I was surprised when they brought a bottle of water, most places serve it in the glass, plus the Thai iced tea was pretty good.

Heads up: if you are coming here, know that you save $3 by paying with cash rather than a credit card or a debit card. I was a little taken back by that charge, but I get people are trying to take care of the credit card fees. Just know this before going in. Other than that, read on. Being stranded in a hotel with no transportation leaves. You limited options for food. Lucky for me, there were a couple restaurants on the street. I had seen this place, but noted that it was only open Thursday through Sunday. So it was my lucky day to go there on a Thursday. From the street, the place doesn't look like much. It's located in a strip mall, with just a lonely sign at the top, and a couple of stone lions out front. Front. I really wasn't sure what to expect. But reading on Yelp The rave reviews that it got gave me hope for a great meal! Walking inside, the place is neat as a pin, very clean, with plenty of seating. Beer bar at the back of the room and a couple of TVs on the walls. The decor is very contemporary, and looks up to date. I had ordered a Thai iced tea and a water to start with. I was brought a plastic bottle of water and my Thai iced tea in a plastic cup. Not quite the restaurant experience I am used to, but you know what? It was. Okay. The Thai iced tea was very tasty and I could have drank at least three more of them. I had ordered the chicken wings, and of course I had to order them extra crispy. You get six wings, three drums and three flats, with some sauce on the plate for $12.99. for $12.99. they did not seem like they were extra crispy., and the breading on the wings I really couldn't identify. It seemed like it might be panko crumbs, but I wasn't really sure. Regardless, they were tasty. Were they the best ones I've ever had? No they were not. But they were pretty good for the price. I wish they would have put the sauce in a separate bowl on the side so that I could actually dunk the chicken wing in it rather than sort of wipe the plate with it, but that's just a small thing. I ordered the number 19 which was sliced steak in broth with rice noodles. The broth was really amazing, and the sliced steak was medium rare, and allowed to cook in the hot broth. The flavors were so good. So good. I actually drank all of the broth. Bottom line? I would totally hear again, there were so many things on the menu that I would have loved to try but did not get a chance to. If you are ever off main Street in Mesa, you would do well to come here for a nice, warm fine filling meal.

Favorite pho place in the valley. Delicious broth. Food is always fresh and made to order. I used to live in Mesa and are here regularly. Now it takes me an hour but it's always worth it.

Visiting my daughter and we agreed on a Pho restaurant and this one was close to her house, about 7 min. The restaurant was clean, the interior is just outdated. The server was great! She was friendly, funny and quick on her feet. We ordered the shrimp spring rolls, the chicken egg rolls and the N36-Stor Fried Chicken with lemongrass sauce with the vermicelli. Everything was fresh and delicious. The egg rolls were nice and hot when they were served. We didn't eat it all because the portion was generous and I must say the food travels well bc we ate again for lunch the next day and the taste was as if we had just ordered.

Cover your ears when you open the front door as the bell that alerts your entrance is quite loud. It is a large restaurant with good parking accessibility. The men's room is not lockable but they provide a curtain to separate one standing from one sitting. There were some boxes stored in plain view near the kitchen. Moving onto the food they have 5 star food and 5 star service. I ordered pho ga and she brought amazing chicken Phố. I also had cafe sua da which was excellent. The vegetables brought to add to the Phố were good but not quite enough. Two juicy lime halves added to the great Phố flavors. My total bill was $22. I will return because the food is great and the staff is very friendly. Pho Leo seems to be the furthest east of any Vietnamese restaurant in Mesa so this is an important business which I encourage everyone to experience and support.

PHO fixing in a weird basket that looks like it never gets cleaned

I have gone here on two separate occasions, both times I ordered PHO, which was decent... but the customer service is less than ONE star! I simply can't understand how a server (like tower) as she is the only one working both times can hate her customers as much as she does. The food is fair at best, but the portions are generous. I asked for a glass of water and they give you a small water bottle (don't think about asking for extra water!!!) When it's time to go and you want to take your food home, just wait for the obnoxious eye roll!! Oh yeah and by the way, if you have a $10 meal get ready for the three dollar credit card fee as cash is preferred!! who wouldn't prefer cash, I would love to avoid paying taxes also!!

I love this place, stumbled across this place many years ago, and have not been disappointed. I've tried quite a few things and each one has been very good. The employees are helpful when you have questions. It does get busy at times which is always a good thing. Give this place a shot.

