Good and bad things, like anywhere. Beautiful pool and nice location. Fairly new building with good appliances. Good maintenance team. It's structured like a hotel. Every time someone closes their door it's very loud, causing all the dogs in the long hallway way to bark. Depending on where you live, things are very spread out. The garage is pretty far from my apartment and my space was on a different floor. Lots of noise from the upstairs neighbor and also the next-door neighbors. Just basic walking around sounds very loud from upstairs. I moved my bed into the living room because I could hear my neighbor's bedframe knocking against the wall. Very thin walls. Hard and stressful to have a reactive dog in this crowded environment. Also, there does not appear to be scheduled cleaning going on in the common areas, specifically the carpet. I saw someone vacuuming the hallway carpet three times in the 15 months I was there. They ask you to put in a work order if you see something that needs to be cleaned. Food spills, dog poop, etc. will be there for months. There needs to be more cleaning because their current system is not sufficient. Very friendly personnel at the front desk, though. I had only very positive experiences with them. Rent increase was 6% which I felt was pretty standard for this area. The reason I left is because of the noise level and gross carpet. read more

When we moved in to these apartments, we were willing to pay extra for the location and the seemingly high-end quality of the penthouse unit. We lived here for 14 months and here's my honest opinion of our experience there. The pros are: very nice office staff, the maintenance crew is very prompt, the apartment is spacious. The cons are: for the amount of money we paid in rent, the overall complex has a low-budget vibe. The common grounds have dirty carpeting that is rarely vacuumed, let alone professionally cleaned. The gym has run down, old equipment and is frequently broken. The gym is never dusted or thoroughly cleaned. The elevator has an expired permit. The bathroom fan runs automatically, very often, and there's nothing you can do about it. It's very loud and when it finally shuts off, it makes a loud clunk, that is enough to wake us up. (let alone the extra charges for electricity while it's running) The refrigerator in our unit is very small and dented. The layout is very odd, even if it's large, and misses the opportunity to capitalize on the view we fell in love with. The drywall patchwork (fixing holes by the previous tenant) is poorly done. The washing machine broke several times with the same error code (at least 4) and although the maintenance crew came promptly, they didn't permanently fix it. The trash room is constantly over flowing and the package area is almost always a mess. It's as if there are too many tenants sharing the same trash room and there aren't enough package lockers to accomodate such a large complex. All these things would be almost tolerable if we weren't charged an exorbitant amount in rent. There are excessive early morning noises; bull horns from the people rowing in the wee hours, trash trucks, an air boat (think Florida swamp boat) and gun shots from the people (we assume) are hunting. That's not the fault of the complex, but something to factor in considering the rent they charge. (no prior reviews seemed to mention these things) Overall it turned out to be way overpriced for the unit and complex. read more

If I could give 0 stars I could. Trash apartments in a beautiful location. Poor attitude staff that are only nice when it's time to move in. They charged us 50$ for a "lost key" and I payed it. Fast forward to now they said we have to pay $50 to replace it. I can't believe Nassira has the audacity to say that people. And also shame on management! I paid 50$ for my new key and 50$ when I moved out. Absolutely filth. This isn't about money either. More and more residents are noticing 10% increase on their lease renewal. You guys ought to be ashamed. Lost a good tenant of 2 years to your bogus policies and mismanagement. They charge 275 to clean the back of the stove? I haven't lived here in three years, but I continue to be haunted by this nightmare apartment. They sell the personal data of residents (and maybe prospective residents) to data brokers. Among their many incompetencies, my name was somehow mixed up in their system, so all of my correspondence was addressed to Aspasia. I am not and have never been called Aspasia. This is the only place that name is associated with me. For YEARS I have received spam texts and calls addressing me as Aspasia. Windsor clearly sells personal data to data brokers to target and harass you. I got 12 text messages today alone, and I've been gone for THREE YEARS. Be careful giving your number if you tour, and God help you if you live there: you will never be free of the endless spam. Edited to add: my name was correct before Windsor took over. It was messed up in the system after I had lived there for a year. There is no question that Windsor sold the data. Windsor is the only instruction that has me associated with that name, which happened well after they took over. read more

