I've been a customer of TVWD for over 15 years. Today was the first time I unilaterally terminated a phone exchange out of sheer frustration. I didn't catch the customer service rep's name but she was cold, unfriendly, sanctimonious, and just came across like I was interrupting her day. She talked down to me, didn't listen to my input, and repeated the same solution over and over even after I told her twice it was not relevant to my situation. When I attempted to explain this fact to her for a third time, citing my many decades of professional experience in the field we were discussing, she implied that I was incompetent because I didn't accept her single, obviously scripted, solution. There comes a moment in many conversations when you realize you are arguing with an idiot. This was the moment. I hung up on her, outlined the exchange on several reviews, and came here. I encourage everyone to report Tualatin Valley Water District to Oregon's Better Business Bureau at 208-994-6896. They can also be emailed through this page: https://www.bbb.org/bbb-directory/us/or TVWD has no fewer than seven fixed charges per billing cycle totaling $199.54, which means **you are paying a minimum $200 bimonthly without even turning on your sink.** I took the liberty of breaking down these costs and attaching pictures from my bills in case anyone is dubious or on the fence about the integrity of this company. Here are the breakdowns as of Jan-Feb 2025: 1.) Water fixed charge: $82.71 2.) Surface water charge - local: $6.58 3.) Surface water charge - regional: $2.19 4.) Sewer base charge - local: $11.58 5.) Sewer usage charge - regional: $31.36 6.) Sewer usage charge - local: $6.08 7.) Sewer base charge - regional: $59.04 **NOTE**: in the photos I attached, not all charges appear in this order. Note as well that the fixed water charge increased. In July-August 2024, the charge was $70.40. In Sept-October it was $71.59, and in Nov-Dec it jumped all the way up to $82.72, where it currently sits as of Jan-Feb 2025. The way Tualatin Valley Water District prices their fixed charges is not only unacceptable, it's despicable. I'm a single individual living alone in my household, and I only use ~$20 worth of water bimonthly (give or take depending on the season). Despite this, I'm still stuck with a bill that's incapable of being less than $200. I applied and was approved for the Community Assistance Program (CAP), which I had hoped would ease some of the burden. However, the 20% off only applies to the fixed water charge and water volume charge, the latter of which is my personal water usage, which happens to be the cheapest part of my bill because it's the only charge I can control. The fixed water charge, as mentioned, is $82.72, and 20% off that and my personal usage means I only get about ~$20 off a month. ($82.72 + $20 = $102.72; 20% off that.) Again, I am a single individual living alone in my house. More importantly, not everyone can be approved for CAP or one-time emergency utility assistance through the county. TVWD inevitably tries to justify it as "competitive market pricing that meets demand needs and helps build and maintain your water delivery/storage/treatment system," but even when considering that, there is no reason to set prices this high. None. This is despicable and inexcusable. There is no justification that someone is paying **seven fixed charges totaling $200** without using a single drop of water. When TVWD digs their heels in about it, it not only makes them look worse, it does nothing whatsoever to alleviate the financial strain they are very clearly imposing upon their customers. There's a reason they have 1.6 stars. This company is so deplorable that I encourage everyone to determine who their water/sewer provider is when they are looking to move so they can avoid Tualatin Valley Water District at all costs. That should tell you something. Please, please report TVWD to the Better Business Bureau. Clearly customer complaints aren't enough. TVWD, I hope you can't sleep at night. read more

They don't listen in fact there so the opposite I couldn't believe it. And then u call back her friends team up on u. I'm going to whatever news channel will here my story. . I called them June 3rd to cancel my service since I was moving out on June 8th. They billed me until the 15th despite me moving out on 6/8. They also charged me 2x my usual bill. They told me to get the money back from my previous property manager or owner (don't know the owner so can't do that). They kept saying the date was time stamped & would NOT help me. We had a backflow question and first reached out to David Nakamura in the backflow dept. However, his answer is disappointing. He likes to interrupt the customer often and give some inconsistent answers with no clear explanation and ask some very personal, totally irrelevant questions. When I requested to speak to a manager, he let me contact manager Joel Cary. And I finally got a chance to talk to Joel a week later. The conversion soon becomes a disaster. Instead of really listening to customers then explaining to customers, Joel just likes to repeat the same thing again and again, such as we have 200,000 customers, water quality, compliance etc. No matter what you ask and what you issue, he just repeats these stuff in an unprofessional manner. It almost feels like he intentionally uses these catch words to bully customers, instead of really listening to customers and giving a thorough explanation. When I point out this is exactly the reason that TVWD has a low 1.7 out of 5 rating on Google review, Joel doesn't care whatsoever. Somehow he thinks that TVWD is a public utility org and that poor rating doesn't impact them at all. Frankly I am stunned that Joel can even be at the manager level because he obviously lacks some basic skills there. I get it that TVWD is a public utility org. But I think with this kind of poor service and all other customer issues in Google reviews with such a low rating and bad reputation around cedar mill neighborhood, TVWD really needs to have some internal review and internal changes for some folks like David and Joel. This will be way more helpful than doing those community events and work sessions, if TVWD really cares about serving customers. They do not follow the law in regards to proper notice for utility cutoffs. Also, when you set up a payment plan with them, you get nothing in writing in regards to due dates or deadlines - you're expected to just remember what was said on a phone call. After many phone calls and interactions, I feel like I'm dealing with a bunch of unprofessional thugs. I don't have these issues when dealing with other utility companies. If there was another option, I'd switch. read more