Food is five+ stars. And it has been for the seven or eight years. I've been eating here on a regular basis. But sometime in 2025 they must've remodeled the restaurant so it's much more upscale and has a really fresh clean appearance to it personally I don't care about the appearance as much as I do is a good service, but "number one is how good is the food?" The menu has changed a little bit. It's more condensed, you don't get to have as many options with the noodle bowls as before, but it wouldn't surprise me if they would customize for you. I love the cold noodle bowls, with some protein and or tofu and this has always been one of my FAV go two spots. I always get the same thing, which is the Vietnamese noodle bowl with protein on it, and then I also happen to really like their shrimp spring rolls with thick peanut sauce and a side of fish sauce. Both of their condiments are well balanced. I think my photographs will speak for themselves!!!! let's just say, at some point in our lives by the time you're 30 years old, you stopped to think about what would be your final lunch or dinner that you would request,, if you could eat anything you wanted to eat. This is definitely on MY short list. Don't expect to be controlled and have a lot of conversation, the owners and our servers are pretty much straight to the point, and they like to leave you alone. The young woman who's here however is a little bit more outgoing. Years ago, I asked her if she had any extra Basel, she not only brought me extra Basel. She brought me some to take home.!!! It was by far one of the best basils I've ever had in my entire lifetime, and we used to grow it at home. Anytime I see lots of fresh mint, and or fresh basil, I get excited about it. If you do come here and get the noodle bowl and you like basil and mint, do take it off your dish and tear it up and throw it into your meal!!!

The pho here is legit delicious. Stopped by on a visit to Mesa and it was so good we went back for takeout. Deep flavorful broth, generous portions of meat and tendon. Noodle texture was decent, maybe a little on the soft side. The fresh shrimp spring rolls were also good accompanied by a tasty peanut sauce. I saw some comments regarding decor and service and I'll just say that yes, the door bell is loud and yes, the owner is no nonsense, and yes the bathroom is a little gross. However, in my experience, this usually has an inverse correlation with the quality of the pho which was top notch. For Asian restaurants, I judge the food, not the decor!

Noodles had nice bouncy texture. Beef slices were the highlight- tender, lean and thinly sliced; nice tendon; pork sausage lacked flavor. Overall 3.7 Hubs' Vermicelli Bowl: Full-flavored side broth, savory variety of meats and shrimp, generous portion. Fresh marinated veggies and a yummy meat egg roll. Overall 4.0 Next time will try the veggie pho with tofu. Extra $3 to use credit card. Our total with tip 43. We paid cash. No appetizers or drinks. Recommend. ~EG Eats

How can a restaurant with fantastic food make you feel so sad? They put shady pricing tactics into place that make you feel a bit cheated. Our table ordered a combination pho with egg noodles -- which was the best pho bowl I've had east of the Asian district -- and a lemongrass tofu vermicelli dish that was so flavorful with a nice kick. I have no qualms about the food. It was pretty stellar. The first hint we had that Pho Leo was pretty profit-hungry was the waiter poking his pen on my menu several times asking if we wanted (or more so urging us) to order drinks or appetizers. The second was when my mom asked for a vegetarian sauce instead of the fish sauce-based nuoc cham -- granted that the lemongrass tofu was on the "vegetarian" menu -- and the waitress begrudgingly dropped soy sauce at our table. When we got the check, we realized we were charged for our waters without warning -- water isn't even on the menu and we didn't ask for bottled. The waitress also told us only upon taking our card that there'd be a $3 fee for using credit card (that's a 10% charge on our meal -- WAY more than credit card processing fees). This fee wasn't posted anywhere. If the restaurant owners are reading, I highly recommend raising prices instead of using these outdated tactics. I would've gladly paid that extra $5 for my bowl of pho. Its quality is great, portions are very generous, and Pho Leo is basically the only great pho place serving East Mesa. Inflation sucks, but we're all in it together -- it's 2024 and hidden charges are out.

I've been looking forward to trying this place out. The two servers were not wearing masks and service was abysmal. Got the bbq spring rolls, pho chin and a grilled pork plate. The food was "ok." I had a difficult time with the lack of safety standards and poor service. read more

Came here for a quick lunch. It's kind of hidden and in a bit of a shadier part of town... but I was craving some Vietnamese food so I took a risk. The place is pretty spacious, and for lunch time it was pretty dead. There was one other table besides me, but it took about ~20mins for my food to come out... my sever was really friendly, a little too too friendly which made me a bit uncomfortable. The food.. I ordered the 'hu tieu ap chao' which is like pan fried flat noodles with beef. The pan fired noodles where bomb. But the beef was NOT. First they used thinly sliced beef that you top pho with. Which makes me feel like they were just trying to use all their ingredients.. it was a bit pricey for an average looking lunch place restaurant $15 for my dish (tax included). I feel like this place cater more towards the American pallet then your authentic Asians. Probably won't come back again. read more

This restaurant is a great one!! Once you walk in they greet you and very welcoming. We came from out of town(Los Angeles,CA) after watching Lakers win and become 202 champions!! We ordered pho and plate. The pho flavor phenomenal added the usual extras. The plate rice,pork,shrimp, beef plate so fresh and great flavors. Even the salad tasted so fresh, the cucumbers nice and crunchy just perfect for the plate. I would recommend!!! read more