Misleading, Inconsiderate, and Possibly Discriminatory behavior My experience with Blu Harbor (Windsor) Apartments was incredibly disappointing and frustrating. From poor communication to misleading information and unprofessional behavior, this entire process was a waste of time, money, and energy. The only thing that was "Windsory" about it is price! It took three visits just to get basic clarity on what should've been straightforward. On my first visit, I was shown a one-bedroom unit that didn't meet my needs. I specifically asked if there were any other one-bedroom options on the first floor and was told there were none. I also asked the leasing agent to let me know if anything came up--and I never heard back. Couple of days Later, while browsing online, I found additional first-floor units that did suit my needs. Why wouldn't a business with this many available units follow up with a client who clearly showed interest and had asked to be notified? If those units were not available at the time, they clearly became available shortly after. Not contacting me shows either a complete lack of follow-through or a deliberate decision to withhold that information ( I had mentioned I was a claustrophobic and was trying to lease unit on first floor since the elevators aren't large enough for me to not feel an anxiety - thus I feel that this made them uninterested in me as tenant. However, later on they kept throwing Fair Housing Act rules in my face how is this fair? Or considerate for that matter?! During my second visit, I viewed those two units and found they met my specifications. However, once I asked for a full breakdown of costs, things became even more concerning: * Water bills estimated at $100-$150/month, with unclear explanation and language that leaves room for higher charges * Electricity projected at $150-$200/month, which is excessive for a single occupant * Parking fees of $75, $110, or $130/month, despite no shared use or commercial pressure on parking - keep in mind $110 is for outside parking, this isn't gated community - parking is not even covered - a space where tenants guest should be able to park. This also leads me to believe that guests aren't welcome as there's nowhere for them to park? I had been very clear throughout the process: I was not willing to pay more than $75 for parking (even that is outrageous that I have to pay parking fee at the apartment I pay full rent at). When I clearly asked her which ones are $75 parking spots on the 1st floor - leasing agent had me walk to the end of a 1sr-floor garage space where I was led to believe parking spaces were and based on that, on Thursday afternoon around 3 - 4pm - I proceeded with the full application process. I paid the $50 application fee, went through a hard credit check, and even secured storage (externally). After submitting the application, I asked again to specify which parking space I'd be assigned. That's when I was suddenly told that the space I had toured was $130/month. When I pushed back, they said the only $75 spaces were available on 4th floor--an issue for me due to claustrophobia. I had clearly explained my condition upfront and noted that I needed to understand the route to parking before making a final decision. Communication about parking came through late at a close of business day. I asked them via email twice the same evening to hold my application until Saturday morning - (that's Thursday evening to Saturday morning - not an unreasonable request) - so that I could stop by and see whether I could access the fourth-floor garage. Instead, they canceled my application on Friday morning before 11am, even though I had been told I had until Friday at 2:30 PM to cancel before prorated rent would be charged. This was a deliberate act to get rid of me. Worse still, the response was cold and dismissive--stating they "could not accommodate my preferences for convenience." This was never about convenience--it was about my legitimate condition that impacts my ability to use an enclosed garage, customers convenience should also be on their mind especially when they claim " We provide homes where you truly feel cared for" - I felt truly horrible after all that they put me through. On my third visit (Friday 12pm), I spoke with the manager and asked if any $75 first-floor parking spots would become available down the line. At first, she claimed there were none available now - then I asked if any would be available later so I could temporarily park outside and switch later - she said there aren't any $75 spots on the 1st floor at all. It felt like the information was being intentionally withheld just to get rid of me. And if there are $75 1st floor spots that I was kept from accessing, that would go beyond bad service--it would suggest discrimination and retaliation. read more

