A++++++ If you're looking at Cielo Apartments in Panorama City, I'd genuinely recommend putting it at the top of your list. Living here has been a 5 out of 5 for me. The community is really well kept. The landscaping is maintained, the walkways are clean, and it actually feels like management cares about the property instead of just collecting rent. The neighbors are friendly and respectful, which makes a big difference. It feels calm here. No chaos, no drama, just normal people living their lives. I'll be honest, my last apartment down the way had me constantly side eyeing corners and flipping on lights at night. Here, I haven't had any pest issues at all. Zero. That alone has made a huge difference in how comfortable I feel at home. I've never been happier or more at ease in a place. Maintenance is also quick. When I've submitted a request, it was handled fast and without excuses. That kind of responsiveness lets you sleep better at night because you know if something breaks, it's actually going to get fixed. The assistant community manager has been great too. She's always been helpful, available, and professional whenever I needed assistance. It's nice dealing with someone who actually responds and follows through. Overall, clean property, good people, fast maintenance, and solid management. Easy 5 stars from me. read more

Edit 08/03: I have every right to share my experience, and I've chosen to remain anonymous for a very real reason: retaliation. The Community Manager has responded and removed his own comments from my post six separate times that behavior only reinforces why I felt the need to stay anonymous in the first place. I'm not avoiding accountability; I'm protecting myself. I am exercising my right to freedom of speech to speak openly about what I've personally experienced. I've never had pest problems in my life not even when I lived in public housing (Pacoima projects to be exact) and yet here, the issues are constant. I've backed up my claims with more photos, not just words. Every tenant here is stuck with a small plug in A/C unit that barely cools a room in the middle of summer, while the manager made sure the office he sits in is fully upgraded with central air. My infant suffered a febrile seizure direct result of our apartment's inability to maintain a safe temperature; it was so dangerously hot inside that the paramedic who responded told us it was noticeably hotter in the apartment than it was outside despite the outside temperature reaching 102 degrees. The truth is, the manager isn't acting alone. his boss, the owner, is just as negligent and indifferent. Their main priority seems to be collecting rent, not maintaining safe or livable conditions. Once they have your money, you're left to deal with units infested with roaches and conditions so poor that many residents are forced to throw out their belongings and start over from scratch. It's not just bad management it's exploitation. If the conditions I've described weren't true, there wouldn't be such a strong and repeated effort to silence me. My post is meant to warn others, not stir conflict. If management truly cared, they would take these concerns seriously instead of trying to discredit those of us brave enough to speak up. Moving forward please allow yourself to accept the criticism and refrain from harassing me over a review I'm entitled to leaving. -Jamerson URGENT WARNING FOR PROSPECTIVE TENANTS Before considering a move into this apartment complex, please take heed of the following serious concerns. This property is, without exaggeration, one of the most heavily infested residential buildings I've ever encountered. Cockroach activity is pervasive you'll find them not only inside individual units, but throughout the garages, stairwells, and hallways, kitchen cabinets where your clean dishes are EVERYWHERE. This is not an occasional problem; it is a full-blown infestation that affects daily life. Attempts to raise these concerns with on-site management or leasing personnel are consistently met with indifference or outright dismissal. Do not expect transparency or cooperation if you seek help your complaints will likely go unanswered. The condition of the units themselves is equally troubling. Cabinets are structurally unsound, many of them literally falling apart, yet superficially "repaired" with heavy layers of paint to mask the damage. The overall workmanship throughout the units feels rushed and negligent. To make matters worse, during the summer months, the in-unit air conditioning systems prove completely inadequate barely capable of cooling a single room, let alone the entire apartment. I believe the charges taken from my deposit were unjustified. The apartment was professionally cleaned and painted the day before move-out, yet I was still charged for cleaning and repainting. I lived in the unit for 1 year and 9 months. Based on California tenant law, repainting after this length of tenancy is considered normal wear and tear, and charging a tenant for it is not permitted. These deductions do not reflect the actual condition of the unit at move-out. After I posted this review, the manager (Gabriel) called me and raised his voice, expressing anger that I had left a review while he could not leave one about me. He also made comments about not knowing where I was from and stated that "this is not how things are done in California." I found this interaction unprofessional and inappropriate. I have videos documenting the condition of the apartment and will be submitting them to small claims court. This review reflects my personal experience and opinion. Please be aware before renting here. When we moved in, the door was already broken. Gabriel told us, 'Of course, we're not going to charge you for that.' Guess what, he did anyway. If it was possible to give 0 stars i would. This complex has the WORST roach infestation that I have ever encountered. Not just the units but the ENTIRE BUILDING. From the halls, the garage, the laundry rooms and everywhere in between. When we brought the issue to the attention of the management, it was IGNORED on multiple occasions. On top of the roaches, we also had to evacuate multiple times in the middle of the night due to the building being SET ON FIRE. Managemtn did nothing about that either. We tried to get out of our lease because it became so bad that we were experiencing health problems, they denied our request and we were told we had to pay the remainder of the rent owed for the last 2 months of our lease (approximately $4k) and after doing so, we were forced to move out with no security deposit returned due to "damages" that did not exist. Fast forward to 4 years later, a collections suddenly appears on our credit from a mysterious agency claiming that we OWED THEM $7k more for EACH tenant, a total of $14k and they were charging INTEREST. It has been a total of 4 years since we have lived there and one year since the first alert of a collections, yet they are claiming we now with interest owe a total of $20k. Something shady goes on here and this place needs to be looked into and SHUT DOWN. read more

