As someone with adjoining property to one of their properties, I've had interactions with them before. We needed to have a common fence replacement and they took months to respond. When they did, they said they would provide a contractor to work with. The contractor was unlicensed. Had he done the repairs, it would have been illegal. With lack of cooperation from Diane Starr, we had to contact the owner of the property that that Starr managed to get them to pull strings so that they would do the job legally. All parties were extremely uncooperative and resistant to doing the job legally or in a timely manner. It was a royal nightmare. People that have moved into the property that they manage, don't stay very long because they can't get the company to perform necessary repairs. The latest tenant stayed only three months before they left out of frustration. If you are considering renting from them, just look at the reviews. read more

If you contact or call them, say their policy is you have to be pre-approved BEFORE you can view a property (even the ones in sketchy areas that might have roaches.) I've seen their reviews for properties in areas that I'm interested in and they all say "roaches." You need to pay $40 for your application to be looked at, but their website and Zillow it says you must view BEFORE applying and online there is an option to submit an application as well (without a fee). I don't know if I would trust this company to rent a home from them. I don't know if they would handle any maintenance issues properly. One of the worst experiences I've ever had. These people are heartless, Carly field operator and and Debbie the manager there are two peas in a pod. We were homeless for three months. They rented out properties before they even try to rent one to us (discrimination is real). Ruthless I wish somebody would close their doors just to get rid of some bad people in the world. The application was unexpectedly easy. Once submitted the response was quick. We received quick responses to all our emails after every submission and inquiry. Shortly after our application and everything else was submitted, we were told it could take up to five days for them to process and this was on a Thursday. We received a response from the following Monday evening that we had been approved. Two days later reviewed the property and we are giving the deposit and getting keys tomorrow, just 8 days after applying. Everyone that we've dealt with so far has been helpful and nice and I'm not sure what all the issues are with these other reviews that I've read but in my eyes, they've been great read more

I'm currently looking for a new place. I saw a house I was interested in listed on various sites like Trulia/Redfin, etc. It was a Starr managed property. They all say to call the number. I went to Starr's website and found the listing. Every Starr listing has the same information -Drive by -Watch the YouTube video -Then lists phone numbers including "and for application process please press extension 152." So I drove by. I watched the YouTube video. And then I called and went to the right extension. I tell the woman I wanted to apply for a listing. She told me to drive by first and watch the video. I said I had done those things. I said I had checked their website for what I needed to do. Now pay attention to this part Starr, and your plethora of 1 stars... I was ignoring all your bad reviews because I know most people will complain but not commend on sites like this. But at the same time the idea of having to go through all this and then have you as my property manager with any of those bad reviews coming true for me like ripping out my floor for 6 months and then terminating the lease to raise the rent because there's a "new floor" well, just to say I was giving you the benefit of the doubt. And so in my purely genuine and eager desire to give you just under 1/3rd of my paycheck every month as per your rules, I asked for permission to apply and the response I got was... "If you had gone on our website you would have seen the application." Basically just calling me a liar upfront like I was wasting your time on the phone number you list EVERYWHERE TO CALL ABOUT APPLYING INCLUDING YOUR OWN WEBSITE. Yes, I was remiss in not finding the absolutely never mentioned anywhere else application that you have under the "Tenant" section of your site. Not the front page. Not redirected from your listings saying "To apply, go here" No, under "Tenants". Nobody applying is a tenant. That's the point of applying. But none of your poorly designed site matters, nor your archaic requirement of mailing in or walking in the physical application when you're still using Covid as an excuse to not do walkthroughs. No what matters is, a prospective tenant asked purely and genuinely how to apply, and you imply I'm a liar and that I have not sufficiently jumped through enough hoops for you before you'll take my money. Because that's what you think makes good business sense? Just straight insult people who call you? Why does this person even have a job? You could just have a voicemail as insultingly useless and save on payroll. AI doesn't need to catch up to making you redundant. Here's your number and job replaced... JUST LIST YOUR WEBSITE AND APPLICATION ON THE LISTINGS. And you want to save even more money, MAKE THE APPLICATION ACTUALLY ONLINE, NOT A PDF that