We ordered the egg rolls, spring rolls, couple bowls of pho and the crispy noodle with beef. The crispy noodle with beef I asked for it without veggies. Even the waitress came back to double check that the dish shouldn't have veggies and also onions. I said no. When I got the dish, there's a couple of onions it there. My sisters and I decided to have lunch at one of my go to Vietnamese restaurants. Little did I know that there was new ownership. We were seated promptly. We ordered 2 appetizers of summer rolls and the Vietnamese pancakes. What we got was fried spring rolls with the pancakes with very little filling and only 3 leaves of lettuce. When we brought this to the attention of the Waitress, she was rude and said we ordered fried spring rolls. As I did not to ruin a pleasant day out, we just let it roll. The fried rolls were pretty good and hot. The Vietnamese pancake had very little filling and they did not give enough lettuce in which to wrap it. The did not have any herbs like mint, bean sprouts; and cilantro that they should have provided. We even had to ask for plates. I asked if they were new owners since it was so different from my usual experience here. The waitress happily replied that they were new. That sure explains the different menu, smaller portions, and much higher prices, and poor service. We ordered two entrees, grilled pork in vermicelli and grilled pork chops with rice. What we actually received was grilled pork with fried spring rolls and very thin pork chops with rice. Again, we said this is wrong order but the rude waitress said we were wrong. Seriously. Worst part is that the food was actually good. Service was poor, after only one refill of water and clearing appetizers, she didn't come back to the table despite us being only the second full table in the entire restaurant. Despite my better judgement, I ordered pho tai nam to go for my husband. Wow. The portion of meat and noodles were very small and disappointing compared to the previous ownership. I visited this restaurant on a Thursday afternoon there were only about 5-6 other groups there of no more than 2 people. You seat yourself so there was plenty of choices. The waiter didn't come bring us water for awhile. But he did bring the other two Vietnamese patrons water and things as soon as they sat in their seats.... that happens a lot. We waited for at least 7 minutes for menus & water. The food shakey beef & pho (meatball) were quite good. They cane out ice and hot with tons of flavor. So that's a huge plus. Came here just to get a bowl/container of chicken broth for a sick friend. When I walked in the place was not crowded, there was two or three tables with customers. Interesting enough they had a sign posted on the front door that said: "Please be kind we are short staffed," I'm paraphrasing, but I totally get it a lot of restaurants are hurting these days! Horrible customer service. Came in 40 mins before closing and the second we walked in (2 of us) we were greeted with "take out?! We're about to close" and as soon as I said "Oh, i thought you guys close at 9 no?" he loudly sighed and turned around to seat us. I kid you not, he then threw the menus on the table. THREW. Obviously, I was elated to see their re-opening by Gold's Gym in the Bradlick Shopping Center. I ordered my usual combination Pho (Dac Biet) and Banh Xeo. The waitress was surprised I could finish both dishes by myself. The broth was warm and flavorful with the right amount of noodles and meat. I also had the bun Bo hue which I absolutely adore. I've had this at other places which always came with a thick rim of oil, we'll not this place. I don't know how they do it but the broth is not only flavorful and spicy but there is little if any grease floating on top. You can tell the broth is homemade, no paste here. Given its humble location in the middle of a strip mall, one would never think that Pho Cong Ly would be a good experience; but after entering, you can see the nice furniture and décor. I was pleasantly surprised! And for the food, I had the Summer Rolls w/ Peanut Sauce as an appetizer. Healthy, substantial, and tasty. For the main course, I had a large bowl of Beef Pho. Also, healthy, SUBSTANTIAL, and tasty. And I washed it down with some fresh Coconut Juice, which you can see included actual cuts of coconut meat (yes, the inside substance of a coconut is called "meat"). I think they have good crispy summer rolls. I've been here 4-5 times but one time I came here it wasn't as good so I had to take off a star. Their bon bo hue is better than their Pho. This version is definitely a huge improvement from the original because it's more modernized and clean. The spring rolls were some of the best that I've had in this area. You know how some spring rolls are just plain? These are not those simple rolls, my friend. These are the legit cha gio which have that irresistible crunchy exterior. The pho broth definitely left me wanting more flavor. I added some hot chili oil and that definitely helped...I learned from my fellow pho lovers that this may have been "top of the pot" broth so I wouldn't mind giving it another try. We regularly get pho with a heaping plate of bean sprouts, fresh basil, cilantro, limes and peppers, and vermicelli with spring rolls. They have many options which we've tried most of and all are good. Also order banh mi takeout. They are fast on prep for takeout - usually ready within 15 minutes for pickup during the day. I don't understand what all the hype is about. PCL is just another "pho barn", as the hubby would say -- a large, unimpressive structure with little ambiance in which pho is mass produced. The broth was not particularly flavorful. The cha gio (egg rolls) were decent, though the fish sauce was too sweet and thick. Ordinarily, when you see a restaurant that serves only *one* thing on their menu, you would expect that thing to be stellar. In our case, we found the pho sub-par. This rating is really only for take-out which we do often. Dine-in service in the past was too variable and with the Covid-19 pandemic take-out is our current preference. Most dishes at here are good especially the pho. We also like the duck salad. Prices are reasonable. Pho Cong Ly is convenient for the Springfield/Annandale neighborhood rather than going to Eden Center with its many Vietnamese eateries. Grilled pork sandwich is good for the price but i wouldn't personally put it in the "banh mi" category. Reason for this is the vegetables are more of a coleslaw vs the traditional pickled veggies. I'll start right off with the bad... service can be slow even if there's not many customers. I always eat in so can't comment on their delivery service and take-out conditions. We enjoy their pho especially their broth is good. They accommodate my request for just eye of round and meatball combination for my pho even though it's not on the menu. We love their crispy pancakes and their summer roll and crispy spring rolls are fine too. I had their vermicelli and shaky beef before as well. Solid place for food. They are super crispy, with a texture unlike most places. The pho and banh xeo were both tasty as well. The reason for the three stars is because I was disappointed with the service. I've never been to a pho place where they didn't bring out the customary bean sprouts, herbs, lime, and jalapeños. I looked around me and all the other tables had them, but it seems like they forgot about my table, which was odd since I was smack dab in the middle of the restaurant and the tables behind me and in front of me were both seated after me, but both had the plates of sprouts and etc. No biggie, since they brought it out when I asked for it. Having tried a few pho places living in the hub of the best Asian food in northern VA (Annandale/Springfield), I really enjoyed my food here. I had the Tai Pho and the summer rolls. The summer rolls were good, but the shrimp had an extremely fishy/shrimpy smell and flavor that's not usually typical (that's why I'm giving 4 stars) and am hoping the shrimp weren't bad and that they cooked them in fish sauce or something to explain the fishyness. The pho was very flavorful and I thought the broth was fantastic. They used a lot of cilantro which I loved and the small bowl filled me up. Siriracha tasted like it's been watered down or they are not using real sriracha but using the bottle because it definitely did not taste like what I am used to. I had a bowl of bowl and the soup was actually pretty good, but the noodles were undercooked (hard), and the soft tendons were actually hard (Irony). Despite all that, I had a decent meal. This is the best bahn mi I've had in the area. The grilled is LEGIT. A few things could improve this place though. 1) pate on the bahn mi. This is a personal preference though. And it's better than other places I've been that do have pate so not a major lose. 2) better music. Holy crap, the light jazz muzak was KILLING me. 3) service. Had to ask twice for a water refill.
