you need to be extra careful and very detailed when dealing with these utility companies. It appears that they recently transitioned to a new system and supposedly sent out a notice to all customers about it informing us that we needed to re-enroll our accounts on the new platform. The issue is i never received this notice and i'm still using the old system to access and pay my bill. If they transitioned to a new system, typically they are the ones responsible for migrating all customer accounts. I received a bill that stated my bill was overdue which i believed was an error because i'm on auto pay and every month my payment is automatically deducted without issues. I called in to see if it was a system error and the lady informed me that because of the transition, the system for whatever reason did not take the payment therefore resulting it late. Good thing i caught it in time because DWP charges a late fee of like $51 dollars or something like that and they NEVER waive it even if it's their fault. First that's an outrageous fee and during times of transition if customers didn't receive any notice about a new system or a need to re-enroll their account, they would not have been aware and i'm almost certain many would've gotten hit with a late charge. if you ever get a late charge because let's say for instance you forgot to enroll your new credit card in the auto bill pay or if you didn't transition to their new system in time, when you call in, the ladies are extremely rude about even trying to help you out. Typically you can ask various entities such as banks or anything else that has fees to waive it the first time if it's a genuine and sincere error however Rowland Water district doesn't even try to consider your request and they don't even care. they just say "we don't waive fees"...wtf. how about helping people out when for a change especially when they always pay their bills on time but it's just late because of a system error. I know they take advantage because they are probably one of the very few providers of water service so you as a customer don't really have a choice but to put up with it but...hey...with their attitude and level of service...eventually some one isn't going to put up with it...what goes around comes around. When dealing with these utility companies, make sure to document everything in writing or take screenshots of everything you do because if they don't even bother trying to work with you on waiving any type of fees or potential errors, they'll stick it to you and if you have documentation or proof, you can at least have a chance at fighting it. read more

I am so lucky to have e communication with Brittny. She has been so patient with my pickup of the district's water conservation contest. She gave our class colored pencils, crayons and care of holding onto the given paper needed for both sixth grade classes. We are also receiving water conservation kits for students to take home. The value of the community reaching out to help the youth understand the value of our Earth and how we must ale ownership is important. The services she provided will also help at home. read more

They claim to be non profit but profit seems to be the only thing they care about. And their service fee is horrendous it has been shooting up every year. It did not used to be this way they used to raise it incrementally but now it skyrockets every year someone is lining their pockets and the quality of service has not changed in any meaningful way. read more

While preparing to shower and leave for work at 200 am on a recent Wednesday morning, I discovered the water to my condo had been shut off. Every toilet, sink etc.. "Oh oh" was my first thought. My water bill is current so I knew that it had to be something else. Perhaps, a neighbor had a leak and was forced to shut off the water to the entire complex late night and without telling anyone All I knew was that I HAD to shower before work. I had tried going to work one day without showering and by 1000 am of that day, I began to smell like a wet towel (YUCK!!). I vowed NEVER to go to work without a shower I began scrolling for info on my phone and Googled, "water service in my area". I guess I was not specific enough as Sparkletts and Arrowhead water delivery service kept popping up I Googled "who do I call for water shut off service near me". I located two or three utility water companies and narrowed it down even further. remember, this is 200-215 am I, FINALLY located a phone number which I called but it was a recording. The recorder message also indicated that offices would not reopen until 800 am. As I listened to the recorded message, I thought to myself, "Oh well. I guess I am banging in sick for work today bcos I do not wish to smell like a wet towel again as a result of not having running water and taking a shower" Towrds the end of the recorded message from the water company, it indicated that for emergencies, call a separate number. I jotted down and called the number. To my surprise, a live person answered the phone. It is now 230-245 am.. A very pleasant and professional woman. I explained the situation and was advised that someone would call me in a few hours No more than ten minutes went by when I received a call from gentleman who advised me that he was with the water company. Apologizing profusely for being the reason someone woke him up, he made it clear that it was no problem as this was his job. I thanked him big time After explaining the situation and the representative making it clear that he was familiar with my condo complex, he advised me where the main water valves were for my complex. I honestly had no idea prior to this incident I stepped outside (it is now 300 am) and walked over to the main water valve. This rep guided me every step of the way as my valves were hidden behind overgrown bushes Sure enough, someone had shut off the valves to my entire complex. The rep explained that either someone had played a prank and shut off the valves or someone had a leak, shut off the valves and simply did not warn the other homeowners. I advised the rep that I was going to turn on the valve and take a quick shower. The rep advised me to do what I felt was the right thing and that he would report the incident I thanked him profusely for helping me so early in the morning, hung up and went in to take a shower prior to leaving for work. The reason that it was important to write this review is that I did not have a chance to commend the two water company rep's supervisors. I hope they read my review and know that I TRULY appreciate the job they did for me so early in the morning in the middle of the week. I am HUGE on taking multiple showers throughout the day and this was really important to me. These two employees are to be commended for their professionalism, commitment, understanding and hard work. Thank you very much! read more

