This is my third time at Happy Fortune Lounge, and what I really like about this place is that as long as you understand what a true dive bar is and don't overexpect, this place is honestly close to the definition of a great dive bar. One thing I really appreciate, especially being from Las Vegas, is that not many Asian spots around here stay open late. Most places close around 9 or 10pm. Happy Fortune Lounge has their regular menu until 11:30pm, and after that they switch to a late night fried food menu. The cool part is that instead of the usual basic bar food like wings and tater tots, they serve Asian style comfort food late night. Tonight I got the sweet and sour chicken with fried rice, and they even offer half orders. They also have spring rolls and other late night items as well. Last time I came in just before the kitchen switched over at 11:29pm and got the beef and broccoli. Great portion size and honestly really satisfying comfort food. If you're expecting five star Chinese cuisine, throw that expectation out the window. This is local comfort food done right in a dive lounge environment, and that's exactly the charm of it. I order the late night sweet and sour chicken, I opted for white rice instead of fried rice. They do half orders as well. I appreciate that they have chili oil, entree gets 4 stars because it was lightly breaded. Chili oil 2/5, it could use some more seasoning or msg if you are not biased about using a simple amino/glutamine acid. Affordability and cost 5/5! The lounge itself is spacious with multiple pool tables, a ping pong table, slots, karaoke nights twice a week, and a really welcoming atmosphere. One thing I especially love is that their karaoke system is actually modern. A lot of places still use outdated systems where you can't find newer songs, but here they have a huge selection and great microphones. If I remember correctly, they were even using Apple Music for song lookup. Also, don't forget to tip your karaoke DJ. One of my favorite parts about coming here though is being served by Sarah. As a fellow bartender, I know how quickly a dive bar can go from calm to absolutely slammed in seconds, especially in a place this size. She handles it all incredibly well while still staying friendly, attentive, and down to earth. She always has a smile on her face and genuinely takes care of people. Hospitality like that stands out. I highly recommend this spot for anyone in the industry getting off work late night and wanting something different from the usual bar scene. Great dive bar. Food is top tier for "divey Chinese". Bartenders and customers are always good for laughs and fun! Only negative thing I can say is 2 times now, once last night, I witnessed the manager Ian reprimanding an employee in front of patrons with not one ounce of professionalism or basic human respect. He seems to think it is acceptable to not only talk down to his employees but it is also okay to do so publicly. It's sad to see some people haven't evolved with the rest of the human race. I love Happy Fortune, they have solid Chinese takeout for reasonable prices that definitely satisfies the occasional craving for Chinese food. This is the lousiest Chinese food in the city, and tied for worst in Portland Metro. "American Chinese" doesn't even help -- it's just *horrible*. Garlic chicken was pasty & near flavorless, with sad, wilted/soggy vegetables. And cucumbers! Lots of mushy tasteless cucumbers. The dish was edible, but just barely. Was hoping for better with Singapore-style noodles, but literally no joy. Also very pasty consistency, with bad-flavored bbq pork being the only real taste (no curry detectable). And lots of the same mushy tasteless cucumbers. Plus, scrambled egg just thrown on top, which in our case was handy because we ordered NO EGG so it was easy to remove. Neither of us could handle more than a few bites before tossing the rest out. The little box of white rice was unobjectionable and therefore the high point of the meal. I still think the food here is good for takeout. I don't really do dine in anymore since they closed the dining room side for a while during Covid. My favorites are still solid. Look, I don't consider myself to be a super picky person, but I do expect my order to be correct and have some flavor. This place missed the mark on both. We ordered through DoorDash and they gave us a dish we didn't order in place of one we did. We could have overlooked that if everything else has been really good. It wasn't. This might be the blandest Chinese food I've eaten in the area, and that's saying a lot since Portland is not known for good Chinese food. Happy Fortune is SO good. Well, the food is. Yeah, it's one of PDX's (in)famous "dive bars" so it could use a good scrubbing, but in PDX that's considered charm. The food is BOMB and never disappoints, the bar staff is always friendly (the dude in the trucker hat can be a little grumpy, but that's probably part of his 'charm'...) and the on-line ordering is accurate and easy. The reviews for take out were not good at all but the 