A great hidden gem just outside of downtown NPR. The decor is nostalgic. The food rocks. I always get the cheeseburger platter which comes with salad or soup and drink. Homemade dressings and unbelievable big biscuits. Chef Harry makes everything from scratch with love and care. He and his family are super friendly and make you feel at home. BIG thanks to the folks who recommended Tops Cafe on the north side of Massachusets, just west of Congress, NPR for fried chicken. We have been to Southern Fresh in Safety Harbor which was good too but over-hyped in our opinion. We also liked Krispy Krunchy in the gas station at Little and old 54, NPR but Tops was just right, not at all greasy and seasoned just right, not too salty. Himself is quite picky about his mashed potatoes and gravy and was happy with that as well. The house made blue cheese dressing for the side salad was soooo good that I want to lick the container clean, seriously. There is nothing worse than restaurant supply blue cheese dressing. We went back the next day, Friday, for their fried fresh cod which was ridiculously amazing. Light batter, not at all greasy, perfectly seasoned and not too salty and the fish inside was just glistening, not dry. The crinkle fries are from frozen but theirs were so well prepared that they were surprisingly good. The chicken fried steak skillet that I had the first day and the tops burger that Himself had the second day were also perfectly prepared. Tops is now definitely going to have spot in our favorite restaurant rotation. read more

Very long wait. Inexperienced server that didn't realize specific food orders should be noted or relayed to the cook (or so we were told). The food for all 6 of us was bland which even a little salt would have done wonders. When one meal was sent back it was nuked to cook the egg yolks. Came here with a friend who remembers the old place. The staff all wore masks. Very family, down home, feeling. Staff was very attentive and super nice. Food portions were big especially the biscuits which looked more like a muffin it was soooo big. The bacon was friggin perfect! Good cut of meat and cooked perfectly. We first went to Tops on a Friday night for the Fish Fry! It was spectacular to say the least! The fish was fresh and fried to perfection. My fiancé got his grilled and loved it! It was all you can eat, but the portions are so large that we could only eat one portion. We did manage to save room for dessert, which was homemade strawberry pie! Yummy Yum Yum! It is so refreshing to eat in a TRUE Family restaurant, where the food is prepared with pride. On our second visit today for lunch, we shared the 4 piece southern fried chicken along with homemade chicken noodle soup. The chicken pieces were HUGE and fried to perfection. Once again we somehow managed to save room for dessert. This time we tried the cherry pie, homemade of course, it was warm with lots of whipped cream! Simply Delicious! The food is good.... However, they have a sign at the cash register that says "4% cash discount".... There is no DISCOUNT as they automatically add 4% to your bill. The bill you receive on the table should reflect the prices listed on the menu, not a price with a 4% charge added to it. read more
