individually for each room by simply turning the knob on the radiator. I complained many times that my room on the 3rd floor was way too hot, always at least 88 degrees even with all the windows wide open in the winter, even when snowing, with my fan turned all the way up in a t-shirt and shorts. PRETTY RIDICULOUS!!! The maintenance team refused to fix the problem because they say the only way to shut off the radiator in my room would mean shutting off all the radiators for the entire apartment building. I cannot believe I was able to suffer through the constant sweating and pain for 2 years. -Had to buy a window AC Unit for the hot summer and could not even open the large window in my room because there was no window screen to prevent flies and mosquitoes from entering. Again, maintenance team refused/ignored my request to install a window screen. -THEFT OF PACKAGES delivered here by apartment building neighbors occurred quite frequently (SEE PICTURES BELOW FOR PROOF) -CONSTANT FALSE FIRE ALARMS randomly throughout the week. -Lastly, management refused to honor and fully refund me my security deposit after moving out. When I initially signed the lease at their office, Scott agreed to waive the application fee because I was a student and trustworthy on paying rent on time. However, when I received my security deposit back, they had subtracted the application fee from the check. I complained, spoke to management, and even showed original receipt and documents of the lease papers showing proof that they had agreed to waive my application fee, they flat out refused. UNBELIEVABLY DISHONEST PEOPLE!!!!! -Overall, I cannot recommend New Horizons Housing and would avoid at all cost!!!! The whole staff, top to bottom, are extremely dishonest people, and not surprised that they are a failing company. Definitely not worth all the headaches I experienced and there are better options available right next door, including Campus Apartments, Greenzang, and Apartments at Penn. read more

I have to be honest, I'm typically not a fan of management companies, but New Horizons was really great to me during my time there. I worked mostly with Jayne and Scott, and they were both INSANELY helpful from before move-in to after move-in. They're really easy to get ahold of and really receptive to feedback and concerns. I lived in two properties in the University City area. After about a month in one, I knew it wasn't a good fit for me. Other people loved it, but having moved from NYC, I was used to something a little different. On top of that, I was experiencing some health issues and needed slightly different amenities. When I reached out to Scott, he was very receptive and helped me find an apartment that was better suited for me. He's NOTHING like any scumbag, slum lord I've ever worked with before. I would seriously recommend this company. They have multiple properties, so don't settle on one. Take your time and look around. read more

Started out decent here but the building I was in had vermin and bed bugs. Heat was unbearable during the winter to the point were I would open the window in the dead of winter. Notified them that mice were in the building and got a nasty email back saying it was my fault because I had coffee grinds in the sink they even took a picture of my sink to "prove" thier point. Essentially i discovered there is a serious lack of intelligence with the staff and after I got an email expressing the vermin issue was my fault, I decided I could no longer surround myself with idiots and moved out. read more

We've lived in 3 New Horizons apartments for about 8 years. The management team has always been friendly and responsive. We primarily worked with Patrick and Scott and they were great. I am currently renting from New Horizons Housing and my experience with them has been very good. I live in the building directly across from their main office, so it could be that I am in a building that is kept up to better-than-typical standards just by proximity to their office, but my experiences has been good. I will update my review if anything goes wrong, but so far, I am quite happy. My apartment is not cheap, but it is fairly priced for the area. The building I am in is maintained in good condition and the public spaces are kept very clean. The building seems to have put decent security in place as well. And I have not had many problems with any arthropod tenants aside from two small spiders and one unfortunate larger visitor that I quickly disposed of. My only suggestion for the management is that I wish they would refrain from using leaf-blowers. The landscaping guy often goes around blowing dust up from the street and if I leave my windows open, it blows into my apartment, and I really don't appreciate that. I also wish they'd use more native plants in their landscaping. But in terms of the apartment itself, and responsiveness of maintenance people, I've been very happy. read more

They were happy to move in and yes it is cheap! (1 star for that) But conformable? NO,NO,NO! However the building cleaner is nice and hard working.(Another 1 star) And they do not allow subletting, and even threat me to tire me in lease and make me pay the rest and do not allow the new tenant to move in. I do not see too much cockroach nor mice, so that is alright. ADVISE: CHOOSE here if you want a CHEAP rent, but do NOT care about live quality (eg. ceiling fall off.). And have a VERY VERY good control of the time that you are going to move out. read more