They said that they increase my rent by 10% each month, and they have these high painting and cleaning fees after you move out. At first, they had told me that if I took pictures and videos of the areas cleaned before moving out, then it would be all fine, and I didn't have to worry about anything. But they changed their mind and changed their mind, saying that they never said such things and came up with these weird answers. I had a specific schedule one week prior to my move-out pre-inspection, they came and after they addressed the first cleaning, they advised me to take photos and video, then afterwards they said that they will charge me, I told them again to show me with proof where it's not clean, and since it was professionally cleaned and I didn't have a receipt. They still charged me, AND never advised me that if I showed receipt proof of the cleaning they will be ok with that. Whether you clean It or not they will still charge you no matter what. This is one of the main reasons I moved out because it was getting out of control. I found a baby sock behind the dryer and they think they blamed me for the apartment not being clean, however, I don't have any kids! They are so accusatory and will blame you for small things. Even though I had specifically asked them to come and look at the apartment and let me know what else needed to be cleaned, they refused to do that. I advised them that I spent over 55 hours cleaning the entire apartment, which was professionally cleaned, yet they refused to accept that and they "must charge" these erroneous prices. I am providing those pictures as evidence to see I did everything in a perfect shop at moving out and still I am getting full charge! I can't believe how these people are still in business, I will be writing a review on the BBB as well. read more

They only see you as numbers for the bottom line and you're treated that way. They charge a premium and treat you like the same as Greystar, which in my opinion is the worst property management company out there. Despite the great location and nice views it's not worth it. I cannot recommend renting from Windsor. They rely entirely on impersonal algorithms to determine rent increases, with little to no consideration for tenant loyalty, financial hardships, or the actual state of the property. Our rent was raised 17% in our first year of residence, without any meaningful upgrades or improvements to the unit or property. To the contrary, the condition of common areas such as the package room, garbage room and gym had actually deteriorated; and the exterior of our apartment windows were never cleaned and were filthy. When we inquired about the reasoning for the increase, we were told it's generated by a system using algorithms, and that there was no negotiating. We were encouraged to shop around the Redwood City market to see if we could do better, considering the additional cost of moving, and were provided a Notice to Vacate form to emphasize that there was no negotiating. That all happened in August 2024, which is typically a high point of the rental market, while our lease didn't expire until the end of December 2024. This approach feels opportunistic and exploitative, taking advantage of the inflexibility of the housing demand curve and prioritizing profits over good corporate citizenship. It forces tenants to either overpay or move, causing unnecessary financial stress and instability. We understand that rental rates may increase over time, but to such a degree using algorithm-driven methods feels detached and unreasonable; and most importantly creates a volatile and unstable housing market that penalizes people who rent rather than buying homes. Ironically, Windsor defends their system as "making it fair for all". As consumers, we have the power to vote with our money for the kind of society we want to live in. If you value stability in your housing, take your business elsewhere. read more

Lived here for about two years. Enjoyed the first year and hated the second. Maintenance is okay, they're lazy but if you push them enough they'll get the work done. Though the property itself is beautiful, it's not managed. From trash smells, neighbors leaving dog urine in an elevator, and a racist neighbor taunting to ran me and my dog over. Management did nothing. Let me reiterate that Corina did absolutely nothing. I ended up leaving the community. Racism has no place in my life, and I encourage you to look else where if you're not white. read more

The property is absolutely beautiful and the apartments are in great shape (as they should, given that they're new). As of right now, they're largely still a steal and if you're a potential new resident that doesn't mind paying for the views or don't pay attention to particulars this place should be on your radar. Unfortunately, the place I have probably been most excited about to live has arguably been the most frustrating in which to live. From "balcony/patio audits," that merely clash with their desired "aesthetic" to not activating the smart locks that are ALREADY installed on the doors but refuse to be grant to occupants to use, the management layer (up to SVP) refuses to actually participate in any conversation on making this a great place to live. Most recently I inquired about the seemingly high rate of utilities their managed provider you cannot dispute anything with charged me, found billing was the bill for the entire property divided by the number of units (without taking into consideration other resources or even square footage/number of occupants) and the amount I pay is entirely unmetered. The response was a courtesy notice to move out so they could make a greater profit off my unit and a resident that won't research how to lower their water usage. The kicker? A non-disparage clause to take reviews like this down. I have never experienced a company so cold in every interaction; the community in their name should be in the dictionary under "false advertising". Shout out to the leasing agents and maintenance staff who work tirelessly and are absolutely amazing. You few know who you are. read more

