    I was surprised when they brought a bottle of water, most places serve it in the glass, plus the Thai iced tea was pretty good.

    Heads up: if you are coming here, know that you save $3 by paying with cash rather than a credit card or a debit card. I was a little taken back by that charge, but I get people are trying to take care of the credit card fees. Just know this before going in. Other than that, read on. Being stranded in a hotel with no transportation leaves. You limited options for food. Lucky for me, there were a couple restaurants on the street. I had seen this place, but noted that it was only open Thursday through Sunday. So it was my lucky day to go there on a Thursday. From the street, the place doesn't look like much. It's located in a strip mall, with just a lonely sign at the top, and a couple of stone lions out front. Front. I really wasn't sure what to expect. But reading on Yelp The rave reviews that it got gave me hope for a great meal! Walking inside, the place is neat as a pin, very clean, with plenty of seating. Beer bar at the back of the room and a couple of TVs on the walls. The decor is very contemporary, and looks up to date. I had ordered a Thai iced tea and a water to start with. I was brought a plastic bottle of water and my Thai iced tea in a plastic cup. Not quite the restaurant experience I am used to, but you know what? It was. Okay. The Thai iced tea was very tasty and I could have drank at least three more of them. I had ordered the chicken wings, and of course I had to order them extra crispy. You get six wings, three drums and three flats, with some sauce on the plate for $12.99. for $12.99. they did not seem like they were extra crispy., and the breading on the wings I really couldn't identify. It seemed like it might be panko crumbs, but I wasn't really sure. Regardless, they were tasty. Were they the best ones I've ever had? No they were not. But they were pretty good for the price. I wish they would have put the sauce in a separate bowl on the side so that I could actually dunk the chicken wing in it rather than sort of wipe the plate with it, but that's just a small thing. I ordered the number 19 which was sliced steak in broth with rice noodles. The broth was really amazing, and the sliced steak was medium rare, and allowed to cook in the hot broth. The flavors were so good. So good. I actually drank all of the broth. Bottom line? I would totally hear again, there were so many things on the menu that I would have loved to try but did not get a chance to. If you are ever off main Street in Mesa, you would do well to come here for a nice, warm fine filling meal.

    Visiting my daughter and we agreed on a Pho restaurant and this one was close to her house, about 7 min. The restaurant was clean, the interior is just outdated. The server was great! She was friendly, funny and quick on her feet. We ordered the shrimp spring rolls, the chicken egg rolls and the N36-Stor Fried Chicken with lemongrass sauce with the vermicelli. Everything was fresh and delicious. The egg rolls were nice and hot when they were served. We didn't eat it all because the portion was generous and I must say the food travels well bc we ate again for lunch the next day and the taste was as if we had just ordered.

    Cover your ears when you open the front door as the bell that alerts your entrance is quite loud. It is a large restaurant with good parking accessibility. The men's room is not lockable but they provide a curtain to separate one standing from one sitting. There were some boxes stored in plain view near the kitchen. Moving onto the food they have 5 star food and 5 star service. I ordered pho ga and she brought amazing chicken Phố. I also had cafe sua da which was excellent. The vegetables brought to add to the Phố were good but not quite enough. Two juicy lime halves added to the great Phố flavors. My total bill was $22. I will return because the food is great and the staff is very friendly. Pho Leo seems to be the furthest east of any Vietnamese restaurant in Mesa so this is an important business which I encourage everyone to experience and support.

    I have gone here on two separate occasions, both times I ordered PHO, which was decent... but the customer service is less than ONE star! I simply can't understand how a server (like tower) as she is the only one working both times can hate her customers as much as she does. The food is fair at best, but the portions are generous. I asked for a glass of water and they give you a small water bottle (don't think about asking for extra water!!!) When it's time to go and you want to take your food home, just wait for the obnoxious eye roll!! Oh yeah and by the way, if you have a $10 meal get ready for the three dollar credit card fee as cash is preferred!! who wouldn't prefer cash, I would love to avoid paying taxes also!!

    I love this place, stumbled across this place many years ago, and have not been disappointed. I've tried quite a few things and each one has been very good. The employees are helpful when you have questions. It does get busy at times which is always a good thing. Give this place a shot.

