This spot has several nice places to eat. Most are somewhat inexpensive. I have eaten at this center several times over the years and was only dissatisfied once. That place closed. There is a large Asian themed grocery and several small shops as well The only negative about this mall is the public restroom. The Men's restroom is usually a bit filthy with an unflushed toilet and a broken seat or two. They may need to hire a punk patrol officer to help the maintenance people stay on top of the riffraff. read more

We ended up coming here because there were a lot of good options for a late night eats and I was pleasantly surprised. This mall has tons of food options, including Hot pot, sushi, desserts and multiple Chinese restaurants. You can get groceries at ranch 99 or fresh baked goods at the bakery next door. You can bank here, get a massage, I mean it's really a one-stop shop and that's just what you see from the outside there are a lot more shops inside. We were able to get exactly what we needed. My only issue was that we came just after sunset and the parking lot, although reasonably sized, is incredibly tight. They should pretty much label every space "compact". They do offer EV charging , but some of the overhead lighting was out, or going out, and I didn't exactly get a safe vibe. Hopefully we get a chance to come back during the day and explore more of the options available here. read more

Ambiance: 4/5 This restaurant gives old school Vietnamese phở spot vibes. Wall decor had a place I actually visited in Saigon. Chill and homey. Food: 5/5 There are no good phở spots near me, so every time I go grocery shopping at 99ranch and craving phở or cơm tắm (rice platters) this is my go to spot. Phở is flavorful and well portioned. Good amount of meat and noodles. It comes with a side of fresh bean sprouts, lime, and jalapeños . Cơm tấm đặc biệt (special rice platter) is plated with a juicy cut of grilled pork chop, Chinese sausage, fried shrimp cake, shredded pork (don't forget to add an egg). Love the in house pickled veggies (I always ask for extra). I use ever drop of their house made fish sauce, which adds the perfect amount of umami to this dish. The shops are awesome! The mall itself could use some quality of life updates. If you're going to have gacha machines around. Maybe consider having machine nearby that dispenses quarters, or at least direction when a problem crops up. This particular machine, I wouldn't bother with. Wow. It seems the pandemic has really affected the businesses in this mall. I had not been in a loooong time, so I was not too surprised to find some of the restaurants had gone. Ten Ren is shut. They had been there like forever and I would treat myself with a milk green tea with boba after shopping at 99 Ranch Market where I shop for much of my Asian pantry. Well, at least I can get their green tea from the market. Asian Pearl (dim sum), Kingstone Bookstore, Sheng Kee Bakery, Pho Saigon II, the ginseng shop, and Cathay Bank are still there. Lots of signs that new businesses are coming soon but for now, it seems pretty empty. read more

This review is mostly about Ranch 99, their anchor store. The rest of the mall is OK. It's small. I've gone into some of the stores. I bought a hello kitty umbrella for my niece when she was 7 because I knew that they had them. I used to try this Thai place that had prepared food to go, but they are gone too. I've gone to a couple of restaurants there and liked them OK. But that part of EC is not my spot, which is why I hung out when going to Ranch 99. There was a place across from the entrance where I used to get fried crispy, crunchy things. But I can't because I can't eat gluten. But still, my husband goes by and buys things there for himself, which is fine, but it's a mall. And most of the stores are filled, unlike Hilltop. read more