Walking into this place on a Saturday night and seeing it was empty made me a little hesitant. But I was craving some pho and been wanting to try a different place than our usual. We ordered pork and shrimp spring rolls and fried egg rolls to start. Being raised by a viet mother you realize how many different variations of tastes everyone makes their egg rolls and pho. This place actually reminded me of my moms cooking. The spring rolls were freshly rolled to order. Soft and not dry like when places premake them. The dipping sauce had the balance of hoisin and peanut sauce my moms does. Then the egg rolls came out super hot and full of filling! Not veggies but meat! Right away just with the smell I know it was going to be good. Again. Reminded me of my moms flavors. So many times I get the egg rolls at other viet restaurants and it's bland. These had seasoning and flavor. Last but not least pho tai with meatballs for me and extra beef! They loaded up so much beef I was happy happy! Typically you ask for extra beef and they give you four small slices. I was able to enjoy some beef in every bite. Noodles weren't mushy. And overall very good pho! I am glad we found this spot and will go back. Service was a little slow but it was prob family owned. The guy that served us was entertaining and nice. When we left there were at least six other tables that filled up. read more

I've been a huge pho fanatic for years and I can honestly say this place has the BEST in the valley. Amazing broth and plentiful in herbs and cuts of meat. Big fan of the spring rolls too! Ask for extra mint in yours!! Also very affordable read more

I came here specifically for pho and the Spring rolls. The broth was Really good and the Spring rolls were fresh. As far as the service and the place itself I would say it was OK at best. The restaurant may be under staffed since there was just one lady who didn't have the best attitude. But the food itself was really good so I might go back. Another thing to note is that the place itself was really old dark and seemed dirty perhaps more lighting and a good cleaning would really improve customer experience. read more

To be fair, we didn't eat anything, but left because we were so disappointed in the unclean environment. Dirty, dusty, smudged windows, dirty fixtures. Dark environment that felt like a bar. The reception was terrible , the woman didn't even welcome us, just grabbed two menus and started her to plop us in an uncomfortable corner table with clearly many open booths available. We noticed the people next to us had not been served yet, after waiting a long time with no one coming to even offer drinks, we knew it would be a long wait, so we left. If the dining area looks unkempt, I can only imagine what the kitchen is like. read more

Found this place by accident. I did a yelp review and saw it had good reviews. I made my way in and the staff was polite friendly and helpful. I used pictures of what others had took on yelp to help decide my meal. The food was great and hot. Wish i had a bigger stomach to take it all down but took the leftovers togo. Being from California, our standards are pretty high for good traditional delicious Vietnamese cuisine. We've tried many places and some were better than others but nothing truly blew us away until Pho Leo!!!! Pho Leo is fantastic. The staff is incredible, very helpful and kind. The restaurant is spotless and spacious. The food is to die for! Finally I have a new go to pho place in Arizona! I'd give more than 5 stars if it would let me :) we will be back for sure!!!!!!! We had the P19 pho, pork eggroll vermicelli bowl, crab cream cheese wontons. And of course we didn't leave without our traditional Vietnamese iced coffee!!!? 10/10! read more

We used to live in a community where there was a Pho place on every corner. So when moving to AZ we were really hoping to find a great Pho place that offered great flavor & pricing. Pho Leo has been our go-to Pho spot here in the valley. They have the best pho, will the most amount of meat for a great price. Customer service can be a little hectic at times, but they are a small staff who work extremely hard. Thanks for the great food guys! read more

You get a lot of food for the money, it's a good value there. The pho was pretty good, but I must admit I'm not a big pho fan so take my rating with a grain of salt. We also had the curry. This I am an aficionado on and I make it myself. They had the heat down, about a 5 on the American scale (2 on the thai scale lol). It was full what looked like canned veggies and french fries. Definitely sub par. We also got an order of egg rolls that were way over cooked and you couldn't tell what was in it. Just some all minced together stuff. Service was also a bit slow aside from refilling water glass. Low side of 3 stars. read more

I'm a fan of Vietnamese cuisine and this little spot is good. The service is prompt, the food is freshly made and a very good price. The decor is lacking however. It's very dark with plain wooden chairs and dark tables. The spring rolls are freshly made and chock full of mint and noodles and shrimp. The vermicelli noodles come in a huge bowl and filled with julienne carrots and sliced lettuce and cucumbers garnished with fresh mint. The peanut sauce is thick and rich full of flavor. They had an extensive vegan menu but not explicitly gluten free, tho I am sure they can adjust using rice noodles or mung bean noodles. The portions are ample and very good value. I will be back for the pho. read more

