I used to come here almost every week last year ... it's pretty cheap and the food is tasty. The pho (I always order #11) is pretty good. I like their broth, but as with all pho, you need the fixin's. My personal favorites are the lime juice and hoisin sauce. Yum! I've also had their beef chow fun, which is decent as far as chow funs go. It's a good pick when I've been missing the Chinese food at home. One of my favorite dishes is their chicken vermicelli plate. It's sooooo delicious! The fish sauce definitely makes it. Highly recommended! My one major criticism for this place would be their service, but since it's an Asian place, I'm not going to dock too much off for that. Growing up in Asian restaurants has shown me that service usually isn't their strong point. Still, the food is yummy, it's close to school, and the prices are good. This is one of my least favorite pho places in Stockton. I've been here a couple times in my earlier ignorant years in Stockton, and I definitely have not come back. One thing that other Yelpers have noticed is that the people there seem so miserable, and they really really do. Makes me feel bad that I'm there, bothering them, making them serve me... The pho just ain't good! I've definitely had better, and it's a but on the pricey side for pho. Pho is supposed to be cheap!! The beef broth is already made and had been brewing all day. All you gotta do is assemble the bowl with the correct ingredients. My most memorable moment at Saigon Bay was after a traumatic incident that included a trip to the ER. Anytime, we crave a pho noodle fix or just want some authentic Vietnamese dish, this is the place to go! It is family-friendly. I'm surprised Saigon Bay only has 3 stars! I came here for lunch with my family today and we were all very impressed with the amount of food in a small bowl of pho for just $5.45. It was actually the perfect size and I didn't leave feeling hungry or stuffed. There were plenty of meat even in a small bowl and the broth tasted pretty good too. For an extra 50 cents, you can get a medium bowl. There's a lot more to their menu than just pho, but I would just stick with the dish they're known for, which is of course pho. I tried some of their bun with thit nuong (vermicelli noodles with grilled pork) and thought it was decent. Again the portion size was awesome but I wished there was more meat than lettuce. The pork was very flavorful but too sweet and they provided such a small bowl of fish sauce that you're left with really dry vermicelli noodles. Overall, I think Pho Saigon Bay is a pretty good pho restaurant. It's located in a nice neighborhood right next to the mall, so it's a perfect dining place with family and friends. read more

Pho Saigon Bay is definitely one of my go-to's for a nice bowl of Pho. A lot of people are very Pho Saigon vs Mama Pho's. I go with Siagon Bay because its closer and the restaurant is 5 times the size of Mamas, which feels very cramped. The broth is very good and the service is good. This is my favorite Pho restaurant in the San Joaquin County. They have their bad days, but their food is always consistently good. The place was really busy and was seated the moment I walked in. Based on Lisa's recommendation, I ordered the # 65 - Com Bi Cha Tom Tom Quet Thit Nuong ( Grilled Chicken, Shredded Pork, Shrimp, Shrimp Paste & Egg Foo Young on Rice. I also ordered an appetizer of Deep Fried Calamari. Food arrived in 20 minutes, not bad considering how busy it is. Food is warm and smells wonderful, can't wait to dig in. While I was waiting for my food I noticed the busboy serving water to people being seated. You say, so what, I say, it's a BIG deal. After he and the waiter were cleaning tables they never washed their hands before serving! ! The cloths they used were dirty to begin with, then the busboy dropped one on the floor, picked it up and continued to use it to clean tables. He goes to get more water to serve, still hasn't washed his hands. Subtract two more stars. The calamari is rubbery, cooked to long, it's to bad cause I was really looking forward to eating it. Not sure why the Vietnamese have such a difficult time cooking this. Salad was another disappointment, old lettuce with rust spots all over and wilted, none of it was green, only the white bitter parts. I've had tables that were immaculate, but other times it was like umm can I get a wipe down please?? This place is crazy bipolar but I love their food. I crave pho or kathiew very frequently. I really wanted some last night & they were the only place open so, I decided to come here. They charge you before