Saturday, 3/20/2021 - Enjoying some time at Pacific East Mall, Richmond, CA for the first time. Checked out this little mall. 99 Ranch Market is in here too. But there's restaurants, dessert stores, bakery stores, drink stores, etc. Just like a tiny mall. There is a women's and men's bathroom. The women's bathroom was really clean and it smelled really good. The restaurant we went to called Pho Saigon II, smelled clean and light scent of bleach smell. Food was good. Server was nice. They really do keep this mall clean. At 99 Ranch in this mall, they had a security guy sanitize every basket before a customer takes it. Everyone wore masks. We tried Hong Kong Snack House and I almost got ripped off. Tried to order two orders of the 2 item crepes for $4.95 each and 1 order of the 5 item crepe for $6.95 and I was charged $7.10 for each crepe with an additional 1 charge of $0.60 and 1 more charge of $0.10 that totaled $22.00. I had to ask for my receipt TWICE before he gave it to me. I kept going back to him to ask why 3 crepe was so expensive because when I did the math, it's not $22.00. He told me it doesn't matter what crepe you order, they are all the same price. They are $7.10 each. Even with or without ice cream, they are still $7.10. When he brought me my the order of crepes, I asked him to please explain to me why it's $22.00 when his sign clearly showed the price on there. He said he made me an extra 2 sided crepe for free. Hahahaha... I didn't want an extra 2 item crepe. But figured their business must be hurting for him to try to rip me off and took the extra crepe he made me. We tried Sheng Kee Bakery and they were good. The boboa line for drinks was too long so we skipped it. Must be good to have a long line. Plenty of parking. Unsafe mall. Useless security. If you park a car there, expect it to be broken into. I suspect security may be involved with the thefts. Assure your car has no valuables whatsoever if you are leaving it unattended. It may still be broken into. And if it is, don't expect any helpful assistance. Now, on to the bathrooms. YELP 100 CHALLENGE 2018 - 96/100. The only reason I came through back in the day is to check out Isshin ramen house. Who knew it was gonna be a great discovery! I was delighted to learn it's a mini-Asian mall that housed 99 Ranch, a bakery right across the way, an herbal store, a store selling all kinds of knick-knacks, and oh, so many eateries! I've been back here a few times, mostly to pick up a few items at the grocery store. I haven't had time to check out all the restaurants just yet, but plan to sometime in the future. Parking was always abundant. Never really had trouble trying to find a spot. But then again, I usually come here on no-peak hours. FIRST, DIRECTIONS TO GET HERE: Apple Map tried to have me walk in a fenced-off mucky trench, so real directions : (Assuming coming from Alameda County via San Pablo) Turn left on Central. It's the opposite way from the plaza. Keep on Central until you hit Pierce, left on Pierce, it's the next thing after the giant seafood restaurant and the fenced-off ditch. You'll be approaching it from the side, so you'll see Daimo's side first. IF WALKING/PUBLIC TRANSIT : The 80 line that went there was suspended. So depending how much you can walk/if you have a fully-charged motor wheelchair , you can get off at El Cerrito Plaza. There's frankly not too much difference between that and disboarding the 72 at the closest stop (San Pablo & Central) FOR WALKING: Absolutely do NOT do this in the dark. Central is unlit, crosswalks unmarked, there is a massive highway on/off ramp a block further from Pierce. It's a friendly residential neighbourhood, BUT traffic hazard high risk. Absolutely don't walk to or from there without sunlight. Also, if you're using a cane or wheelchair, BIG