Maintenance team is great! Always super prompt and nice/easy to work with. Facilities are nice. Don't expect to get your security deposit back. We were told "not to bother" cleaning by the front office, cleaned any way, and then got hit with a $240 cleaning fee on move-out. Just ridiculous nickel & diming from a company that already charges the highest rents in the area. I'd recommend looking elsewhere - while Blu Harbor is nice, they're priced well above similar facilities and they love to charge aggressive fees (parking fees, high pet rent fees, bogus cleaning fees). There's better bang for your buck elsewhere which is why we moved. read more

Blu Harbor has a lot of great things going for it, but the team here is by far the best part. Every experience I have had with the team has been positive: from flawless communication during my pre-move-in and move-in processes, to quick and kind responses to maintenance requests, to friendly and quick responses on every email I have sent and every time I've dropped by the front office. The team's kindness shines through for even the things like asking to leave my car in a guest spot overnight to make it easier to tow to the shop the next morning for a flat tire, and in welcoming my rescue dog when I was adding her to my lease agreement. Beyond the awesome team, the property is lovely: the team takes excellent care of the grounds and amenities, and it has been a huge plus to have a walking trail by the water for lunch breaks on my work from home days! read more

We had high hopes for this community - At first glance sure we were impressed with the cleanliness, the amenities offered, and what seemed like a quiet area. Nearly halfway into the year, the halls of the buildings began to smell of dog piss mixed with strong detergents. The gym was beginning to fall to pieces ie. benches wobble so they are not safe to lay down on, the treadmills are lopsided, and the smith machine is broken. Oh and most importantly they locked down the gym balcony doors so on a 95+ degree day you are close to fainting (if you're being serious in the gym) unlike many who just come to gather in the gym to get their daily gossip session in. They punish the whole community because of a few incompetent morons' actions. So, therefore, working out in their lovely gym has lost its appeal. The parking garage is a flipping nightmare - people are constantly speeding through the garage as though you are on the freeway. Boggles my mind about how they are not enforcing the speed. (speed bumps if you must) There are children and dogs walking around! I'm surprised no one has been hit. The poor ventilation system in the units... absolutely the worst!!! We use to have a patio set on our balcony one evening trying to enjoy the sunset and a drink while the laundry is in the dryer... when all of sudden we are covered in dust, and lint particles! The vents from the dryer blow directly onto the balcony...wtf?! This explains why my patio furniture was always covered in a gross dirty dusty film. So frustrating. Do not keep your bedroom window open while you have the dryer running it will enter your bedroom. We were so excited to have a corner unit (424 to be exact) only one neighbor next door to us and above us. We thought we were in luck, respectable, considerate adult neighbors. Never heard a peep from our neighbor next door to us. Now above us is a whole different story. I swear to you it sounds like Shrek and Fiona live above us. We've kindly asked them multiple times to stop the running, pounding, angry Frankinstine walks. But obviously us being kind did not change anything nor were the passive indirect emails from the property manager of any help. If you do decide to live in unit 424 please inquire how long the residents above 424 have been residing there. If you value your own peace & not being woken up at 6 am on a weekend!! Our experience with the maintenance team is always quick, responsive, friendly, and super helpful. We have called them any time we have something that needs fixing and they always come in a timely manner and do their best to get the job done. I am a new resident at Blu Harbor and I am beyond impressed with the extraordinary service I have received since I moved in. I am from NYC and I have lived in many luxury apartment buildings and not a single one compares to Blu Harbor. My leasing consultant, Angela, has gone above and beyond to make sure I am comfortable by following up with me personally after move-in, always greeting me by name, and today when I had a minor car accident out front, she actually telephoned me to make sure I was okay. She truly has the tenants' best interest at heart as does the rest of the staff. Also, the grounds are kept meticulous, and the property is quiet, peaceful and beautiful. When I come home from work I feel as though I am on vacation. I am so glad I moved here and I highly recommend this property to anyone looking to live in a resort style complex. read more

This property is AWSOME. I recently moved here from the south bay and was NOT excited for the process. I'm thankful to the staff for making the transition smooth. Upon our first day moving, multiple maintenance staff offered assistance and welcomed my family to the neighborhood. The leasing office has welcomed us with pleasant smiles and bright energy-answering all of my question with patients and resolve. The atmosphere is one of a community that would normally be associated with suburban home owners-with most people saying hello-smileling through their masks as they walk to and from the marsh eco reserve trail. Just moved in after a viewing a dozen of Bay Area properties. The leasing team is super responsive, loves the view and quiet neighbor hood.

