The internet online shopping experience has shifted the consumer base to remain home causing places like JC Penney to have more staff than shoppers in the store. How sad!!! However, the employees that are here are very helpful. The racks are all full of merchandise and the Clearance Items have acquired its own sizable real estate on the Second Floor near the restrooms and elevator. The parking lot is plentiful, so empty and melancholy. It's like a ghost town. Sales promotions are plentiful, and it's good that here you can actually try on garments in real dressing rooms. If returning merchandise go to the first floor. JC Penney was an anchor foundation for the shopping mall back in the heyday. Today, it's a reminder of how things were simpler and going to the shopping mall was a great expedition for fun and entertainment for the family and friends. read more

For someone who isn't from the area, finding the portrait location can be kinda difficult because it located towards the back and on the first floor which is completely opposite of where people usually come from the 15N/S freeway. Great shopping experience at this JCP location. I was able to pick up my online order, return old purchase, and get an extra coupon for shopping today. Upon entry I was greeted by friendly staff and they asked if I was looking for anything in particular. A few ladies helped me with selection of dresses and I found a good one at a good deal. Dressing rooms were neat and constantly monitored by staff. You can download their JCP app and scan to find out the current pricing which makes it even easier to shop. There also a JCP portraits located at this location with good deals on Easter and family portraits. read more

I think our days shopping at JC Penney are over. My wife bought several shirts online for herself. Like always, we wash everything before wearing the clothing the first time. This one item lost its stitching in the wash, so we went to this JC Penney store to exchange it for something else. I think this is actually the first time we had to do this. We arrived in the store at the designated return counter and encountered a manager who lectured us incessantly about their policy that they would only accept items for returns that were in original packaging with all tags attached. She was making a "one-time exception" for us, but don't expect this to be normal. This kept going on during the entire interaction. I had a hard time staying calm being lectured by this woman and just kept telling myself that it didn't matter because she was doing what we asked her to do. However, both the "policy" and the behavior of this person are just ridiculous. As to the policy, do you know what kind of contaminants are on new clothing before it is washed? Unwashed new clothes can harbor a surprising range of microorganisms picked up during manufacturing, packaging, shipping, and in-store handling. Common bacteria found on unwashed new clothes include: Staphylococcus aureus Can be transmitted by human contact during manufacturing or in stores. I came to use a gift card and I was happy to see all the discount deals offered throughout the store. They have a lot of good brands. I tried on a few pair of pants and tops. I ended up picking Levi pants and a Forever 21 sweater. The cashier, Donna, was super nice and helpful. This store has so much potential, but it has gone incredibly downhill over the years. When you walk inside, it looks like an outlet store on the verge of going out of business. There are hardly any associates on the floor in any of the departments. The beauty store they replaced sephora with has nothing to write home about. You can find some good deals, and I like the salon for kids' haircuts when they go on sale. However, if you're looking for a store where associates are readily available and items are nicely displayed, you won't find it here. I think they'll be going out of business soon, unfortunately. read more

