What are the best pho I've had although I had a qualm about a lemon being served instead of a lime Over I would have this fun again. It was really good.

Pork Banh Mi Sandwich with OG Spring Rolls
    Sam J.

Stopped by this food hall while in town. Was in the mood for a sandwich and decided to get a bahn mi from district 1 pho. Saying I was underwhelmed may be an understatement but I will leave it at that. I ordered a bahn mi with bbq pork. 1) the pork was dry and very overcooked. 2) there was barely enough pork on the sandwich to consider the pork making it a sandwich. I got the traditional spring rolls as the side. Decent flavor but not enough of anything to make it a real dish. Thai ice tea to wash it down. Its flavor was way off. And that all cost me $30. There's a lot of options in the hall and on the menu. Maybe I just ordered the wrong thing. At least I got a good picture from my visit.

If you want something hot to sooth the belly, District 1 Pho is the place for you. It is slightly pricey all things considered and although the Pho was somewhat standard, it was still enjoyable. Service was quick (took about 5 minutes to get the order) and it comes with small packets of hoisen sauce and hot sauce. Located in the food hall where seating is first come first serve. It gets pretty loud and busy on the weekend but it's a great place to hang out.

This pho spot is located in the Windmill food hall in Carlsbad. It is a casual food hall with many options to choose from. Seating was not too hard to find in the afternoon and the food hall has both dim and natural lighting areas. I was craving something soup related so I was happy to see a pho spot here! They also have rice options and banh mi I believe. I ordered pho tai which was $16 and the wait was about 10 minutes. The soup is more on the sweeter side which I didn't mind but I felt like there wasn't that much meat in my bowl. I expected more slices of meat since it was $40 for 2 bowls of pho. They offer sriracha, hoisin, and chili packets on the side along with the usual Thai basil, bean sprouts, and lime.

Please take this off the menu if this is the portion you're going to give people for $18. This is how the plate came out. I can understand the amount of steak, but like... more fries would be nice or even some rice and veggies? I side of pho broth? Anything. There's like 20 fries on here. Maybe less. We tried asking for a refund or an exchange and they couldn't do that. They could only give a DISCOUNT for another item on the menu... I'm not a person who likes to complain, but $18 for these fries in this economy?

    BYO Pho
    Caroline L.

Decent pho inside the food hall! Decided to try this and give it a shot and I was surprised how delicious it was! Went with the BYO pho which came with all the usual toppings of basil, sprouts, lime, and jalapeño slices. The broth was flavorful with a good amount of meat! The egg rolls tasted funny maybe because of taro and jicama and dry. Since we went on a Saturday night around 7 pm it was crowded af. Super hard to get seating btw. Service was mid and felt like a long time but they were really busy and doing to go orders also. Overall good food, just be prepared to wait in peak hours!

I visited District 1 for the first time, and it instantly reminded me of a gastro-food street back in my hometown Moscow -- a lively hall with several kitchens where you can explore different cuisines. I ordered Phở Bò (Vietnamese beef noodle soup), and it was absolutely delicious. The broth was rich, fragrant, and perfectly balanced -- exactly the way I like it. I came in really hungry, and this soup completely won me over. Honestly, one of the best phở I've had in the area. To drink, I tried a Thai Iced Tea, and it was just as impressive -- sweet, creamy, and refreshing with its unique flavor. A perfect combo with the soup. The service was quick, prices are reasonable, and the whole atmosphere felt cozy and vibrant -- it even reminded me of being back home. If you're a fan of Vietnamese cuisine, District 1 is definitely worth a visit!

It's a good size dining room with many tables and a few booths. The service was very friendly. It looked like a small family owned business. We arrived early during lunch on a Sunday and was one of the only groups there. But it did fill up pretty quickly after that! We started off with appetizers and probably ordered a little too much. The seasoned cucumbers looked interesting so we got an order of those. It ended up being big chunks of cucumbers in a soy sauce marinade. It was just alright and not super tasty or anything. I have to admit, I have made more flavorful cucumbers at home. Perhaps it was the type of cucumber which was not my favorite. They used regular American cucumbers instead of English or Persian cucumbers, which I prefer. We also ordered the fish sauce fried chicken wings. They were decent but nothing to write home about. We also had a couple orders of eggrolls. Of the three appetizers, this one was the tastiest. The one thing I wish they provided with the egg rolls is lettuce and herbs to wrap the egg rolls with. Instead, there was a little side of pickled cabbage and carrots. For our main entrées, we ordered bun bo hue. It was pretty good and I finished most of it. It came with your basic items and not a lot of meat. There was no pork hock or anything like that. Tendon was probably the most different type of meat in there. We also had the combination fried rice, vermicelli noodles and grilled pork, and broken rice with grilled pork with a fried egg. Sure, I'd return if I was in the area again and craving Vietnamese food.