needs stamps to get looked at... We applied for a house and it was given to someone else which was fine but they make it every clear that your application is only good for a month. I've tried to apply for other listings they had available but I would call this a woman over and over again and leave messages but never will she ever call back. I would've given zero stars if I could've. We told this property management company that we did have hot water about 4 months ago. Was told if they had to come out to light the pilot light they were going to charge us. Thank goodness PG&E was able to get it lit. We informed Property management that was temporary and PG&E wrote it on there tag and 4 months later we have no HOT WATER!!! No response from the management either has it was reported years morning. "Incompetent", "abysmal", "unprofessional", "bleugh"--that's what comes to mind when I think of this place. Avoid renting through STARR PM if possible. Go literally anywhere else. Do read up on California Renter/Landlord rights, take pictures of every nook and cranny of the rental, and thoroughly fill out the apartment inspection form they give you in the beginning. If you're promised/told anything, get it in writing and make sure there is a deadline attached. Don't be afraid to exercise your rights as a renter if they're unresponsive/slow to fix anything; this includes withholding rent. Important: DOCUMENT EVERYTHING! Pics, vids, everything. Keep a paper trail of emails and follow up by phone IMMEDIATELY after sending them--certain property managers do not understand the concept of object permanence and will let an email sit in the inbox rather than address any issues. Oh, and read your lease front to back and look for any clauses that make you waive any rights. Did you know there are certain rights you can't waive and provisions that legally can't be enforced just because you signed a lease? I didn't until I rented with STARR. The plus side? One star because it wasn't ALL bad or we wouldn't have rented our house as long as we did. Good stuff first. Our rent was below market. They could have charged us MUCH more for the home we rented. It was convenient to be able to pay rent through their online system. Our property manager, Cynthia, was a pleasure to work with until the end of our tenancy. they were flexible when we wanted to add another pet. Other than that, I can't tell you much of anything nice. I cannot wrap my head around their process for making repairs. When we had an issue, we learned early on to prepare for zero communication. When we moved into the home we rented they notified us only days before we were set to start moving in that apparently there had been a water damage issue that would have to be worked on after we moved in. We didn't have a problem with that. What we did have a problem with was that Starr Property Management continuously did not inform us when repair people would just show up at the house. The repair people were always just as surprised as us when they would show up and we didn't know they were coming. One time rain started coming in through the ceiling in the front room. Someone came out and fixed the hole in the roof from the outside but no one ever came back to repair the hole inside the house so we just lived there with a hole in our ceiling for years. Same thing happened with the wall where the water damage was when we first moved into the home. Someone came and repaired the walls from the inside but never repaired the outside. So the outside of the house where that water damage occurred had horrible dry rot with actual mushrooms growing out of it for years! one of the worst experiences was when a huge portion of our fence blew over during a storm a few years ago. I believe it took them 4-5 months to fix it. They decided to take their time disputing whose responsibility the repair was with our neighbor. They knew we had dogs and let us live that way for MONTHS. I must have called and emailed them DOZENS of times.Until one day, unannounced, someone finally randomly showed up to fix it. The final repair fiasco was the hot tub heater needing fixed. I don't even know how long it took them to finally get moving on that but I want to say it was something like a year and a half to FINALLY take care of it after me contacting them repeatedly. This year we were finally in a position to buy a home. Our lease was going to be expiring June 1st, so in April I reached out to Cynthia and asked her if she would be willing to ask the owner if they would be interested in selling the house we were renting to us. She said she would reach out to him. I didn't hear anything for a few weeks so I asked her to try again. After almost a month, she never did tell me yes or no, so I let her know we were sad but we had to move on and buy another home. I put in our 30 days notice, did everything that needed to be done on my end and it was like pulling teeth to get them to do their jobs. I understand that circumstances are a bit weird right not due to the virus, but Starr Property Management REALLY has taken advantage of this situation. They really tried to get out of doing pre-move out and final inspections when we moved out. Thank GOD I was persistent and insisted they do their JOB or they really would have further insulted us by screwing us out of our security deposit, which was $2,100. Upon our final inspection, it literally