This store should just close down. It has been AWFUL for years and has only gotten worse, if that's even possible. I ordered 4 items online 3 weeks ago, and since they recently increased their ship-to-home charges (I was $2 short of free shipping) I decided to have the items shipped to the store and I would pick up. 3 of the items are there, but at $6 a gallon for gas now, I did not want to make 2 trips to pick this stuff up. The 4th item was SUPOSSED to arrive a week ago. NO ONE EVER ANSWERS THE PHONE AT THIS STORE, no matter what time of day you call. I have called no less than 25 times pressing numbers for 'store pick up items', the operator, etc. and just get hung up on after the phone rings 10 times with no answer. To say it is maddening would be an understatement. If my credit card was not already charged for the 4 items, I would just forget the whole thing and they can keep their *chit* since they can't even be bothered answering their phone during regular business hours. But since my credit card has already been charged, I feel like I'm being held hostage. SCREW this store!! ZERO customer service, surly employees when you are there, a disgusting mess in the dressing room, high prices... 'Bye JC Penney. Just close. Just had our family Christmas photoshoot at the Photo Studio and received our pictures via Shutterfly and the pictures came out great! We had a 2 year old with us and dog and they handled us so well! Our 2 year old was a little cranky but the photographer was still able to get him to take decent pictures even given his fussiness. The Christmas backgrounds came out nicely too. The only reason I'm not giving 5 stars is that they were running 20 minutes late but it's understandable because of the holidays. Also they upsell a lot at the end with the printing of pictures but we ended up spending $300 ish for all the digital pictures and 12 prints. I went to a professional photographer before and paid almost $500 so this was a lot more affordable. I became a member at the end, so we will definitely be back for more family photos or Christmas card photos. Thank you Hailey for taking care of us and our family! Have been coming to this exact JC Pennys Portrait Studio for 16 years continuously and have always bought the same Groupon. My family and I have always got to choose up to 4 to 5 different backgrounds, but have always resorted to using two Christmas backgrounds. This year around, they decided to verbally tell us in Person at our appointment that we weren't allowed to pick more than 1 Christmas background. They told us that it has always been the policy, yet no where online, on the Groupon, in their store, or any of the binding agreements of sale state anything with the policy of not allowing more than 1 Christmas background. They are just trying to up-sell us, and after talking to the supervisor of customer service they said it was a new policy they were upholding, and after asking where it is legally stated in the agreement he kept telling me, "I understand your frustration..." read more

I don't shop at JcPenneys. Todays trip there justified my choice. I received 2 tops from here for my birthday. I needed to exchange them for a smaller size. When I got there, I asked an employee if I could exchange these tops and she said yes and pointed me in the direction of the tops. They had one left and it just didn't fit me right. I decided to exchange them for a couple of sweaters instead. I waited in a line for about 15 minutes only to be told that I would have to go downstairs to the returns department. I then asked him to look up the price of these 2 tops and he told me they were $19.99 a piece. I had 2 sweaters and a sweater for my dog picked out. I sent my husband downstairs to make the return while I ran to another store in the mall. That's when it all went to hell in a hand basket. My husband waited in line for another 15 minutes to be told that somewhere in San Diego in the last 30 days, someone paid $7.99 for this same top so that is what it was worth. What a scam. I'm sure this is one of the many reasons why JC Penney's is suffering. All they need to do is offer good service and they can't do that. And how about signs that say all returns and exchanges have to be downstairs? Who would want to shop there with these bad policies in place? Not me. read more

Close to 2 years of dealing with JC PENNY for a simple repair any jeweler could've repaired . Buty mom insisted on using the warranty. After a phone and written complaint to corporate I reveived a phone call from a customer service rep who then directed me to manger who was named Judy who said she was handling it ....only for her to pawn the entire ordeal off onto Yvette the "newly appointed" manager of jewelry department who knows literally NOTHING of my case. Underrated discount clothing store. For a business trip I needed some easy care shirts that would survive a long flight and a day of work without wrinkling. Not only did they have wrinkle-free shirts at JCPenney they were reasonably priced. Prices were less than Kohls for the same style of shirts. - They have sales racks like Kohls but be weary. I've looked closely on some of their "clearance" merchandise and sometimes it's damaged or looks like it was used and returned. - Very convenient entrance on the East Parking lot. It's one of the least used lots for this mall. - Much better clothing here than found at Ross / TJMax. If you catch a deal / coupon / clearance rack it's probably a better price too. read more