DO NOT RENT HERE! Underground conman operation being run by management here. they will falsify damages on your move out (carpet damage in a unit that has no carpet?), they will take your entire security deposit and then falsify charges so they can still send a bill to collections, only to have collections magically appear after the statute of limitations has ended just to harass you and try to get you to admit to the falsified debt. I have lived at Cielo for more than twenty years, and while no place is perfect, I would give it my highest possible recommendation in at least three important areas. 1) Location. I know this will sound a bit over the top, but I know of no other apartment complex in the Valley that is so conveiently located. Directly across a two lane street is a Food 4 less, and one can push a loaded shopping cart to within 100 feet of the Lobby entrance. I am disabled, yet still can easily shop because of this unique feature. Within walking distance also is an Aldi, Walmart, Wendys, dennys, starbucks, Post office, at least four banks, Social security office etc. One mile away is a Amtrac/bus/ train station that could get you anywhere in the country with a little research. 2) Amenities/cleanliness/security. This is a large complex, over 300 units, three stories in a square with a very large interior courtyard, which gives an amazing feeling of privacy in this huge city. The entire courtyard area, the lobby, basically the whole place is very clean and well maintained, more like what I would expect of a nice four star hotel. There are carpeted hallways and several open gardens that yeild a feeling of open air, but gives protection from sun and rain. Each unit has two secured assigned under the building parking spaces. There are nine laundry rooms. 3) Management and staff. 3). Management. All of the staff here is accomodating, professional, and cordial. For example...Last Year during the holidays,they threw a Christmas party for the tennants. The building manager and the leasing staff team spent a whole afternoon catering a courtside pizza party, complete with games, prizes, and mass food. Much fun was had by all. I know that this review reads like a commercial, but I am truly grateful to have had such a friendly, safe, and pleasant place to call home for more than twenty years read more

This is my second review. It's just gotten worse and worse. Pictures tell ALL. Flooding from the rain. Flooding in the ceiling and walls. Bubbles on the walls. Staying up missing work to try and control the leaks. This is ridiculous. Maintenance can't help. Girls in the office are terrible. They didn't pass the request for maintenance to come check on bathroom leaks as well until they noticed it now ( 2 months later) Manager complaining to maintenance that they don't want to spend the money to repair. this is the worst place to live! the whole building is infested with roaches especially in your unit and the stench of the elevator and garbage is unbearable. also, the elevator is so slow it's better to take the stairs. it's $2000 in a very small unit that is very outdated. the ac/heater doesn't work so don't even waste your time. they don't ever update anything in the apartment, not even the carpet. everything requires a fee. you can't have anything on your porch and they come to inspect every other week. not the mention the washer and dryer never works. you put money in and the washers and dryers aren't even working. the only good thing that comes from this place is where it's located. read more

