I have had nothing but great experiences with this management company! They are extremely responsive and take the time to address issues. I have had a few encounters with CMS. The first was when I initially moved into my home. There were some loose wires that needed to be taken care of because they were dangling. They reached out and gave me ample time to fix the issue. They also provided me with materials to complete the work. The second time I had to deal with them was for roof repair. They had someone come out the very next day to fix the damage. The other times were for architectural approvals. They were always very responsive and pleasant in communication. My assigned Association Manager is Brenda. She is very helpful and attentive. I've lived in the Bouquet Estates for 22 years and can honestly say their management style isn't up to par. Last summer they painted the condos and took down the lights in the driveway and still haven't replaced them with new ones. Also they took down the addresses and a painter painted an address on a piece of wood and stuck it in the ground in the front area. It's good that no one has called the fire department or police because they would have a hard seeing in the dark. I complained to Yvonne Neighbor of CMS Managememt and it upset her and she sent me a letter saying I had ten days to paint my patio trim or I would be fined until I got it done. Felt this was harassment on her part because she sent a picture of the patio and it wasn't even my patio. This was about two months ago and still no progress on their side. A board member is testing out the lights they want, and that was about 3-4 weeks ago, so she can say her driveway is lit up but no one else's lit up. read more

I have a condo in Chino CA that is managed by CMS and since they have taken over from from the last property mgmt company our entire complex is GROSS. The owners (like me) follow all CC&R rules yet the renters which probably make up half the people here now, never follow any of the rules and leave garbage out, furniture, appliances and put up all kinds of gaudy junk in their common areas like this was a lower income housing project. Our previous mgmt companies would cite you for these things since they are violations but it appears CMS does nothing about this. I have asked them several times whether any inspections are being done and they told me that they do random inspections twice a month (ya right!). Our only recourse is to contact CMS because any direct contact with the residents by us would only cause defensive responses I'm sure and i don't want to live here looking over my shoulder. i have nothing good to say about CMS and just hope they get there act together and start acting like a proper mgmt company by enforcing the rules. Firstly, I'm not one to throw someone under the bus or complain, but enough is enough. We need to find a management company that actually cares about its properties. It's very concerning to see that my Mgmt co has an average of 2/5 stars on Yelp(CMS). I've been in my place for 9 years and we've had 3 different managers. I live in a gated community with maybe 90 doors. We have no pool or hall. Only Common areas, streets and main gate, and for some reason that's too much for our manager to handle. Isn't there a law that a manager is supposed to post when meetings are to happen? Seldom are there ANY postings. Seldom are there meetings due to no forum. With that being said, how are new rules passed or how are assessments increased? I've never seen anything about the minutes being posted online either. I do like living in an association because I like that there are rules as well as my neighbors can't paint their house bright a yellow or have 3' tall weeds in their yard. read more

