It was a bit surprising--not because of the policy, but because of the tone, which came across as a bit harsh. Maybe she was just having a bad day, which I can understand, but the delivery didn't feel very welcoming. I want to emphasize that I have no issue paying for water at all; in fact, I planned to go back to the car after ice cream to get water since we parked nearby. It was just the way it was said that didn't sit well. I didn't say anything at the moment since I understand everyone can have off days, but I do think consistency in how customers are spoken to is important--others might not take that tone as lightly.