UPDATE: 8/7/21 Well the complex has been under new management for over a year now and sadly things have gone down a lot. I was hoping it would improve over time since transitions can be rough, but it doesn't seem that's be the case. Where do I begin? I'm not able to go into detail because there isn't enough space. Since the new management came, there has been a huge influx of new residents since the last ones moved out due to rent being raised. With this new influx of residents, things have really gone down. There are now fights in the hallways, with yelling and people throwing things out of their unit in what I imagine attempting to kicking someone out. One of the people who moved in next to me blasts their music for hours on end sometimes starting at 8am and as late as 3-4 in the morning. It literally would rattle my walls and was loud enough to be picked up on video. It got to where I had to call the police at one point. Security is now a joke so they are completely useless. Security was replaced by new management and they just walk around talkingn on their phones for the majority of the night or just sit in the lobby. When I've had to put in a noise complaint, either nothing was done or I'd had to wait over 30 minutes before someone responded. When you are woken from your sleep because of music, that is a lot of time to lose when you have to get back to sleep for work the next day. At one point, I had to find security after waiting 40 minutes to ask them to respond. The person in the lobby said they didn't know anything about the complaint and that the other guy had the phone. They then pointed me to where the other guys was, in one of the parking garages pacing back and forth talking on his phone. I have a Ring doorbell so I know when security has come up. Then there are the people below me. The guy that is down there is unfathomly noisy and volatile. I have been woken from my sleep from him abusing his girlfriend so badly I could hear him throwing her around, yelling, and her crying. He plays his bass guitar so loudly it vibrates the floor up the walls. I hear him screaming and yelling all the time and there is just so many loud bangs and thumps coming from there it sounds like hes pulling down full bookshelves or flipping all the furinture. It sounds like he is constantly building things with hammering and drilling happening below me or below my balcony. There was an incident with him coming to my door threateningly. And these are just 2 of the new batch of residents. The building itself isn't as great. The elevators have been going down frequently, and when they do, there is no notice that they are down or when they are fixed. The building security would be pretty good if they were used properly. Every door needs a key fob to enter, so if you find yourself in the stairwell or something, you have no choice but to leave the building if you don't have the fob to enter any doors. But this is pointless because the residents now put things in the doorways to prop them open or keep them from latching shut. The worst part is that when the elevator is down, some of the residents, and even security will prop the stairwell door wide open so anyone can just walk right in. The building is not secure at all. Management has also decreased the hours of security so they aren't here much of the time. There is a big gap between when the leasing office closes and security arrives. Bottom line, I don't feel safe in the building any more. I've also noticed the trashcans that used to be in the garages and floors slowly disappearing. Not sure what that is all about, but I'm just waiting for the benches in the lobby to start disappearing as well like the ones that were by the elevators on all the floors. There have also been more water shut offs for plumbing reasons. Before, there weren't any. The issue that put me over the edge to finally update my review is the issue with my privacy. Management sometimes leave notes on doors. This is fine if personal information were not enclosed. With previous management, if it was, the note was in a sealed envelope. This management does not do this. So when you are out of town for work or personal reasons, the notice will be put up for all to see and read. I mentioned I had a Ring camera. Well this doesn't stop these people from literally going up to my door, in some cases unfolding the notice and standing there to read it. This was brought to managements attention at which I was told notices would be taken down after some time or not put up if they know the person wasn't there. Almost a month ago I sent an email to management letting them know I had to leave town. Now I'm seeing people standing at my door again reading a notice that's been there for a week. It's such a shame what has happened to this place. There is no privacy and personal safety anymore. I'm not recommending anyone who just wants to live peacefully and quietly move here anymore. read more

We stayed a year in Cielo and we didn't have a ton of problems when we lived there. The property management team is very responsive and friendly- Marco, Jodie and Giselle help out no matter how small the issue is. Maintenance staff are amazing too- all our service requests get attended to within a day or two. Yes, the apartment has some flaws- 1 out of 2 operating laundry machines (one is always broken but a diff company handles it), an occasional overflowing trash chute (clean it up, neighbors) and 2 cases of lost/stolen packages (security pls) so there could be some improvement. Also, these are businesses so they will typically keep every cent of your deposit no matter how clean you leave your apartment. We're a bit bummed how much the charges are but hey, that's how people earn. read more

I been here for 5 years this place is trash. you have roaches crawling on the wall going into peoples apartments. You will have 2 annual checks in you apartment twice a year, your packages will always be stole all the time, yet alone maintenance don't know what they are doing half of the time when they come into your apartment and yet alone they will always burn up electricity because they will always leave the lights on, by me talking to several people in the build this has happen to them consistently and how can we forget about the fires in the building. ( AND THIS IS WHY I AM NO LONGER HERE) In the past year we had about 4 fires in this build don't worry this is very normal because people don't know how to cook or they leave the fire on and take a shower and they say I don't know what happen. lmao. leasing office they never answer the phone. they will say we are so busy and they are probably on the internet looking at the next vacation to book, they will send the call to voice mail or they will definitely put it in a system that takes the call aka operator. they go through management and employees every six months. no one knows what's going on. we can't forget about the loud partys that happens down stairs where the parents don't watch there kids and we can't forget they take up 2-3 of the grills so there whole 10 families can cook. Music at the party's they have won't go off until 11pm. WASH ROOM- you will have people take your clothes out the washer and dryer with out your permission. you will also have people washing at lease 5 to 7 loads of clothes. because some people wasn't train on how to wash clothes they will wash there big blankets in the washer machine and break it. common sense will be take you nasty clothes to a actual laundromat where you can wash your blanket and your other dirty clothes. You can let the leasing office know and all they will say is did you call the number on the dryer or washer. Lmao this is to show that this apartment does not care about any of there tenants or safety. Security- the security here sucks. You have people that don't live in the building and enter the building wandering around the floors looking for packages or seeing where you live. we can't forget the homeless that wonders in the building hanging in the pool, and garage sleeping next to your car Boy this place is the most safest place ever the only thing is that the place looks like a resort but you will never find peace in your apartment! They created fake work order just to get me to pay them more money when I moved out. Cielo Apartments - CHARGES!!!! Basically we paid for the renovation of the unit!!!!! - Apartments Near Me - Panorama City, California

