    I am a homeowner in Westcliff, where PMP Management is responsible for HOA management and enforcement. I am asking PMP Management and the HOA Board to provide transparency regarding the enforcement of landscaping completion requirements and the violation fees charged to homeowners. My understanding is that homeowners were given a deadline to complete their landscaping after construction, and that homeowners who failed to meet the deadline could be charged significant monthly violation fees. I am aware of multiple homeowners who were charged these fees. At the same time, there appear to be properties in the community where landscaping has remained incomplete for an extended period. One property that deserves clarification is 20278 W Jubilee Way Porter Ranch. I am asking the HOA and PMP Management to explain whether violation notices and monthly fees have been assessed against this property in the same manner as they were against other homeowners. If homeowners were charged thousands of dollars for the same or substantially similar violation while other properties were allowed to remain out of compliance without comparable enforcement, homeowners deserve an explanation. I encourage anyone who has paid landscaping-related violation fees to keep your violation notices, invoices, payment records, correspondence, photographs, and HOA documents and consider communicating with other affected homeowners. The community should consider requesting and, where appropriate, obtaining through the proper legal process all relevant records, including violation notices, enforcement records, correspondence, payment records, board minutes, and documents concerning landscaping extensions or exceptions. If the records show inconsistent or selective enforcement, affected homeowners should consider consulting an HOA attorney regarding their rights and whether a coordinated legal action, including a possible class action or other appropriate claim, is warranted. This is ultimately about equal treatment, transparency, and consistent enforcement of HOA rules. If you were charged landscaping violation fees by PMP Management, please consider sharing your experience with other affected homeowners so we can determine whether there is a broader issue that deserves investigation.

    Landscaping grass dying

    Brookside Village community could be a beautiful community if PMP doesn't just collects our hard earned money monthly for the high expensive HOA and even raised twice a year. As a homeowner and living here for about 4 years now, I have notice so many negligency. We pay expensive gardners that just come to clean the leaves and doens't work hard in clean the landscaping correct by removing weeds, debris etc . The landscaping , grass and plants is dying due the negligence of saving water rather than water the plants which that's the correct way , and watering occasionally (not even that) and the grass and beautiful plants are dying. Could be so beautiful if the poor plants gets water. Sprinkles ether broke or turned off to save water that we pay monthly on the HOA fees . Inside the pools area , has cracks in the middle of cement growing weeds including all around the property , the weeds is getting so tall, soon will be trees and a jungle in the middle of the driveway . The recessing lights in the middle of the plants has lots of the broke for years and I never seen them on and some are left broke in the middle of the plants. Cameras are broke for the last 4 years since I moved here, and crime arising as car windows has been broke inside our own garage and bikes has been stolen from many residents , people just walk inside our garages and cut lockers and leave riding new electric bikes . I had to put my own camera and I'm paying extra for my own safety as I have seen criminals walking isndie my garage and forcing my storage unit . All the stairs and common areas are always dirty with lots spiders webs, leaves, trash , etc and the workers clean whatever they want and feel like . Isn't the manger suppose to tell then what to do and what to clean? Give them a list ? They walk around all day and I don't see anything clean . After the horrible painting job, one rain and the walls and rails are already all peeling and cracking and the floors in the hallways was never painted to fix all the paint that was dropped and has stains and peeling all over the hallways and was left behind with blue stains. The furniture in the club house is so old from the 60's and so dirty and most of them are broke and it's disgusting to sit on those chairs, the cushions are rotten., I have seen workers sitting on those chairs eating lunch or jsut chatting to each other with their dirty clothes after walking around the building cleaning . Balcony was inspected about 3 years ago and mine has crack and wood is rotten and broken , no one ever came to fix it since then . Now, we have the compost bins in the front of the entrance of the club house all lien up and people are not doing the correct job and using the bins as a trash and even throwing dogs feces and mixing up everything and there are thousands of mosquitos flying around the bins and it's becoming a big health concerns . That's not the correct place to leave those bins . If people going to put trash inside the compost bins, there is no reason to have then , please removed . The entire building needs a good spray wash because it's becoming a health issue as well as some neighbors allows their dogs to do their job right in the cement, I have seen many times from my own bedroom window . PMP never have anyone here from the office visiting and maybe guide the manager to report anything that needs to be fixed , make a list and instruct the workers to do their jobs . I clean my stairs and hallways every day and I pay high HOA fees .Unbelievable.

    Extremely Poor Communication & No Accountability I normally don't leave reviews, but my experience with PMP Management has been repeatedly frustrating. As a homeowner, I submitted a formal Internal Dispute Resolution (IDR) request on 11/10/25 regarding parking rule enforcement in our community. This is a legally required process under California HOA law, yet I received no response for over a week, despite multiple follow-ups. Management stated that patrol was "instructed to only address specific violations," but they would not explain when this decision was made, by whom, or provide any documentation. When I asked for verification of patrol checks (simple logs or photos), I also received no answer. Communication feels one-sided -- emails go unanswered, concerns are dismissed, and instead of helpful explanations, I received messages that came across as dismissive and unprofessional. As a homeowner simply trying to understand and follow the rules of my own community, this has been extremely disappointing unprofessional. HOA management companies should provide clear communication, timely responses, and transparency. Unfortunately, my experience with PMP has been the opposite. They will tell you one thing and when I dispute with proof or evidence they change their word and at this point they refuse to answer me. Please see below "Hello Andy, The Board has not made any changes to the rules or Governing Documents that would require a 28-day comment period from residents. The existing parking rules remain in effect; however, patrol was instructed to only address specific violations at this time. Ultimately, the Board has the discretion to terminate the patrol contract altogether and discontinue parking enforcement if they choose, and this action does not require a 28-day comment period." Potential Intimidation: The Association's statement that the Board "has the discretion to terminate the patrol contract altogether" interpreted as discouraging a homeowner from exercising lawful rights to request information or clarification. "Hello Andy, This is not a rule that was implemented by the Community Manager. The Board of Directors made this decision, and management works at the discretion of the Board of Directors. Patrol has confirmed that each time they check the vehicle, it has moved even slightly, or the owner comes out before it can be towed. This vehicle is on the watch list, but has not been able to be towed as of yet." Every time their story changes, and with out any proof.

As someone new to DTLA, I know the biggest concern is usually what you're stepping into once you leave your unit. I can honestly say that hasn't been an issue here at all. The team does an amazing job keeping everything clean and well-maintained. From the exterior of the building to the trash areas, curbs, elevators, and entryways--everything is cleaned daily. I never have to deal with unpleasant smells or trash lying around, which makes a huge difference in everyday living. One of my favorite parts is how well the team communicates about deliveries--it's super helpful and makes life a lot easier. I also want to give a special shoutout to Gerson, who starts early and keeps the building looking great, as well as Ruben, Adrian, and Will. They are all incredibly friendly, always greeting residents, making conversation, and bringing such positive energy to the building. What really stands out is how much they genuinely care. Ruben once messaged me to let me know my tire was low, and before I knew it, Gerson was offering to help put air in it. That level of attentiveness and kindness is rare. Overall, the staff here goes above and beyond. They take pride in the building and truly care about their residents--and it shows every single day.
