Honey Walnut Shrimp and BBQ Pork Rice Combination Plate
    KJ S.

To be sure, I am referencing the New Rice Bowl and Boba at 7416 Fair Oaks Blvd, Sacramento. I have mixed feelings on my second visit. My first visit I loved the Honey Walnut Shrimp and BBQ Pork Rice combo and wish I had ordered more, but felt the Kung Pao Chicken, Fried Cheese Wonton, and BBQ Pork Bun were ok but not good enough to reorder. So today I went back to reorder the same Honey Walnut Shrimp combination and it as though they lost their chef ... not even sure what this is! The shrimp was barely browned, mushy, and absolutely buried in cream sauce. It was ok to eat ... nothing upsetting ... and you could somewhat taste the original recipe, but I won't be back. In a pinch, it isn't totally bad after reheating, just not as good as average Chinese, and there was something funky about the rice this time ... I will likely throw most of it out. Now I usually like my Honey Walnut Shrimp crispy with honey, not mushy in cream sauce, but last time the cream sauce was good and not overkill, while this time the chicken batter seemed underdone and honey was barely recognizable under so much cream sauce. I struggled between a 3 and 4 star rating because of my first visit. I don't want to shoot them down entirely, but it needs serious work.

I was kind of torn between giving "New Rice Bowl Express" a generous 4-star rating. But after assessing everything during my visit (experience, prices, and most importantly the food), I settled on giving them an average 3-star rating. Located directly where Fair Oaks Blvd. and Manzanita Ave. intersect in the heart of Carmichael, this small business has been in operation dating back to 2009. I came here during the evening of Thursday 12/15/2022 at around 5:00pm. As soon as you enter, this place ONLY offers pick-up/to-go orders. They once did have an indoor dining option but ever since the COVID-19 pandemic hit in 2020, many restaurants have permanently abandoned eating inside. No big deal since this place is only about a 4-mile/10 minute drive to my house. I ordered a fairly significant amount of food since I would be sharing this with 4 other family members. All six (6) of my orders consisted of "Orange Chicken", "Teriyaki Chicken", "Beef Broccoli", "Mongolian Beef", and sides of "Chow Mein" and "Fried Cream Cheese Wontons". Prices here (at least for Chinese food) are not cheap with just the main dishes in the $15 price range while the Chow Mein was also $15 and the wontons at $9. Total price for everything was close to $100 and that was without drinks. All of our orders took around 20 minutes. Service here was just average while the lady at the counter wasn't quite a friendly gal. After making the short drive home, there was a fairly significant amount of food; I will give this place credit for that. But taste-wise, it was overly salty and more than likely loaded with MSG. Don't get me wrong, I love good, flavored Chinese food but I dread how much sodium is in these dishes. With that said and done, everything filled me up and then some. But when you're spending close to $100 bucks, there are way better and more affordable, healthier options. However, I may have to make a future visit to this place; especially with their wide variety of sushi rolls and Boba drinks. And if you choose not to drive to this place, they do offer delivery through the DoorDash app. All in all, "New Rice Bowl Express" is okay but not off the wall amazing. My rating, an average three stars.

This review is for the "Quickly" (boba service) ONLY and not the food as I have not tried their food yet. I got a jasmine milk tea with boba. A regular size is $4.45 + $0.50 for the honey boba. The upcharge is $0.99 to make the drink large. I typically get the Agar/Crystal boba but they charged about a dollar for it. Boba prices are going up but I'm glad this place keeps their boba reasonably priced. I mean, where can u find boba for under $6 nowadays?!?! So, overall great boba taste, and the milk tea jasmine flavor was really good. Minus one star for the cleanliness of the place; it was already a small restaurant but it was packed with a bunch of boxes on the one side of the wall. It just didn't look professional and clean. It also had that oily smell right when u enter and when u leave. So hopefully they clean up and make the place more presentable as a restaurant. But 4 stars for the boba!!

Just stop by this place for lunch this afternoon, it looks like change new ownership and they have some promotion for the new management. I pick the combination plate #8 with the orange chicken and some chowmein. OMG!!! It's a GIANT plate!! I can't finish it by myself. It should be enough for two people. It's very tastyy and delicious. And the lady stand in front of the register was Soooo Nice! Good service! I definitely recommend this place and will be back for next time.

Just ok. House fried rice literally had two pieces of shrimp, scant pieces of chicken and beef. Mostly just rice.

My dad liked his combination plate but couldn't finish it because it was so huge! It was chow mein, Sweet n' Sour Pork, and an egg roll. I had the Crispy Beef, which was smothered in Sweet n' Sour Sauce. Rice does cost extra, but keep in-mind it's a big bowl of rice which can be shared with three other people. My uncle enjoyed his bok choy but he, too, couldn't finish it The waitresses were genuinely friendly, striking up a conversation with us first-time customers.

Last time I ate from here was in July or so and why I mention that is because someone in recent reviews said ownership had changed. I don't know if that's true or not, however it would make sense based on how the food was. It was not cooked fresh at all, definitely was leftovers or had been sitting for some time for sure. The taste was bad, and didn't smell great either. We didn't even finish our combo plates had to throw them away they were so bad. To add to all of that, I ordered two combo plates from the lunch special. Between 11am-3pm it's $11 for a combo plate. I called at 2:30 and picked up my order at 2:50. Go in to pay and it's $29 and change. Obviously they didn't give me the lunch special. I Didn't have the time or energy to argue that shit. I should've with how disgusting this shit was. Is what it is tho. Don't get me wrong the folks here are nice but their food is the opposite of what they are maybe that's why they're nice because they know the food sucks. My previous review/pics is from years ago. It does not look that good or taste that good anymore.

The service was impeccable from the moment that we walked in. That includes being greeted right away. The waitstaff was incredibly attentive and on top of the details. We ordered some pretty standard items off the menu to please everyone-vegetable chow mein, lemon chicken and pot stickers. Even though these might sound like boring dishes, they actually came out with such flair! The presentation on the dishes were gorgeous. They tasted amazing as well. I love the lighting of the restaurant. It gave it such a chill vibe. It's on a very busy street but you've never know it once you walk in it kind of feels like you are more tucked away in a smaller neighborhood.. The lady at the front was super friendly, and I got my General Chicken combo plate in under 10 minutes for under $12. I usually go for something a little more adventurous when it comes to protein options, but I wanted a baseline to judge it off of. And honestly? Solid choice. The chow mein was perfect--I really love a thick, glossy noodle. The fried rice was good too. I'm not usually a fan, but I saw the appeal this time, especially when you get a little of that General Chicken sauce mixed in. Might ask next time if they can do all chow mein, though. The chicken itself was sweet and tangy, just like you'd expect, but the pieces were surprisingly big and meaty. And the meat was actually tender, which feels unheard of for Chinese takeout--so many places over-fry their chicken to the point of no return. Not the case here. The restaurant is in a small shopping mall off the beaten path, but the inside is quite charming in its own way. I probably wouldn't opt to eat in, but for waiting on my order, I had no complaints. I'll definitely be back--I'm looking forward to trying more of their protein options, especially the shrimp ones. For the price, this is a great deal considering it was enough food for me to have it for both lunch and dinner. Stop giving your money to Panda Express!