WARNING: COCKROACH INFESTATION IN THE ENTIRE BUILDING!!! DO NOT LIVE HERE! I would give this negative stars, but Yelp hasn't invented that option yet. I moved into a unit on the 3rd floor (326) at the end of June 2016 and moved out last month. This is by far the WORST apartment I've even lived in. COCKROACHES HAVE INFESTED THE ENTIRE BUILDING! STAY FAR AWAY! I asked all my neighbors and they ALL have cockroaches in their units. On average, I killed about 10-15 cockroaches of various sizes PER DAY! The management does nothing to solve the root cause of the problem, they refuse to give everyone a rent credit to move everyone out for a few days so that they can fumigate the entire building, so the problem will never be solved. The roaches are literally EVERYWHERE! Roaches in the kitchen, bathroom, living room, bedrooms, closets, kitchen sink pipes, bathroom shower pipes. I even notified the Dept of Public Health in Panorama City, and the inspector had to order the apartment management to take action. THIS BUILDING HAS TO BE KNOCKED DOWN AND BUILT FROM SCRATCH TO GET RID OF THE COCKROACH INFESTATION PROBLEM! Zunday at the front desk is the only helpful person who works there -- she is very nice. Carolyn Weebe, the V.P. of Greystone Management (building manager), is a disgrace and a slumlord. When I brought the cockroach infestation issue to her attention, instead of offering to fumigate all the units to solve the problem, she denied that there was an issue (despite me sending her 9 emails days earlier with photos of the cockroaches in my unit) claiming in a harassing letter posted on my door, "the issue has been resolved," (which it hadn't). Then, she threatened "early lease termination fees" if I didn't move out within 60 days. She is the most unprofessional person I've ever dealt with. It took her almost a month to call me back when I tried reaching out to her about the cockroach infestation issue and a possible resolution. Marco G. (bldg manager) also had the audacity to take almost half of my $900 deposit anyway, even after only living in the unit for SEVERAL MONTHS. He is a horrible building manager for taking nearly $400, even after all they put me through. He charged me for painting that was unnecessary and cleaning that I did before I moved out. He should be ashamed of himself. He is a nightmare to deal with. Other issues: - Overpriced for a place with a cockroach infestation issue - Homeless people living on the front lawn - DIRTY building - DIRTY surrounding area (ghetto) - Smells horrible RUN!!! My most recent issue I had was with the AC not blowing as strong as I thought it should so we contact the service technician on site and he came out and fix it. Yeah prices are reasonable, but so not worth your time dealing with the buildings problems.. they're constantly shutting off the water ( lets say twice a month), power goes out, and the manager needs to attend some kind of managing classes. He sure does not know how to handle his tenants. I also had an issue with them supposedly not receiving my rent check on time, I now have to call them once a month to make sure they have it!!! The rooms are all old, everything is broken or broken. Management does nothing. You need to ask them to do something 10,000,000 times. Money is taken from you for any reason. I moved into the apartment 5 years ago, the entire complex was just redun and painted. Looks amazing to this day! In the complex which is locked down awesomely! You can't get in unless you are a resident! Super safe and quiet place! The bachi ball arena, the bbq grills are still brand new and was just finished when I moved it! (Also new) There is an awesome pool, with 2 bbqs on the side of a sports TV! Which you can watch while chilling in the pool, and still keep an eye on the food! There's a gym, which is super clean! And a sauna! The manager of the building is super polite,easy to talk to and very understanding! His name is Gabriel! He was always quick with responding to any needs I had and went above and beyond! Only reason I'm leaving is cause my job relocated me to Hawaii! I had to leave a review because Gabriel, his office staff and the location was amazing! Grocery store across the street! My brother recently moved in (2-3 months ago) and on a few of the occasions I've visited I noticed a female staff member asking homeless people to leave the property. On one occasion I saw someone in the dumpster and I let the staff member know. Without hesitation she asked the homeless guy to get his things and leave.