New Horizons is great! I've worked with Jayne and Scott and both of them have gone above and beyond to work with me. Jayne processed my application quickly and I moved in to a freshly painted unit with new carpeting. She was available via phone and email- I had no problem reaching her. Scott is just as wonderful on the moving out end of things. He was more than fair when I told him that I landed my dream job and needed to move out before the end of my lease. He worked with me to find a new tenant and was honest and caring. He even came to my place to meet with me instead of having me walk over to the office. Communication with him was fantastic as well. Even though this is a property management company (as opposed to an independent landlord), they do all they can to make renting from them tenant-focused. I would also like to mention Andre. I blew a fuse at 11PM one night when I had every single electric appliance running in the 90 degree heat of summer (a/c, stove, toaster oven, microwave, electric tea pot, fan, lamps and tv) and called the after hours on-call maintenance number. The receptionist said that I would hear from maintenance. I wasn't going to hold my breath because it was so late and I figured no one would come out until tomorrow. I decided to sit in the hallway to charge my phone and head to a friend's house for the night. In 15 minutes, Andre came around the corner to reset the fuse box. He was so nice and understanding- not annoyed at all that he had to come help me in the middle of the night. These guys are super professional and I will seek them out if I return to Philly to see if they have any available units. read more

We lived at 4425 Walnut (Walnut Court) for 2 years (2012-2014). I am giving 2 stars for the cheap remodel done to this building. Our main issue with this building that compels my review is the expensive electric bill cause by the cheap and obnoxious heater. It's electric heat, and the vents are on the ceiling. There are two small electric heaters mounted on the wall in the living room and the bedroom, but these do nothing. The windows are single pane and look like they're made of cheap plastic, which contributes to the drafty-ness of the apartment. We kept our heat at no more than 68 in the winter and turned down the heat to 55 during the day when we weren't there and our bill was between $150-$200/month. Until last year, the windows weren't even sealed properly to the outside. We insulated with plastic, but entirely at our expense. Also the heater is SO LOUD. We always had to turn up the TV when it was running. We moved because it was always cold in the winter and too expensive to turn up the heat. The maintenance has always been prompt and courteous. The ladies that work in the office are rude, but I have come to expect that from secretaries. Scott is super attentive and very nice. He reimbursed us for rent one month because the maintenance had left the heat blasting at 76 in January for 3 days while we were out of town. They do increase the rent $15/month every year, but the apartments are reasonable. I just didn't want to deal with a drafty place for another year! read more

I've lived here for about a year now, in the Sherwood Court building (4417 Pine St). The management are very nice and responsive, most maintenance requests are taken care of within two days, and overall I am very pleased with the people. However, I am not pleased with the building. No central heat or A/C- they install a small electric heater on your wall, and you are responsible for finding a window A/C unit. During the winter, the old boiler heats up the rooms to at least 75 degrees, which is pleasant up to a certain point, but since you can't turn it off it can get a bit toasty. The building is old (built in 1937), so obviously there will be some expected problems. However, not only have I seen a mouse (dead, thankfully) and had almost a dozen cockroaches in my apartment, I recently became infested with drugstore beetles, which are an incredible nuisance and almost impossible to get rid of. The management bring in pest control twice a week for requests, but they never seemed to work well. In addition they have been doing renovation and construction nearly constantly since I moved in last year, never going more than two weeks without doing something else loud and long. Good location, not bad in price (though $800 for a 12x15 studio is still not fantastic....), nice people, but not great quality. read more

I did not even get to the lease signing portion of my dealings with New Horizons Housing before I began to quickly pick up on how irresponsible they were. It began with me requesting to view some studios earlier this summer. We were scheduled to view five apartments in one day when on the morning of the appointment I got a call saying that the person who was supposed to meet me called in sick and we would have to reschedule. Now the reason why this call quickly turned my thoughts on this management was because it came about an hour before the appointment while I was driving across the NJ Turnpike from NY for the viewings. I asked him if there was someone else who could quickly show me the apartments as I was driving from NY and could not take another day off to come to Philadelphia but the man, in quite a hurried, irritated, and pretty rude manner told me everyone was busy so no. He was quite dismissive and sounded like he just wanted to be done with the call so I thought it best to not reschedule. After reading many of the other reviews, it seems like I made the right choice. read more