Customer service needs improvement. Monica who is the customer service supervisor just ignore my emails after she asked me to provide my previous utility bills. No reply no update. I gave her a call, her colleague said she was in a meeting and her colleague said she would definitely reply to my email. We live in this community since 1995 and paying our bills regularly, but missed last month .. today they shut off the water, early in the morning; right after, I paid the past due and the future payment and enrolled on auto pay... however, it's been hours now and the water is not yet put back on, saying they have till 4:30 to turn it On... I called at 1PM SAYING WE HAVE 2 babies in the house that will be needing water; the supervisor said we are on the queue for their technician... I asked if they only have one tech... she said more, so I ask if she can send on for emergency need; she refuses and said they have till 4:30 to turn it on cos other techs are on the field (as tho Rowland heights is as big as Texas).... The office is even just 2 miles away and can't even send one janitor for urgency... (I can turn it on but it's against the law) ... This is a poorly manage organization that doesn't care about customer service.... THEY SPEAK NICELY ON THE PHONE BUT THEIR HEARTS ARE NOT CONCERNED WITH CUSTOMERS.... JUST A JOB MENTALITY..... They make a mistake and the customer pays. I co-own the house with my father. His name was on the bill, but he passed away, so I wanted my name on the bill. I was forced to close the account and open a new one. It isn't a new account, I just wanted a first name change. It's been on auto pay from my account for decades, literally. I told them to continue the auto pay, so they set it up, supposedly. Then I get a late charge for not paying my bill. I called them and they apologized for not telling me that I needed to do something else to start my auto pay. They admitted it was their fault, but wouldn't dismiss the late fee. So incompetent! Previously, I tried to pay the bill for a friend, and Rowland water said I couldn't without a bunch of paperwork from the owner. Seriously? I was trying to pay the bill to keep the water from being shut off. Their customer service is a joke. read more

My bank mail the check for Oct service fee. however, their AR department forgot or miss to deposit the check . When I got the Nov bill there charge me late fee. I void the check of October and pay the credit card for October and November fee. But now I got the bill for December, they charge me return check fee , It seems they finally remember the missing check. let the customer pay money for their employees mistake. read more

The Rowland Water District office is closed on alternating Fridays. The after hours phone line representative is unhelpful and rude and has NOT figured out that when the district office is closed on Fridays, it is considered after hours. I am out of water and have no way of getting help on a Friday morning. read more

I paid my Feburary water bill on time but my statement showed that I didn't pay. I contacted Rowland water district three times regarding the same issues but it's still not corrected so far. I am very frustrated with the services received. read more

I called them to replace a driveway cement cover for my residence and they came right away to replace it.

Horrible and unreliable customer service! I'm the property owner and want to start water service at my own house. I called and spoke to the rep and even got a confirmation email that my water will start under my name on 4/12, but arrive at the property on 4/15, no water and no service. Called their customer line, they said the office is closed so call back Monday. I asked then how I can live in the house without running water. They said sorry, not our job, just call back Monday. So frustrating and so unreliable especially when I got a confirmation email and they disregard anyway. read more

This review is specifically for the Rowland heights water district online bill pay system. The system should definitely be updated to real time. I paid earlier than the due date and assumed the balance would go to $0 after payment, but also signed up for auto pay to be billed in the end of the month. As Many other companies take 30 days for auto pay to take effect they require you to make a manual payment that same month to not miss a payment. Not in this case. Be wary.Customer service wasn't very helpful. But they issued a credit for next billing. Suck it up buttercup i guess lol read more