There are so many restaurants under one roof that you can easily make a whole afternoon or evening out of it. We've tried a few different spots and have been really impressed with the variety. Cosmos Burgers is a great choice when you're craving a good burger, while Lobster Lab is perfect if you want something completely different like seafood or a lobster roll. El Puerto Street Tacos is another solid option for tacos and Mexican food, and Rolled Up Sushi has sushi rolls, bowls and their huge sushi burritos, which are fun to try. There are also a ton of options if you're in the mood for Asian food. Thai Style has plenty of Thai favorites, Secret Sauce Wok & Grill is great when you want something hot and made to order, and Pho Ever is perfect when you're craving pho or Vietnamese food. Cacio is a nice change of pace with Italian food and build-your-own pasta, and Craft Pizza makes it easy when someone in the group just wants a good pizza. One of the best parts is being able to order from completely different restaurants and still sit together. You can have someone eating sushi, someone having pasta, someone with tacos and someone with a burger without having to compromise on where the whole group goes. Definitely save room for dessert too. The Mini Donut Company is always tempting with all the different toppings, and Twist New Zealand Style Ice Cream is another great way to finish everything off. Immersion Coffee is also convenient if you want coffee or matcha while you're there. The atmosphere is probably our favorite part of Windmill. It's casual and lively, there's plenty of communal seating, a full bar, and they regularly have things going on like live music and trivia. It's especially good for families or bigger groups because everyone can wander around, pick what sounds good, grab drinks and meet back at the table. Overall, Windmill Food Hall is one of those places you can keep coming back to and have something completely different each time. Great variety, relaxed atmosphere and so many choices that even a picky group can find something they want. Definitely one of the more fun casual food spots in Carlsbad!

Nearby to the outlets in Carlsbad, Legoland, the Flower Fields and Costco it is a great casual place to grab a bite. I have been here twice so far and both times on weekend afternoons. While it is busy, I find it a little bit more manageable than Liberty Public market down in Point Loma (which is much larger and an absolute cluster on weekends.). The windmill food hall, as of Aug/Sept 2026, has about 12 or 13 vendors to choose from. We like to grab a drink at the bar and then choose from the different offerings where we can mix and match from all different cuisines. My BF really enjoys the tacos from El Puerto Street Tacos (which the lady grumpily told us is not the same one that used to be in 10th Ave in downtown San Diego. Thai Style has a decent Pad Thai and the Asado Gaucho has good Argentinian sandwiches. I have my sights set on the Secret Sauce Wok and Cosmos burgers next.

The restaurant is small, cozy, welcoming and aesthetically pleasing. It isn't well suited for larger parties as most tables are tables for 2 unless tables are pushed together. They do have patio seating and heaters outside, but it didn't appeal to me being so close to the street/loud traffic. Gabriel checked us in, seated us, took our order, served our food and waited on us for majority of our visit, I would give him 10 stars just on his impeccable service. The food though? The food was AMAZING!! Everything we ordered was the best we have ever had anywhere. The buns were very kawaii (and we ordered ever single one to try). The fillings were savory, but we also loved their seasonal panda bun with ube filling while the kids preferred the nutella bunny. Best chicken karaage we've had by far, the coating almost tasted like it was rolled in kinako powder. The ramen broth was "chef's kiss" with so much flavors, the crab rangoon were jumbo and the filling was delicious, but the chicken katsu was also the best we have had anywhere (including Hawaii). The breading was just top tier crunchy while the chicken was thick and juicy. There isn't one bad thing I could say about this place, from the service to the food, I would make the drive out here again. The name reflects the restaurant's mission to serve dishes prepared with the same love, care, and attention that a mother gives to her family's everyday meals. How lovely is that?! Anyhow, I was able to find street parking and walked into a clean dining space with a nice atmosphere. It wasn't too busy. Again, the staff was very attentive and provided stellar service. I ordered the regular pho for about $15 and really enjoyed the broth. The meats were tender and flavorful, especially the brisket and tripe. Portion sizes definitely seem smaller compared to the oversized bowls many spots used to serve years ago, but honestly it works well if you're trying to avoid overdoing it.