I really like New Horizons as a management company! I have lived in two of their buildings over my four years in Philly, and the only reason I'm leaving is because I'm moving to another city. They are professional, have well maintained buildings, and are easy to work with. Their maintenance people are really great. You can report any issues through their website (or by calling, but I like the website) and any time I have had an issue with something they have come out on the next business day to work on it. They have even done above-and-beyond stuff. One example - I was installing my own custom shower head, but the existing one was on too tight and I couldn't remove it. While the maintenance guy was over I asked if he might be able to loosen it for me. He ended up not just taking off the old shower head but putting the new one on, with the plumbers tape and everything I had. They were also willing to remove a closet door that I did not want (so that I could use it as a place for my cat's litter box.) I haven't interacted with the front office staff much recently, but when I was first moving in I did a bunch. (I had boxes shipped there to move, etc.) I was always friendly with them, and they in kind were friendly back with me. I have never had any problem with pests (roaches, mice, etc.) at all in either apartment. (I lived on the top floor in both buildings.) One time a squirrel broke into my kitchen through a hole behind the stove, which was a bit stressful and happening over a weekend, but they sealed that up and it was never a problem again. The main manager, Scott, is really easy to work with. I have had a couple of special requests related to lease issues, and when I needed to switch apartments, and he too went out of his way to work with me and get me what I needed. The prices are also extremely reasonable, and the listings on their website are kept pretty up to date, even though the pictures/floorplans are not always 100% accurate. You are able to actually look at any apartment before renting it though, so you'll know exactly what you are getting. The common areas are kept very clean, the cleaning folks come by about once per week and clean all the floors, hallways, laundry rooms, etc. My friend had a west Philly apartment where it was scary and gross to go into the basement to do laundry, so I especially appreciated the clean and bright laundry rooms at the two New Horizons buildings I've lived in. If I had any complaint it would actually mostly be about some of other tenants, things like being respectful about noise through shared walls and balconies, and use of the laundry rooms and details like that. But, that is not really in the control of the landlords, so I'm not dinging them for that. read more

New Horizon Housing (NHH) is the best in the world among all housing agencies ! I rented one studio at 4715 Walnut Street, Philadelphia and stayed there for 13 months (January 2014- February 2015). During my stay, I never ever had any single issue. While searching a suitable place at Philly, I found the NHH website is extremely helpful and officials of NHH are all very cooperative. If I need to email, they respond very promptly. The leasing process is easy. Overall the NHH management is superb and rent is really reasonable. Most importantly, the NHH officials are very friendly and always there to help their tenants to the best possible ways. I highly recommend everyone to seriously consider NHH for housing. I lived in the Sherwood Court apartment building for three years. The apartment/building itself was old, and therefore I dealt with my fair share of difficulties in living in an older city building, however I cannot say enough about how responsive Scott Smith (the manager) and the maintenance crew were to all of my concerns. During my first month in the apartment, my upstairs neighbor insisted on using a portable washing machine even though it was causing a leak in my ceiling. After weeks of this, my bathroom ceiling collapsed. Maintenance responded immediately to repair it and Scott prorated my rent as a result. It was a horrible way to start off at the new apartment, but the quick and professional responsiveness of the staff was a huge relief. Scott Smith typically goes above and beyond and even once when I had a Rent the Runway package delivered to the management office and could not get there in time to obtain it for an event that weekend, Scott, accompanied by his younger daughter, delivered the package to my door on his day off. I moved from my one bedroom apartment because I wanted more space and a larger kitchen. Although I dealt with some cockroaches, the management office began to bring in an exterminator on a regular basis and that problem diminished significantly. Although I grew out to the apartment and wanted to branch out more, I cannot speak highly enough of the staff and especially Scott. I lived in two different NHH apartment units over a 6 year period. One unit for 5.5 years, the second for a few months (moved for job relocation). All in all, I found my experience to be very satisfying. I think for anyone moving into housing in Philadelphia, they should consider the state of the general infrastructure and housing in the city. Many properties are beyond a certain age and so you are likely to encounter the same problems at most properties. Let's face it, Philadelphia is just not a nice clean city and it is an urban setting. Don't expect that after extermination roaches and mice will stay away for good, they often recur. My only disappointment was often the lack of tidiness of garbage areas - but that also reflected many tenants lack of caring for keeping their building property clean. What matters to me is how responsive management is to tenants' problems and concerns - and 99% of the time I found NHH to be a polite and responsive group. If I had to move back to philadelphia with a similar budget, I would definitely consider moving into a NHH property again. I moved into there property on 44th and Pine, and regretted every day I was there. I knew the apt would be small because I viewed it before moving in, what I did not know was truly how old and rundown the building really is. I encountered a waterbug on my first night in the apt and that pretty much set the tone for hellish year I spent there. For 4 months I couldnt get through a day without seeing a huge roach. When I complained to management they sent an exterminator to fumagate the apt...twice...and neither time worked. Then it was mice season! I finally took matters into my own hands, got steel wool and closed up every single crack and crevice (which was every inch of the apt!) Only after doing this was I mice and waterbug free...But still left with little baby roaches *cringes*. If you dont mind dealing with the rodents, having your mail stolen and useless management, this is the place for you. Otherwise, BEWARE. read more

