Nice quiet intimate restaurant. Can be good for small groups. There is street parking, when available but they also have a parking lot in the back. They have the,ed nights like taco Tuesday and wine Wednesday. Hookah and karaoke is available in a separate area away from the dining area. Owner comes around and likes to talk to people he hadn't seen before in the restaurant and get there opinions and thoughts on the service and food. Went here with a small group and order a few apps. Ordered the cheesesteak egg rolls, shrimp and chicken fried rice, broccoli bowl with chicken, wings and Mac and cheese. I only tried the wings ( very good), shrimp and chicken fried rice (good flavor but the tail on the shrimp always irritates me). I ordered a bowl of the cream of crab. A bit salty and a little too many crushed up shells for me. I wanted a ribeye steak but they didn't have anymore so I got the t bone. It was cooked exactly how I wanted it (medium rare). I had my wedding reception at Noir and I'm so glad I didn't judge based on some of the negative reviews because our wedding reception was exceptional, everything to the ambience, food, service and our own personal DJ . I met up with a colleague for happy hour here and it's a lot smaller than what it seems online. We got there a few mins before they opened at 5 and after the waitress let us in, she just want to the bar without seating us or telling us that it was a seat yourself situation. I ordered the CasaNoir and my friend ordered a lemon drop - both good and strong. We were super excited about the egg rolls but was informed that it'd be an hour before they'd be ready so we opted for wings and fries instead and would get egg rolls to go - or so we thought. An hour goes by and we ask about them again only to be told that the cook was prepping other things and egg rolls wouldn't be available at all. Let's backtrack to what we did order. It took a long time to get our food, esp considering it was not busy. The fries came out about 10 mins after the wings. I got the old bay wings and they were very good but again it took forever. Came here for happy hour - the deals were solid and the drinks were really strong, which I appreciated. That's kind of where the positives end though. It was weird that they have a dress code listed, but the servers were wearing hoodies. Music was super loud, and the lights kept flickering all night which got annoying after a while. Service was so slow. I think there was only one server for the whole place, so I get that she was busy, but it took us about an hour just to order our entrees and another 30-40 minutes for them to come out. Food was just okay, everyone at my table had something to complain about (saltiness, dryness, overcooked). Nothing was inedible, just not great. Omgawd - the worst - I feel pissed that they are black owned and we literally cannot do better than this. 1. No hostess stand. No hostess. You come in and you're literally in a stairwell with no signage and no staff- you don't know where to go for what. You step into the lower restaurant and no staff in site. UNDERSTAFFED TO THE MAX. 2. We had the VIP experience for valentines and had to go upstairs and hang out standing up and wait. 3. Their glasses are not real, plastic not glass. 4. Many meals I saw came with plastic silverware and not plated properly. 5. Look at their menu- one of the options is 'chicken breast' 6. We never saw our mashed potatoes we ordered- they gave us rice instead. 7. Manager came and apologized for kitchen being behind but they have 2 kitchens and upstairs only has ten tables. 8. Dj was good but very loud- hope you weren't trying to talk to your valentines date. 9. They had some guy singing at some point but he looked like he didn't want to be there. Dj had to sit next to him like he was his hype man. 10. Dinner took 2 hours but it wasn't multiple courses times nicely spaced out. 11. Our server couldn't even run our check because it was her third day- we had to wait another fifteen minutes until they found the manager to run our check. 12. While we're eating with the VIP experience the staff starts removing other tables to get ready for the hookah experience that happens after dinner. Guys come in and they are sitting on the back of the booth, no sitting in the booth but feet on the bench and behind on the back of the booth. 13. When we were first sat down we realized the booth was fabric, real fabric and therefore had food on it so could only sit certain places. It was not a wipeable leather like most places where they could come clean it so it was just dirty. 14. Hallway to the bathroom has so many chips and damage to the walls and bathroom isn't very luxurious for a place like this. 15. Alcohol is cheap, didn't need to be. The menu appeared simpler than needed. 