The shop is adjacent to a beautiful water view, perfect for a summer night with your family. Cars fly by their road though, with no protective barriers from the street & creamery, so just be careful if bringing any children and make sure they are always in sight. Outdoor seating is also limited to about 3 small tables. I got the homemade cotton candy hard ice cream on a sugar cone. The ice-cream had a good flavor but was watery for hard ice-cream and melted very fast. The paper on my cone also stuck right onto the sugar cone so I would suggest getting a cup or waffle cone instead. read more

A crowd makes their way to this popular ice cream spot on warm summer nights and has a good variety of their own hard ice cream with several toppings. The ice cream was ok, nothing to go wait in line for. I had a cake batter cone with sprinkles and my girlfriend had a cotton candy cone which the paper was so stuck to the cone and couldn't even eat it after the ice cream. Did not taste much like chocolate but it was great. During my visit to Rhode Island, I realized that a big thing here is grape nuts. All the restaurants and supermarkets have grape nut pudding. I've been here a few times now and it's my favorite ice cream place, the water view is one of the best parts of coming here. All the ice cream is hand made by the owner, the kind I got today were his specialities. I got half Vanilla Chai, half Nutella ice cream. This cone is so good I'm typing this as I eat it. This is easily the best cone I've ever had, the home made waffle cones are fire. This place surprisingly sells hot and iced coffee with local beans coming from Mills in Providence. On a beautiful Wednesday night, Powder Mill had a steady stream of customers but never a long line. They have your normal flavors, as well as some unique flavors I'd be interested to try like cake batter cookie dough or banana chip yogurt. The staff was extremely friendly, they did seem a bit unorganized, but took their time and made sure to get the order correct. The kiddie cone (1 scoop) is true to size. Not the most expensive ice cream I've had, but also not cheap. I got the mint Oreo chip yogurt, which was pretty good and had a creamy texture. There was plenty of seating either inside at tables, outside on benches or by the water at picnic tables. I grew up down the street. This place is the best, and I would venture to say the best ice cream in Rhode Island. I did meet the previous owner and he was weird and winked at my mom but I haven't seen him in years. Crowd favorites are anything with coconut, the Oreo (which is Oreo ice cream with Oreo pieces rather than vanilla ice cream with Oreo, makes a huge difference!), black raspberry chocolate chip, and the Mud Pie. Even if it's disorganized, it's just a bunch of teenage girls with their first jobs trying to save up some money. It's not a hospitality experience. We were looking for a diner/ deli lunch- this fit the bill. The burgers were tasty, well cooked, juicy, with fixings. The fries were standard but well done; they had a bit of breaded coating or something. It worked. The signage warning people not to bring outside food or drink on the property are excessive and borderline hysterical. Too much? Maybe. But business owners pay for trash. They own a fabulous view. This is not mcdonalds. The extra cost of disposing of trash that is not from their business would certainly be a burden.
