She is the best of the best and she is such a huge impact to this community. When we need help with anything she is quick to respond and take actions immediately. BRIBING residents, major code violation disturbances, multiple instances of full-blown negligence, allowing crime, allowing transients onto the property and much more. I've lived places downtown and in some of the most dangerous neighborhoods in LA and felt 1000000x safer than I do here. And paid THOUSANDS less. Bell Warner Center has been the single worst, most unsafe, and most unprofessional living experience I've ever had, and that's saying a lot for a building charging beyond luxury prices. For days, the fire alarms in every unit in the building blasted at full volume for 8 hours straight, even on the days my floor wasn't being tested. My apartment and everyone else's here was uninhabitable, and management sent these (pictured) mass emails after receiving resident concerns. Telling people to pay to go somewhere else for 4 DAYS without offering vouchers or anything. People who work nights, have special needs children, traumatized pets, work from home, health issues, management makes it clear they do NOT care. They would prefer to cut corners and do out-of-code fire alarm testing to make their own lives easier. Think that's bad? This building's issues go WAY deeper: *Management hosts loud after-hours parties blasting uncensored rap music at full volume while ignoring quiet-hour rules for themselves, often resulting in police intervention. *I've watched them with my own eyes BRIBE residents for 5-star reviews with giveaways at events. *The parking garage gates have been broken for 8+ months, leaving the property wide open and resulting in criminal activity, cars being stolen and vandalized, transients sleeping by the pool & non-residents sneaking into private spaces, doing drugs and harassing women. * CONSTANT weed smell in my own unit, in the parking garage, and in all shared spaces, even though the building advertises a strict no-smoking policy * Packages being emptied and stolen from the "Luxer" package room, even with cameras installed. I'm not kidding, management is so negligent that criminals literally walk into the building, go into the package room, open a bunch of people's packages, steal the items, and just leave the boxes. And nothing is done of course. *The so-called "security" is a nonexistent joke. I've personally been told by security staff that they "didn't feel like dealing with" disturbances. *Any time you report a problem, management treats you like you're the inconvenience. It genuinely feels like glorified Section 8 housing disguised as "luxury living," except you get charged luxury prices while receiving zero safety, zero accountability, and zero respect. Living as a woman alone here, it is impossible to ever feel safe. This place cuts corners and costs, ALWAYS at the expense of resident safety; at this point I can't even believe I lived here. After everything that's happened, including the recent fire alarm disaster, I and many others are now pursuing legal action. I really wanted to love living here--the units are nice, the amenities are great, and on the surface, Bell Warner looks like an amazing place to live. But what's the point of a nice apartment if you don't feel safe? Security is non-existent. I've seen an actual security guard maybe 3 times in the past 3 months. The garage gate has been broken for over 6 months, leaving the parking structure wide open for anyone to drive in. In just the last 45 days: My storage locker was broken into, items were stolen from my car, and my catalytic converter was stolen. Countless other residents have reported break-ins, theft, and trespassing--yet management does nothing beyond sending emails about "new security companies" that never seem to actually exist. It's honestly such a shame because this could be a great place to live. But until they fix the security issues, properly maintain access gates, and have actual security on-site, this is not a safe place to live. I'm counting down the days until my lease is up. Save yourself the biggest mistake of your life and don't move here. I lived here for 15 months and finally got out. I had originally agreed to a 6 month lease because they offered those and the leasing agent Janet Walker just swapped it to 15 months right before I signed without informing me. I should have double checked the date but I truly didn't expect such dastardly behavior from a leasing agent. The staff here is similar to the staff at the DMV. They act like nothing they do can get them Fired so maybe it's a problem with upper management. I came to find out from another resident that they had woken up one day to a Bell Warner leasing agent literally inside their apartment while they were sleeping. In addition, basic questions to leasing agents over email almost never even get a response. Even asking to reserve an elevator for move in I got no response. Never have I experienced such disrespect and entitlement radiating from a leasing staff before. The one reasonable person working here Diego left about halfway through my lease. Living here, I was also burglarized for $12,000+. The parking garage was broken and residents were never informed. My