Well I would like to give a positive review about the food but unfortunately I was put on hold for almost 10 minutes and had to listen to multiple conversations and loud music. I decided to hang up because I felt as if they had just forgot about even putting the phone down. So I've screen shot my outgoing call to show that I did wait for 9 minutes and 42 secs. Did they change chef's? Owner? This time we had the oxtails and jerk chicken with rice and beans, roasted veggies, plantains and a beef patty. Not one item was good, delicious, flavorful or worth the price advertised. To be frank, everything was nearly inedible. The jerk had ZERO flavor. The plantains were dry and flavorless and the rice and beans (not rice and peas) tasted like canned beans with ketchup. My husband said the veggies tasted funny. I'm so disappointed. We've eaten at Ruthies A LOT. The service is hit and miss but food is always decent and consistent. The other night I decided to splurge, treat me and partner to Ruthies take-out. We spent well over $70. Grub hub (GH) dropped off the order, the bag was in tack. No signs of being tampered with. Opened it up and the lemon cake I ordered was missing from the order. I called Ruthies about it, told them I had the receipt. They said they didn't have an order for me and I need to get a refund from GH. I explained the bag wasn't opened or anything, and that it seems like they just forgot to put it in. I told them I could bring the receipt in with me. I told them I didn't care about the refund I just wanted the cake because I was excited about it. They wouldn't budge. Deferred it to GH and said I had to call them. The cake is $6, I wasn't concerned about the money. I didn't even pursue the refund. I just really dig lemon crème cakes. My friends got me a whole one as my birthday cake this year. Of course Ruthies as a business can set and stick to whatever rules they want. It was just disappointing. Also, skip the peas and rice (red beans and rice). Replace it with something else. The Mac and cheese was so creamy and delicious and the red beans and rice was out of this world. The oxtails were 2 large bones, no meat, & tough - they were not tender. The flavor was a bit powerful of some type of seasoning (maybe allspice)? The 3 stars are for the plantains. This place is still a hit, even during Covid season. From what I've seen they disinfect surfaces and social distance the patrons. I hadn't been here in a couple years but 3 days ago I ordered takeout & also tried something new n omg...I've gotten it everyday since that day and it is the seamoss smoothie. Our delivery was missing food items upon delivery. Kinda sad we didn't get to try the plantains. I enjoyed the chicken but I knew the plantains would win the family over, and now they don't want to try again as they weren't impressed. I didn't call for a refund of plantains, I know businesses are trying to stay open during take out and someone else probably got it in their delivery. I hope they enjoyed them! I still have 5 stars because what we did receive was good. It had a good amount of spice which was perfect for us on this rainy day. I have had this dish before in the past and it was really good.Not sure if they have new owners or new cooks but, they truly missed the mark on this. when it came to flavor...there was absolutely NO seasoning on the oxtail and the gravy taste like burnt brown flour mixture. Was considering using Ruthies to cater a private event for me but just left and had a HORRIBLE experience! I came in during lunch and ordered a side of curry tofu, a side of roasted veggies, the fish cakes and the jerk shrimp plate with a side of plantain. We arrived at 2:25. I was planning on eating the food there but I had to get it to go because it was taking so long. We didn't receive the food until 3pm after 35 minutes waiting. They got my order wrong by forgetting the fish cakes and giving me an extra side order of Plantain instead of roasted veggies. I was already in my car when I realized this. I ran back in to get a refund and both the gentlemen disappeared into the kitchen for almost 5 minutes before I had to pop my head back there and tell them not to worry about the fish cakes because I was running late to work. I opted for a refund instead. The gentleman in charge, Raymond, told me I wasn't even charged for the fish cakes. However when I explained to him that I was overcharged for the other items, he proceeded to waste my time by telling me that he charged me the dinner prices instead of the lunch prices, instead of just giving me the refund. The tofu and veggies sides Are $3.99 on lunch and $4.99 on dinner. The jerk shrimp plate is $12.99 on lunch and $14.99 on dinner. I was over charged a total of $4, plus the extra tax, but worse I wasted almost an hour of my time. Needless to say, I WILL NOT EVER COME BACK and I surely won't be hiring them for my catering needs. Oh and to top things off, Raymond appeared to be high and was acting as such through slow reactions and overall confusion. The other gentleman who was working with Raymond also took a smoke break to "medicate" while we were waiting for our food. I have nothing against weed but this is highly unprofessional, especially when it's interfering with your