I live in a Condo in Montebello managed by CMS. One of my neighbors was in violation of the HOA for a few years they were putting personal belongings in front of their garage in the driveway and parking their car in the driveway overnight. Myself and many other neighbors constantly complained of the mess in the driveway where legal action had to be taken. Yvonne who is part of the HOA was very persistent in solving the issue we were having with the hoarder neighbor. Contacted them about a simple matter and they told me to come by. They wouldn't let me in the building and sent out a woman who talked to me like I was a child. Refused to help. When I called to complain to the owner, he claimed that his employee told him that I cussed her out. I never even raised my voice to her, and I never cuss. Ok. So kudos to him for sticking up for his employee, but shame on him for not teaching her how to do her job and for keeping a liar in his employ. This is my first 1-star review. I love using Yelp as a way to promote great businesses but my experience with this company has compelled me to write my first negative review so that others can be wary when dealing with this company - especially if they are considering buying a condo in a CMS managed community. I have read reviews from those who own in a CMS managed community - expressing concerns over their investment literally rotting away due to CMS's management. However, renters should also be wary. I have suffered the unfortunate experience of residing in a CMS managed community. My experience with their representative, Karen Ecoff, has been absolutely detestable and downright repugnant. The level of customer service and professionalism I have received, as a result of the above mentioned CMS representative, was little to none during my lease. She consistently ignored issues I tried to bring up or always manages to conveniently blame her secretary. In addition to her lack of accountability, she is regularly responds to my concerns with new complaints against me. With this kind of management, attitude and (lack of) leadership, nothing was ever resolved, or it took a ridiculous amount of time to do so. For example, we once went without hot water for nearly a month (in December) partly because the CMS representative, Ecoff, did not believe the water was cold. She had the audacity to vehemently insist that the lukewarm water coming out of both my kitchen sink and shower was hot, while the plumbing contractor was right next to us with a temperature gun confirming it was not the 118 degrees required for it to be considered hot. Unfortunately this wasn't an isolated incident - this happened twice with two different contractors. This blatant example of not caring about your residents was extremely frustrating to say the least, as well as an embarrassment (on CMS/Ecoff's part). This is only one, out of a very long list of complaints I have against CMS/Ecoff/Management. For the duration of my lease, it seemed as if there was always a new (and often unresolved) issue/conflict. It got so bad that I had to request that Ecoff desist from contact me (the tenant) directly regarding any complaints/issues regarding the unit. I requested that she contact my landlord/unit owner directly regarding any issues. In addition to not caring about the residents, the CMS representative never seemed to know which people were residents, forgetting that certain residents were residents. Or perhaps she only cared about certain residents and not others. In my time here, I've noticed certain residents are expected to abide by rules while other residents are not. Overall, instead of creating a community both efficient and welcoming, the CMS Rep seeks to (unsuccessfully) police the community she has been hired to manage. Needless to say, I did not renew my lease and chose a different community - one that values efficiency, communication and excellent customer service; as well as a community where (ALL) residents are valued. Unprofessional and irresponsible staff! It might take months before they can resolve an issue

It is difficult to put into words just how frustrating this company has been to work with. As both a board member and an owner, CMS has failed at every possible turn. We've had multiple property managers through CMS, and each one has lied to owners, intentionally overcharged the community, refused to contact vendors, "forgotten" to submit checks, and broke multiple local, county, and state laws. CMS actively makes the board look bad, and if you do not check their work at every turn (especially financially), you will be in danger of angering your residents at the very least. The employees are poorly trained, and Jim (the owner) refuses to deal with issues -- even when his employees break the law. It's sad to see how he ran his dad's business into the ground. If you are considering CMS, run as far away as possible. Changing management companies is not easy, but I am so glad we did it last year, and only wish we would've done it years earlier. read more

I spoke to Desire in August about a surprise violation I recieved about a brand new basketball hoop I bought my son. I immediately called Desire, and explained it would be fixed immediately. I explained the reason it was placed there was because for months (1yr to be exact) our neighbor has had his outside in front of hus garage. I moved it that day i recieved the violation.I informed Desire that I never really read over the hoa rules. It is now months later and that same neighbor has their hoop out in front of their garages. I see violations are given out by choice and not by rules. I am leaving this review. This is my first time owning a home and having to deal with HOA and this company is the absolute worst. I have written the HOA manager Nicole about 6 times regarding the re-opening of our pools since it has been closed for over a year. We are the only Condos in the area that don't have our pool open and she gives me the same answer every time and refuses to return the fees we've been paying Into the maintaining of the pool. I have even spoken with San Bernardino County and they say the pools may be opened it's the association keeping it closed. They claim to have liability insurance on each tenant so I do not see what the issue is. The landscaping around here is a mess, our laundry rooms always need maintenance..I truly believe the association is pocketing our homeowners association fees for their personal use. There are light fixtures out around the complex which make it unsafe to go out at night as our area is pitch black. There are so many issues around the condominiums and the association's priority was to re-paint the staircases!! They only have the trash picked up twice a week so the dumpsters are almost always overflowing which is an extreme safety hazard. I agree with every single 1 star review that this association needs to be shut down and the homeowners returned their fees because obviously the fees are not being put to good use. read more