WARNING that the sidewalk in front of the abandoned lot (across the street looks better) is absolutely full of fallen tree bits and just generally hard to go through. OK, now, the mall itself. Well, like a lot of ESPECIALLY Asian businesses during Covid, this mall has definitely suffered. Last time I went was a few years after it was built ; I live in Chinatown, so I don't have much need, but someone gifted me a Ranch 99 card a while back. I ended up there after five due to Apple Map being stupid, but I was pleased a couple of stores I remembered were still there: there was the traditional medicine, some eateries including one that still looks like it used to, Candy Box and Gold Stone books, which are pretty solid toy and cartoon merch shops for the youth or otherwise cartoon fan in your life, and, of course, Ranch 99. Pacific East Mall is a one-stop shop for all things Asian in East Bay. It's best known for housing a 99 Ranch Market inside. The mall is located along I-80 just north of the I-580 merge. You can access the mall from Exit 14A (Central Ave. - El Cerrito). The complex is next door to the popular Saigon Seafood Harbor Chinese seafood and dim sum restaurant. The mall opened in the late 90s and aesthetics-wise, there's nothing special about it. It's pretty ordinary looking. There are two floors, though the second floor only has a few small businesses. It's an indoor mall. 99 Ranch supermarket can only be accessed by entering the mall. The supermarket doesn't have a direct entrance/exit connected to the outside. There's also a standalone restaurant building, Daimo Noodle House, which is part of the property. There are many (30 to 40+) local shops and restaurants at Pacific East, all Asian-themed. I think the mall itself is Chinese/Taiwanese owned and most of its tenants are also Chinese/Taiwanese. However, you can find the major Asian cuisines here including Korean BBQ, Japanese ramen, and Vietnamese pho. One of the more interesting restaurant signs advertises "Sichuan Fusion." In addition to the bevy of Asian restaurants, other businesses include retailers such as cafes and bakeries, bubble tea, frozen yogurt, and candy shops, karaoke joint (KTV), herbal store, tea store, bookstore, and more. Except for the parking issues - there's never any space (until the mall is closed) There's a Ranch 99 with all kinds of interesting and delicious stuff inside. Whether you want a meal or just some snacks, you'll find something in Ranch 99. Around the corner from Ranch 99 is J&S Coffee House. Love going in there for milk teas with tapioca beans (or whatever they are called). More often than not, I have to wait in line at J&S, they are that popular. Upstairs is a massage place that we haven't tried yet. But for the price, we're going to at least once. This is a bizarre little "mall." The first time I went here must have been nearly 10 years ago for Chinese food. I don't go often but I went back again on the 4th of July at 10am for Chinese food. Wandered around for a while since the restaurant wasn't open yet. The halls are not pretty - floors old ceilings low in certain places. Red hanging lanterns peppered about. This is an Asian mall with lots of Asian people - most likely recent immigrants - looking for a taste of home. Not the typical mall that you may first expect if you come here knowing nothing about it before you come. The big supermarket seems to be the place that holds it all together and gets people in the door. Across the way from that a bakery that looks promising. I still am thinking about the beautiful little cakes from there. A smoke shop in the back attracts what are likely nicotine addicts to wander in too. In front of the bathrooms I noticed lots of new tile. I expect some sort of a much needed remodel to happen in the near future. read more