was written "home is 97% ready to be rented" and that it was in "better condition than received".... and they had the NERVE to charge us $625 for 5 sets of already 7-10 year old blinds when we moved in and 2 screens that were damaged. If the home was received back to them in better condition than WE received it... how on earth do they take 29% of our deposit? Because they charge $95 per set of blinds. Go down to Lowe's and take a walk down the blinds and window coverings aisle. Find me one pair of $95 plastic or wood blinds. I did it, they don't exist. Plastic or wood blinds in those sizes are $15-$40 each. Yep. It's true. I agreed to the charges regarding the screens, they got me there. And I disputed the charges regarding the blinds and got my money back on most of them in the end, even though I truly believe they shouldn't have charged us for ANY. It is what it is now. But the icing on the cake is that we asked to purchase that home in April. Cynthia said she never heard back from the owner. I now believe she never asked at all. Because guess what house went up for sale yesterday 6 1/2 weeks after we moved out.... the owner IS selling the house after all. I believe she never asked him at all. How lazy are you? What a slap in the face. For nothing! We were excellent tenants. NEVER ONCE LATE IN FOUR YEARS. Yes, I got pushy from time to time about repairs.. but only when THEY were dragging their feet. read more

Do not rent from them. If I could write this review with no stars I would. From the moment we moved in there were issues with the place. We documented and gave them notes and pictures for it. They said we could not email it that we'd have to take it in. There was always an issue when we needed maintenance fixes, it took forever to respond or not fix at all. We moved out and just received a security deposit letter saying they're taking all of our deposit and charging us $611 on top of it for things that were broken or not fixed before we moved in that I documented. I'm trying to dispute the charge but no response yet. Horrible property management! Update: we were still charged an amount other than our deposit. They did deduct things but only because I disputed them and had proof with photos. Seems like they only looked for the photos after I disputed and posted this review. I still stand by what I say. Don't rent from them. And if you do fully document everything. Make sure it's in your file and keep everything you have for record. read more

This property management was referred to me by an employee so I figured I would go and check it out and see. I went to several different homes and explain to the agent I would like to find something in Stockton area as to where my job is located. I told him if I can't get anything I will need to move back to sacramento.Then he reassured me I will be able to find something. Giving certain circumstances I file recent bankruptcy last year he still stated I should find something. My credit is ok. It has went up after they pulled it quite a but. I'm under the impression that the property doesn't get to pick the tenants the owners does so in that case it would have been better to tell the truth that he was unsure instead of assuring me that something will come about. Giving false hope. I've applied to 3/4 and nothing, the 4th was I called and asked to speak with the application lady last Thursday and she said she was sick so the young lady would put a sticky note on the property that I want, calling to check the status Monday the house has been rented. No phone calls no nothing. In addition this young lady set up rental appointments on Wed and Debbie didn't see anything posted for those days and not sure who I spoke to. Overall unorganized. My experience so far is I'm not pleased at all. I wouldn't recommend this property to someone who is starting over and trying to get a fresh start. Depending on outcome review will not change. Called this morning to speak to Debbie but she is out for the day however Meghan can't seem to understand that I'm not interested in speaking with her I want to speak to Debbie. They don't know how to return calls or emails. I'll call them during business hours just a few hours after a new listing is posted and it's radio silence even though I leave my name and phone number. The only email you get is them saying to drive by the property. I've gone to two of their showings and they're there for all of fifteen minutes. This property management just takes money and does nothing to actually manage the property. Since being my house, the property they manage has had numerous issues and code violations. The glass in one window has broken and they have used poster board for over 9 months instead. There has been trash piling up and water running continuously outside. After I finally complained about it, the trash was picked up and the facet fixed. Yet the trash was left in bags in a pile along the yard. A man was working on his car for a month leaking oil and hazardous material into the ground. Trash now piling up again but a different unit. Along with the washer/dryer and other random things and 5 children's bikes. This morning I woke up to our driveway plate pulled over for them to use and not put back. This is totally unacceptable. This company should be shut down because all they are doing is collecting all the money and letting everybody's properties fall apart.