We've been with New Horizon Housing for three years and it's been a really nice and hassle free experience. Every time when we put in a maintenance request, the maintenance people will come within 24 hours. People in the office are very friendly and professional when it comes to paperwork and we can always entrust them with our package deliveries. Additionally, their apartments are of good value, and we are really pleased about the rent for the apartment we lived in. Me and people I know lived in places in university city that are pricy and still have cockroaches and rats. I highly recommend New Horizon. :) read more

I moved into one of their properties last month, and I have to say, they are very responsive and seem to care about us tenants. We've had a few issues in our apt-- a clogged drain, electrical outlets not working-- and while they weren't super helpful on the first go-around, when the problems continued, they became increasingly supportive. Today, I reported a problem, and within an hour I had a maintenance person knocking on my door. He fixed my sink and the outlets within 5 min. And the head of management is really considerate and nice. They also seem very organized and always cash checks in a timely fashion. I'm impressed! read more

I've been living in a building on 48th and Osage owned by New Horizons for about four years now. The management is just ok- they will respond quickly if you report a problem. Although, in my case, one of those problems was a leak above my bathroom. The ceiling began to sag and when I reported it, they simply painted over the spot. Now there is black mold spreading around the area. They are also not good about communicating to residents when there is a problem. A few months ago our power was out for 4 or 5 days, and the management didn't even bother to let us know what was being done to fix it by the fourth day. However, my apartment is nice, I've never seen any bugs or mice, although there is no cell phone reception in the building- I have to go outside to make a phone call. I have heard horror stories from other tenants in the building that they have had bedbugs and the management refused to pay for their removal, and blamed the tenant. Other people have told me some horror stories about being accused of not paying rent. I plan on moving out this year as my rent was raised an unreasonable amount. read more

I was a proud resident until I had a real problem that needed their attention....The maintenance people are unresponsive and unwilling to fix major issues in a timely manner. They often respond with phrases like "soon" or "working on it" for issues such as no electricity, broken main entrance locks, and no hot water. If you have a problem on the weekend then you are out of luck. It might be fixed on Monday but definitely not during the weekend. The maintenance people almost disappear even when they have an entire building with a major issue. In the last two months, they have shut off our water twice (one time for over a day) with no explanation or prior notice. In the past year, our electricity was also out for 5 days. Management didn't even think to let residents know what was happening or why the electricity was out until after 4 days. Do not rent from them. read more

I lived at one of New Horizons properties in west philly for 4 years and I really enjoyed them! I worked with Scott when I first moved in, and throughout the years, and he was always nice and very helpful. I never really had any problems with maintenance, for the most part everything I needed was taken care of! There was an issue at one point with the fire alarms going off frequently, but over the last year or so that has been pretty much wiped out. They have a great set up where you can have any packages mailed to the rental office and pick them up there that I took advantage of most of the time. Overall, they always worked really well with me and my problems over the years were pretty minimal! I would definitely recommend. read more