Aston Martin had all 4 wheels stolen and was left sitting on the ground of the 6th floor of the parking structure. The building had a history of parking garage break ins and failed to fix the gate or inform residents it was broken and the break ins continued at resident's expense. The building garage and trash rooms are full Of trash constantly like You're living on skid row and the hallways smell nasty. The only positive about this building is how hard the cleaning staff and maintenance staff work to keep everything from falling apart. Believe me when I say you will regret moving here. Update: As expected, moving out didn't go as smoothly as it could have. During the move-out inspection, Sterling, the property manager, attempted to charge us a full cleaning fee for "dusty blinds," even though we had cleaned the apartment meticulously. Now, more than 30 days after moving out, we have received a false statement from Bell Warner Center indicating that there was $0 on hand for a security deposit and that our reason for moving out was due to "financial concerns," which is untrue and unacceptable. We have proof of payment, including the cashier's check receipt and an email from Bell Warner Center confirming receipt of the $500 deposit before we moved in. Given their continued silence and failure to comply with the 21-day legal requirement for returning a security deposit or providing an accurate itemized statement, we will be proceeding with legal action. read more

Came in for a tour. My second one since I was seriously considering this building. Janet helped me. I felt that I was met with an unwelcoming attitude. This time and the previous time I came in. She informed me that others were coming to view units and basically made me feel like I was inconveniencing her. Simple questions were not answered in a clear manner. Provide a map! When I ask you which units have the view I want circle that area. I had to take my own notes as she rambled off info that was confusing. Then proceeded to lecture me on how an apartment building is loud and I will hear neighbors and outside noise, etc. I told her that is not selling me on the building she shrugged it off. I was furious at the poor and unfriendly service. Not my first time renting so save the lecture. Really unprofessional. If they can't be professional while a new prospective tenant is coming in how will they be when you live there! Building is nice, but surrounded by buildings that look like section 8. A homeless encampment is down the street. Poop went all the way around the building and had to watch where I stepped to get the front entrance. Apartments have low ceilings, and yes most are loud with views of an alley or a parking garage. The one I found that might work has an auto shop below and you can hear everything from the buildings surrounding it. Did I mention the homeless encampment down the street. I viewed the building months apart and they were still working on the gate. Seriously? How long does that take. I was set loose without any map. Found the units, but then got lost and had to walk around the building. Massive time waster--but again the leasing person didn't appear to care. There is no hot tub. Pool was nice. The location is on a shady street and I don't feel safe. The unwelcoming attitude and behavior of the leasing agent sealed the deal. The apartments are very expensive to put up with anything like this. The leasing agents jobs are customer service--not their needs before potential tenants. I also called twice and spoke with sales who told me they sent a message to leasing for some questions I had. No one got back to me. I will not chase these people down for basic questions. I was also told that the approval process can take 3 weeks, and if you don't dot something it can reject the application. I also had to do a real ID and facial recognition just to view an apartment. No one else has required this. A pain in the ass across the board. Giant pass. read more

This is not just incompetence -- it is unethical behavior that wastes people's time and money. Extremely disappointing experience after approval. After my credit and background were approved, I provided proof of income from two legitimate jobs exactly as requested. Instead of allowing employment verification through my employers or requesting additional documentation which they explicitly state is an option my application was denied outright because their system claimed my paystub was "tampered with." What's frustrating is that no real effort was made to verify my income, despite multiple ways to do so. At no point was I contacted to clarify, submit alternative documents, or allow employer verification. The decision felt automated and final, with no transparency or willingness to work with the applicant. Approval processes should involve actual communication, not blind reliance on a system when verification options are available. If you're applying here, be prepared for a lack of support or flexibility once they reach the income stage regardless of prior approvals. If I could give zero stars, I would. My experience with Bell Warner Center has been a complete nightmare. Management has been dishonest, unprofessional, and manipulative from start to finish. They