When we first went there, Main Street was being all torn up for this fiasco of a rail service. Their food was outstanding! The Leo bowls were outrageously good and my wife and myself were very pleased. We dined in about 6-7 times before this fake pandemic and then ordered for delivery. Then the food was hit and miss. The portions are wonderful and the quality of ingredients have changed a bit, but, still edible. Best deal is to dine in and get the whole vibe. Not real pretty, but, good service. read more

I'll admit that this place looked a bit sketchy, especially being in this area. But as a "hole in the wall" style restaurant. This place is actually really good. It's really hard for me to eat pho other than my own mother making it, but i have to say this place makes some really good pho and has very caring and exceptional service. This is great because I don't live too far to get some good pho. I compare this place to Pho Thanh in Phoenix, a definitely great place to get great vietnamese food. Highly recommended! read more

THAI in a Pho joint ? Went to Pho Leo tonight and had a nice dinner with my wife n son. Ordered the chicken Spring rolls and Calimari for appetizers. We enjoyed both. For our main entree my wife had Pad Thai and it was very nice. I gave her a bad time for ordering Thai Food at a Vietnamese restaurant but she is 7 months pregnant and I'm not going to press her to hard on her odd cravings even though it was her idea to get 'soup'. Geez! I'm glad they had Pad Thai and thrilled it was so good it satisfied a craving pregnant mom! I had the Vegetable Pho and I must say it was very fresh and flavorful. Next time I'll try the beef Pho. Pho Leo is a family owned and run restaurant and I really liked the fresh ingredients, great recipes served in a very clean dinning room. So, yes this is a repeatable restaurant. Give Pho Leo a try and you will like it AND return! read more

We've been ordering from Pho Leo for awhile now. Tonite was our 21st or 22nd time. We've enjoyed the pho, the spring rolls, crab puffs, tamarind chicken wings, pho leo trio, charboiled pork spring rolls, coconut shrimps, a handful if fried rice, thai teas, and Arnold palmer. All of them were tasty, and enjoyable. We've received warm and friendly service consistently. The price point is proper. The mum and pop restauarant isn't fancy... BUT the food and service have been consistently great! read more

Website and Yelp says open until 930 PM. I know we were a little late coming right at 9pm. Sign says open but the server was really rude and yelled at us and that they were closed even though they had a full restaurant. read more

The pho is pretty good. But the older lady that served me seemed angry the whole time. She even got my order wrong. But how can you tell her when she was passive aggressive for having to work. One of my favorite pho restaurants in the east valley. For starters, I always get the pho Leo trio as an appetizer and share it with my boyfriend. It comes with 2 coconuts shrimps, 2 spring rolls, and 2 egg rolls. One of the best coconut shrimps I've ever had! I also get the Leo special #1. Which is a bowl of vermicelli noodles with charbroiled pork, grilled pork, grilled shrimp, and egg rolls. Comes with peanuts too. It adds a wonderful taste. I ordered the a brisket pho which is the "Pho Chin" on the menu. I did not have time to sit down and eat my meal so I called ahead of time to place my order. The employee that answered had great customer service. When I got to the restaurant, it was pretty empty. Possibly because it was at 3 pm on a Monday. The entrance had a cute sitting area and the restaurant had a nice open concept. As soon as I walked in, I was greeted and given my take out order. I hope to go back and eat inside the restaurant to enjoy the pho while it's still fresh. It was good but it's definitely not the same if you can't sit and eat it at the restaurant. I didn't have a pho spoon so it was a little difficult to eat. I ordered the regular bowl portion and was not able to finish it all. Horrible. We eat Pho at least 3 times a month nationwide. Combination pho was not up to standards at all. Tripe was soft and bitter. Tendon was black. Meatballs were similar to tennis balls in texture and probably taste. Broth was over salted. We are both sick on both ends. Sorry, not sorry for the tmi. Do not eat there. Evi was patient, professional, and genuinely wanted to understand why I was unhappy. More importantly, the management acknowledged my feedback and told me they would review and improve these issues. They also generously comped our entire meal, which I appreciated--not because I wanted free food, but because it showed they took customer feedback seriously. After those initial issues, the rest of our meal was excellent. The food quality was great, and the service for the remainder of the visit was attentive, friendly, and exactly what I had hoped for when coming to Haidilao. Nobody gets everything right every time. Furthermore, the elderly lady working there seemed quite upset with us when we didn't want to sit at a small and dimly lit table by the wall. She disregarded us throughout our entire visit. The only reason we frequented this place was because, being far from home, it used to evoke a sense of familiar warmth and a feeling of family. However, it appears that those sentiments no longer hold true, unfortunately. We decided to stop here based on the reviews and we were in the mood for some Pho. It's in a strip mall area but as soon as you walk in the place is very spacious inside. The service was great. Very friendly and happy and made us feel very welcome. The food was DELICIOUS! the prices regularly are great but we got 25% off everything! Personal favorite was the chicken dumplings....
