Despite this garage having automated cameras that scan your license plate upon entering and exiting the garage, you have to pay IN ADVANCE for how long you plan on staying. If you over-estimate, well congrats you just gave the parking garage extra money while they can charge someone else for the spot you just left. Over-estimate? Payment system was not working. I was trying to pay but it was not at all a straight forward process. Upon return to my vehicle, I attempted to pay again through their app for my handicap parking spot and this time it went through. I was not able to make the payment for the time that I arrived, which is ridiculous, so I made the payment for the amount of time I was there and paid for the next few hours, as I left. They sent me a ticket stating I never paid which is inaccurate. New garage is nice, but this system is complete trash. There needs to be a way to make payments for the time we spent there, not how long we think we might be there. I paid prior to leaving the actual garage, but they still sent a ticket. read more

Scammy parking operators. We got a ticket for being ONE MINUTE over our two hour parking window. That single minute was us leaving the garage. I'm obviously disputing this and am petty enough to go to court over this. Bottom Line: Old name, new structure. A new modern parking garage in the heart of downtown Annapolis. Finally, the City of Annapolis rebuilt the Noah Hillman Garage in downtown Annapolis and the new structure opened in 2023. The new garage is in the same location as the old garage and it is nestled between Duke of Gloucester Street and Main Street although the official address is 150 Gorman Street. Gone are the days of rusted out staircases and feisty parking attendants. The new garage has more parking spaces including spots with electric charging stations. Payment is now done through the Premiere Parking app or through a kiosk. Thankfully the days of backups at the exit waiting to pay or fighting the ticket machine are done. Originally tearing down the old garage and rebuilding the new garage was estimated to take about 16 months but Annapolis got it done in about 13 months. Avoid at all costs. Parked here on New Year's Eve. Went to the app to pay, was going to be $7 for three hours. It popped up with a message saying "parking is free 12/31-1/2 for the holiday". The gates into/out of the garage were also open. Cut to two weeks later. I get a ticket for $30 in the mail claiming I parked without paying. Filed an appeal and haven't heard back. Of course I didn't take a screenshot of the message so I doubt they'll waive it. Poorly operated at best, an absolute scam at worst. read more

The new garage itself is nice, but the company running it - Premium Parking - is terrible. You have to guess how long you are going to be parking and if you go past that, even less than an hour, expect a $50 citation. You do not have the option to extend after you pick your time. It's misleading, the sign at the entrance says $23 daily max. It's an out of state company, and they do nooooot care. I emailed asking for my citation to be forgiven, being that I didn't quite get that you can't park there for a normal rate.. and they said no. Really hoping that after seeing other people's complaints, that Annapolis will either ditch this company or tell them they need to change the system. read more

Dreadful! Management of this garage is lamentable. I've heard from many locals that they have been overcharged and/or ticketed for parking here even after they paid for parking. I now had the experience myself. I paid for parking on May 3 with my husband watching, only to receive a $50 ticket in the mail this week. Parked in this garage as I needed to run across the street to pick up tailoring and no on street parking available. I used the phone app to pay and at no time did I get any indication the app had failed. A week later I get a $50 citation in the mail from Premium Parking. I filed an appeal which Premium Parking failed to answer within 10 business days and at this point still has not responded to. I called them and was told a rep would reach out to me. No representative ever contacted me and I got an additional $10 tacked on while my citation was under appeal. Bottom line is that Premium Parking and the City of Annapolis are running a scam at the Hillman garage. Do not park here. read more

READ THE REVIEWS, DO NOT PARK HERE! It is a total scam that apparently the City of Annapolis is in on and condones. (I emailed them and confirmed it!) Like many others who have written reviews here and on Google, I received a $50 parking ticket in the mail for having parked at the Hillman Garage for a few hours. Upon exiting the garage, the gates were up and there were no attendants to be found anywhere. In every other garage in the world, that means that there is no charge for parking at that time, am I right? (It was the middle of the day during the week, so it seemed reasonable to me that parking might be free at that time.) What is the point of having gates and not using them if the parking is not intended to be free? (I also did not encounter any signs as I was exiting instructing me to pay in any other way.) Like many others on Google, I disputed the ticket online and was also pretty quickly turned down. To add further insult to injury, it seems that they waited to mail out the ticket, so that by the time I received it in the mail a couple weeks later and disputed it, an additional $10 was tacked on presumably as some sort of an unexplained late fee?
