Sanjeev over at Viti Electric is the real deal. Great response time on a weekend morning, great troubleshooting, and a quick fix from that point. This was not a breaker issue as I was able to mostly diagnose myself (I suppose the breaker itself could have been bad). There were actually two problems and one involved an upstream circuit being faulty due to some low quality (or just old) outlet problems.
