I rented a home managed by Owens Property Management for two years. At move-out, OPM kept my entire…read more$4,000 security deposit and billed me $117.08 more. Their own documents tell the story. The August 18 deposit statement charged me $2,487.89 for carpet replacement. OPM's own cost sheet labels that figure "Estimate- awaiting confirmed quote." The actual carpet invoice is dated the next day, August 19, and totals $2,477.80. The $400 carpet-cleaning charge on the same statement is backed by a vendor invoice dated August 23, five days after the statement was issued. The $50 "yard work to repair damaged lawn" was mulch and small plants, $49.59 per their own sheet. They also charged me $21.41 for a kitchen faucet leak I had reported through their own maintenance system. I was never given the after-repair photos California law has required since April 2025. I accepted $2,425.30 of the charges in writing and asked for the remaining $1,574.70 back. OPM's written replies did not address a single disputed item: "This matter is now considered closed," and then, "This will be our final communication on this matter."

They barely lift a finger…read moreto market your property. * They take 5 business days to process each application. * They will not show the house to any prospective renter until the renter has paid an application fee, submitted their application, had their credit, income and rental history checked, and been approved. Very few tenants are willing to go through all of this for a house they have never seen. * I had to show the house myself or have friends show it. * RNB did not list it on Zillow or Redfin. They said they submitted it to these sites, but RNB never followed up to see why it had not shown up until I pressured them 5 weeks into the process because we had so few inquiries. In the 5 weeks I worked with them their "efforts" produced a total of one applicant. They charged me $600 to break my agreement so that I could find another management company. It's true their contract says they charge $600 if you cancel before 60 days. It's also true that their contract says they will post on CraigsList but they did not do this and Nichelle even told me when I terminated that they did not do this. Their contract also says they will post on Zillow, Redfin, etc. but I checked those sites and it was not there. When I asked for proof that it had been posted there, they simply sent me a page that said "posted to internet." It also says they will post on Social Media which they did not do. It also says they will provide "unlimited showings" yet omits the very important part that they will only show it to prospective renters who have paid $50 application fee, gone through the process and been approved. When I told them I should not have to pay the $600 due to their lack of good faith effort to rent my house and their breach of contract by not doing what their contract says in terms of leasing and being deceitful about the showings, they refused to terminate my agreement, take down my listing to allow me to find another company and refused to return my keys or garage door opener until I paid the $600. I lost that money plus rental income from the time they wasted. I signed their agreements and entered the relationship in good faith, trusting they would make a significant effort to find a renter for my home. I hired them to help me and they only caused me stress.

No follow up from HR. Move in day, the money still hasn't been found. I can't get the keys till it's "paid". I went back to Walmart and called cash-free (the company Walmart uses as a middle man for rent money) 3 times. Verified my information, the Home river account, and that the money was successfully deposited. Tried to call propertyware (the rentmoney people) who says they can't support tenants, have home river call. Since It was a weekend, no one at home river was available to help. The property manager asked if I'd pay from their resident website to get the keys "just till we get everything figured out". I was moving from out of state and had no where else to go. I was desperate, so I paid. The property manager peaced out and said she can't help, to talk to the resident coordinators. It's 5/12 and nothing has been resolved. I have called and emailed someone from home river almost every day since 3/16. Still have not received my money, a credit to my account, or any information. For months it has been "we will have accounting look into it". Today I get an email saying they can't find it or help me- to contact Walmart. Despite having documentation of payment, the funds deducted from my account, and doing all the leg work, I still don't have my money. I've been asking the "resident coordinators" to escalate this since march. Nothing. As for the apartment? It's okay. My refrigerator is missing parts so it doesn't actually cool. Had to throw away a bunch of groceries because of it. Maintenance got out here pretty quick but had to order parts. My experience w that has been great. I lived in one of their managed properties for over 10 years. A home that was stuck in 1980 with never one bit of renovation. The carpet was old and worn when we moved in, looked like a standard, poor maintained rental house down to the "landlord special" paint job where they painted over everything. Getting maintenance issues taken care of was like pulling teeth, I've spent my own money on repairing the HVAC unit an dishwasher without even asking for reimbursement. When it was time to move out due a move out of state they withheld most of our deposit including a "flooring damage" charge with no explanation. With the flooring being well over 10 years old they cannot charge for it. Finally after disputing, they sent pictures of a structural foundation crack which would explain the brick fascia on the front of the house pulling away from the wall. They scrambled and agreed to give more of the deposit back so what do they do? Send multiple checks and issue stop payments on some because their accounting department is incompetent. Speaking of accounting, one time they double billed me for the county utilities and when I made mention of it Denise the manager replied "well you owe it so I'm not going to argue with you". Every after having a friend at the County send me all the bills as proof. Finally after 6 months I received a call from their Philippines call center advising that yes there was a mistake and it would be removed from the ledger. It's absolutely incredible, a 6th grader could look at the ledger and the copies of the bills and see things don't add up. Looking at previous case history in the Sacramento Courts it's plain to see this is a common occurrence with them. Once again, the absolute, hands-down worst run property management company I've ever dealt with in the entire Greater Sacramento Area.