you get your food and I got 2 small pho bowls that are 8.50 each and the total came out to 24.50 which is outrageous. That right there made me mad. Idk if they automatically take out a tip but THEY SHOULDN'T. I'll leave a tip regardless, but as the customer I should be able to decide BASED ON THE SERVICE I RECEIVED how much of a tip I wanna give. Period. They basically tipped their self. The service was not all that whatsoever, they didn't even give some complementary water! The food is disappointing! I seasoned it as much as possible but that didn't do much . I mean, some of the waitresses are alright but the younger ones just seem bitchy and have a "Is that all you fucking want?" attitude when you ask for something extra, like lime or plates. As far as pho goes, this place is pretty good. Of course I don't come here anymore since I have my Grandma's shop to go to (MAMA'S PHO & SANDWICHES!) but when I did come here, I was definitely satisfied. The broth was really flavorful, and that's exactly what I like in my pho. If the broth doesn't taste good before you add your sauces, then it probably won't be any better once you add them :/ But this place definitely hit the spot back in the day. For a small, it was a bowl for kids. $$ doesn't equal the portion sizes. Soooo meh. We usually go to Saigon on Miracle Mile since we can walk there but we'd heard that it is really not even close to the best in town so we wanted to try somewhere new. We pass Pho Saigon Bay all the time and it has cute decor (and looks Westernized enough for our sissy tastebuds) so we gave it a shot. I ordered one of the Com Dia's with pork and I have never had such tough dry pork in my life. My kid is the biggest noodle soup eater on the planet and has eaten every Pho he can get his hands on but even he didn't like the beef Pho here. The food is slightly above a three star rating. The extra star is earned by the quick non-nonsense service provided, the low prices and the late hours. I often stop by because frankly, it's the only place open after 9pm on a weekday. The ambiance is nothing spectacular but adequate. My experience was much like my fellow yelpers. Food was great. I'm Vietnamese, so it was great to have some old school Vietnamese comfort food. Waitress took our order, food came out quickly. But no service = bad service. We order a extra dish of fried rice. We never got our rice, only our main dishes. Waitress never checked up on us or refilled water. I invited my boyfriend to try something new here and he absolutely loves it. I have had the number 1 Saigon soup special. The broth is delicious. I get a small and am always stuffed halfway down the bowl. They bring out jalapeños, sprouts and a lime wedge to add to it. I've also had #59, chicken and shrimp vermicelli, which I shave also really enjoyed. You only get one soda (they have never refilled but I think they charge for refill?) but it's fine because they give you such a large cup anyway. My boyfriend LOVES the Mongolian beef and rice. It is very tasty. Service is service! Sometimes they are extremely busy but when they have seen us they try to make room asap. They don't visit your table every few minutes to ask how everything is which personally, I rather like. When you're done you pay at the register. Seriously, every time I come here I'm impressed.. I get different meals and each time they're fantastic.. I just came here again and got I believe the #92 or #93 - Chinese pepper steak rice plate. It was amazing, really. I came here with my GF and somehow we though we could finish a medium bowl of pho as well.. Needless to say we both had plenty of leftovers! Our two plates plus medium bowl of (equally delicious) pho came out to be less than $20.. back in SF we'd be lucky to get out of a place with a full belly for $20.. They also take a uop student discount.. seriously, this place is amazing. The only con people might have are the waiters/waitresss, which may be a little less than attentive and may not have the cheeriest personalities.. however, when we go our glasses are always filled and the waitresses check up on us every once in a while, and do respond if you ever need to call them over.. honestly it is a non-issue, especially when remembering you're eating bomb food so you don't have any problems to begin with. If I could give this place zero stars I would I just dined there less than an hour ago and there was a freakin bug in our pho and the worst part about it is the manager was so rude about it when I let her know worst of all and I quote "yeah sometimes there are bugs in the hot sauce" like seriously??
