I've been walking past this spot for the last year. I live in Vietnam part-time, and it's about on par with most of the pho that's served there. The couple who runs it is very nice. The food is made quick, and the portions are large, so you can share with your friends. If you're getting take out, ingredients are kept separate from each other, so that you can put together the meal in the fashion that you'd like it. The ingredients are fresh. Second time here, and the pho is amazing each time!!! It seems as though as soon as you entered you are greeted, seated, given water and a menue to order all within a minute! I am a pho fanatic and let me say that the pho here is very mediocre. I have had pho from over 20 locations and this is probably some of the most bland broth I have ever had. The soup was edible but not tasty. I ordered the rare steak pho. We also ordered the shrimp and pork summer rolls (rice paper rolls) I saw 2 shrimps and could not find the pork in the roll. The rolls were not bad but again, bland. Needed soy sauce, peanut sauce or Sriracha to make them tasty. Will probably not return because everything ordered at our table was bland. read more

This Pho place is the best pho restaurant in philadelphia. I've been to at least 3-4 competitors in the chinatown area and none are as savory or as cost conservative. I get a large seafood bowl and my girlfriend gets the beef. read more

Pho is always a great choice after a night of drinking to cure the hangover/headache. We needed a location that was walkable distance to our friends' hotel, so we decided on Pho Cali. Never having tried it, we all agreed it was the most healthiest pho we had. There was no grease (which gives it the best flavor!) and just tasted clean. My Philly pho go to! Right around the corner from the greyhound station and always makes for a quick meal getting off your bus or right before you leave. They're quick so you'll be in and out within half an hour or less, depending on how fast you eat. My #1 spot is still on Washington Ave but if you're looking for something that's not as out of the way, I'd recommend Pho Cali for sure! It will not disappoint! read more

I really enjoyed Pho Cali. I have always walked past this place but never tried it, so I decided to give it a go. Pho Cali has plenty of seating and the wait staff let you pick your own table. I ordered the Shrimp Pho. The regular size comes in a huge bowl with lots of pieces of jumbo shrimp and noodles in the most delicious and aromatic broth ever. They also bring you a plate with bean spouts, basil, and jalapeno's so that you can flavor everything to your liking. They have sriracha sauce and hot chili sauce on the table so that you can adjust the spice level of the broth. When you are done eating you feel full but not lethargic. And the best thing about this place is the price. Including tax, it only came out to $8.70 for one person. The food comes out really quickly too, so if you go during lunch time, especially if you are at a conference at the convention center, you can order, eat, and get back within an hour, easily. To the Vegans/Vegetarians: I'm assuming that the broth is made with some kind of meat stock because I found a piece of beef in my bowl, so if you are vegetarian/vegan you may want to double check on this with the waitstaff before ordering. read more

If you're simply craving that Vietnamese flavor pho cali will do just fine, but if you want really great Vietnamese food with a soup containing that deep bone marrow flavor, this is not the place. Their grilled beef with broken rice ($8.00) was very subpar and their house combo pho ($8.00) had low quality noodles. Wost restaurant ever. I regret giving this place on last chance since last experience was bad as well. I order Bun Bo Hue but it come out as something mix between pho and bun rieu which taste disgusting. The owner or manager or whosoever was so rude. I am not a big fan of the pho here. It isn't completely horrible. The meat is usually pretty good and the noodles are the perfect portion but the broth is seriously lacking. The Pho was satisfying--but how can you screw up Pho? Spring rolls a bit rubbery but my main issue was the service. I ordered a large bowl of Pho for my two children to share and it took 4 tries to get an actual ladle to split up the soup.
