He even filed a complaint with a government agency out of spite, and then began harassing tenants on the property to the point where the police had to be called to trespass him. We later received a call from the Health Department, but since we had already hired a real licensed professional, they confirmed everything was fine. Now, I'm a landlord and deal with tradesman and contractors frequently. I always ask for an hourly rate for labor, because if they tell you that "we quote you a job price and we charge a diagnostic fee" you have no idea how long that job will take, and it almost always benefits the contractor greatly, and you pay them whether you hire them or not. Instead of $120 per hour, it ends up being twice that much. To make a long story short, they never returned my call to answer my questions, so I hired a company that did return my calls. It was nothing more than a big waste of time for me, which,apparently, they couldn't care less.