    Food is five+ stars. And it has been for the seven or eight years. I've been eating here on a regular basis. But sometime in 2025 they must've remodeled the restaurant so it's much more upscale and has a really fresh clean appearance to it personally I don't care about the appearance as much as I do is a good service, but "number one is how good is the food?" The menu has changed a little bit. It's more condensed, you don't get to have as many options with the noodle bowls as before, but it wouldn't surprise me if they would customize for you. I love the cold noodle bowls, with some protein and or tofu and this has always been one of my FAV go two spots. I always get the same thing, which is the Vietnamese noodle bowl with protein on it, and then I also happen to really like their shrimp spring rolls with thick peanut sauce and a side of fish sauce. Both of their condiments are well balanced. I think my photographs will speak for themselves!!!! let's just say, at some point in our lives by the time you're 30 years old, you stopped to think about what would be your final lunch or dinner that you would request,, if you could eat anything you wanted to eat. This is definitely on MY short list. Don't expect to be controlled and have a lot of conversation, the owners and our servers are pretty much straight to the point, and they like to leave you alone. The young woman who's here however is a little bit more outgoing. Years ago, I asked her if she had any extra Basel, she not only brought me extra Basel. She brought me some to take home.!!! It was by far one of the best basils I've ever had in my entire lifetime, and we used to grow it at home. Anytime I see lots of fresh mint, and or fresh basil, I get excited about it. If you do come here and get the noodle bowl and you like basil and mint, do take it off your dish and tear it up and throw it into your meal!!!

    The pho here is legit delicious. Stopped by on a visit to Mesa and it was so good we went back for takeout. Deep flavorful broth, generous portions of meat and tendon. Noodle texture was decent, maybe a little on the soft side. The fresh shrimp spring rolls were also good accompanied by a tasty peanut sauce. I saw some comments regarding decor and service and I'll just say that yes, the door bell is loud and yes, the owner is no nonsense, and yes the bathroom is a little gross. However, in my experience, this usually has an inverse correlation with the quality of the pho which was top notch. For Asian restaurants, I judge the food, not the decor!

    I absolutely love this place. I've been going since they opened (even before covid). Leo's Special #1 in the summer is my go to. The fresh spring rolls with a lil fish sauce and chili is delicious and the pho is bomb. One thing I love, is how there's always been something on the menu to accommodate my dietary needs. Sometimes I take a break from meats and animal products and can still enjoy a satisfying vegan pho. Same when I'm taking a hiatus from carbs, I'll order the veggie pho with chicken and no noodles. Still tasty and filling. I've gone in after a long day at the office and just enjoyed a glass of wine. It's recently been remodeled and the ambiance is pretty chill. I dig this place.

    Clean including restrooms. A few lights out in restaurant. Friendly and efficient service. My Bun Bo Hue: side of bean sprouts not super fresh, basil fresh. Broth spicy but lacked lemongrass. Noodles had nice bouncy texture. Beef slices were the highlight- tender, lean and thinly sliced; nice tendon; pork sausage lacked flavor. Overall 3.7 Hubs' Vermicelli Bowl: Full-flavored side broth, savory variety of meats and shrimp, generous portion. Fresh marinated veggies and a yummy meat egg roll. Overall 4.0 Next time will try the veggie pho with tofu. Extra $3 to use credit card. Our total with tip 43. We paid cash. No appetizers or drinks. Recommend. ~EG Eats

    How can a restaurant with fantastic food make you feel so sad? They put shady pricing tactics into place that make you feel a bit cheated. Our table ordered a combination pho with egg noodles -- which was the best pho bowl I've had east of the Asian district -- and a lemongrass tofu vermicelli dish that was so flavorful with a nice kick. I have no qualms about the food. It was pretty stellar. The first hint we had that Pho Leo was pretty profit-hungry was the waiter poking his pen on my menu several times asking if we wanted (or more so urging us) to order drinks or appetizers. The second was when my mom asked for a vegetarian sauce instead of the fish sauce-based nuoc cham -- granted that the lemongrass tofu was on the "vegetarian" menu -- and the waitress begrudgingly dropped soy sauce at our table. When we got the check, we realized we were charged for our waters without warning -- water isn't even on the menu and we didn't ask for bottled. The waitress also told us only upon taking our card that there'd be a $3 fee for using credit card (that's a 10% charge on our meal -- WAY more than credit card processing fees). This fee wasn't posted anywhere. If the restaurant owners are reading, I highly recommend raising prices instead of using these outdated tactics. I would've gladly paid that extra $5 for my bowl of pho. Its quality is great, portions are very generous, and Pho Leo is basically the only great pho place serving East Mesa. Inflation sucks, but we're all in it together -- it's 2024 and hidden charges are out.

    Great Bo bun hue. It is very spicy. They always give large portions at reasonable prices. Their vermicelli bowls and pho are also delicious. We frequent this restaurant. Sometimes the service can be slow but they get packed and are family run.