However, I will like to start off by saying I'm an 40 plus year old African American women. I walked into your establishment on this day around 5:15-5:20pm (straight from work). I had some free time prior to needing to pick up my children. My experience was okay (no staff help ) but I managed to find some things for my 4yr daughter and was amazed by the sale at that time. After this purchase I went to pick up my children from Daycare my 4yr old daughter and 12yr old son and headed back to the store to do some more shopping (the sale was amazing I did not want to miss out). However, this time around from the time I walked in and began to shop my kids and I were being followed and watched.  Of course I ignored the uneasy feeling because I know I wasn't doing anything wrong so I carried on. As much as, I wanted to cause a secene I kept my composure not to embarrass my children as they watch mommy yell and carry on.  I was racially profiled during this visit.  To be followed around the store with my 4 and 12yr old up until I reached the register is beyond embarrassing despite being uncomfortable my entire visit. What amazing sales you had, but I will not return. The experience was even worse at the register when a manager showed as I handed the guy three twenty dollars bills that was snatched out his hand and marked immediately. Leaving the cashier beyond confused he said "we check twenties too" as he was shoved out of the way. I wish I would've canceled my purchase right than and there I will not be a return customer at this establishment. I will like this matter to be addressed to your staff. I was humiliated infront of many on line behind me. The manager mic was so loud I can hear the other person on the speaker talking, advising her to check my money. She said I'm here now at the register, doing so. Today 4/2nd I returned two items under Tran :7498 and will look to bring the rest in days to come. I didn't deserve to be treated like a theft nor a criminal. I hope you all take actions to save other customers to deal with such a poor experience. Their customer service department needs work. I brought in a sport jacket to exchange for a different size. True, I did not have a receipt, however I paid for it with my JC Penney card. The jacket had never been worn and was still in it original bag. Eileena the customer service rep decided to make the exchange (a simple swap) but wanted my driver's license, unfortunately I left it in my car. She held the new jacket for me until I returned with my license. When I returned with license in hand, Eileena was gone. Another rep was in her place and questioned my exchange. She called a manager over to approve the transaction. She appeared curt and a bit rude. She did not approve the exchange based on no receipt and no bar code. She mentioned that Eileena was from another dept and didn't know what she was doing. I explained that I could retrieve the barcode from home, at that point she simply walked away. It was quite obvious that this department lacks value-added customer service. I will never be back to JCPenney. I have shopped the store for over fifty years even taking my mom during her last years of life with fond memories. Shame on JCPenney. read more

I love some of Penney's clothes but I hate going in this store. This store is hot. They closed half the dressing rooms. Part of the woman's section is downstairs. You have to go upstairs to try on clothes. I threw down the clothes I had and shopped somewhere else. You can never find anyone to help you. The checkout lines are few with long lines. I would love to see this store fix it's problems and start again. I now shop at Kohls. Kohls gives a senior discount on Wednesdays and Kohls opens two hours earlier than Penneys. I hate how awesome the sales are here. I get the stupid $10 off $20 purchase coupons via email so I'm forced to come get a great bargain. You might ask why I hate these fantastic things, so I'll tell you. In order to take advantage of the sales and specials, you have to interact with employees here. Example: found a great pair of gorgeous sandals on sale. After standing in line for 10 minutes, the sales person scanned my shoes, then without a word, left us standing at the register to go help another employee find a missing shoe. Seriously? The shoes were so inexpensive I would have waited for her to come back if she'd actually communicated that she would be back. Who does that? Needless to say I did not buy the shoes. Example two: different day, same poor customer service. I had an emailed coupon for 25% off. You can't get cell service in the store, and I had left the printed coupon on my printer. The salesperson had a copy of the promotional coupon at her register but couldn't use it twice. Shout out to Macy's who AUTOMATICALLY offer the current ad coupons if you don't have a copy in your possession. There are a few salespeople with an interest in customer service, I think I saw one in the distance once. Darn you JCPenney and your stupid sales. I can't quit you. read more