16. So I sort of just ended up here one random night for my girlfriends birthday. I did no prior research and just kind of went with the flow. it is a bit small in there but I thought the decor was decent. There were a few details that stood out like the flowers on the ceilings in the LED logo on the wall. We were a big party (8 of us) but it was empty that night, so it worked. We started with cocktails and went right in to ordering our entrées. what was weird to me was that there was only one person making our cocktails which made the wait time a bit longer. The food took a while as well, but that was expected with the amount of people I came with. The food however, I did not love. I visited Noir for a birthday celebration. There were between 30-35 guests. Upon arrival, the server took our drink orders. I ordered a top shelf Long Island and water at around 8:15 pm, the drink was delivered 45 minutes later. Other guests visited the bar to order drinks which caused the server/bartender to stop with the party drinks to serve those at the bar. Bathrooms I visited the women's restroom at 8:20 pm. The trash can was almost filled with trash, there were no paper towels, and tissue was scattered on the seats, and on the sinks. In the men's restroom, it was stocked with toiletries however, there was a sink on the floor. There was no caution tape. Service There were three people on staff. Female 1 (server/bartender, long black wavy hair, 5'5") Female 2 (food runner, short brown hair, 5'7") Female 3 (manager/supervisor, burgundy shoulder length dreads). Female 1 was the only person delivering food and making the drinks. I, along with other guests on the side of the room by window, received our entree 45 minutes after the rest the guests by the door. We were informed that more broccoli had to be prepared. Finished plates not cleared from table. Table setting Paint on light fixture. No silverware in on table upon arrival. Food The macaroni and cheese was not cooked. The cheese was milky with no flavor. The broccoli was over cooked and mushy. The salmon was over cooked and dry. The chicken wings were served warm and full of flavor. At 10:11 pm, additional plates were brought out for anyone who wanted food and the salmon tasted moist and full of flavor. Drinks The Long Island was not full of flavor and was akin to cough medicine. Lounge area Trash and old hookah tip on the floor. Sat down in area around 11pm, ice and shot glasses were delivered at 11:41 pm. For the bottle service, no cranberry nor pineapple juice. Only orange juice and lemonade. One of the sections only received shot cups and a bottle. My guests and I had to  go to the bar to get chasers. The only options were lemonade and orange juice. They were out of everything else. Recommendations For large parties, prepare food better. Just be better. Have more than one bartender / server or have the manager pitch in to assist. Clean the restrooms. Be better. read more

A group of friends and I decided to give Noir Restaurant and lounge a try for brunch today and had a halfway decent time. The restaurant offers outdoor seating, but since we were the first guests there and no one was inside, we decided to dine in. The decor is gorgeous! I love the deep purples and the golds that they decorated in. Our waitress was nice and accommodating. Me and my friend ordered bottomless mimosas, but the champagne hadn't arrived yet. Our waitress served is a sangria until the champagne for the mimosas was available. The brunch menu was small, but the food was good and affordable. I ordered the chicken and waffles and really wished that the meal came with bigger wings but the flavor was good. They definitely should use another syrup brand, as the one they use was watery. The potatoes were awesome, which was appreciate because I feel like potatoes are a breakfast staple! I hope to revisit this restaurant after Covid to try their other menus options. Where to begin. Overall just an OK experience which was brought up to OK by the owner Tony who checked in on us and took constructive feedback very well. We ordered drinks and they were both good and just the right amount of strength for a dinner date. We ordered the Old Bay wings fried crispy. The texture and freshness out of the fryer were great. A little too much Old Bay in them for my Wife and I but as the owner said we cook hi blood pressure style on the wings :-). I called them drinking wings. When you drink you don't mind the salt and the bartender loves you more. It makes sense since above the restaurant is the club portion of the establishment. The decor is really cool and nice and the music although loud wasn't bad at all. I enjoyed bobbing my head while enjoying my dinner date. They did their best to keep the social distancing numbers at Bay, but people wanted in. They did leave every other table open which was good. My Wife's Salmon and grits were not good. The cheesy sauce was the best part. Without it the grits were bland and tasteless. The salmon was overcooked and hard. Tony was a gracious host and listened to the feedback and removed my Wife's meal off of the book because he saw she did not enjoy and he offered us additional drinks. The lamb chops had a nice flavor were tougher than I expected. They may have cooked them well instead of medium like Tony said they should have. I didn't request well now was I asked so I guess they took it upon themselves to cook it that way. The flavor was good though. The fried rice was interesting, it had a hint of sweetness which I wasn't expecting. I think it could have been cooked in the wok a little longer for a little more crispy texture but I liked it. The sweet potato casserole I ordered was creamy and I liked the addition of the nuts for texture. It could have used more all spice in it to add bit more flavor. It is a very busy spot on a Saturday night. I don't think we will be going back