They make you wait at window #1 since the workers are gaming the corporate system to keep the wait time at window #2, where it is timed, to a minimum. It is irritating to say the least! I don't know what franchise agreement they have with Arby's but apparently it allows them to use the Arby name while not honoring their advertised specials.
