It would have been helpful to know upfront that the manpower travel time was part of the rate. The manpower called and asked if they could start an hour earlier than contracted for and we said okay. The time then started at 8:00, they arrived at 9:00 and only worked about an hour. We had half the work completed before the first guy arrived, ten minutes later the second one showed up.