just because it wasn't our cup of tea but I really liked the owner and his customer service so I wouldn't tell anyone else don't go. So, this place is nice. Very great ambiance and great music. Our server was super sweet and just had a very pleasant demeanor. My issue is the prices vs. portions of the food as well as the wait! We waited literally FOREVER for our food and it wasn't even packed! There were 3 of us and we all got our food at different times... plates are SMALL! Our friend had Alfredo which was $18 and and extra $5 for chicken! The plate was tiny as hell! Crazy!!!! My steak egg rolls were miniature and over cooked. I could most certainly taste oil. My husband's lemon pepper wings were good... but he was the last person to get his food. Which makes no sense. This is a nice, new establishment but I think they need to definitely work on their menu. They need to offer more price friendly options, maybe a happy hour... it is Friday after all! And my drink. I ordered their only special drink which I didn't catch the name of. I just know it had blackberry ciroc and watermelon. It tasted like blackberry cough syrup. Predicate Party Review: My friend told me about this spot for their weekly activities and after I was ghosted by someone for an event rental, I came across NOIR and realized they have private dinner party options. Surprised they had my date available with such short notice (4 weeks) I booked them for a surprise birthday party and it was the best choice I could've made. Competitive cost for everything included and the food was delicious! We had the salmon, honey old bay and noir flavor wings along with sweet potatoes and Mac and cheese and a side salad. The food was amazing, delicious and hot. Now the only bad part about the experience and the reason I gave 4 stars was because the sweet potatoes had nuts in it and I don't recall being told that seeing how they can be life threatening to some. Thankfully that wasn't the case here. Plus during the event, random people kept being able to make their way into our private area but it could've been kind of confusing to the security guards since my guest were in an out as well so that wasn't too big of an issue. Torrey was amazing with answering all my questions and playing a roll in the surprise! It turned out great and the surprised was pulled off. Overall I would definitely book this place again and have been spreading the word of the amazing outcome we had. I actually plan to go back on one of their activity days just to eat the good food again. And to top it all off... This place is a BoB so I'll definitely be returning. I feel like anybody can catch a vibe here and enjoy themselves. Service - Tia was just we love her. Her personality was amazing! She was upbeat, made great recommendations, and was just an overall sweetheart. She really made the experience better. Definitely requesting her section next time I go. Food - flavorful! Yes Black Owned Business! Y'all better be great!! I've only been once, during Phase II of the Recovery during Covid. We (5 of us I believe) stopped in on Friday night. It was pretty crowded. They appeared to be understaffed and that has to be the reason for the slow service. Everything took a while to come out, everything. Cocktails and water included. But once everything came out .... My goodness it was all worth the wait. Between the 5 of us we tried the Caesar Salad, Iceberg Wedge Salad, Grilled Shrimp Cocktail, Sweet Potato Fries, Mac and Cheese, Lamb Chops, Salmon Plate, and Shrimp Alfredo. Everything was so good. The Lamb Chops, Mac and Cheese, and Grilled Shrimp Cocktail deserves honorable mentions. The Mac and Cheese was extra cheesy and was most certainly made with garlic and onion powder It was all seasoned and cooked to perfection. I don't remember if the menu said grilled shrimp cocktail, I think it just said Shrimp Cocktail. The lamb chops and mac and cheese had me feenin' days later. I tried a Peach Long Island. Everyone all enjoyed their cocktails but because my Long Island took 45 minutes to come I did not order a second. I look forward to returning and would highly recommend. The customer service and professionalism at this establishment was completely disgusting. My family will probably never return back. My niece had a reservation for at least 2 weeks for her birthday party. Which it took her at least a week to get someone on the phone after calling almost daily. She really wanted to have her birthday here so she was adamant to get a reservation. Nevertheless Her group was between 12-15 people. When making her reservation the young lady who booked the party instructed her that anymore than 15 she would need to book private room. It was exactly 15 of us that showed-- but the section we were seated could barely seat 8 people comfortably. Yes, half the party was late, but either way, they still didn't have enough seats for the entire party to sit and eat. And they didn't care- They had obviously overbooked the restaurant and had no other seats. The young man with locs was very blunt/rude, took no accountability for the lack of poor planning/seating for our group. He mentioned very rude with a dose of sarcasm that if we wanted to book a private party it was $275- which we could have done if that was necessary, considering it was exactly 15 of us we didn't need to do