My negative interactions with this business are so extensive that it would take me hours to share them all. Trust me when I tell you this is the worst company I have ever encountered. After years of lousy service from one of their reps, our association was finally assigned a new representative to manage our community. We didn't think it could possibly get worse, but that's exactly what happened. Nothing was getting done for months, even after numerous letters from our Board members. Their negligence made us liable for potential lawsuits, caused our insurance to be cancelled, and created a huge amount of hostility from the residents of our community. After two completely incompetent, dishonest, and unprofessional representatives - and a business owner who clearly doesn't have any regard for his clients, or the reputation of his business - our association terminated them. SHAME ON YOU for using HomeWiseDocs.com I am refinancing my condo and my lender required a simple form from the HOA that they previously provided without charge. You referred my lender to this outfit to obtain the form. They charged $275 to provide it!!! Their charges included Questionnaire $198, Lender Specific Questionnaire Fee $37, Convenience Fee $5, and Shipping $35. Okay, no one put a gun to my head. But I did not have a choice either, except to cancel my refinancing. Only one word can describe the fees I was charged: "Unconscionable." read more

This is my very first review, because I usually will let things go and can't be bothered, however the interaction with CMS has been quite ridiculous and something as important as the HOA should be carefully considered which is why I am asking people to never consider HOA to manage their property. I have a full time job, which is why I rarely attend the monthly board meetings, and really never thought I needed to until there has been copious amounts of caterpillar shit in my front walkway for weeks which is why I've contacted them. To be completely honest, they were quick to respond to my email, within 24 hours, by Deanna who manages Vantage homeowners where I reside. She said that she will let the board know and that's it. I didn't know how long it would take or anything afterwards. She kept on telling me that caterpillars are protected by state law and make up the ecosystem. Are you bullshitting me? Hundreds of caterpillars shitting on my walkway causing it to cover the entire floor and my family and dog cannot use it is apart of the fucking ecosystem? If they couldn't take care of the issue I would much rather have a simple yes/no answer. However I didn't receive one, and only got schooled on the fucking ecosystem. After the interaction with Deanna, I called Jim McCarthy JR which the experience with him is even worse. Extremely rude, kept cutting me off and didn't let me talk, blamed me that I didn't know how the association worked and that I should go to board meetings, didn't listen to the issue at hand, the list goes on. After a short ten minuted I clearly got the message that he wasn't going to help and and very defensive and rude. I am an extremely easy going person, I asked kindly and made all my emails professional even the phone call with Jim. However his response is constantly interruption, not solving the issue, blaming me, and extremely rude. As a homeowner and a service that i pay for, I just want the issue to be solved, even if they cannot solve it, I just wanted an answer, not to be schooled and disrespected. Overall, and extremely unprofessional company, rude management, and way to slow to resolve any issue you might have. First of all we pay some of the highest hoa fees in area and for what? We have had owners contact the property manager about problems and even wrote problems down on paper and hand delivery to the office, just to be ignored. Since ownership they have taken away the flood insurance,the security,and pool is closed so often that we wonder what we're paying for! We have had broken sprinklers and water spewing out, which are still not fixed as of today. People are parking in fire lane, trash is on ground near dumpsters. I will give this company credit for the first couple of months they enforced certain things. Just to let you home owners at Magnolia Terrace we will band together and force this company to give us a new and better person to do the job within this company and if they drop the ball, we will find another company! We have lived in the Bel Vintage Community for more than 20 years and have gone through a few management companies. While no company is perfect; CMS really does a great job in maintaining the community, the homes continue to be a highly desirable locale for new residents and there are several original homeowners that feel the same as we do! Evelyn, our Community Association Manager, treats our issues as if they were her issues. She never hesitates to address questions or concerns the homeowners may have. If something takes longer to address - it's not because of CMS . It may be the contractor, the plumbing company or whatever service agency that is needed to address the issue . Those who have issues with the HOA, are more often than not, the issue themselves. We live in this community for a reason, beautifully kept landscapes, security, maintained properties and pride of ownership! We expect rental properties to be kept up as if they were owned by the dweller. As a homeowner who takes pride and constantly works on the home upkeep -- it's only fair to expect the same from my neighbors . CMS is there to ensure our HOA standards are being met. It's unfortunate that those who can't (or won't) adhere to the rules, are the ones to point fingers and are quick to lay blame on the management company .
