An exceptional and authentic Mexican restaurant that may easily be the best in the greater Pittsburgh area. I would give ToLuca 10 stars if I could - it was that good, in every way! We'd passed by a number of times on the way to his sporting events, and luckily stopped today. He ordered a beef burrito, chips and pico; I had beef enchiladas and chili. The food here is clearly made with a passion few chefs sustain, and speaking with him (Jimmy) for a bit, the love for his fare is as evident in his words as in his food. Very tasty Mexican food served here! I'm glad Bellevue has a spot like Toluca. It is much better than Chipotle or Taco Bell, that's for sure. They even have a drive through for your convenience, and the prices are very fair. I tried their cream cheese and raspberry chimichanga dessert and the chicken quesadilla. Both of these items were pretty good, especially the quesadilla. The size is quite large and the portion was more than ample. Great price too. They really load the quesadilla up with tons of cheese, which I definitely appreciate! There are onions included within the quesadilla, which I did not see listed in the ingredients on the website. No lettuce or other veget though. Chicken had a good texture and flavor, but seemed to be dark meat. A bit oily, but crispy and delicious. Very good overall. The chimichanga dessert seemed unique to me (as opposed to their other offerings like churros or rice pudding), so I gave it a try. Not that great. It may have not been homemade, since it was served in a packet labeled by a Mexican food manufacturer. Not bad though, just not very flavorful. Maybe try the rice pudding instead. Price is one again great, but the portion is decently small. All in all, I am definitely satisfied with my order and am happy to see a small business Mexican restaurant in Bellvue. Food quality seems pretty high, and portions as well as prices are excellent. The flavors are there too. I recommend the quesadilla. read more

We had been waiting for Toluca to open and give it a try. So happy that we did! We had a lovely experience talking to the owner while we waited for our food. He was so kind and warm. Told us all about opening the business and how he put his heart and soul into it. He also has a commitment to quality and fresh ingredients. You can definitely see that when you try his food. My mom, husband and I tried different things. I love chimichangas so that's what I tried the beef chimichanga. It was good. My husband tried the chicken bowl and he enjoyed it. I stopped by here earlier today for dinner. My wife and I had ordered online as per their website and I received a text letting me know that they have received my order and it would be ready in 20 minutes. I arrived to the restaurant 30 minutes later and they told me that they hadn't received it yet and after doing something to a machine, it printed out. So as you can imagine I was not happy to start out with. The inside of the restaurant consists of 4 - 4 tops and 4 - 2 tops and a place to order. Their menu is above the cash register and they have a sign noting that they are not a fast food restaurant and that they prepare the food as you order. I can appreciate that, but even with twin 4 month olds at home and the order not happening being their mistake, they still didn't expedite my food and it would take another 15 minutes of waiting to get my order. For dinner on this evening I decided to go with a chicken burrito while my wife went with a chicken enchilada and then we decided to split a steak nachos and a sopapaipilla. I started out by eating my chicken burrito which was big and hefty. The inside consisted of shredded chicken with pinto beans rice and a little bit of a sauce. Due to that, it ended up being somewhat dry to me and I was sad that there wasn't any cheese in it. It also didn't look like the picture on their website which had cubed chicken, bell pepper, onion and cheese. After I had finished that, I was able to try 1 of the 3 of my wife's chicken enciladas. I enjoyed the flavor of it with the sauce and cheese over the top, but once again it was a bit dry. Finally after all of that I started on the nachos which was a rookie mistake. Between the time it took to get them home and eat the other food, the chips were soggy from the cheese. That one is totally on me though! As for the nachos themselves, I thought that they were good as I enjoyed the shredded steak with the nacho cheese as well as the spicy jalepenos. Last but not least was the sopaipilla which my wife and I were excited about since you don't see it much in Western PA. This sopaipilla had the usual powdered sugar on the outside of the dough and came with maple syrup instead of the honey we are used to. The powdered sugar lended some sweetness and the maple syrup actually ended up working for me in place of the honey. Overall it was a pleasant ending to the meal. The bottom line for me is that I would stop by here again in the future. You really can't beat the amount of food you get for the price. However the missing of my order, especially with the confirmation text was not great and I wish the photos were a little closer to the actual food items. What I do love is that it felt like a mom and pops shop and so i do hope they succeed. read more

Excellent, fresh food, served by friendly, clean staff. I tried the grilled chicken salad and chips and salsa, which I asked them to kick up a little bit from mild. Fresh jalapeños do not disappoint! Everything I tried was prepared with care and tasted extremely fresh. Small, nondescript dining room - neat and clean. Staff were very accommodating when I asked for extra napkins and even offered additional salsa on the house. I'm not a fan of plastic silverware in a dining room, so that's my only caveat to this review. I like more sustainable choices. But I would go back and plan to try a quesadilla next time. read more

A friend and I decided to stop in after being at the antique store next door. It has a drive through, but we ate inside. It looks like a fast food restaurant but all of the food was made to order. I had the chicken tacos with extra hot sauce. They were great and had loads of fresh cilantro. We also had an order of chips and salsa that were tasty. Had chicken tacos, chips and salsa and non alcoholic margaritas. The soft tacos were the best chicken tacos I've had. Fresh cut jalapeño slices, tomato chunks and really tender chicken. The salsa was thick and spicy with fresh chips. For a quick stop it was perfect. Would definitely go back again without the dog and eat inside. i had the chicken bowl and got the beef burrito to go for my husband and the food was fresh and cooked to order. My dinner was delicious and full of flavor . The portions were very generous. The owner made sure not to cook my husband's order until I was ready to leave so that it would be hot and fresh for him. I truly felt like a guest in his home. We gave this place a shot hoping to find a diamond in the rough. The staff were very kind but the food didn't meet our expectations. The use of liquid cheese over shredded or more traditional Mexican cheeses was off-putting. Rice was sticky and bland. This is hard for me to give this place 2 stars as I love to support family owned businesses. Perhaps it was an off day but when a restaurant is new every day must be a great day. From the parking lot ToLuca looked very promising. Rustic yet fresh. As we entered a friendly man greeted us, but that was the last bit of cheer we encountered. After ordering our food (A bowl for my wife and tacos for me) we went to our table. All the tables were dirty and so was the floor. As we waited for our food the music would play a song for a short period then start skipping and jump to a new song. At one point it went from Led Zeppelin to the Ava Maria. So bizarre. Why not play Latin? The skipping was horrible and loud and we must have heard 30 songs in our 15 minutes there. But, we came for the food....We got our guacamole but when it arrived it was already turning brown. The chips which had to be ordered separately were just OK. My wife did not care for her rice bowl. She said that the corn taste like it was just dumped out of a can. As far as my tacos they were OK (3/5), the meat was good but it was really tasteless otherwise. For both of us it was clear they mixed new rice with old rice and many of them were hard. So disappointing. read more

Excellent Mexican restaurant. They make all of their own food. As the friendly owner said, "we make everything except the plate!" And, it's really very good. Free chips... homemade. Light and crisp. Salsa is runny (like you find all over Texas-where we visit often. My wife grew up in Dallas) and tasty. The three of us all got items with chicken. I had the chicken burrito -- highly recommend. Chicken has a pleasant smoky flavor and it is very tender. My wife and kid got the enchiladas -- both very good. Because my food was prepared when I submitted my order rather than when I scheduled the pickup. This was *not* a simple mistake. When Patricia called to let me know my order was ready, I explained that it was scheduled for a later collection.