This Asian shopping center is conveniently located off I-80. Parking is plenty. Crowded on weekend though. It is anchored by a 99 Ranch Market. There are many Asian restaurants at different price points and most serve authentic ethnic cuisines. One could also find a good bakerly, desserts stores, and some clothing stores. This is a mid scale shopping center for locals. So don't expect upscale restaurants or boutiques. It is a place for ethnic foods and groceries. read more

Don't let the address scare you away! This mall is "technically" located in Richmond -- but it's actually on the border of El Cerrito, just off of Highway 80! If you're a fan of Asian food, this mall has it all -- almost : ) You can enjoy Korean, Chinese, and Japanese fare and wares, as well as shop for necessities at the 99 Ranch grocery store or pick up tea essentials from Ten Ren. Or you can pick up some cute stuffed toys or candies at one of the other little mall shops. I really like the fact that you can different styles of Chinese food here depending on the restaurant. If only this mall were placed in a better, more accessible location, it would have received a higher rating. As it stands, being right next to the worst traffic nightmare in the Bay Area known as Interstate 80, getting in and out of here during peak hours is a pain and a half. God bless you if you are ever stuck here on a Saturday afternoon because it might take you almost an hour to drive those short seven miles to the Maze. Believe it or not, it's even worse on weekends than on weekdays. On Saturdays, you have all the people traversing 80 to go for an evening in SF. On Sundays, there are the travellers coming back home from Reno. It's a no win situation. The street access into Pacific East is horrible as well. Central Avenue is cramped and full of potholes, and I'm surprised more accidents don't occur. It seems like the city planners must have taken a nap when the board reviewed proposals for this place. Anyhow, if you can make it here, it's actually a very pleasant area to pass some time. It reminds me of the indoor Chinese malls in Vancouver or Toronto, which are a rare breed here in the Golden State. Although mostly Chinese owned and operated, there is good mix of other Asian cuisine, such as Thai, Korean, and Vietnamese. Surpringly, there is no sushi restaurant. However, I have a bad memories of a date here, so I can never return. -Pho Saigon - I'm not a pho enthusiast, so although some have mentioned the high quality here, I really can't tell the difference. -VH Noodle - To be honest, I have never dined here, but it always seems very crowded. I believe the VH stands for Vien Huong (same as the famous noodle shop in Chinatown), and if that's the case, it's no wonder why everyone flocks here. -Shanghai Gourmet - Yet another stereotypical Shanghainese restaurant depicting photos of their "beautiful" city. The Bund, Oriental Pearl Tower, and Jin Mao Tower. We get it. Yaaawn. This place is usually very empty. -Daimo - It's much larger than the San Leandro location, but way more crowded. I actually enjoy the more intimate, cozy feel of the SL branch, whereas noise and bad service are to be expected here. It's your typical Cantonese jook/fun/mein diner, but all snazzed up. Supposedly, this is the same Daimo as the popular chain in HK. -Sheng Kee - I'm more of a Kee Wah guy over Sheng Kee, but their cakes and buns here are decent. The flavoring is pretty generic, and "safe," I suppose, but certainly won't leave you salivating for more. -Come In... Shop - Most of the items here are knockoffs or bad imitations, but they do have some cool traditional Chinese dragon shirts, as well as women's fashion tops at very low prices. There is a host more shops and restaurants, including the centerpiece Ranch 99 market, but these I have just mentioned should give you the general gist. There used to be a Japanese housewares shop that I was sad to see go belly up. There was also an ill fated branch of Ay Chung Noodle in the former site of a Goldilocks, which is now some sort of struggling Korean restaurant (with tropical bamboo decor, no less). The feng shui Gods must have something against this particular location of the mall. In closing, say I start with five stars, I must deduct one for the atrocious traffic and access. So, four stars? Well, not exactly. One thing I must really call to attention is the absolutely horrid, odorific bathroom. For some reason, the stench is simply unbearable, often trickling into the outer corridors. It doesn't even look all that dirty, but there must be something in the air. Perhaps I should set up a little booth right outside, peddling some of those SARS masks. I would make a killing. I was almost tempted to subtract two full stars, but a moment ago, the thought of sipping that Japanese green milk tea at J&S mixed by one of the cute Taiwanese school girls ran through my mind, and just about made up for it. read more

People who live near here assumes everyone knows this place. People like me. Parking here is a bitch - I thought that when I bought my condo, parking for my guests wouldn't be a problem because they can spill over into the lot, instead, I have friends calling asking if they can park in my complex cause PEM is full. By Day: Old Asian drivers + large luxury cars with the plastic still left on the car = limited parking. By Night: Fobs + rice rockets = eye sore. This place is convenient and truly Asian - as is evidenced by the thermostat cranked to 60 degrees in the winter time. But they have Ranch 99, a bunch of restaurants of varying levels of convenience and deliciousness, a store that sells Magic the Gathering cards, several stores that sell Boba tea and finally - you can walk 20 ft and smell preserved plum, hot pot and ginseng all in one whiff. read more

Parking was hard. I came on a weekend and the parking lot was packed! We were lucky enough to find an empty spot farthest from the front of the mall and walked in. The interior wasn't particularly as aesthetically pleasing as American malls, but it has many asian stores inside. I can't remember the name of the shop, but it had cute asian plushies and anime keychains. Highly overpriced, but a good time killer for sure read more

Yes the parking is horrid, as is access from the freeway, so do what we do -- enter from the San Pablo Ave. side, down those little side streets. We love the 99 Ranch Market and the smoke shop (for those lucky Lotto tickets). I love the pho place, and the staff there is sweet. Oh there's a good Asian video shop upstairs, but everything is NON-pirated which means a relatively slim selection. My husband likes that hot pot place but if you ask me, he's got to get his head checked because that place is naasss-tay. Also, the less said about the ladies' restroom the better. read more

I've been visiting this place for well over 10 years now. Although some stores and restaurants have come and gone, this mall still offers a good selection restaurant, groceries, and other stores. This mall is almost always busy, so be prepared to look for parking. Be careful for idiot drivers and people that can't park as well. The bathrooms here can be on the dirty & smelly side. Be prepared to squat (if you're a women, obviously) and wash your hands well!! Despite the terrible parking and smelly bathrooms, I still enjoy shopping at this location because of the reasonably priced grocery items. read more
