Over the last few years, we have been very fortunate to have Joshua Knepper as our property manager. Joshua has many talents. He is thorough, creative and has the ability to look for solutions others might not have the intelligence or experience to do. His communication skills are exceptional and his responses timely. As the person who leads our board meetings, he is organized and clear in his messages and very open to comments/thoughts from those owners attending. His follow-up is exceptional. A total dumpster fire!! This organization is the property manager for a building where I have a condo. They were hired by the condo board last year and they have been a nightmare from day one. One property manager (who has since been fired) dropped the ball on multiple projects, lied about work she never completed and charged us a bunch of hidden fees, then ghosted us for months. The replacement property manager has dragged his feet on every request made by the building to the point of criminal negligence and only gives weak excuses when he bothers to respond. Their finance people had to be audited because they couldn't correctly manage our finances (their finance director has also been fired). They have refused to pay bills or address urgent repair issues despite multiple requests. If you use them, check their work closely. If you're considering hiring them avoid them at all costs! read more

They manage the building where I own a rental unit. The building has a burst pipe and it was flooding my kitchen. It's been 2+ weeks and I am yet to receive and actual response from them on how to proceed. There is no phone number to call to that will connect me with my property manager, you can also post question through a portal that clearly is not looked at often, and when I call to ask for information my property manager never seems to be around. TERRIBLE SERVICE. They will be quick to charge and invoice, but not to solve problems that aren't their own. read more

Since my previous review, the misconduct and neglect by Hales Property Management have only continued--and worsened. Despite being a licensed property management company that should be guiding condominium boards in compliance with the law, Hales has allowed repeated abuses by the Madison Manor Condominium Association to go unchecked. They have stood by as the Board retaliated against me for raising legitimate concerns, withheld services like window washing from my unit for multiple years, altered recorded documents to target me, and misrepresented key property boundaries--ignoring even official City of Chicago delineation maps and sidewalk surveys. In 2023, my unit's windows were only washed after repeated requests. In 2024, the service was never completed at all. In 2025, it again was ignored until I was forced to send a FedEx letter with signature confirmation. Hales was made aware of this each time and did nothing to intervene or correct the issue. That is not professional property management--it's active neglect and complicity. Even more concerning, Hales supported or enabled the Board's retaliation by restricting my access to the association's payment and communication portal, ignoring my formal requests to investigate rule violations, and continuing to provide no justification for their inaction. This was again restricted after my recent complaint regarding window issues. Hales knows better. As a licensed firm, they have a duty under Illinois law to prevent abuse and ensure transparency. Instead, they are shielding misconduct, wasting association funds on legal defense for indefensible actions, and refusing to provide documents that all unit owners are legally entitled to under the Condominium Property Act. If you are experiencing similar issues with Hales or another management firm, I strongly encourage you to submit a formal complaint to the Illinois Department of Financial and Professional Regulation (IDFPR). Hales must be held accountable before more owners are harmed by their inaction and complicity. read more

Horrible customer service. Charged a $25 late fee for not sending them a new lease within 7 days. Wouldn't send documentation showing that I had ever been informed. IMPUTED 100% PENALTY one week after sending notice despite my polite request for more info. CHARGE $10 to pay a $25 plus $25 fine via credit card. Management with incorrect information again. The Board absolutely had funds available to pay Andy because we had ANOTHER special assessment the year before to replenish reserves. We used THOSE up with the new water heater - which replaced the patently insufficient water heater recommended to the Board five years earlier by an obviously incompetent plumber the management company chose. When the Board chose the vendors, we got great service and saved thousands of dollars; when we used Hales vendors we got zero service at astronomical prices. This management company should spend less time trying to repair its reputation on yelp and more time drastically improving its service. DO NOT HIRE. read more

I am deeply disappointed with Hales Property Management's handling of an emergency situation at my property. I experienced a severe issue with black, nasty sewage water coming up and filling my kitchen sink. Not to mention the water damage to my brand-new floors that were finished just a week ago. Despite the urgency of this matter, Hales Property Management failed to respond to my questions on what to do and how to move forward for over 24 hours. To make matters worse, my initial request (with photos, videos, and in-depth details of the situation) was inexplicably closed without any resolution. A new request was created, which completely lacked the critical details of the situation that I explained on the phone to the on-call manager at Hales. I have called customer service multiple times and left messages within the HOA portal, but I have yet to receive any direction or assistance. The communication from Hales Property Management has been virtually non-existent, leaving me frustrated and helpless. Finally, after getting a response, the plumbers came out and indicated that this was an issue with the common element drain line and they cleared the blockage. Since then, I have not heard anything besides that they are waiting for the service report from the plumbers. I need to figure out how to get my floors fixed, and I have not received a response in over 48 hours. This is getting extremely ridiculous. This level of service is unacceptable, especially during an emergency. I expected more from a property management company and am extremely disappointed with their lack of responsiveness and care. read more