Living in an NHH building was a mixed experience. I stayed with them for 11 months, and was pleased to be moving out. In terms of convenience and price, it couldn't be beat; I was 2 blocks from my grocery store, less than a block to my trolley stop, and paid a relatively small price in rent (plus they covered heat in the winter!). However, the quality of the space was less then ideal, and there were a handful of experiences that were unsavory. For example, the ceiling in the bathroom was loose cork tiles, and I assume my neighbor's was as well - I could frequently hear them in the bathroom, their toilet flushing, yawning in the morning, etc. This became a BIG problem when they fumigated my neighbor's space unannounced. My apartment was filled with fumes, which would have been a mere inconvenience if I didn't have a cat with me; I had to move us out of the space for three days before it dissipated. At another point, another tenant below me complained of a leak. Maintenance responded by going into my apartment unannounced while I was at work to check if it was originating from my unit. They somehow didn't notice that they let my cat out in the process. Thankfully a neighbor found her, but I had to take an hour and a half out of work to get her, and even more time figuring out what had happened (eventually someone left a voicemail on my phone saying that maintenance had been in and let her out, no apology, no follow-up). Scott was a kind landlord, and I enjoyed communicating with him; there just wasn't *enough* communication. read more

Update: I lived here from 10/15/16-9/30/17! Don't believe the positive reviews! They overcharge for run down apartments and you are supposed to get a letter of renewal for your apartment months in advance but I got it less than a month in advance with rent raised(My lease was 10 months as I took over remainder of a lease-alot of tenants tend to break their leases as I found this out while viewing one of the studios on the 2nd floor of chester lynn apartments(where I lived)). They also refuse to clean the apartment before you move in because they point blank period do not want to). Also, the new guy named Pat Lambron(who sits in the leasing office and has only been there for less than a year) is the guy you'll be dealing with. The other guy named Scott shows you the apartments but otherwise doesn't engage with you. Heads up: Get your own renter's insurance(as it stated in the lease that we could get theirs, which is $12.50 a month, but I got Geico's and paid a one time fee) and if they say otherwise it'a complete BS. Everyone is pleasant enough but you will constantly fight them to get anything done as nothing is an emergency to them. Hope you like constantly killing bugs as the foundation to the entire building is only sprayed once a year! read more

I'm halfway through my 3rd year in my place with NHH at 41st and Baltimore, just above their office and I wouldn't be leaving if I wasn't graduating! I tell everyone how much I love my apartment regularly. It is the perfect amount of space for one person and I often have visitors and feel comfortable having them stay with me even though I technically am in a studio apartment. I have not seen any roaches in my building, but have had some mice issues. NHH is helpful in getting the exterminator here monthly to set traps and close up openings, etc. I'm not terribly offended by the mice as long as they are willing to be responsive and I'm also not unreasonable-I live in a city, mice aren't unheard of. These buildings are old, but I think that NHH has done a good job of making the inside of the actual apartments more updated and comfortable to live in. This building has electric heat and does not have air conditioning, which is expensive to heat, but a window unit air conditioner gets the job done in the summer. All in all, the actual apartment is lovely and I have tons of storage space (1 walk in closet and another regular closet with the 2 sliding doors), great for a student! The building in general could use a bit of a facelift in the corridors and lobby, but it is clean and that's what really matters. I can only speak for my building, but for the past 3 years it has been a quiet and happy place to live, it seems to attract those kind of people, I'm never disturbed while trying to study or sleep. I have always felt very safe in this building, you need a key to get into the front door and I've never had any safety issues. There are often Penn Security guards on the corner as well, which is a plus. Maintenance has always been quickly responsive for anything I have needed assistance with, usually coming the same day. I have also used the lockout service a few times and they show up fairly quickly to let you back in. My only qualm with that is the $75 price tag that can put a damper in my budget, but it taught me quickly to double check for keys before I close the door! Despite my feelings for the apartment itself, I also think that NHH has some of the most personal and thoughtful management. I have asked for many favors from Scott and he has always been more than accommodating and understanding of my requests. They are incredibly flexible and willing to come up with a plan for anything I have needed so far. For example, the office will accept all of your packages (whether you live in this exact building or any of their other buildings), but you obviously have to pick them up while the office is open and my school schedule usually does not allow me freedom between 9-5 daily, so frequently Scott or one of the ladies in the office will put my package inside my lobby behind the locked door so that I don't have to wait weeks to pick it up. This was especially considerate of them on my anniversary when my boyfriend sent flowers and I wasn't getting out of school until 6pm. Scott has also been willing to do me a number of personal favors without giving me a hassle, I have been very lucky to find such understanding management who has a big heart and is willing to help the tenants even if its not going to benefit his company. This is a very personal and reasonable company to deal with. If you need off street parking, NHH has a parking lot at 41st and Baltimore for a reasonable price that can be purchased monthly. read more