refused rent payments even when I had the full amount ready, then turned around and tried to claim I owed thousands more, adding false charges and threatening collections. They ignored my written notice to vacate, attempted to hold me to extra months of rent, and even pursued eviction despite me following the proper process and returning possession of the apartment on time. The regional manager Charles Johnson and the staff he hired are some of the most dishonest people I've ever dealt with. Sterling Bales calls herself the leasing manager, but in reality she acts more like a rude gatekeeper than a professional -- mean-spirited, dismissive, and completely lacking compassion toward tenants. Janet and the rest of the leasing staff are no better, hiding behind fake politeness while showing no genuine care or integrity. It's all a front, and residents pay the price. The staff, including the regional and onsite managers, consistently gave conflicting information, pressured tenants unfairly, and showed zero regard for tenants' rights or well-being. Instead of treating residents with respect, they operate with intimidation and negligence. We spoke to a few tenants there and they felt the same and they were also leaving this building! They stated they hated to live here!!! No tenant should ever have to go through what my family endured here -- stress, financial hardship, and constant harassment -- simply because management chooses not to follow the law. I've lived in this building for a while, and unfortunately, it's been a disappointing experience that's only gotten worse over time. The rent is already high for a 2-bedroom unit, and they constantly hit you with additional fees that are just as extreme. For the price they're charging, you'd expect a safe and well-maintained property, but that's far from reality. My car has been broken into and damaged multiple times in the parking garage, and security measures are lacking despite these ongoing issues. The area around the building has also deteriorated significantly, making it feel unsafe, yet management keeps raising the rent as if it's a luxury property. This will be my last lease here. I can't justify paying these prices for a place that no longer feels safe or worth the cost. If you're thinking about moving in, save yourself the trouble and look elsewhere. As I prepare to move due to a new job opportunity in Orange County, I was shocked to learn that breaking my lease early -- even with a full 60-day notice -- would still cost me two additional months of rent, nearly $6,000 in total penalty fees. That's on top of giving proper notice, which should count for something. It feels like I'm being punished for trying to move forward with my life. What makes this even more frustrating is the current condition of the building: * Car break-ins and apartment thefts have become common. * The elevators often reek of dog urine. * People are frequently smoking in the hallways. * The overall environment has deteriorated into something that feels more like a trap house than a safe residential community. Despite all of this, I never made a fuss. I always tried to be a good tenant. The complex is generally clean, but living near the pool is unbearable--neighbors scream and yell late into the night, and no one does anything. There's no security, the parking gate is always open, and guest parking is constantly full. Trash piles up on weekends, and some people leave garbage in the hallways. Many dog owners don't take their pets outside in time, so there's waste in the corridors. There are only two barbecue areas, and everyone grills by the pool, making it impossible to open windows due to smoke. The upper-floor grills have been "under repair" since I moved in. Furthermore, for the steep pricey we pay for rent the building is CONSTANTLY filled with trash everywhere, elevators not working for 3+ months (yes you heard that right) , robberies, packages going missing, and maintenance orders being extremely delayed . I've been searching for so long for the perfect place, and the two buildings that stood out were Bell and Q topanga. BUT- the bell is classic and has better attention to details. Q staff is rude and obnoxious! I have only kind words for the staff at Bell- Michael and Daniel took us through the exploring stage until we found our perfect apartment, and we're both knowledgeable, kind, patient, and always always nice and smiling! In all my years living in apartments (over 15 years total and 10 different buildings in the SFV / LA) I have never seen an apartment complex subject their residents to 5 STRAIGHT DAYS - from 9 am to 5 pm - the fire alarms going OFF nonstop. The lack of consideration is astonishing and I find it disrespectful and unacceptable. We have gotten emails about it being required by law , but I am sure that they could have spaced out the dates accordingly , 1 floor per week, for example. But to do 5 days straight of 8 hours is absolutely insane. If they had a specific deadline to meet they should of planned accordingly, but leaving it for last minute and making us subject of the fire alarms for 8 hours a day - 5 days straight doesn't stop to impress me. CRAZY!!!! It's literally torture I don't see how that can be legal. HELL WARNER