that. He asked who told us that information and went on to say that's not true and whoever told us that was wrong. The manager also came over and she was just as rude and blunt without a care in the world for our group. After asking multiple times if there was anything they would be able to do to accommodate us and what do they do when this happens to folks that book large groups within their parameters. I also asked to pay for my soda before I left and the young man with locs interjected himself into the conversation with the other bartender to very rudely say "oh don't worry about it". Instead of taking accountability and correcting the issue they didn't- it was kinda of an oh well I don't know what to tell you kinda of vibe, very careless energy. Not a nice place. And it's too dark! Horrible lighting for photos. There was no resolve to this situation. We left with our entire group after not getting anywhere with the staff and manager on duty. The restaurant is too expensive to waste your hard earned money for a horrible experience and to be treated with such disregard. Will not return. Waitress was nice although there were times when we waited a while for her to return to our table when we needed something (15-20+ minutes) Did notice that not all staff that interacted with customers had on masks. Had 2 martinis- both were strong & nice flavor Salmon was good, rice that came with it needed a bit more seasoning. The mac & cheese was good as well, nice amount of cheese throughout. I will start with the positives. I found parking right on the street in front and that never happens in Baltimore. The location was a perfect spot because I wanted a more upscale bar to enjoy nice music and chill. I did not eat, but my friend who is very picky did and she loved the wings. We both had drinks (well priced) and strong and I finally feel like it was worth what I paid for a drink. It was not ghetto and the owner came by several times to check on us. Our waitress was very attentive and we never had to ask where she was. Overall, I would make that a normal spot and am even thinking about having a birthday party there. We had no trouble seating and it was very clean. Now the negative. There are two doors, and you can't really tell which one to go into. We walked over to the carryout next door thinking you walk through, but that wasent it. When we finally found the right door, the steps lead you upstairs (had no idea there was yet another door) so we ended up in the part that was closed. Once we found the right door we had to squeeze between the DJ and tables to walk by. I think if you increase the signage and change the seating space it would be so much better. *lets out a very very very long sigh* Listen, I am absolutely here for supporting black owned businesses, but this by far was the worst experience I've had at a restaurant. From the customer service to the quality of food. It was horrible. My friend made a reservation a week ago for her birthday on Saturday. The reservation was for 8:45PM for a party of 9-10. She received a confirmation both via text and e-mail. We all arrived around 8:30-8:40PM and the restaurant was packed. There is not much space in the "waiting" area, so we were standing in a very crowded area for about 15 minutes before anyone even acknowledged us. My friend managed to grab a workers attention letting her know that we had a confirmed reservation. The waitress looked very distressed and overwhelmed. She went back to get information about our table. 15 minutes later....nothing. We hear nothing from her and we could tell she was avoiding coming near us. We got her attention again and she let us know that there's no seating available. Again....we had a reservation. The owner FINALLY acknowledged us after we stood for 35 minutes and had the audacity to lie and say that they never received the reservation. Being integral is very important to me as a consumer. Not only did we receive one, but 2 confirmations for the reservation. What actually happened was a college basketball team up the street came before us with no reservation and they overbooked resulting in a very stressed out staff and dissatisfied customers. We literally stood for 45 minutes. 2 of us are pregnant. Because it was our friends birthday, we pushed through it to celebrate her special day. They finally put some chairs and tables together and we were seated. The owner said that a percentage would be taken off of our bill for the inconvenience. Our waitress was beyond amazing. She worked very hard to make things right, but she could only so much. Y'all...we waited an hour for our food. The owner gave the birthday girl her food for free because he knew we were very very very annoyed. Our waitress had to go in the kitchen to cook the food for us. The food was subpar. - The wings had a nice crunch and the sauce was amazing. - The eggrolls were good. - The jumbo grilled shrimp and rice was probably one of the nastiest things ever. The rice had absolutely NO seasoning and the shrimp was overcooked and very dry. The restroom was the most disgusting part. The restaurant is nice, but the restroom was horrible. It reminded me of a restroom from an abandoned gas station. I am pregnant so I have to go very often, but I literally held it in for 2 hours because of how disgusting it is. The only good part of this experience was the waitress. She was a doll. All in all, I don't recommend this restaurant. If you love horrible service and subpar food, then this is the perfect place for you. If not, stay very far. read more