My fiancé and I had the pleasure of working with Scott Smith the property manager for walnut court apartments. Scott has made communicating very easy; via email and callbacks. Whenever I need assistance within my apartment once a call is made to the office; within 24 hours there is someone available to take care of whats necessary; of course depending on when the call is placed. I don't usually leave reviews for the apartments that I've lived in because I have been living as a poor college student for the past 7 years (undergrad and professional degrees) and as a result, I've been living in apartments that were within my low budget limit. This place was no different as it offered one of the lowest rent rate in the west philly area and I didn't really expect much when I moved in here... in fact, I expected to move out within a year, thinking that I would find some issues. I ended up living here for three years though, and I highly recommend their properties to anyone looking for an affordable apt in west philly, at least their Baltimore avenue apartment because that's the one I lived in. All of my maintenance requests were completed within a day, and their employees were all courteous and nice to me whenever I interacted with them. They also sent exterminators to my apt at least once a month, even though I rarely saw any pests. DONT LIVE HERE - Multiple utility problems with little to no notification provided by the management company. In the past year I've had multiple leaks in my roof (maintenance only spackles over it and now I can see black mold), the electricity was out for a week straight, and I'm now going on 2 to 3 days without any hot water (again, no notification). Avoid this place like the plauge. The Philadelphia Housing Authority has been notified and hopefully they get this management company out of Philadelphia. read more

I currently rent from New Horizons Housing at the 48th and Trinity apartments and I couldn't think of a worse experience. Over the summer, there were three fires set by an arson in my building over the period of 1 month. I was never notified of the first two (they took place in a back stairwell and then in the garbage cans in the back). It wasn't until after the third fire destroyed the entire second floor that my landlord did anything. Multiple people had to jump out of windows on the second floor because the fire was so bad. My apartment was fine except the fire department had to break in my door while rescuing people out of the building during the fire. I didn't have a new door for a week and my landlord refused to compensate me for the time I couldn't live in my apartment. Additionally, I was unable to get out of my lease despite the building smelling like smoke and ash filling the staircase and hallways for weeks. Basically, New Horizons Housing is horrible at communication or notifying their tenants about anything even when their safety is at stake. They also are not understanding and are solely money hungry. I have gone many nights without hot water or heat and have not been compensated for it even though I pay for it in my rent. I will never live with them again. read more

In my opinion, New Horizons is one of the best places to rent from in Philadelphia for these reasons: 1. The landlord (Scott) far exceeded my expectations of a landlord. He is such an honest, genuine, and helpful person. He came to my rescue when I was moving in (out of a bad living situation), and suddenly found myself needing an apartment within the afternoon. He is genuinely concerned about his tenants and their well-being. One of the reasons I decided to rent from NH originally was that people kept stopping to say hi to Scott when he was giving me the tour of my apartment. I really can't say enough good things about Scott, and his staff. 2. The company is extremely professional, makes sure their buildings are up to code, and covers things that an independent renter may not. They are also flexible and make it easy to renew and switch damage deposits from one year to the next if you were to move to a different building. 3. They are very quick on their maintenance. Any issue I had was fixed within 24-48 hours, even if it was a silly issue like my closet door being unhinged. 4. They have convenient living locations, and their rent is very reasonable. And some of their locations cover heat, which makes a huge difference in the winter if you are not from PA and have no idea what to expect. 5. I was able to send all my packages to their main rental office and swing by to pick them up, instead of having to go to the main post office. Overall, I'd highly recommend them. No apartment is perfect, but after renting from NH for a year and getting a feel for other rental companies in the area, I'd say NH is one of the best. read more