HE ABSOLUTE WORST! You are setting your building up for utter failure if you work with them They've employed a "bait and switch" tactic, providing a comprehensive level of property management services one year, and then abruptly eliminating those same services the next year, all while operating under the same contract language. After signing the contract, Hales transferred our property manager and then failed to negotiate our insurance renewal. The new property manager told us the board was responsible for contacting the City to ensure that the building's elevators were inspected. Ignoring staff's warnings that the security cameras were not working, the property manager told us she would not attend a scheduled board meeting or assist with the legally required financial audit. Hales wasn't even providing us with basic property management services this year. And they have people who aren't even licensed!!! I won't name names, but out manager did not CAM or CMCA license. Another CAM license appears active, she has been disciplined, and her Real Estate license expired in 2012. Hales breached the contract by refusing to negotiate and bid vendor services. I currently live in one of the buildings managed by Hales Property Management. They do a fairly decent job with communications to all of the tenants, their portal is pretty easy to use and their response time is within a day or so. I do want to give a shoutout to Travis Neville. Pulling into the garage my wife's car was hit by a driver not paying attention and he was instrumental in helping us gain the camera footage of the accident to provide to our insurance company. Overall, I have gripes with the building we live in, but Hales didn't design it, they just run the building, oh and they do a damn good job too. read more

My building has been having hot water issues for about 10 days now. The building consistently has issues with the gates/doors, elevators, and intercom. I don't know how other buildings/HOAs manage, as this is my first condo, but it's been eye-opening. I want to start out by stating I've been a condo own of 2 different buildings for over 15 years. I've work with over 7 different management companies. Started out pretty well but quickly went down the tubes. I would not recommend them. Our actual building manager was pretty good but their pricing strategy is to monetize everything they touch on top of charging you a monthly management fee. They charge Project Management (PM) time for negotiating contracts or talking to owners about issues between units. On top of the PM fees they have a "Shared Savings" program where they charge you up to 50% of the first year of savings on new contracts. This really hurt our ability to save money (live in a building with low reserves and brought them on solely to increase reserves). Lead to significant involvement from the board finding and negotiating contracts and savings all while still paying Hales a monthly fee. Icing on the cake was when we removed the shared savings and negotiated the contract we signed. They told us they wouldn't negotiate or find any new contracts. After trying to renegotiate the contract to charge us more PM fees they fired us as a building. They have basically left us high and dry this year with 90 day notice of getting fired, still charging us a monthly management fee, and doing almost no work in the first few months of 2024. We found situations where we paid monthly management, PM, AND large project fees. The new CEO is unreasonable and tried to bully our building in to paying additional months they would not be managing our building during. Edited to respond to the Hales response because i believe some of it to be false. Shared savings- they take 50% of savings from any new contract in year one. So any contract that is yearly would fall in to shared savings every single year. We were charged PM fees for almost everything Hales did outside of paying out bills. It cost our association almost 12k in the first year they managed us. Causing us to go significantly over budget on management fees. Hales treats non-profit HOA like they are for profit businesses. Once they take your money there is no getting it back. We had a signed and excuted contract, Hales breached it by attempting to renegotiate it after all was legally completed. They then tried to tell us we had to pay for several months due to them terminating and breaching the contract As you can even see from the tone of their response how you will be treated as a board who hires them. The terms they offered us were to pay for 2 months of managing our building when they had actually stopped responding to owners and referring them to the board for help. They shut down portal access a month early. They also tried to stop board members from writing honest reviews as part of their "concession". Another update, our new management company found that Hales took an upapproved $7,600 from our account with no invoice or approval from the board. Even though we stated breach of contract they have taken our money and there isnt much we can do unlesswe get a costly lawyer. We also received a timeline from our CPA company who had to request an extension because Hales would not respond to many email follow ups between 2 managers of our building. read more

Can't answer simple questions from residents over rhetoric phone. They asked for pet registration forms. Forms could not be completed on portal. I called to ask if I needed to print and mail form or was it possible to complete form on Hales property portal. I could not get an answer. read more

On February 26th 2021 we were charged a $50 "Rental Renewal Processing Fee" by Hales Property Management for a rental renewal that took place in May 31st of 2020. That's nine months after our tenant renewed. Also, It's interesting that Hales Property Management charges their clients $50 to process a "rental renewal." Specifically, the only thing that needs to be updated is the new rental lease if the tenant stays the same. With that said, if you are looking for a property management company to manage your property I'd be mindful of Hales fees. I'll continue to provide my feedback as we continue to have poor service with this company. We are pushing for our Board to change vendors. read more

I've served on the board of my condo association for 12 years, and had worked with Hales from 2012 to mid 2020. When we started with them, and for a few years afterwards we were very happy. Our service was improved from our previous company and our property manager Steve was extremely knowledgeable and helped us work through several much needed projects. As the years progressed, Steve remained a valuable partner, but certain things began to bother us about Hale's business practices. Our requests seemed to be overlooked more and more often. The arrangements we negotiated into our management contract were occasionally violated and we had to remind the company management about the stipulations in the contract and have them corrected. More and more fees began to appear for services that had previously been part of the monthly agreement. Management of our finances was mediocre; there were areas where we could never get full transparency, such as making sure bills were fully scanned and getting explanations for janitorial supply purchases. We were moved away from Steve and onto another property manager in 2019, and at that point our association really felt the service level deteriorate. More unexpected fees, changes in long standing terms of engagement that were not spelled out in the management contract, and incomplete projects accumulated. As an example, a project to inventory and replace nameplates on mailboxes stretched out over 6 months. By the end, the arrangement felt more parasitic than anything. As we transitioned onto a new management company, I was left with the distinct feeling that Hales did not put much effort into making sure it was a smooth process. We've been surprised by several missed transition points in the last few months. Maybe this is just the way management companies operate. I don't know. But based on my association's experience, I cannot recommend any association work with Hales. read more