JCPenney is the department store that has it all! I came the other night to get some work clothes which JCPenney has a pretty big selection of. As I kept perusing different sections I piled more and more things because they have great sales and carry a few different brands such as Liz Claiborne and Worthington. This has kept me coming back because there's always something good (work clothing wise). Other perks of the store are the variety of products in the kitchen and dining, and electronics section. Do not waste your time using their "same day" pick up in store option. First of all, when they say same day if you order by 3PM they mean 3:00 p.m. central time not Pacific which they don't specify. Secondly, they don't even bother pulling your items until the day after you order them so by the time they pull them for you there's a good chance they're probably going to be out stock anyway. Which is what happened to me. I would have bought the items I THOUGHT I had preordered at the Escondido store yesterday when I tried to unsuccessfully pick them up if I had known you weren't going to bother to try to pull them until today. I have been shopping at this store for the past 20 years but I foresee this one closing due to poor management. It is in terrible shape. The manager of this store (I did not catch her name) needs to take a management course and learn how to treat customers and teach her employees how to treat customers properly. She doesn't have a system or method for handing out the free $10 cards that are advertised from time to time in the sale paper. It's somewhere different each time. Jewelry or appliances or the employees are stashing them for their friends or the employees are sitting in a toilet instead of handing out the cards. There isn't a sign on the door or any consistency. It's like a scavenger hunt for the $10 card. . Until this woman came on board at this store there was a systematic method for handing out these cards. Guess what lady, when you hand those cards out to people we come and spend money on your store. We don't just get stuff for free. It's an advertising technique, duh. When I get a $10 card, I end up spending at least $15-$30 on stuff I wouldn't have bought unless I came to the store. I also have a platinum jcp credit card. That didn't come from just coming to your store for the free $10 card. It's from purchases. After the last free card giveaway on 8/19/2017 I am inclined to take my business to another JCP or to another store. I hope others take their business else where. I'm 51 years old and I've never experienced what happened to me today, I walked into JCPenney to take a look at a few pieces of clothing for myself and as I walk in this employee is staring at me, so bad so that I greeted him politely, he also said yes and started to walk behind me, as I look back three times, he was staring at me every single time, so I stopped and asked him if there was something wrong,( I wasn't wearing a mask ), so he said that he wasn't staring at me, asked me if I was doing something wrong, but the way I have short hair and glasses wearing jeans and a fleece is not like I'm a homeless person or anything like that, in the end I said forget it, he was being so rude that I just decided to move on with my shopping. He shouted something while I was going upstairs... I was shocked I'm not going to lie to you, I didn't buy anything and will never set my foot on that store again as well as my family. Cashier did not look happy today and was in need of an attitude adjustment. Asked to speak to manager bc we refused the use of a coupon and were asked for a photo ID to verify use of our account. We've been to this store a bunch of times and not asked for ID. Another customer was not asked for his ID bc he had his card on him which btw DOESNT have a picture. Manger wasn't helpful or even accommodating. JC Penny's wonders why their sales revenues are down. Here's a hint TAKE CARE OF YOUR CUSTOMERS! Stop the limited coupons, hire staff that have a better attitude and train your managers to LEAD by example in maintaining current customers by being more accomodating. I placed an order at midnight last night. It asked for my form of payment, and immediately stated "thank you for your order" It did not give me the opportunity to change the address to where it was being shipped. I was shipping to my daughter in law in FL. I called customer service immediately and received an automated system telling me to call back in the morning. I called back to modify the address,. A Philippino (very difficult to understand) woman told me that my order could not be modified once the order was placed. I said that the order was not supposed to ship for another week, and asked "why is it not possible to change the address?" She told me sorry that is our policy. They cannot change the address once the order is placed, and I could not even cancel the order because it was beyond 30 minutes after the order was placed. I asked to speak with a manager, Vince in Escalations, also in the Philippines that told me the exact same thing. This customer service is crap and I will never place another online order with JCPenney. It's forcing me to give at least one star so I will. BE ADVISED, THERE ARE NO MODIFICATIONS ALLOWED TO ORDERS ONCE PLACED, AND JCP CUSTOMER SERVICE IS TERRIBLE AND NOT EVEN IN THIS COUNTRY The best I can hope for is that once UPS has the package I can contact them and change the address. We have used the portrait studio inside JC Penny for our Christmas photos for the past 2 years and if after last year's experience I would've rated them at about a 3, due to the fact that the photos were pretty good, this year they lost 2 more stars. We stoped by and ask if we could get a later time and they clearly told us that we could not, so we ended up arriving 5 minutes early. Our appointment time was 7:15pm, we finally had our photos taken at 7:50pm. The photographer was very unprofessional and rushed us through the whole experience, completely ignoring our commitments about blinking and etc. At the end when we finally had the opportunity to view the photos, we were beyond disappointed. Usually in photo studios you have a very hard time picking photos you don't like if you're not planning on getting all of them, this time we had a down right hard time picking photos we do like. I needed about 3 images for Christmas cards and calendars, we ended up with 3, because that's what we had purchased, but I only used 2, because the 3rd was pretty bad.