CENTER. Do not live here. It is unsafe (multiple robberies a month) & excessively noisy. For nine months, the unit above me has been excessively loud between "quiet" hours of 10pm-7am. We have contacted the leasing office, called security nightly, and tried talking with the neighbors, to no avail. For nine months, I have slept a maximum of 5 hours a night, and I now experience daily migraines. We have dealt with skateboarding, a literal drum set, screaming, and running at all hours of the night. We have heard a child screaming bloody murder while locked in a closet, and the mother screaming expletives and hitting her children regularly. It gets so bad that we cannot hear the living room TV over the noise, and our friends no longer come to our apartment. Not to mention being aggressively woken up between 2-4am with pounding noise. The leasing office has done nothing. They refuse to provide any sort of help, other than options that penalize us with increased costs. This review is long overdue! I have been living here for a little over 2 years now and it has gone completely downhill since I originally moved in. The trash rooms are always overflowing and so dirty, to the point where managements solution is to "Keep your trash and recyclables in your apartments until we get someone to clear it up." That is definitely not a great solution and many residents have resorted to hand taking their trash to the Ameci's parking lot garbage bins. On top of that, cameras were supposed to be installed in the trash rooms to charge people for overflowing it, and or not even opening the doors to see if the bins are empty. I have gone in many times and opened the doors and they bins are empty and people still just throw their trash on the floor instead either in or near the trash room or outside their doors in the hallway. Next is the fact that it's supposed to be non smoking which it definitely is not because I smell smoke coming through my vents all the time and even in my balcony I'll look around around and see people smoking in their balconies around me. At times even there's people who stand directly in front of my windows and are smoking and it will fill my entire unit up. I wish these people would just smoke outside on the corners or down the street! The noise my upstairs neighbors make as well, it has been non stop since they moved in. I have complained multiple times but nothing changes and so I just have had to deal with it when I shouldn't have to. Next is the package room! I have had countless packages stolen or opened and left there as an empty box. No matter how many times I do something about it or complain, I hardly get my money back anymore and have had to resort to getting them sent to relatives house now. Next is the parking situation. When I first moved in, there was parking on every level. Now there is never any parking after 2pm besides the rooftop, especially since the street is non stop packed with cars that don't even move for days! In the structure so many people don't even have parking tags and so many people park in handicap and don't even have placards or stickers to park in them! Along with the parking, the main gate hasn't worked for months and cars have been getting broken into, along with units, more and more frequently in the past year due to the terrible security that Bell Properties hires. I've spoken with so many neighbors, new and old, that have even ring cameras and no one feels safe here anymore. It's sad that so much wrong is happening for how expensive this place is. Finally is the fact that the ENTIRE building now reeks of dog pee and poop. No matter what part of the building you go to, especially the elevators, there is either pee or poop. The hallway carpets stink and even if they steam/wash (which is SELDOM) the smell rises more, or it just comes right back. The entire building needs new carpet ripped out and put in. I could keep going but I think that just about wraps it up. Again, I am a current resident here and this review is done with an alias because I have heard of retaliation being done and I don't want that happening to me. DO NOT LIVE HERE!!!!! A significant reason why I moved into this building was that it was advertised as "non-smoking", as I have reactions to secondhand smoke. For the past 2 years that I have been living here, I have been dealing with the nuisance and unsafe conditions of extreme marijuana and tobacco smoke. On top of that, the urine and defecation throughout the building is extremely unsanitary and adds to the overall disgust I have residing here. It is unhealthy living conditions and uninhabitable. Based on recent and past tenant reviews of the property, the unhealthy conditions here have been an issue for many other tenants as well over the past few years. It is clear they don't care as the problems have not been addressed besides an email here and there reminding people not to smoke. I have reached out multiple times to see if I can break by lease as I am having reactions to the smoke, but they are either unresponsive, or just tell me they will ask their "manager." I am counting down the days until I can leave as I am having terrible reactions to the constant smoke. If you have any self-respect, DO NOT LIVE HERE!!!!! read more