My wife and I got married at the accelerator space nearby, and when our wedding ended, we frantically searched for a bar/restaurant/lounge to keep the party rolling. Thank God for Corey and his team, who helped us end the night with a blast. With a whopping 10 minutes notice, Noir accommodated a group of about 50 people and made my wife and I feel like the most special people in the world. That's right. What you see is me picking up my own delivery order from NOIR because this establishment is an unprofessional disaster. You can have all the greased up women serving food in bras and panties that you want, but if you can't make and deliver great food to your customers, close down now and stop wasting ppl's time and taking their money. I order 3 sides from NOIR for delivery at 9:51 pm. It was scheduled to be delivered no later than 10:20pm. By 10:35 the order still hasn't arrived so I called the restaurants. No one answered the phone every after multiple calls. And yes, they were still open. Then, whoever mans the phone number at NOIR sent my a text that said "give me one sec....." . They NEVER CALLED OR TEXTED ME BACK. So I sent texts explaining that my order hadn't arrived after almost an hour. Mind you, NOIR is less than a 5 min drive from my house. But keep in mind I'd already paid service and delivery fees to have it delivered. I ended up having to pick the order up myself. The waitress gave every lame excuse in the book. Unprofessional. But I'm sure if the owner is as rude and triflin as I'm assuming he or she is, the waitress was afraid to say anything to compromise her job. I can't blame her. So I picked up my own food. By then it was cold, nasty and soggy. I won't be back. The service when you dine is always a disaster too. I like to support small biz in Baltimore, especially black owned businesses. Unfortunately, I can no longer support a place that doesn't mind taking my money and not delivering on the one thing they should guarantee to get right, FOOD. The owner should be ashamed. For the sake of minorities contributing to development in Baltimore, I hope the owners take this review seriously and improve. Their food is horrible. Only thing that's good are the wings. The drinks wasn't even good. Only reason I'll go back is for karaoke Mondays because they was lit and the dj nice!!! I root for any black business that's trying to make its mark. With that being said, I recommend the following: Mac and Cheese: served HOT and fresh out the oven. May need to let it sit a little bit to let it harden a little. Wings: Old Bay wings are good. May want to request that they are fried hard. Drinks: pretty good. I've tried a number of drinks here and they've been good. I'll update when I remember the flavors. Lol. Trivia nights: Once a month a trivia night is hosted and it's so much fun. I over love the vibe. Being with black People , learning about blacks people , and loving/appreciating Blake people. Super Dope! Looks like they are almost done with the renovations upstairs. Can't wait to see what that brings. Restroom Review: The restrooms are the absolute WORSE. I Can't wait to see renovations (if any are planned). There is a dire need for an update to this joint. I've used it before and wanted to get out ASAP. The interior updated and vibes are were not considered in the slightest with the restroom. Overall. Def recommend though. Owners seem to be open to feedback and connecting with customers. read more

My first time at Noir and I loved it. My friends wanted to take me out for my birthday and chose this lounge. When I walked up the owner Cory was very friendly, attentive and quick to get me seated. Understandably, there are some service challenges during this pandemic but Tia N. did her best to make sure we were taken care of. The lambchops were delicious. My friends devoured the Noir wings and the sliders. We enjoyed the hookah and i was able to smoke a cigar. This restaurant definitely gets a thumbs up from me. read more

Where do I start. We had such a horrible experience with this place. The owner Tony would not take full responsibility for the salty Shrimp, Salmon and grits or Salmon and potatoes. Went here for Valentine's Day. It was nice, however the service was kind of slow. They said the kitchen was backed up. We went upstairs to try to smoke hookah and drink however there were no seats and you can't have hookah unless you are in a seat. There was a nice dance floor and good music. Visited this place yesterday around 6:30. I must say.. I enjoyed myself! Our waitress was A young lady I believe her name was Khia or Kiera. (tall , slim with a French braid) She was very pleasant! I've been to Noir a couple of times now and can say that it's a pleasant experience. The atmosphere is inviting and chic without being excessive. I've only been for drinks so I can't comment on the food. The drinks are certainly pricier than I'm accustomed to seeing in Baltimore (think at least $10). Thankfully the bartenders aren't stingy--a few of their cocktails might have you seeing triple if that's your thing. I'll be back and I hope that food can match the drink quality. read more
