    My experience with the WilCo Healthcare Program was a limited but very unsavory one to say the…read moreleast. I applied for healthcare coverage but was denied based on the sole reason that I refused to allow WilCo Healthcare to retain photocopies of my identification documents which included my US Passport (it is illegal to copy federal ID though I was assured that they were well within their rights to do so). As a reasonable person, I offered what I feel to be a very acceptable alternative - I offered to produce all identification documents every time that I appear for services. As well, I further offered for the office staff to take a photograph of me to retain within my file. In consideration of this very reasonable alternative, I was still denied healthcare. When I questioned why it is that they needed to retain photocopies of my identification, they failed to provide a satisfactory reply. To paraphrase, they claimed that they needed to retain photocopies of my identification in order to identify me and allow for smooth billing with the insurance. Is it not the function of the presenting of identification to identify one's self? All that aside, I attempted to find out who the board members were for WilCo Healthcare. It was never revealed to me who the board members were or how I could communicate with them. My purpose was to ask them what they thought about my alternative concerning the retaining of identification. I wound up having a telephone conversation with the executive director, Caroline Hilbert. To her credit, she was civil during our conversations. I communicated my ideas to her. She claimed that she had presented my ideas to no avail and that I would not receive healthcare. At that point, I asked Caroline if I could merely get something in writing to that effect; that way, I would have proof if questioned by other agencies that I may attempt to seek aid from. Mrs. Hilbert agreed and stated that it shouldn't be any problem to do so. I thanked her and went about my business. We'd had a reasonable conversation without any nastiness. 29 Jun 2023, I received an email out of turn from someone that I'd not spoken to in the situation regarding WilCo Healthcare. Her name is Tara Jempty. She claimed to be the director over the WilCo Healthcare Program which didn't make sense to me as I thought I'd been speaking with the director already. She furthermore stated, "...We require specific identification and storage of said identification for participation in the Wilco Care program...This practice will continue to be a requirement of the program so that we can prevent fraud and process medical claims for Wilco." Thus, began the sound of gaslighting by a woman with a behavioral health license within the state of Texas that, at the time I checked, was expired. Her reply was, "There is no denial at this point in time. You have not applied through the required process and you made it clear that you do not wish to complete the application process, therefore there is nothing to deny. The compliance on your part is required to attain services. If you choose not to do that, then the responsibility lies solely within your decision." I actually did fill out an application and was in correspondence with an agent within WilCo Healthcare. Eventually, Caroline Hilbert got involved in the email. She stated, "...She (Tara Jempty), myself, and our legal advisor have discussed your concern at length, however, in order to be accountable stewards of the funds that are provided for this program by the County, we have required and will continue to require the retaining of identification copies for application submission and participation in WilcoCare." How would my alternative prevent anyone from being an accountable steward of funding? Nobody seems to be able to answer that. What about the safety and security of my identity? Through my efforts to obtain aid through WilCo Healthcare, I have been met with suspicious and unethical behavior not becoming of employees that are supposed to be held to a higher standard. This is why I filed a complaint with the TX Dept. of Licensing & Reg. against Tara Jempty for unethical behavior. How ethical is it to email an indigent person unprompted using a tone which I perceive to be gaslighting? How ehtical is it to deny someone who fits the very description of the people this program is charged with providing care for?