Do not rent with this company. They have caused me a year of consistent anxiety, and sleeplessness due to their refusal to fix a broken heating system which has caused my bedroom ceiling to collapse twice, a leak in the floor, a carbon monoxide leak and continual noise which means no sleep and no work. They refuse to help and lie about it. The apartments are nasty and in bad shape and the company is corrupt and unpleasant. read more

Where to begin. I've lived here 5 years (2011-2016) in the 4619 Chester building and just recently moved out. For the time of my life of being a broke early 20s grad student the cheap studio served its purpose and I just didn't know better. However as time went on it got progressively worse, and even worse as it gentrified. Scott is a nice guy, however beware because what he says to you on the phone or even person is not always accurate and he will turn around on you. For example I was shown a completely different unit than the one I was rented. The pictures on their site for listings are not pictures or floor plans of the actual unit. I was told they had no history of pest problems and that the apartment would be cleaned and treated before I moved in. I found roaches and mice the day I got my keys. That was just the beginning. I had to call for roach treatment over 50 times (i have the maintenance request records to prove it) for pest treatment and then got sent a letter that it was essentially my fault (no dishes in the sink, trash kept in closed container and emptied often no open containers, however they claimed to have pictures, which I find hard to believe). I also somehow have an eviction on my record from them in 2013 (never was evicted, was when I withheld rent due to not having a floor story about that below) Secretarial staff all 6 iterations of them I've seen while living there, have been consistently rude and known to leave on their own schedule so if you expect to pick up your packages plan to get there early. In the winter I had no control over my heat. from when they turned it on and off to the temperature. My radiator dial was always set to closed and the apartment was consistently between 75-81 degrees with 40-60% humidity (i installed an indoor weather station to keep track) with the windows being completely condensed over. This led to the floors buckling and breaking and them putting me out of my apartment for almost a week while they replaced it with even cheaper wood floor (After arguing with them wanting to put carpet) and the maintenance staff not cleaning up after themselves, and the mass amounts of saw dust and nails left everywhere. The floor continued to buckle and lift along with mold growing and developing underneath the floor and in the walls because they never truly fixed the heating issues and at one point in 2014 the heating in the whole building broke for 2 weeks where after 2 days of no heat or response from the staff they handed out electric heaters. This was when it was already 20 degrees outside. Of course my electric bill skyrocketed and i had to ask for that bill to be taken off my rent (again you only get anything from them if you repeatedly ask), Also right before I left hot water was intermittent in the building at best. Cracks and leaks remained not responded too throughout the building even after multiple requests. So with all of this going and the pests I got progressively sicker, getting asthma attacks and migraines. I've been in my new building for a month and have a significant reduction in symptoms do the math. (in case you're wondering yes I've filed complaints with fair housing and inspections) Lastly safety, the maintenance staff enters at will so don't expect 24 notice or even notice after they entered, just expect to find their trash in your unit. Also don't get packages mailed there as they are guaranteed to get stolen and since the office will no longer sign for anything unless you have a work address or want to pick those packages up from UPS you're out of luck. Safety in the building even with a "police substation" attached i minimal, I have seen a many people loitering in and out of the building that have caused trouble in the past. I have had my door vandalized, I've had stuff go missing from my apartment after maintenance staff have gone in. Doors into the building have been left open. However, if one of the neighbors he does like files a complaint against you for noise or something of that nature and he doesn't like you, you will be threatened to be evicted (fun fact both times I got complaints for noise I was out of town) Then there were the fire alarms that went off so frequently in the building the fire department stopped showing up and couldn't deeactivate them. This would be a 3 in the morning waiting for a maintenance guy to come and shut if off. A number of us stopped evacuating and would find ways to cover up the alarm. God forbid a real fire happened, we'd be dead. In sum renter beware. if you're in need of a cheap place (theyre getting less cheap with gentrification, the listing for my apartment raised the rent by almost 180 dollars from when I first got it) and dont plan to stay long or just need a place for you stuff this might be for you. I thought I was gonna move out way sooner than i did and only didn't because he autorenews your lease 6 months before it's set to expire (look into the legality of that) Stay away from nhh. read more
