I question whether the restaurant owner has expressed to the waitress's that they would like them to stay "busy" while at work. Meaning they are cleaning and doing something at all times even when business is slow. I have worked in restaurants like this. The downside to that is when the restaurant is slow there should not be any cleaning while people are eating. The smell of cleaning products is very unpleasant. There should not be Windex at the bar, cleaning liquor bottles. And there should not be floor cleaner and mopping taking place.
