It looked like it may be a VERY expensive issue in the pipe between the house and the street. Ti Sutherland found a time to come by, since this was kind of an emergency since we couldn't shower, and he found the problem in just a couple of minutes. Turned out it was only the HOT water that was being stopped, and it was a janky flood prevention device that had been installed with the water heater. The batteries died and it shut off the flow. Two of their staff showed up as scheduled and were able to provide an immediate estimate, and then were able to start work right away. They fixed two major issues - an outdoor leaking faucet (in winter when it was cold), and an indoor shutoff valve. He performed his own diagnostic tests and told me the source of the leak was actually from water getting outside the tub and getting through areas between the tile and the wall of the tub.