My fiancé and I had a self guided tour and felt so safe, respected and taken care of. Nassira went above and beyond to explain all the features of the community and touring procedure. It felt weird at first to walk through the community and tour apartments without someone, but it was worth it!! I'm so impressed with the apartments. From the kitchen to the huge walk in closet, I was sold at first sight. Thank you Nassira for the welcoming experience! read more

This place has nice views of the bay, is close to walking trials, and has well done newer construction. However, it can be noisy. Take note of what your balcony and windows are facing as the noise from units bounces and travels easily, which means you hear people and their electronics like TVs when their windows or door is open. There are many dog owners, so barking should be expected, as well as children playing, so expect playground noises. There are rowers that use Redwood Creek and they love their megaphones to be loud for all to hear, which can be as early as 7am and late as 7pm. Also, dryer vents are facing balconies so hopefully you don't get that person who loves the extreme tide smelly dryer sheets near you. I have reported these issues many times but one tenant can't realistically make enough of a difference and the management has a hard time doing much. For the price Id say this place isnt worth it. I'd like to say positive things about Blu Harbor's maintenance staff, particularly about one of their people who helped us last week. We've rented at BH for more than five and a half years, and have of course seen maintenance staff come and go, but generally speaking the turnover has been minimal and the quality of the work they've done as a group has remained high. Case in point was the help we received last week from Simplicio, who has been with BH for at least three years, I would guess. We were away for a month and returned to find there had apparently been a fight between two or more birds on our balcony. It was a complete mess with feathers and excrement everywhere. It was so bad we didn't want to look at it, much less go out there. Anyway, we entered a work order around 10 am in the morning and, truthfully, within 30 minutes Simplicio showed up with a cart full of cleaning products and utensils. After taking a look at the mess, he spent about a half hour vacuuming and scrubbing it down, and wow, he turned the balcony totally around. He did a great job for us, and my wife and I were greatly impressed. We weren't surprised, though, because as I said, the level of maintenance around here is quite high. read more

We moved in about 1 month ago, and so far our experience has been great! Everything from the initial tour, to the move-in process, to living here for several weeks. We've worked mainly with Mariha, Nassira, and Corina, and they have been nothing short of amazing; helpful, polite, and always quick to respond. The apartment, community, and amenities are in great condition: quiet throughout the day, clean, sound-proof apartments, dog friendly... etc. everything we were looking for :) We had one minor maintenance request upon move-in, and it was addressed really quickly despite what some other reviews mention. It's been a great month getting adjusted to our new environment, and hope that the following months to come will be a similar experience! read more

We drove all the way up to Redwood and when we got there the lady told us that they don't have any viewings today. They have scheduled us for next Monday 4pm. Moving from San Francisco to Redwood City was a big change for us but Robert and Angela, our leasing Managers, made it amazing. We met so many incredible people from around the world! Just some absolutely great memories were made for both myself and my husband at "Blu." This community is a true "community" and we have such great memories and new friendships. With my schedule I mostly get to see Mariha and Nassira around the property and they're both absolutely wonderful. The scenery of this place is awe-inspiring! My last apartment was located in a crowded downtown area with construction dust, loud trains, and no parking for guests. This place is completely different from most apartment places I lived in. Blu Harbor is surrounded by water, boat slips, palm trees, and nature trails! Harbor seals and the Stanford Row team appear outside your window from time to time. The apartments are modern and only a few years old. I'm glad I found this place! My only complaint is the office is by far understaffed and always busy helping people at the front desk. It's hard to get undivided attention.