4 of us were hungry & we decided to give them a chance. We ordered...Kung pao chicken, general tso's chicken, teriyaki chicken, chicken fried rice, wonton soup & white rice. It was really good! Our packaging was great with nothing leaking out (as some of the pictures might have shown on previous reviews). The Kung pao was spicy with a kick, the teriyaki sauce was very flavorful, the general tso's did not have too much breading & the chicken fried rice had great flavor! I honestly wouldn't order the wonton soup again as it was just so so. But I would definitely order from here again!!! I have a SEVERE peanut allergy and ordered the Kung Pao chicken off of Uber eats, there was no description of the ingredients, and so I assumed I would simply get that: Chicken tossed in Kung Pao sauce. I even included in the note "I have a severe peanut allergy please no peanuts". 20 percent is PEANUTS 78 percent is PEPPER AND ONIONS, and only a mere 2 percent are these tiny pieces of "chicken". Their call recipient was rude, and did not bother to address the issue. He REFUSED to give me a refund because they argue it's what I ordered, but there was NO DESCRIPTION, and I said NO PEANUTS. "Hmmm" * thinking, will they have the non-spicy stuff and is it without MSG? * I'm happy to report that Happy Fortune is a simple Chinese diner along SW Barbur Boulevard, sort of in the Multnomah Village and PCC area, that offers the traditional Chinese staples, either mild or spicy, geared to American tastes and does so abundantly, cheaply, with a good attitude, and with NO MSG. How do I know that? I asked myself 2 hours later how I felt. I felt fine. They passed my MSG litmus test. This is important to me since, soon after graduating from college and during the work day, lunching at a trendy Szechuan restaurant, in Beverly Hills no less, necessitated that I go home in my suit and tie in the early afternoon sweating and then ... never mind ... If you are looking for a Chinese spin on haute cuisine, forget it. This place is mom and pop and has a bar in the front while the restaurant is in the back. It's usually the other way around. There is ample parking. I got the Happy Fortune lunch special of $5.95, I got broccoli beef, pork fried rice, a spring roll (an extra .75 upgrade), egg drop soup, and a teapot. It was, like someone said, a "good 3 stars" instead of a "bad 3 stars." The egg drop soup was the right temperature and tasty, the broccoli beef featured a good portion, the pork fried rice was a smaller dollop but decent, the spring roll was also crunchy and with a mild amount of flavor, and their inclusion of a teapot was appreciated. The only issue was the fortune cookie. The fortune was good, but the cookie was sort of stale. Don't be bringing me no God damn stale fortune cookies! Have you ever gotten a hold of a bag of fresh, savory fortune cookies, eaten 2 dozen, and then picked the best fortune? I wasn't planning on doing that. However, please make sure the fortune cookies are of newer vintage. The lady took my order quickly. It's funny how the Asian folks who run restaurants can be very arms-length, stoic, and business-like OR they can be more animated, attempting to make small talk and being a little silly in the process. I prefer the latter and that's what I got. The lady was a hoot and the food arrived quickly. I devoured it quickly, too. The only thing was that I had to track her down to get my bill so I could pay and leave. She asked me to take a paper menu and to come back. I think I will. I spotted about 4 other lunch entree line items I'd like to try over time. So, Happy Fortune will fill up your tank and make sure you are a happy camper, in a good 3 star sort of way. For that matter, a fresher fortune cookie should sport a message such as "Happy Fortune Make You Happy Camper." Like I said, it's quick and convenient, and reminds me of some mom and pop Chinese places I'd go to in L.A. with a similar set up and where they remembered what I'd order every time, so that made for some good karma. I've been a long time patron of this place, amazing bartenders, the food is great for a divey Chinese bar and it use to be a great place to socialize and watch sports. The complacency of the OWNERS about the every day behavior of some of the "regulars" is unacceptable. I use to love this place, spent a lot of money and time, had a lot of great times. It's sad to watch a place with such good memories deteriorate into such a grimey, unsafe, "anything goes" Portland sh*t hole. I won't be spending my time there, just doesn't feel safe any more. What can I say? The food in this place is much better than I thought it would be but the setting fit my imagination exactly. Think of it as a local, almost secluded, drinking spot and then attach a 'fast food' chinese restaurant to the side and Happy Fortune is what you'll get. As for the food, the hot and sour soup is really sour which I hear is a plus for people who like it. I myself really enjoyed to walnut shrimp, the twice cooked pork and for fear of repeating everyone else, the crab puffs as well.
