He said he doesn't make the rules, and my only options were either to get new wiper blades at $30/piece to pass inspection or to leave without passing inspection, but I would have to pay a $20 failed inspection fee. I felt that this manager at this location used my need for inspection and used the only excuse he could find - in this case, windshield wipers - as an upselling tactic or scam to upcharge services.

(I have my safety inspectors license, so I know what passes and what doesn't.) he said you need 2 tag lights to pass when the law specifically states: "One rear lamp or a separate lamp shall be so constructed and placed that the number plate carried on the rear of such vehicle shall under like conditions be illuminated by a white light as to be read from a distance of 50 feet to the rear of such vehicle." One of my tag lights are brand new and fully functional. These lube techs suck!! He passed me anyways, but be weary of uninformed lube techs trying to get you to buy more than needed.