We accidentally poked a hole in a neighboring apartment buildings water main that ran through our property. TV water district responded fast in turning off the water & fast turning it back on, twice; once during working hours and once again after. The person answering the phone was polite & helpful, the field guys were fast and knowledgeable. Damage & Inconvenience were avoided. TV Water District.... We appreciate you! read more

This company lacks the integrity that weighs on PGE, NW NATURAL, COMCAST, ZIBLY FIBER, MOBILE COMPANIES. The customer service people... Actually, anyone who answers the phone there are disrespectful in the highest manner. they cut off my water yesterday and my bill was $120. I'd called last week to inform them that I was running behind on paying the agreement, because I'm not back to wrk full time. The customer service lady placed me on hold for 15 min. Literally my entire break. I hung up because of work. They are greedy and only want money. They will NOT help you. They will only antagonize you and say they did help you Bc of the agreement. Ppl hv pblms that occur all the time in their lives. It's called LIFE. This company needs a complete weeding out. The manager or individual who claims the title. They are a horrible company. Literally families are at the mercy of these bastards. You will hv to move outside of washington county to not pay this company. A guy hung up on me today. Looking into moving out of the system are and off the grid! How is this even legal? They are easily the worst utility I have. The website look and functionality seems to be and acts like it's a decade old. As I'm writing this review it is down so I can't even check why my bill is so high in the middle of winter!?!? For the cost of the water service we are forced to pay for in the most water abundant city in the country you would think they would have enough money to hire a decent IT company to get the website up to today's standards. Oh and the billing, just WOW! I had it set up to auto pay every billing cycle after they switched to the "New" third party billing company. (Who does that?) I had it working fine for a couple cycles then it just stopped so i got a late notice. I set it up again...nope. Late notice! So I set it up a third time...Nope again! And again with the late notice.... Finally the fourth try worked for some reason? Just awful :( read more

Over 20 years at the same address and I have more trouble with their payment system than any other service or utility. Horrible Website and payment systems over the years and it keeps getting worse. They are asking for 6 security questions and answers to use their payment system. That's way more than banks and financial institutions use. It's insane. The employees of this Water Districts are one of the highest paid in the Nation with a retirement program that most of us would dream about. We should expect better service. read more

we woke up to a small river of water pouring down the hill in our back yard and flooding our patio and yard. called TVWD for help, very polite on the phone, and Brock was here within a few minutes!! he immediately climbed up the steep, wet, muddy hill , and found a broken hose pipe in our neighbors yard. then rushed over to their home and had the problem fixed in 5 minutes. he then returned to our house to let us know all is well. All I want to do is pay my bill. Website is horrible. 3rd party to pay bill. You must jump through hoops to pay. Need all sorts of id numbers user name and account numbers. Customer service woman is curt and she could care less. PGE and NW Natural are such a joy to do business with. TVWD is just awful. read more

The only Utility company that won't take pymts or work with you in a crisis/emergency situation and that doesnt offer temporary assistance. We are monopilized. We have to have water yet they deny us until paid in full with a $40.00 reconnect fee. No Exceptions! Unfair!!! read more

They are awful. Reported them to the BBB hoping they get shut down. They say one thing and do the other. 7yrs ago we noticed our water smelled bad they said they'd put in some water switch at the main line so we are not the last on the block to get the run off. We waited and waited then they said they changed their mind and we don't have a choice since they are the only ones to provide water to our home. Then we had a leak earlier this year they said nothing about it, when we called they said they didn't know and to test it then they said if we fix it they would give a refund. I've been charged a water shut off fee $60!!! at least five times the last couple years because the online system and auto payment services were changed to a bad system. With all the scam late fees they've gotten you'd think they could upgrade systems sooner than 2 years later read more

I agree with all the other reviews on here. I would give them a minus star if it were available. This is not a non-profit type of business because all they care about is people giving them money. Water is supposed to belong to everyone yet they have a huge monopoly on it. I have also found their website impossible to use to pay with yet when you call them they are just as difficult. They do the bare minimum and make it as hard as possible to pay their outrageous charges. Have you ever looked at your bill? What is a "base" rate? Why do we have to pay a "base" rate AND the amount actually used? Why do we have to pay so many sewer charges (also including this made-up "base" rate). They pile on fees and rates so not only do we pay what we use (which is fair) but we are forced to pay additional charges for what? So they can have great Christmas bonuses? We shouldn't be forced to use a company with such poor service. read more

TVWD is constructing a huge pipeline project to bring Willamette River water to the area to accomodate future growth. This project is going to be monumentally expensive and the district is making its ratepayers foot the bill. The Willamette is polluted with Mercury, as well as unknown pesticides and other industrial chemicals that have not been catalogued. Every toilet in the valley empties to the Willamette, eventually. We (ratepayers) see no benefit from this project. The roads in this area are currently overcrowded and will not support this growth. read more
