Succulents get expensive and the ones at DIY centers are grown in partial shade so when we plant in full sun they die! It was a Sunday and the water at our business was shut off due to a leak. I called Rainbow Water and they quickly sent out a technician who spent a significant amount of time repairing the issue. Thank you for your quick response on a Sunday and sending Clem who was incredibly professional. read more

I would rate Rainbow Water a "0" if I could. We pay a lot of money for water here. It averages $400-450 monthly. Last month, they double-charged us and when trying to call and discuss, I have to leave a message each time. Their web site is awful, as you cannot take yourself off of "Autopay". I tried reaching the billing manager, Catherine x156 and have left her three voice mails regarding out account. She has not returned my calls. Very frustrating and would highly NOT RECOMMEND this water service to anyone read more

This company is the definition of a monopoly. Corruption at its finest. To make matters worse their payment system is completely defunct of sound accounting principals, so be ready for late fees even when you are on "auto-pay." Worst utility company in San Diego maybe in California. $250 for water and sewer for trying to conserve. That and the water is horrible. VERY HARD water. RWD is the absolute worst and most corrupt water management service I have ever experienced and the worst thing is that they don't give a crap. We pay way too much for this crappy hard water which ruins home plumbing. They also charge a 5% late fee for being even one day on a critical service. I can't say enough negative things about this company. read more

Rainbow Municipal water District disgusted me. I have these over a year of ongoing late charges added to my account every month. And I have auto pay set up on their website. I contacted them almost every month about my bill. They either overcharged for water usages due to their computer error from reading the meter or kept adding late fees. When I called, they said it will take care of, nothing happened. I am getting so sick of these people and thinking about turning to the news station or seeking legal advice. read more

Worst Water District I ever experienced. Board has set up unbelievable rules such as 60% late penalty on the amount due (is that legal?). if you have a leak, they will only give you an adjustment once every 5 years. If you work out a payment program due to financial restraints, they continue charging you 60% on the balance as penalties even if you make timely payments on the program. They need to be all put in jail. Isn't there a government organization that polices such violations to the consumers? read more

Watch out for unsolicited and unannounced meter changes - this horror of municipal water service loaded our water lines with silt and air during an unannounced meter exchange and then walked away, telling us tonight we ought to call a plumber to fix their mess!!!! We are left with a trickle of brown water in our home. Despite calling their emergency repair line we have NO response from Rainbow. We warn you DO NOT ALLOW UNANNOUNCED METER EXCHANGE especially from these people!!!!!! They will leave you without water and pass the trouble onto you!!! read more

BEWARE! BEWARE! Supported them at one time, now I am determined to fight them.Been getting monthly bills from RWD for almost 6 years, which I have paid on time. I don't have a well. Bills run for $71.00- $156.00 monthly. This month received a bill for $752.00!! No leaks, no change in usage, no explanation. RWD insists that it is correct, as they claim they haven't been billing us for water consumption.What the hell does that mean? What have I been paying every month? There is nothing to support this amount and they are insisting it be paid. How can they do that? Has this happened to you? I will contact the Public Utilities Office and the Turko Files on KUSI to get support to fight this. read more

I have been living in Fallbrook since 2008 and my water bills are averaged around $110 regardlessI my sprinkler is off or on. I've never paid that much when I lived in Murrieta in a house with pool and jacuzzi. read more

We've lived in Fallbrook for two years, and pay a minimum of $200/month REGARDLESS of our actual water usage. Their online bill pay rarely works, the automatic payments randomly stop, their phone is always busy, and then they charge late fees for their own system not working. We only use about $20 for water, the rest is FEES! read more

Using Rainbow Water and living in Fallbrook, CA. The cost of water in Fallbrook is very expensive. I believe this is also true for Bonsall. If Rainbow Water is your utility for water and you do not have a well, this is what you can expect . . . I live on about an acre and most of the property is non-usable and runs up to The Golf Club of California in Sycamore Ranch. My bills ran $350/per month for the first year I lived here. As I started fixing broken sprinklers on the property, my water bill went down to about $250 to $300/month during the summer. As I started to scrutinize my monthly bill, I realized that the lion share of the water cost was not the amount of water used, but the cost to get the water to my home. Many of my neighbors are going to drought resistant plants. However, in my opinion, this is not the answer. Clearly if you are dependent on Rainbow Water, you must underatand what it is going to cost you just to get water to your home. I water my lawn and flowerbeds more now than I did a year ago and my water bill is lower now than it was before. The landscaping can be drought tolerant, but still colorful (Bougainvillea, Rosemary, lavender, etc.) type plants. The savings on the plant type will save a little, but will not offer a great savings. The greatest savings will come from energy efficient systems (HVAC, pool pumps, ETC) and routine maintenance on sprinklers, drips, etc. If these are in place, then putting in a solar system will help with power costs, but if you have not yet converted to energy efficient systems and purchase solar; you are paying way to much for solar. It is best to put in energy efficiency appliances, etc. first, then solar. The bottom line is this . . . unless you build a well, you are stuck with Rainbow Water prices. In answering the family from Scottsdale, AZ. that is building a home in Bonsall. Depending on the size of your property and what you will build will impact the cost of water. However, you are probably paying $149.00 per month just to get the water to your home. If you look at your bill and notice the water usage, it is probably very little or none. One more great consideration for you is this . . . I did not use my air conditioner system at all this summer! This is because of how my house sits and the way it was built. My home stays at least 10 degrees cooler inside than it is on the outside. That along with the afternoon breeze kept me from turning on the air conditioning. Now, if you average all this out, you may still be right side up on the total cost of utilities. read more

I pay $200 a month no matter how much water I use. I tried conserving and my bill went down $3 and that was using half my normal consumption. So why even bother? I have a tiny yard but mandatory indoor sprinklers for fire with a mandatory 1" service so my bill is insane for capacity I never use but am massively overcharged for. In Oceanside my bill averaged $60 a month with double the yard size. I am not sure how Rainbow is allowed to screw everyone so royally. This is criminally high water service. They resisted a merger that would have saved everyone money. Seems shady to me. read more

Unethical policy- if you buy a house and the previous owner did not pay their bill, they will not switch on your water unless you pay someone else's bill. Unbelievable. read more