ability to function at work. Plus they had MAJOR HEALTH CODE VIOLATIONS in May 2018. They showed no violations for their July 2018 Inspection. If you feel like wasting your time and risking your health go here. I finally got around to tasting the food. My boyfriend loves their jerk wings plate too! The plates are affordable and appropriately filling and definitely worth every bite. 7/3/2020: Even in the midst of a pandemic, this restaurant delivered fresh, hot and tasty food that was a bit earlier than scheduled pick up and the order was correct. What I ordered: Curry wings plate w/ roasted veg and rice and beans Side of fried plantains Jerk shrimp plate w/ macaroni and cheese as md rice and beans Dessert: carrot cake Everything, was flavorful, seasoned, fresh, hot and not too salty. I wasn't expecting the dessert to be that good with everything going on, but it was just as fresh and delicious as one would expect pre-pandemic. The fried plantains were perfectly carmelized and slightly tart like I like them. The man n cheese was soft, creamy, flavorful without being too dry or runny. Jerk shrimp was tasty, not rubbery, curry wings were tender and flavorful. Rice and beans were actually quite good for a filler side dish. Great flavor, not dry, good texture. Today was my first day coming to Ruthie's Caribbean Kitchen. The atmosphere is very elegant, and the food is on point! I love the hot, sauce, I love the jerk shrimp with the red beans and rice and roasted vegetables. The vegetables were very colorful, perfectly done and a glass of white zinfindel. Again everything tastes wonderful. My husband had the curry goat with red beans and rice and plantains. He loved everything! Everything tasted great I wouldn't add anything to it. You can taste the love that the chef placed into the food. The presentation reminds me of home it was wonderful. This is truly soul food. I met the owner Ms.Ruthie. Everyone give her the support it's wonderful to see a brand new black owned and operated business by a Woman from the islands of St Lucia. Ms. Ruthie really knows how to welcome her guests that makes them feel as though they are at home. You can see the love as soon as you walk in and it's great to have it exactly where it's at to revitalize that area and to bring light to that area. Food is great the second time! Came here the first time few months ago and mac and cheese was dry af, but gave it a second chance and wasn't disappointed! Mac and cheese was freshly made that it tasted much better than before, and the oxtail was so delicious it melts in your mouth! Way better than the first time I came when they opened. It's always good to give a place a second chance. My favorite here is really the oxtail and I came back today for the same order with Mac and cheese, and let me tell you, it wasn't a disappointment! Yes, it takes forever to be made but this time it's fresh and hot! Prices is very reasonable! Ordered a meal for myself and a to go came up to be $35! Not bad! I just left from eating at Ruthies. I wanted to try the oxtails, but they were out. I say double up on the oxtails because the only other place in Vallejo that serves oxtails is House of Soul, and theirs are hit and miss. I am glad to have another ethnic and diversified option to eat in Vallejo. We need more gems like this, even if it is not your cup of mango lassi. I had the short ribs, beans/rice, and mac &cheese (I was surprised that was on the menu), and ginger lemonade. The short ribs were pretty good. I can describe them as savory/sweet. The beans and rice were good. I added a tad bit of salt to my liking, but it's not necessary. I actually like that the food was not over salted. I would like a bit more juice on the beans, but also, my preference. The mac & cheese was good as well. It's baked mac & cheese and was served hot so that the cheese was still gooey underneath the baked top. The only thing is that I believe there was bell peppers in the mac. Not a fan, but I worked around them. I was recommended to try one of their freshly made juices. I got the ginger lemonade and it was very nice. It is not what you'd expect. It was creamy, almost like coconut milk but more refreshing. It took right at 15 minutes to get my food, so not bad. This food is cooked with love I'm sure. So I wouldn't expect anything to come out of that kitchen in 5 minutes unless you're getting a stewed item possibly. Previous comments mentioned that they were understaffed. I met two sweet women that just got hired this week, so that problem should be fixed now. Their service was awesome! Everyone was very polite. Let me first mention that I forgot my bank card at work on my desk, so I couldn't pay them after I stuffed my face with their delicious food. I offered to give them my phone or ID as collateral while I ran back to the office to grab my card. They refused and said to just pay them next time I come in. How embarrassing for me, but how sweet and hospitable of them! I left and came right back to pay. I don't need Mrs. Ruthie holding out the next time I come in :) Overall what I tried was pretty good. I am excited to try something different. Plus the decor is pretty nice. To be warned, it is a nice but small joint. 2 or 3 tables and about 15 single bar height seats.
